GAETANI DECLARES (DOES HE EVER) PLANS FOR THE CORNER OFFICE

(FORTRESS OF SOLITUDE, MONDAY, APRIL 6, 2015) — Craig Gaetani, to adapt the old Martin & Rossi joke, warbles in three tones: “loud, louder and ‘Dearly beloved, we are gathered here today …'” From a chair in the parlor of his home on Friday, April 3, the pugnacious, expanding violet announced his intention to run for mayor of Pittsfield in this year’s election.
He joins — no one, actually, since no one is on the ballot until hopefuls file required number of certified signatures. Nonetheless, until such time, THE PLANET can report that The Water Wizard “joins” the already declared city clerk, Linda Tyer, in the race. Two other men, including the mayor, have expressed interest but have not formally announced their intentions.
If you like cliches, you might say Gaetani threw his hat in the ring, but he doesn’t wear a hat — except when it’s c-c-c-cold. At the moment, the political landscape freezes in below-zero atrophy. More accurately, you could say he threw his jousting gear, his Everlast speed-bag gloves, and just about everything else into the ring. Alas, THE PLANET didn’t see a kitchen sink amongst the collection.
If Gaetani wins this race, the corner office shall be renovated in non-neutral shades by the time he’s done. Judging by his comments, the Vietnam vet, scientist, educator, physicist, and electronics gadget guy will overturn tables, kick out the money changers, and clean house. The corner office won’t be in the corner. It will be everywhere else — or nowhere at all — something captured well by his official campaign slogan: “Gaetani: Real Change.”
Suffice it to say, as he himself does, that if he wins, “Pittsfield’s going to see a different kind of mayor.” This former director of worldwide marketing for Krofta Technologies won’t have to worry about product differentiation from the rest of mayoral field, unless you’re the kind of person who would miss a charging bull in a tiny pasture.
‘First Act as Mayor’: Firing Collingwood
Gaetani said that his “first act as mayor” would be the firing of Public Services commissioner Bruce Collingwood. Gaetani said Collingwood “cost the city $1.2 million” in 2011 by not implementing some relatively simple and inexpensive upgrades he and his partner, Dr. Lawrence K. Wang, recommended for the city’s water treatment plant in Hinsdale. Working for Dr. Milos Krofta, Gaetani and Wang designed and installed the water facility there in the mid-80s at a savings Gaetani and Wang estimate to be about $150 million. Gaetani says the two men have installed six other such plants over the years at other locations throughout the country. He also blasted Collingwood for the negligence in road maintenance and care, especially the disastrous job this winter.
He said he would offer Collingwood’s position to Dr. Wang. Gaetani said he was appalled at how little technical understanding Collingwood and other city officials have. He pointed out that Dr. Wang holds 29 U.S. patents and “between 10 and 15 foreign patents.”
Gaetani said he would drive efficiency throughout city government. In policy matters, he said he “would clearly follow the lead of The People. I plan to be a person who listens to everybody.” He said he “would follow their lead, every single time,” noting that The Bianchi Administration has done the opposite, ignoring citizens and taxpayers while the mayor voted himself and department heads large pay raises. He called the Administration “the worst in city history.” As for Bianchi, Gaetani says, “He’s not intelligent. He’s lazy, and he’s not accomplishing too much.”
Gaetani promised “to be a strong mayor,” which he defined as one who is “responsible to The People.”
As mayor, he said he would quickly begin a review of all city department prior to the submission of his first budget. What would be “on the table,” THE PLANET asked?
“Absolutely everything.”
Say what you will about his brusque, prickly manner, which some find bullying and off-putting. Others welcome his unusual, pounding style, saying only a person not concerned about the niceties will have the guts to take on the massive corruption that has overtaken city politics.
He wants to clean house.
Cuts Wills Start With School Department
Gaetani said since the Pittsfield School Department consumes the largest share of the city’s $144 million budget (more than $100 million counting school expenses, transportation, health care, and other benefits), he would first start the house cleaning there, with the administrative ranks, citing the top-heavy layer of administrative bureaucracy. He accused the school administration and school committee of “continuing to go roughshod over the citizens.”
Gaetani said that as mayor and a member of the school committee, he would work tirelessly to change that.
He said as a former teacher (10 years teaching science courses at Pittsfield High School), he understands the value of backing teachers and taking control of the classroom out of the hands of kids and putting it back in the hands of the teachers. Gaetani said he would visit every Pittsfield school, meeting with teachers and students. To the teachers, he would express support. To the students, he would insist on proper behavior, a deportment now missing on the local campuses.
“I will talk with every student at every school,” he says. “We have to have new methods” to put a stop to students who “can’t read, can’t write, and can’t do math.” As for the present lack of control in schools, Gaetani called it “molly-coddling,” something that he would put to an end. What can a strong mayor do? “Elect me, and you’ll see.”
Performance, Budget Reviews — With Action — for Every Department
Other points he made during the press conference:
* He said he would conduct performance and budget reviews of every city department. Unlike the usual reviews conducted by incoming mayors, Gaetani said his would have teeth and initiate action. He said he would try to unearth every wasted dollar in the city budget and cut it.
* He said he hoped for large participation in the race, calling for new candidates and fresh faces. “If you have something to contribute, please join the race.”
* Gaetani is stridently against spending $121 million on a new Taconic High School. He called it too expensive and unnecessary. He cited a recent poll of about 800 citizens, who overwhelmingly (4-1) did not favor the project.
* For his three top issues, Gaetani listed (1) the nearly $400 million unfunded OPEB costs taxpayers face to fund city benefits (pension, health care, and other) taxpayers owe to city employees and retirees … (2) Reform of the School Department … and (3) public safety.
* Gaetani said he would serve one term and then leave office. That, he noted, would remove the need to for the usual pandering required by politics. It would also make him immune, he said, to any outside influence other than citizens and taxpayers.
Is he confident?
“I may even vote for Linda Tyer,” Gaetani said. Adding the punchline: ” … in 2019.”

I’m in.
I like people who tell it like it is. This city needs some tough love and lots of discipline. Some of the local business people would be wise to get behind this guy because, citizens, their customer base, are bailing on this city. The people are sick of the same old self serving city government that is being forced down their throats term after term.
Does Pittsfield have the fortitude to elect a non-traditional Mayor ?
The people are tired of being ignored, and the neglect and incompetence is absolutely staggering. The heavy burden being placed on the dwindling Taxpayers is the straw that is breaking their back. It cannot continue.
Bianchi ran for Mayor on transparency. As Mayor he has instituted lockdowns and coverups. Where did he take the money from for the move to 100 North St? Why did he say Monteroso was a private matter?
Melissa Mazzeo ran on reopening the concent decree. This resonated with the people and put her in office. She made it all the to president of the city council and still, never opened the decree.
These two must go away. This is an election year. Why would you believe anything else they promise? You can’t. They have proven beyond any shadow of a doubt that they cannont be trusted.
Gaetani may be rough around the edges but his passion is just what Pittsfield needs. Hopefully this Taconic vote money grab will be overturned by the State ethics commission.
Vote out the mayor.
Vote out every single council member.
Pittsfield’s taxpayers have been severely beaten down. Its time to fight back.
Gaetani has no pastion he just wants to be a big shot spouting things he can’t do. He would need to negotiate his changes with the unions and I don’t see him coming to a agreement with them

Right now I’d say Linda Tyer. Mayor Bianchi has done nothing to even be considered for reelection. Mr Gaetani seems too off the wall. We need a true leader not just a loud obnoxious look at me type. That’s why I will vote for Tyer.

I don’t think Ruberto was that bad of a Mayor. Could he have done somethings better of course. I think PEDA could be done better to show some results. Ruberto had too many acting dept heads also. to name a few things I think he could have done better.

I am not endorsing Gaetani….it remains to be seen how many come forth for the Mayoral run. I do know Bianchi is a failure. However, Pittsfield needs a sweeping change.

Jimmy, this election needs to be one of substance the voters in this city need to be engaged in a vigorous debate on policy, direction and yes accountability for the lack there of prior.
The debate will strengthen and embolden the city economically, intellectually and hopefully empower the citizens to participate even more. The citizens can no longer be seen as simply a “funding source” we must be seen and act as shareholders in the outcome. But Gaetani has a goal, unlike Bianchi and it will take a tough person to make the change.
One term is 4 years now. Barrett had a abrasive personality and worked out pretty good. I’m voting for someone who has fiscal responsibility. No more spend, spend, tax, tax.
The difference is when ur loud and bullying to conceal information vs, trying to get information for the public good.
I wouldn’t care if the next mayor is tough as long as he or she is tough FOR THE PEOPLE and NOT AGAINST THEM. I want somebody who is tough, but also who listens to what the people want…lower taxes, a lot less money going toward the school system that now eats up the majority of the city budget, job creation, and common sense. We don’t have that with this current administration or with the last one either as far as I’m concerned. This means get rid of the progressives first and foremost.
Does anyone other than I find it funny that Craig is busy around the world installing water filtration systems with Dr. Wang, yet has the time to be Mayor and will appoint Wang to DPW chief? Are they supermen?

Today on iberkshies news posting about Gaetani’s announcement, it stated he retired some time ago. I quess that gives him plenty of time.
Pittsfield is a sinking ship , linda tyer running the boat with little political experience will be another titanic episode .
I will not be voting for Linda Tyer. The first words out of her mouth were that she is a progressive. I do not agree with the progressive philosophy. I want either an old fashioned type democrat, an independent, or even a republican to run. This city needs common sense not higher taxes and high taxes are what the progressives are all about.
Most of Gaetani’s platform addresses substantive issues that need to be addressed. Whether he is the one to direct these remains to be seen.
It appears that generally Pittsfield voters don’t vote for or against specific issues nor platforms. They seem to vote along extended social and family groupings with familiar name recognition. For example; Aunt Teresa’s second cousin Vinny’s , brother in law Angelo says Craig is a good boy who plays bingo at the Itam and wasn’t his mother a Gucciano and his cousin a priest ?
Gaetani would due well reaching in to his family’s past and present sphere of influence. His father was a popular barber and he is a Pittsfield boy with Robbins Ave, roots who has relatives throughout the city.

Tyer would be disastrous as mayor. It would be just more of the same – taxes raised every year, new Taconic built, school budget would continue to spin out of control, no cutbacks or increase in efficiency in the city gov’t.

We’ve had bad mayors, bad counselors, bad treasurers and bad everything else, but we have never had a bad clerk. She’s an excellent fishing license salesperson but that doesn’t mean she’ll make a good mayor. Nor does it mean she’ll make a bad mayor. One has nothing to do with the other.

Pittsfield needs to focus on economic development so that the people can get full time, living wage jobs and become taxpaying citizens. All of this talk about reforming Pittsfield politics is a lot of bunk. The vested interests that ran Pittsfield into the proverbial ditch won’t allow it to happen. If a new Mayor of Pittsfield is going to cut costs, then I want to know how much money is mandatory, and how much of the budget is discretionary. What areas of the discretionary budget can be cut and who will be impacted? In business, cost cutting means that management finds a means to make fixed costs into variable costs and then lessen the variable costs until they eliminate the variable costs. The single largest expense for any business is its workforce personnel. Businesses have be lessening the earnings and compensation of their workers for over a generation now. Workers’ defined benefits pensions have be eliminated and replaced with defined contribution pensions such as 401ks. Workers’ wages have stagnated. After adjusting for inflation, many workers’ wages have actually diminished in inflation-adjusted dollars. Workers’ healthcare insurance plans have become more expensive. Businesses have outsourced its workforce to foreign nations that pay far less in income and benefits. A new Mayor of Pittsfield would cut costs by looking at its public workforce as its biggest expense. How would the new Mayor of Pittsfield cut costs on the back of its public workforce? What would the public unions have to say about these cuts? It is one thing to say, “I am going to cut costs.” It is another thing to be specific about how one is going to cut costs!

all employees of the city whether school or city side pays for their retirement. They contribute 8, 9 10 and even 11% of their salaries depending on: (1) when they began employment and (2) how much they make. The city pays 0% into retirement. Where do you get that the city is the one paying into the retirement plan?
I thought the city has long-term debts in both its pension and healthcare accounts called “unfunded liabilities”. The city taxpayers are on the hook for this part of the pension and healthcare programs.
I don’t know about “unfunded liabilities” so I’m not going to respond to that. I do know that because the state does not allow state or city employees to double dip, they don’t pay Social Security but instead they contributes a percentage of their salaries to a retirement plan. When a city employee retires their retirement is calculated based on age and years worked; very similar to Social Security.
Taxpayers are most certainly on the hook for all these cash promises that haven’t been paid. Combined, pension and OPEB obligations totaled about $332 million in 2011. They are estimated today to be well more than that. I put them near $400 million. These are real bills that will have to be paid, unless either (1) the city renegotiates, (2) institutes pension and health care reform more favorable to taxpayers, or (3) it defaults.
Sorry Mr Valenti. But if you factor in that a city employee pays in 10% of thier pay less overtime they are basically paying thier own pension. Do the math
Nothing of the sort, JIMMY. Of let me ask you: If they are paying their own way, why do city’s taxpayers face an unfunded pension obligation that in 2011 was at $132 million (much higher now, of course). Your statement is not factual and it is illogical because it doesn’t apply to reality.
Jimmy Gee, it seems you are the one who can’t do math. If you think someone paying 10% of their pay for some odd years covers the 80% of their pay when they retire you are smoking something. And that 10% is also paid for by the taxpayers as they pay public employees salaries. And it’s well known the city pays a large part of these pension. And folks who pay into Social Security pay SS tax on their overtime, unlike public employess.

Pittsfield use pay-as-you-go to fund retiree health care, which means they pay only the annual costs of benefits for current retirees and do not fund the benefits that
active employees have earned. Relying on pay-as-you-go means that the city falls short of meeting its ARC: annual required contribution. Every year that a community does not meet its ARC, it defers that obligation to the future and increases its unfunded liability.

Dan, thank you for this information. Unfortunately, no one is paying attention and this administration continues to waste. Hopefully, when we get a new mayor and council they will make this matter a priority.
The percentages are the smallest part of the mix. Taxpayers are on the hook for the vast majority of the post-employment benefits costs as well as 85% of the health care costs. Clearly, that 85% needs to be adjusted downward, closer to 50%

Jimmy Gee’s numbers are not factual. When teachers retire they get alot more that 25k a year. And let’s not forget the health insurance paid for by the taxpayers too.
