ANOTHER VIEW ON PCB ISSUE

(FORTRESS OF SOLITUDE, WEDNESDAY, OCT. 5, 2011) — There are multiple views on what to do with the tons of remaining PCBs that GE left in the ground, the water, and elsewhere in Pittsfield and, by extension, southbound on the Housatonic River. To share an alternate input on this from Dave Gibbs’, which we published yesterday, THE PLANET presents another Dave — Bubriski.

Regarding the 6:30 p.m. Oct. 12 meeting with state officials; local, state, and federal officials; General Electric Co.; and the public at Lenox Town Hall, there is a divergence of opinion.
Yesterday, THE PLANET presented the views of environmentalist Dave Gibbs, advocating for the federal EPA’s preference to remove PCBs from the river over the less invasive solutions favored by GE and the state DEP. Today, we share the views of Dave Bubriski and Jeff Cook. Dave writes this:
  1. Dan, regarding the Lenox PCB meeting: I am co-organizer along with Jeff Cook of Pittsfield, of Ward 4 Rest of River Watch. Jeff lives on Palomino Drive and I live on Eric Drive. If you look on a map you can see that we are both in close proximity of the Housatonic, and we both oppose the EPAs radical solution. We have had two meetings to raise public awareness. Jeff had a meeting at his house attended by 35 neighborhood residents of the Polo Acres, and on my side of the river, Jeff gave a presentation at the LDS church on East New Lenox Road. This meeting had 85 concerned residents. I can get you the stack of papers that Jeff compiled (good info). I have much info on this subject and I would like to talk to you. I think you should talk with Jeff too. Please don’t take the envirochondriac’s side on this issue until we can talk. If I can arrange it would you be able to interview Jeff at his office on North Street?
The reference to “envirochondriac” is to Gibbs. THE PLANET is content to field all points of view on this matter until the meeting is conducted in Lenox.

So after questioning Pete White’s ethics for running a write in campaign, Joe goes and does the same thing.  It disgusts me that he ripped Pete on the radio and then copies him. That is worse than anything else.  Ripping someone and then doing the same thing.  I heard he knew he was gonna get beat by Tony Simonelli in Ward 7, which is why he ran for mayor, which he knew he couldn’t win, so now he goes for At Large.  Does he think he is gonna lose this race too? Do you think he has any method or strategy to this madness or is he just operating from the seat of his pants? Who the hell is giving him advice?
THE STOOLEY CONTINUES:

It’s hippocritical of Nichols to pronounce he is of some higher moral standing than Pete and then do the same thing, essentially, regardless of whether it’s for ward 7 or at large.  I think it speaks to something lacking and i hope he gets beat.  And I used to like the guy, but he seems to have lost his way.  You hear Sturgeon lambasting Krol today about his arrogance?  What do you hear about Ward 4 race?
THE STOOLEY THEN MUSES ABOUT THE RACE IN FOUR:

Chris Connell doesnt strike me as particularily independent minded. Seems like [Bill] Sturgeon [WBRK talk show host] is almost endorsing the guy, along with his new political consultant, Allen Harris of Berk Money Mgmt, also a Connell guy, who is now moderating the 3rd dis debate along w/DTR.  I like DTR personally, but her show is super soft, she hates confrontation or even asking open-ended, pressing questions.  Seems like Allen Harris is throwing his $$ around, quite a bit  in Pittsfield politics.  The guy is an odd duck if you ask me and not to be trusted.

16% Less Weight Gain with Seed Compound, Basic Study Finds

Looking for every possible weapon in the battle of the bulge? Grab grapes (with seeds)!  Preliminary research suggests that polyphenol compounds in grape seeds may repel pounds.  Japanese researchers looked at weight gain among mice fed a high-fat diet — with or without grape seed extract. Over a three-month period the grape seed-fed mice gained 16% less weight on a high-fat diet than did the grape-less group. Moreover, the non-grape group ended up with 216% more abdominal fat (the most dangerous kind), and 27% higher cholesterol.

Don’t interpret these results as a license to splurge: The fat-fed grape seed group still ended up 8% heavier, with a 22% bigger belly, than they had at the beginning of the study. But grape seed did appear to restrain fat synthesis and boost fat metabolism — much like compounds in blood orangesmandarins and curry. Meanwhile, one Michigan State study found that grapes improved heart function and reduced blood pressure when mixed into the high-salt feed of rats. Another basic study using a model for Parkinson’s disease found that grape extract improved mobility and longevity. Grape juice also helped increase HDL (good) cholesterol in a Boston University trial.

My understanding is that someone suggested that if his name was written in for councilor at large would he serve and his answer was yes but he would not actively seek the seat.

Regarding the PCB issue in Pittsfield and down the river. It makes no sense to me that such a huge “plume” of the stuff was never touched at Silver Lake and other places. So, as things stand now, regardless of how much dredging or other “remediation” occurs downstream, the PCBs left in place will over time re-contaminate the cleaned areas.
How is this a good thing? How is this any kind of solution that makes sense?
So, to do this cleanup right, Pittsfield HAS TO REOPEN THE CONSENT DECREE and reset the scope and objectives of a proper cleanup. Anything short of this is not a solution at all.

Agreed. As though a foot of sand is going to seal anything let alone six-to-eight feet of viscous highly carcinogenic goo covering the bottom of Silver Lake. With the flooding of Hurricane Irene how much of that goo got stirred up to further contaminate the Housy downstream?

Dan regarding your PCB post this morning. The words are mine and not Jeff’s but we are both closer in opinion to the State’s position than that of the EPA. There are two fundamental differences between the Pete White write in campaign and the Joe Nichols write in campaign. Firstly, Mr. White is a serving incumbent seeking a write in re-election to the seat that he now holds. Nichols has relinguished his incumbent seat and is seeking a write in candidacy to an entirely new and different position, an at large seat representing the city at large.
Secondly, Nichols said immediately after the primary that he would not seek another elected seat, but he wished to continue to serve the city. However, as a quest on a local call in radio show, several citzens from various wards called in an urged him to consider running as a write in candidate for the city council. The radio show hostess also said that she recieved numerous emails endorsing Nichols and seeking him as a write in candidate. Nichols has subsequently stated that he has recieved many calls for him to run as a write in candidate for a at large seat.
I don’t think Nichols’ decision to run was a premeditated one. He more or less responded to a sense of being drafted to run. Morality is a reach and dosen’t appear to be an issue here.
Also, fear of losing to his cousin’s husband, Tony Simonelli, didn’t enter in to his decision to run for mayor. Look at the time lines. Nichols declared his mayoral intentions back in December, long before Simonelli entered the race.

I’m glad you cleared that up. So Joes not running for the ward seat not because of principal but because his cousin is running. Do you believe that none of Pete White’s supporters asked him to run. I was wrong about Joe he’s a good at politics, spending more time trying to keep his job and less time doing his job. Joe and Pete it’s like comparing apples and apples.

As a resident of Pittsfield, I would just like to add my two cents regarding the Nichols debate concerning his “running” for counselor at large and questioning his integrity for doing so. I believe that everyone, including Nichols, has the right to change their minds. It is just my opinion, but while listening to Joe on the radio, he didn’t plan on serving as Counselor at Large, he just kind of fell into it and said that he would serve. Sometimes the best things in life come at us unexpectedly and I believe that is what happened here…Maybe he changed his mind on the write-in vote. So? Does that make him a liar? Childish name calling shouldn’t enter into the importance of running our city and discourage those who want to serve.

Is Jeff Cook involved with 1 Berkshire, the group who received $300,000 as a lobbyist or a local front organization to keep GE’s expenses down? I think Dan had it in the Planet months ago.

Allen Harris,a former backer of Sherman Baldwin.

Didn’t the Eagle have an article on him(Harris) being held accountable in a civil law suit for 2 million to a former Williamstown employer?

Baldwin helped Ruberto get elected, Baldwin a convicted federal felon that owed/owes the Feds $500,000 plus, hired/put on Sturgeon as part of speakout berkshires. Harris suddenly pops up again a short time before this election and what a surprise, likes Marchetti and Ruberto’s appointment Connell, and is moderating an event with the state rep. candidates. Advantage TFB.

Dan, of all the recent debates the state auditors debate that you moderated last year was the best. I think that in the future YOU should ask for questions from the public and should ask some questions based on what on the average Romans mind not what the Eagle or other entity feels is relevant.

I would like to set the record straight in regards to my appointment to the Traffic commission. After my defeat in the 2009 election, I still wanted to serve the city in whatever way I could. The mayor put out a call for anyone that was interested in serving to apply. Read Larry’s input. It is dead on.

To me it is takes much more of a person to want to serve the residents of this city and then takes action to do so than to be the type of person who sits back and does nothing but become a self proclaimed critic spreading rumors and speculation.

@ the Stooley I heard Joe Nichols on the DTR show say that he was a 2’nd cousin of Tony Simonelli and then talk at length about write in’s and integrety. From the record he has (Joe Nichols) to stand on, I will be writing his name in and sincerly hope that he is elected to the city council at large. From a program that aired today on WBRK on issues such as Hancock Road he proved to me he is a stand up guy, when he called the show. He earned a vote, but thats just my opinion.

@ACLU no Joe won’t set a record for the amount of elections lost in a year. He ran in the preliminary and wasn’t nominated so lost that race. And if is doesn’t win as a write in candiate he didn’t lose we will.

Mr Stool sounds like he is terrified that Joe Nichols might take one of the gob council seats. Why else all the ranting over a seemedly insignificant issue? If he has followed the current administration then he should certainly not think Joe deciding to run at large is any major political bombshell.

Allen Harris is underwriting (paying for) all election coverage in the 2011 elections at WBRK, so did he buy his way on as host/moderator of this debate? I haven’t liked Harris since the first time I saw and heard him on the propaganda hour with John Krol, another of his friends, and he put together a “jobs summit” at the Crowne Plaza with Sherman Baldwin right before Baldwin was run out on a rail. Beware Allen Harris.

As stated several times in past posts, I’m not a Pittsfield resident.
However, the spending policies of Pittsfield directly affect the towns surrounding it. Mr. Nichols and Ms. Mazzeo are the only two council members who have been consistent in asking the right questions in council meetings. I think Nichols deserves a chance at retaining a seat on the council. His vote for the Ruberto budget was surprising, and upsetting. But overall he has done a fine job. Thought he would have made for a good mayor also.
Stooley- some of your “facts” are actually fiction. Normally you are better than that.

Its not like we have a vast array to choose from. Many of the ward races are not even contested. Be it Joe or PetervWhite that wants to run a write in more power to them. If they bring forth ideas and advance the discussion and nothing more, I say they contributed and thank them for doing so. Most of the city won’t even vote, so to give up the time away from family work etc at least shows some level of commitment.
And who was the wise guy who thought typing on a phone was a good idea? The older I get the smaller the font is

My Letter:

To whom it might concern:

I’m writing this letter to admonish those selfish zealots who oppose the wonderful clandestine agreement that our representatives and elected officials have crafted with that company that brings “good things” to life, General Electric. Don’t they realize that the economic future of Pittsfield is at stake?!!! Even the editorialists of our local newspaper, The Berkshire Bird (a.k.a. Eagle) heap their praise upon this virtuous settlement.

Look at the “benefits” to the city of Pittsfield: 1) A still contaminated toxic waste site, for free! If I was the CEO of a major industrial corporation that’s where I’d want to build my new factory. Just think my office could overlook the once pristine Silver Lake, a heavily contaminated chemical cesspool that will remain toxic in perpetuity. 2) Several million dollars in economic aid to the city of Pittsfield, a mere drop or two from the oceanic corporate coffer of GE and less than GE CEO Jack Welch takes home in a year. Surely this will finance the economic renaissance well into the next year or two, perhaps even repair some long neglected bridges and schools. 3) An “ecologically sound cleanup” of the first two miles of the once beautiful Housitonic river, consisting of a superficial skimming of the most assessable contaminants while the lion’s share is “safely sealed” under a “permanently impervious” sheet of plastic (i.e. swept under the rug) that no PCB could ever escape from, even if a MAJOR flood occurs.

Now how about the hidden agenda and self-serving interests of the whiners who attempt to sabotage this wonderful and forever binding settlement? 1) Those who want a full cleanup of the river, the HRI and Tim Gray. These people are clear-cut Eco-nazis! Of what and who would benefit from a fishable swimable river? Some wacko gun toting hunters, hungry fishermen, granola crunching canoeists, and the wildlife of the Housitonic river valley from here to Long Island Sound. Clearly this is a selfish agenda that benefits only fringe groups. If the animals were in any danger from wallowing in the toxic slime their cause would surly have been championed by some wonderful animal rights group like PETA (you know, the people who endorse drinking beer instead of milk as a healthy lifestyle). 2) The people whose properties were contaminated by GE’s foul spoor. Who cares if their property is only superficially cleaned and left worthless? These people don’t need clean soil for their family gardens, just go to Stop and Shop for your fresh vegetables and stop complaining. Remember that the wonderful agreement is at stake! 3) George Wislocki and the Berkshire Natural Resources Council. Their sole agenda is to stifle economic development. Look at the thousands of acres of prime land they’ve snatched up from the developers grasp, and for what? To preserve some useless open spaces as wildlife habitat and maintain its scenic beauty. Look at what this has done to Realtors and Developers trying to build and pave over the Berkshires, just the spin off loss of carpentry jobs is astronomic! 4) Those people who oppose the uncapped, unlined, and untreated landfill of toxic sludge adjacent to Morningside School on Hill 78 and other locations on the GE property, are they out of their minds?

This last group is surely the farthest out of touch with reality and have no views towards the future what so ever. When GE finally is through with the massive and thorough cleanup that they’ve promised these will no longer be mere hills but true mountains, perhaps even rivaling the majestic Green and White ranges to our north. Developers will fight over the rights to these lofty piles of sludge, ski resorts will be developed and the values of nearby properties will soar, the land being quickly snatched up by second homebuyers and condo builders. And think of the economic spin offs of these new resorts, not only will Pittsfield have a new manufacturing base but also a complimentary service economy.

Surly these new mountains will deserve to be named so that our grandchildren won’t forget who created these wonders. How about after the nearsighted people who made them a reality? Mts. Dolye, DeVillars, and Welch! Ahh ……I can see it now, ski Mt. Welch the beast of the east, I dared Mt. Doyle, I skied the toxic pillar called Mt. DeVillar…………..Don’t let this wonderful opportunity pass us by!

I would love to tote a gun and eat fish from there but I do not I travel deeper into the wilderness where wild brook trout flourish ( a true sign of the waters purity.) We have been sold out and now they are using fear to twist the public’s opinion in their favor to get off free. There is a way to clean with out destroying the river banks they just don’t want to do it because it cost to much.

GE’s plan, monitored natural recovery is the same as doing nothing. Hense, minimal dollars spent.

To clean the river correctly, removing a significant among of the toxins by whatever means you wish to utilize will cost billions.

It is all about money. GE chides to spend as little as possible.

GE doesn’t want to do the most invasive way because it’s also the most expensive. They should have to do whatever they can to remove most of the PCB’s with out harming nature.

We have one shot at cleaning the river let’s do it right. It’s not about money it’s about getting out the poisons that’s right poisons not just PCB’s. When you resort to name calling it shows your ignorance to the facts. Perhaps if 3 or 4 of your family died of cancers and other problemns who all worked at the plant maybe you might think a little different. We aren’t money movers we are citizens trying to do the right thing.

I have had relatives die who worked for GE and from various causes. As a matter of fact men have a 1 in 3 chance of getting cancer and women have a 1 in 4 chance. If the EPA dug down 100 ft from Pittsfield to Lenox and removed all PCBs possible the risk of getting cancer wouldn’t change.

EPA says PCB’s are probable cacinogens. To get to the level the EPA considers dangerous one would have to spend 90 days a year for 70 years to reach the level.

Folks, go hear the state out on Oct.12. Learn all you can about this issue. The sky is not falling.

PCB’s are not the only dangerous and deadly carcinogens plaguing Silver Lake, Housatonic River, Hill 78, and untold numbers of other toxic sites throughout Pittsfield and surrounding Berkshire County. Shall we talk about aromatic organic compounds the presence of which are OFF THE SCALE in Silver Lake and which continue to pollute not only Berkshire County groundwater but more insidiously THE AIR!?! Shall we talk about Cancer Clusters throughout neighborhoods surrounding Silver Lake where loads of people have spent a lot less than “90 days a year for 70 years” and have still managed to reach the level where they came down with rare, exotic, and deadly Cancers from which they did die young (One of the Eagle’s own employees succumbed to a rare brain Cancer and she’d only lived in her Silver Lake-area house for 11 years.) The only way to keep these toxic chemicals from contaminating and recontaminating the ground, air and water is to get them all out in the MOST aggressive way possible . Sure, the Woods Pond area and Silver Lake will look a bit raggy for a few months afterwards but nature has a marvelous ability — She grows things. And in a little while there’ll again be bushes and trees where once for a little while there was earth moving equipment and dredges and churned earth. For all practical purposes with respect to a total clean-up of Berkshire County, our wonderful caring partners at GE have unlimited — REPEAT: UNLIMITED — deep pockets. Stanley Electric and GE put the bulk of these poisons into the local environment so it’s GE’s expensive chore to remove them (just like its doing in the Hudson River at a cost of more than a billion dollars). When the incidence of rare Cancers around Silver Lake start to subside then and then only will we know that GE has succeeded in fully remediating these poisons from our midst. But please Dave, stop touting GE’s company line and spreading falsehoods and misinformation.

Perhaps having GE do nothing makes the most sense to you. There are those of us that believe that doing a significant cleanup makes the most sense.

Is your judgement clouded because you have aligned yourself with those that have taken GE’s money?

Dan I would like to contribute a few thoughts. First of all most everyone knows I have spent my life trying to reverse the toxic mess GE left behind. My property is contaminated. Our river is contaminated. And lots of other GE toxic sites exist. I took the first independent samples in the river in 1976 when GE’s line was there is no contamination. In 1992 the Housatonic River Initiative formed and has been working for a comprehensive clean up for years. Many other groups agree on a clean river goal. We have never thought a clean river agenda is a radical notion but some seem to think this way.
PCBs were discovered in the food chain of the earth about 1966. They are one of the most pervasive toxic chemicals and reside in most humans and wildlife. Over several decades many world health organizations, independent scientists, and universities have studied them and consider them highly toxic. Thousands of peer reviewed scientific studies have been published. It is well documented that mothers pass doses of PCBs to their babies during breast feeding. Studies on wildlife have been equally alarming. Whales, polar bears, birds, fish, amphibians are a few being impacted. Nations around the world are cleaning PCBs up. Why? Because it is a prudent public and ecological health policy.
Just to add some local information to the mix. Mr. Martindale has worked for years to get as much of this toxic mess cleaned up as possible. His knowledge about PCBs is very valuable to having a competent discussion. In 1988 a study by Mass Dept of Public health was published pointing to very elevated levels of bladder cancer in Pittsfield. This was not internet data. Dave Gibbs, who Mr. Bubriski decided to slur on this blog, has spent decades helping neighbors whose families grew up on contaminated land get proper clean ups. He helped fight Hill78 and the clean up at Allendale School. His family has suffered from health issues all the while he was pushing for better clean ups.
To answer another post, Mr. Cook is a Board member of 1 Berkshire. After 1Berkshire denied in public that GE has funded this group, the Berkshire Record/Boston Globe printed stories to the contrary. Mr. Cook has a right to his opinion but lets be sure where the GE money goes.
GE has led the fight to make everyone believe that PCBs are safe and they shouldn’t be responsible for their mess. This has been the case on the Housatonic and Hudson Rivers. They fan the fire that no environmentalist could possibly be right about any environmental problem. “Don’t destroy the river to clean it”, they say. Take a ride to the East Side Café and look south at the bridge. This part of the river was dredged and banks dug up to remove the PCBs 10 years ago. It’s looking pretty good. Rip rap is almost covered over, insects on the river bottom have returned, fish are migrating back in, and native shrubs and trees have made impressive growth on the banks. The river wasn’t destroyed but cleaned of some of the highest levels of PCBs ever found in the world.
It has taken twenty years for many active citizens to get the EPA to order GE to clean the river. Here are positions put forth by many environmental groups. First there should be no more toxic PCB dumps. Hill 78 is the poster boy for this no brainer. GE has proposed over three dumps in Berkshire County. On the Hudson they are taking them to a
hazardous waste landfill down south. We have supported testing new technologies that destroy PCBs that could make the need for dumps obsolete. We hosted two companies last spring at a forum in Lenox. The same technologies have the potential to be used in the floodplain and possibly could minimize the clean up impact. We need some in -river pilot studies.

We believe that if we’re going to clean the river that removing the maximum amount of PCBs as possible should be the goal. It makes sense to us to do the best job. We are not dredging fans as one post seems to imply, but this is a construction project and it may be part of the decision. Instead of being fanatical we have looked at dredging and hosted forums on companies and their affiliates that have innovated low impact surgical dredging heads, with shrouds to minimize re-suspension. One company had low impact dewatering facilities that are measured in feet instead of acres. It doesn’t have to be huge clamshell dredges as GE wants you to believe. Innovative companies have come along way but better technology comes with cost. One of the most promising companies called Biotech Restorations have offered free testing to get the ball rolling. Google them up and read. We also think the decision needs flexibility to Modify Clean-up Plans as needed. The consent decree was written on stone.
GE’s most aggressive published option number eight says 2,250,000 cu. yards will need to be removed. The states says they would remove 25% of the PCB load with their plan. Does this mean 1,700,000 cu.feet are being ignored by the state? If GE’s numbers are right aren’t we leaving huge PCB levels upstream? The state wants to remove 286,000 cu. yds. from Wood’s Pond. PCBs left upstream will re-contaminate the pond during flood events. The state has stated the pond might have to be re-dredged someday. Public health goals will be met by putting up signs warning of the contamination. This was the plan in the 1980’s. We now will have more signs warning of the toxicity of the river. It’s starting to sound very strange. DEP, EPA, and GE present different numbers.

We have spent a-lot of years on a proper clean up and have tried to elevate the discussion by hosting clean up companies and world class scientists. Sit tight folks as the EPA has not even released their plan.
