BREAKING NEWS! — THE PLANET received word shortly after 4 p.m. Friday, the end of the city’s work day, that city accountant Ben Wax resigned. We don’t know if this was unexpected or benign, forced or  of choice. Resignations occur, of course, but there’s heightened interest when it involves someone connected with money and finance. Our source is a good one. THE PLANET has contacted city hall for an official confirmation.

(PLANET VALENTI News and Commentary, Weekend Edition, March 6-8, 2015) — Don’t expect to hear about this from or in any other of the local media, especially from The so-out-of-touch Boring Broadsheet, and you must give us “Scout’s Honor” (remember that?) that you didn’t get it from us because NOISTKAI — No One Is Supposed To Know About It!!

On Wednesday, the city hired two sheriff’s deputies at $30 and hour to supervise five inmates from the Tommy Bowler Holiday Ranch out in Lanesboro, a.k.a. The Berkshire County House of Correction near the decaying Berkshire Mall, to clean snow off the roof from the flat Taconic High School.

The cons used snowblowers, shovels, ice picks, bear traps, pick axes, zip guns, reds, and sleds, moving the snow from the roof onto the inner courtyard. Remember, these are untrained workers. THE PLANET does not exactly how the inmates are selected from among the hundreds of upstanding fellows who are getting free room and board courtesy of Mary Jane and Joe Kapanski, but we sure know one thing: they are amateurs in snow removal, putting them right up there with Mayor Daniel Bumstead, Public Services director Bruce Colonwood, and Highway direction Kevin Fail (rhymes with Swail and also with Flail).

‘Extensive Damage’ to THS Roof

THE PLANET has it from reliable source that during the course of the work, the cons inflicted “extensive damage” to the Taconic roof. We do not know the full extent of the damage nor specifically what kind, though we can report we did hear from knowledgeable sources that the damage involves “thousands” and “possibly tens of thousands” in damage. Now a cynical person, which in Pittsfield means someone who can handle the truth, might connect this damage with the pedal-to-metal push to get a $150 million “new” THS built on the spot. You know, now it has a bad roof and all.

THE PLANET will not go there at this time, being content to let the implications of this incident sink in the hearts and heads of every Pittsfield voter in this Election Year.

Here’s another key point to consider: After the incident, no one, according to informed sources, reported the damage to school or city officials. They tried to cover it up. One source said that after the incident, the actions were in the direction of a cover-up so that the public would never hear about it. What then? Would the bad roof later be cited, long after the snow had melted, as the reason to build the new school? The obfuscation, too, tells you all you need to know about the state of Pittsfield politics during the Seige of Bumstead (SOB, also called the Reign of Bumstead (ROB). SOB and ROB are against transparency. Keep The People dumb, barefoot, and pregnant.

Since You The People were never supposed to know about this, naturally, you are not to know about who pays for the damage. The city? The sheriff? The inmates? Our guess is: “Gotta Mirror,” which means you, the bedraggled taxpayer. Also keep in mind that the use of Sheriff’s Deputies to supervise inmates comes at a cost. It’s not free work. So, for $30 an hour times two times “x” number of hours, taxpayers get an “extensively damaged” roof.

Such a deal!

Allendale School: What Didn’t Add Up on the Roof

Meanwhile, last week, the city hired the sheriff’s department to employ cons to shovel and snow-blow the roof at Allendale School. That’s the grammar school located a chip and a putt away from the notorious Hill 78, a five-story mountain of code-red industrial toxins (another “Way to go, Pittsfield”).

Our Right Honorable Good Friend and former Ward 4 councilor Mike Ward posted on Facebook that he agreed with the use of prison labor. THE PLANET agreed with him. Ward shared one “however,” and that was the scant warning given to parents. Seems the School Department notified them on the previous day, certainly not enough time for parents to offer feedback, particularly for the moms and dads that might have had a problem with the deal. Again, we agree. If you’re going to employ prison labor at a grammar or high school, there needs to be more notice than one day.

THE PLANET‘s snooping around also turned up another concern. We heard from sources yesterday that during the robo-call notifying citizens that this would be happening, the city said it needed to clear the Allendale roof since it was “in imminent danger” of collapsing.

Stop and think about that for a moment.

OK, see the problem. If the city was telling the truth, by no means a safe assumption under the current Administration, then why in Tarnation and Carnation were the kids in school that day!!!!???? Yes, that is the rare sentence that deserves the extra seasoning of exclamation points and question marks. If the city’s statement is true, it means that Mayor Bumstead and School Supt. Jake “JIV” McCandless put the health and even the lives of the children at risk. Again, way to go, Pittsfield.

Now, what if the city was exaggerating. What if it wasn’t telling the truth (we know what a shock that would be)? What if there was no “imminent danger?” Then it poses the question of why the work couldn’t wait until the weekend, when there would be no kids in school. Could it be to save on overtime? Not good enough, for two reasons:

1. It’s preferable to eat the time-and-a-half for two sheriff’s deputies ($45 an hour) than to have convicts working while school is in session (again, assuming no imminent danger).

2. Why is the city even paying extra for deputies in the first place. Deputies are needed to supervise the prisoners. THE PLANET gets that, but they are already getting paid by the sheriff. Why the double dipping? While this doesn’t provide an answer, it may provide a clue. When the mayor ran for office in 2011 following his defeat in 2009, Sheriff Tom Bowler served as his campaign manager, along with Bowler’s sister, Donna Matoon, who then went on to be the mayor’s director of administrative services. There’s a good word for that: “Cozy.”

Bustling? Yeah, But with What?

FInally, THE PLANET provides this example of wildly creative fiction courtesy of Pittsfield Office of Cultural Development. The office sent out a flyer publicizing a number of events, first on the list being Friday’s First Fridays Artswalk (March 6).

The release begins with this sentence: “The March 6th First Fridays Artswalk will encompass a dozen different art shows featuring work by over 20 accomplished artists in Pittsfield’s bustling Upstreet Cultural District, with venues as far south as the Berkshire Museum and as far North[sic] as Berkshire Medical Center” (our emphasis added).

” … bustling Upstreet Cultural District …”

“Bustle: to hurry busily, fussily, and noisily as in ‘a bustling commotion.'” (Webster’s New World Dictionary). The word can alternately mean “action, liveliness, excitement, and tumult.”

When the term “bustling” is applied to Pittsfield’s downtown, it can only refer to “commotion,” such as the fights which break out at the end of Third Thursday. Or the reference is “hurry busily,” the way decent people who have to venture downtown move about so as to finish their finish as rapidly as possible to avoid the dreariness and danger of North Street.

“Excitement?” “Tumult?”

We won’t even go there.

I know it seems like good idea to put prisoners to work on the surface. However, use of slave labor is never a good idea.

Judges can pass stiff sentences, just to get free labor. Are these inmates fully insured? Putting inexperienced slaves on a slippery roof and handing them power tools is recipe for disaster. What are they going to do with shotty workmanship – cut their pay? Fire them?
If the slave gets injured, it opens up huge lawsuits to the city and if he becomes disabled, he collects free disability for the rest of his life along with a large cash reward. These morons have already proven they are not too bright by ending up in jail in the first place.

Extensive damage to a roof on a school that this city desperately trying to replace – how convienent for mayor Bumstead. This mayor will stop at nothing for colassal cash grab. The incompetence of this Administration is proven time and time again.

There are no judges can pass stiff sentences in Berkshire County. Day after day I read about drug dealers using illegal guns getting a slap on the wrist. Most of the time the gun charges are dismissed in return for pleading guilty on the drugs.

Who are the suits? They’re often mentioned here. I would like the name of just one of them. Are they like the Bohemian Club where the list of active members is private? Do they have a way of recognizing one another like a secret hand shake? Are there any women suits or are they all men? Is it possible that we know who the suits are but don’t realize that they are suits? It appears that their tentacles permeate every aspect of our lives.

“The suits” are the big money interests who control Pittsfield politics.

Greylock Credit Union had a financial officer who gave loans to “an unnamed businessman” who was said to be giving kickbacks in court. As far as I know that businessman’s name was never released to the press or the public.

On the Federal level, the big banks who control Wall Street and the too big to fail companies pull the strings. Its become very obvious under the Obama Admnistration. Corporations are people too.

Campaigns are financed by big money. When they get “their guy” in, they (the suits) expect to be paid back – 10 fold. Its all done by money. Follow the money and you’ll get your names.

Scott, I agree having people convicted of a crime (with 6 months or less to serve of their sentence, which is what was stated) working in the community with the supervision of the Sheriff’s Department is a wonderful idea, you once again are trying not to offend, miss the point that DV was making. The work needed to be done because the roof was in “imminent danger of collapsing”. School was in session that day? If that robo-call was made with that specific wording!-!- there is an issue! And for the estimate that it would cost a contractor $10,000 to do the work…. I will charge the city $2000 and get a buddy and we will spend all day with just shovels and get that shit done! Hell I used to do it for free as a kid-ahhh but I digress.

TES said 10K for a contractor and Sanbourin stated “much more” for the work at Taconic.

So 7 inmates worked from 8AM-1:30PM. They must have had break time and state mandated lunch during these 5.5 hours. Lets say they worked the whole 5.5 hours and multiply times 7 =

5.5 X 7 = 38.5 hours that is about 1 person working full time for a week

So if cost was just the same 10K TES stated for Allendale, these “private snow shovelers” TES speaks of are charging roughly $260/hour as a conservative estimate!!!

Thank God he hired the prisoners instead………..

Did ya figger in the graft and miscellaneous expenses like $200 shovels and $90 gloves and a ladder for each guy to get himself up on the roof. It could easily go 10 grand and then some….there were probably administrative costs and nothing happens at the school that the school dept does not get a piece of the action on.

Hill 78 is Jack Welch’s gift to Pittsfield’s children, who are exposed to GE’s cancer causing PCBs toxic waste chemicals everyday they go to Allendale School. I heard Jack Welch is going to buy beachfront property on Silver Lake and take daily morning swims for exercise once the weather warms up. Then, Jack Welch is going to eat Teo’s hot dogs for late-morning brunch. Jack Welch really made Pittsfield a better place for people to die in.

i always heard you should not walk on shingles when they are frozen because they can crack and split and break up. But there were people on home roofs all over the city this winter. Ironically, the people who do most of the snow removal are roofers who can now come back and tell you you need a new roof and they will be happy to do the job.

Why pay private contractors $90.00 to cold patch potholes? Why not have inmates do it for free?

Why limit the criminals to collapsing roofs on schools full of young school children? Seriously.

How about garbage pickup? Make the inmates pickup the garbage and throw it into the garbage compactor trucks.

Repair road signs. Sweep city streets and sidewalks. Work in sewers and at the water treatment plants doing all the physical labor. Paint city buildings. Paint the lines at crosswalks. Janitorial/Custodial services at schools and city buildings. There are tons of things the city pays people to do. They are paying workers extremely high wages out of your tax dollars.

Why are we just letting all that free labor sit there rotting and going to waste?

Re: Berkshire Eagle Editors should advocate for state funds

The Berkshire Eagle’s Editors do not understand how badly the Boston-centric state government has hurt the Berkshires over the decades. Over the past 15 years, state aid to local governments has been cut by about 40 percent. Moreover, municipal and regional costs have increased above the rate of inflation. The Eagle notes that the Berkshires do not have the kind of businesses that offer full time, living wage employment that the Boston area offers. But what the Eagle doesn’t understand is that this reality makes the Berkshires heavily reliant on the state government for its funding of public and non-profit operations. When the Baker administration level funds state aid and proposes budget cuts to local Berkshire area programs, it really negatively impacts the local Berkshire region economy.

Thousands of have moved away from Pittsfield and the Berkshire region over the past couple of decades. On a small business and local government level, the customers and the people are the biggest economic resource to the local economy. Thousands of people have fled the Berkshires due to the lack of living wage, full time jobs, plus the rising expenses of the Berkshire region, which, in part, has been caused by the state government cutting its funding to local governments and non-profits.

When I started to run for Berkshire State Senator in early-2004, I spoke out about all of these issues 11 years ago. Over the past decade, these issues have become more problematic in Berkshire County. The Berkshires need state and local leaders who will work together to advocate to the state government to increase its funding to the local Berkshire area economy, even if that means raising state government taxes, which would offset the yearly increases in local taxes.

Governor Baker is disingenuous to say he is not going to raise taxes on the state level, when he knows that local governments will have to absorb the shock of rising costs in the form of higher local taxes. Governor Baker is offering the same pattern of failed financial management that has negatively impacted Berkshire County since the “Big Dig” doubled in cost during the 6.5 years in the early to mid 1990s under his former boss, Bill Weld.

I wish the Berkshire Eagle editorials understood my arguments in favor of my native Berkshire County that I have been making for over a decade now!

Quick question/observation:
I noticed that Spice/Jae’s Spice/Spice Dragon and the accompanying Shabu Shabu/Sports Box/Mad Jack’s got significant tax breaks to “create jobs” that really never materialized and in fact went south with their various closings and failed restarts.
Did the tax breaks end for those properties when they didn’t meet the job numbers? Or did no one really keep track?

The reason I ask is two fold:
I noticed that Koto and now the new Da’Koto seem to have created MANY more jobs then all the above combined, and reused existing abandoned buildings (as did Spice-granted the abandoned building was already owned by the person who started the first spice) but I don’t seem to remember the Koto Group ever getting a tax break of any kind.

Now we see there is going to be another property, a “boutique hotel” also getting a tax break and I think some sort of grant to “create jobs” at the same location…isn’t that sort of double dipping? Tax breaks on top of tax breaks for jobs that never materialized. I think the first Spice tax break was 10 years on personal property and I think a 10 year on the real property tax with some sort of sliding scale.

Pittsifled received grants/low interest loans to extend the sewer system to Interprint again based on “job creation”. My understanding from someone that works there is that the minimum number of jobs (full time) that was required to comply with the low interest loan never materialized. That there was some manipulation of how the jobs were counted and then eventually not counted at all…so sort of a throw away grant.

I seem to remember the number 500 as to the projected jobs at GD. I also seem to remember some city councilors getting pretty RA RA! about it and touting how awesome GD was going to be for the area…I also seem to remember at least on city councilor actually getting a job at GD…but I don’t remember seeing 500 jobs being created. I also seem to remember a big deal being made about 105 jobs in x number of days being touted in the newspaper…yet I hear that many were “internal transfer” jobs and that even the 105 is now down to less than 80…In looking at MA Labor and Workforce Development I can’t find 105 jobs, I can only find 64…of which 11 seem not to exist anymore.

Anyone have any ideas? Why do we always hear about the cheerleading but not the failure or even just the truth.

“Asked about reports of damage to the Taconic roof, the superintendent said he had not received any concerning either school, adding, “Our custodial director has no reports of damage either.”

Sabourin said there may have been minimal damage from walking on the aging, flat Taconic roof, but that the inmates used only plastic shovels with the edges ground down to eliminate sharp surfaces.

She added that the situation “highlights one of the many needs of the old Taconic.”

Ohhh so the damage was done because of the poor condition of the roof…seems Dan called that one.

I know someone who was on that roof and not as a con. There was extensive damage along the lines reported here. Im telling you theres a big coverup on this.

I think its as DV says later the damage will be revealed..much later…and it will be “see told you we need a new THS.”

Happy to hear that Nichols will run at large. I liked him on the Council. He wasn’t afraid to challenge and ask pertinent questions. Someone like him is definitely needed.

I would like to see Clairmont run for mayor. Again, he speaks his mind and is not afraid of repercussions.

When they design buildings in the northeast, they take into account snowfall and the weight of it. Taconic has weather many winters just fine and the snow was not a problem before.

Bianchi is trying to make it look like this was an exceptually bad winter. It was not. It snows in Pittsfield. How many roofs have ever collapsed in Pittsfield from snow? Any? Ever?

None.

Once again Bianchi is treating you like you are stupid. There was no danger of collapsing roofs and if there was any truth to that at all, they would have put your children’s lives in danger by sending them to school. This whole thing was a PR scam.

Last City Council meeting was a classic. Classic Failure. ollingwood look disheveled..Tes with his classic Scowl…The banter between Lothrop and Swail was sad…Caccamo looked like the village idiot with his loose tie and polka dots. The questions weren’t revealing nor the answer. It was a waste of time. Lothrop didn’t want to offend, showing no salt and Tes and his forehead-nose scowl was childish.

When students at the Juvenile Resource Center on Second Street were in school inmates were never allowed to be in the same room.
Prior to Sheriff Bowler all inmates were strictly kept away under the rules of the State Department of Corrections. State laws represent the final guideline teachers at the JRC were told. Inmates MUST be
separated from students at all costs. It appears the law must have
changed since the new Sheriff took control.

At the end of the day, the mayor is just a guest at the City console’ meetings. Councilors as bad as they are, have the right to ask questions of the mayor and his managers if so desired, and the President should oblige most questions, outside of a full blown interrogation.
