SELECT SWEPT STREETS: ELITISM ILLUSTRATED? … plus … THS BONDING BLUES (AN ADDED $3 MILLION A YEAR), AND A PCB SHOCKER (or, ‘WHAT THEY’RE NOT TELLING YOU ABOUT POLLUTION AT PROPOSED THS BUILDING SITE’)

(FORTRESS OF SOLITUDE, THURSDAY, APRIL 9, 2015) — Driving to campus yesterday afternoon, The Old Professor reached a stop at Merriam and West streets. Looking across the street as we often do at the beautiful edifice of St. Mark’s Church, we noticed two things: (1) There was a funeral in progress, and (2) West Street in front of the Church and the immediate side streets had been swept bone clean. The St. Mark’s parking lot bulged to capacity, a uniformed police officer stood in the road, and it had the markings of a dignitary’s send-off.
It stood out because both before and after that short stretch of West Street, the streets still resembled the avenues of a war zone, littered with potholes and dotted with trash, sand, and all manner of ugliness. The area around city hall and North Street looked particularly bad.
Death and Favoritism?
Later that night, we learned that the funeral was for the mayor’s mother-in-law. Before all else, THE PLANET extends our sympathies to his wife and the family, with heartfelt sincerity. We emphasize that point so that it does not get overshadowed by an equally competing source of commentary.
We call to mind the following:
* The numerous, cavernous, and unattended potholes continue to do untold damage to vehicles (we all have our favorite moonscapes; ours is the stretch of Elizabeth Street that runs parallel to South Street between Buel and Reed streets). They need immediate attention immediately, but there they sit, yawning chasms symbolizing the Administration’s failure to provide even the most basic services to citizens.
* Not one city street has been swept, as far as we know. Members of The Secret Squadron, who live in and patrol every quadrant of the city, confirm as much. Typically by this time, sweeping would have been well under way. The neglect continues the failing pattern of the mayor and his director of public services.
* The mayor said potholes would be filled prior to street sweeping.
Our point is to question the priorities on display here. It appears that the mayor ordered work on potholes stopped and for DPW crews to drop everything to make the funeral street sections immaculate. Is that what happened? THE PLANET received what overwhelmingly looks like confirmation from “an informed city source,” close to the action, who asked for anonymity.
Death, as sad as it is, does not qualify as a mitigating factor, if the information is accurate. In our judgment, the mayor’s action represents an abuse of city resources, given the desperate need for roadways to be patched, repaired, and swept. The action also bears the disconcerting touch of favoritism and pulling rank, of an elite few being more equal than the masses’ “unwashed others.” THE PLANET, as usual, was unable to get the mayor’s comments on this, because he has cut off all communication with us.
THE PLANET reminds the mayor that the United States got rid of the monarchy on July 4, 1776. The city has no use for an “Us vs. them” and a “let them eat cake” mentality. We do not have rulers. We have employees, representatives we elect to do our bidding, which does not include granting special privileges to those clsoe to them.
While we repeat our sorrow at the death, we also must keep steadfast in favor of ordinary citizens, who would never receive such treatment. The mayor’s family is no better and no worse than anyone else, but that’s not the statement the mayor seems to have made in this case.
It reveals much. Much.

Bonding Blues … and PCBs
Last night, the company that will handle the bonding for borrowing at least $120.8 million for building a new Taconic High School spoke before Our Right Honorable Good Friends on the Pittsfield City Council. Keep in mind that she has a vested interest in selling the city to give the construction project the green light, just one of a group of Special Interests that stand to make small fortunes off a project the city doesn’t need and doesn’t want — and that may end up bankrupting the municipality.
If you want the truth about the bonding options, go back and (re)read THE PLANET‘s first-in coverage (see our column from The Weekend Edition, April 3-5). Bottom line is that simply to service the bonds, taxpayers will be on the hook for up to $3 million a year for as long as 28 years.
Our favorite quote from last night comes from Ward 6 councilor John Krol, who repeated his mantra when it comes to this project: “The choice to do nothing is absolutely not a choice.” As if anyone has proposed that as a choice!
The better alternative is a renovation of the existing THS that would cost taxpayers about $100 million less. THE PLANET realizes to tax-and-spenders like Krol, Kathy Amuso, Melissa Mazzeo and the others, a hundred million on taxpayers’ shoulders is chicken feed. To Mary Jane and Joe Kapanski, however, one-tenth of a billion dollars saved is a lot.
The supreme irony is that if Krol, Amuso, and Mazzeo vote for the project on April 14, they will likely precipitate a legal action and throw the project into, first, an indefinite delay and, second, into a likely rejection. That’s because, as THE PLANET has previously noted, those three have a severe conflict of interest by virtue of their joint service on the council (the appropriating authority) and the School Building Needs Commission (the agency requesting the money).
Can’t say we didn’t warn them!
A PCB Warning That’s Being Buried
Finally, tucked into the final page of the bonding documents is a list of 21 items that state reimbursement will not cover (also first published by THE PLANET in the last Weekend Edition). It is both amazing and shocking that no one in authority has addressed item 8 on that list of 21. It reads:
“8. Hazardous Waste Containment & Disposal (i.e. Polychlorinated Biphenyl [PCBs] and contaminated soils).” [ED NOTE: THE PLANET had edited this line to correct no fewer than six grammatical and stylistic errors, to save the city from further embarrassment].
Yes, the site will need PCB mitigation.
So this special street sweeping leaked out. Makes one wonder what other perks this family gets that we never hear about.
PCB’s as far as I know (correct me if I’m wrong) only come one source in Pittsfield. The General Electric company of yesteryear. How did they get to Valentine road? Is all the land contaminated from there to where GE dumped them?
Why should the taxpayers be the one who have to pay for this cleanup? They didn’t dump them there.
Have all the Taconic students for the last 45 years been suffering health effects from PCB’s that a private corporation dumped in the ground?
GE has made untold billions. They do not pay taxes. They do not have to clean up the mess they left behind. “The children” continue to breath in and ingest these toxins as GE continues to prosper. The mayor and city council won’t dare touch this issue. They won’t even mention it in this dirty new high school deal.
Does replacing the sabotaged roof on the old Taconic require removal of the toxic PCBs, or can the children keep on ingesting and absorbing them?
Wasn’t the whole idea of trickle down economics to give tax breaks to large corporations so they could build more factories, hire more people and clean up the PCBs, trickling down to benefit the people?
Weren’t we told that if we allowed the lottery in, it would pay for new schools?
Bianchi is the epitome of self-gratifying…egotistical.. brazen… slime……
The mayor’s behavior reminds me of Obama. Both surround themselves with people who agree with them and could care less about the people who question their decisions. The things that Obama gets away with due to having the media on his side is disgusting. The same is true locally here in the Berkshires where there is no watchdog in the media (except for Planet Valenti) to look out for the interests of the average person. The local media here in the Berkshires promotes the progressive agenda and is in bed with the school department and other special interests.
I saw the city street sweeper by East St and First St on Tuesday
That was only to cover up. Have you seen them anywhere else.
I saw them on North Street from Reid school to Lanesboro yesterday. Roads looked much nicer after they swept.
This school project has to be stopped, but the BB continues to print only the letters in favor of the new school. How many letters are they not printing? When IBERKSHIRES runs articles about the new school, there are over 500 people who come out against it at the top of each article. If this issue was put to a vote, it would lose big time which is why the people are not being given the option to vote.
I used to write letters to the Eagle. But they would edit them to give them a different slant or just not print them so I gave up. I even called up one time and asked what was going on and was told they have the right to edit or refuse to print at will. It was quite clear to me they were not their customers friend. I will read a free issue but refuse to reward them for stabbing their customers in the back by paying for it. I know many people have taken the same route.

as for special treatment the mayor also had his street paved before anyone else and this year swept clean first also no potholes there. i am totally disgusted with him, his lackies, and his entire family.

Is it a city or state requirement to test a site for PCB soil contamination, or any other chemical? Unless excavation uncovers a barrel disposal site, how would anyone know there are PCB’s (or any other chemical). If PCB’s are found, wouldn’t GE be on the hook for this cleanup? Does anyone know the answers to these questions.

Pittsfield politics is going bankrupt! When you are dealing with hundreds of millions of dollars, and your tax base is shrinking with thousands of people moving away, your financial accounts go into the red. Mayor Dan Bianchi and candidate Linda Tyer represent the two factions that have ruled Pittsfield politics over the past couple of generations. Both Bianchi and Tyer are not addressing the municipality’s financial realities. Pittsfield politics believes that if they invest in the arts in the downtown area, then Pittsfield will be revitalized. It is not working! Pittsfield needs to stop taxing and spending before it goes into state government receivership again.
PCB is everywhere King street used to be a dumping ground and does anyone forget Allendale school has a toxic dump? G E has deep pockets and Pissedonfield, or so much. Bianchi and Tyer represents progressive spending for our future.

My uncle drove for Ge for 40 years all sorts of trucks and vehicles. He told me that the area on what is now Valentine Road where Taconic is was a major dumping for pcbs and lots of other of Ge’s wastes.
He Trucked it in there by the truckload day after day for years. If they get into the soil there its going to be a nightmare. This isn’t 1970 when they built the first school. If the project isn’t stopped by the toxins it can only mean what Ive suspected all along, a gigantic coverup. The land is poison I’m telling you.
I am not surprised about the mayor abuse of power is what he has been doing all along but this ole new school thing stunk bad from the beginning and now more pcbs. This really needs to be voted on by the citizens not this lame ass council
A done deal. The mayor has submitted to the city council a formal request on the next meeting’s agenda for April 14th, authorizing the city to borrow $ 120,800,000.00 for the construction of a new Taconic High School.
The “city” is really going into debt on this one and this is just the beginning, much, much, more to come. Remember the words Unexpected, Not Anticipated, Issues, and Over Runs.
Also remember the name Bianchi, Mazzeo, and the rest of the incumbents at the voting booths, this November. They’re counting on your lapse of memory at that time.
They even put sand in the vasoline and asked the taxpayers of Pittsfield to smile, because it’s an alleged” investment” Investments can go either way, like the crash of 29.
I am still not exactly sure where this school is being built in relationship to the old Taconic. But who officially owns the title to land, the city or some private person?
It is being built on land adjacent to the present school. The revelation of PCBs, though, is extremely troubling.
Except for this site, I haven’t seen any discussion of this. And I’ve been to every meeting for the past two years.
In my view, there are three huge problems with building this school, the cost (we can’t afford it plus we don’t need it), the status of the three council members who also sit on SBNC (conflict of interest), and now, perhaps the biggest, PCBs.
Unless PCB situation is addressed, the site would be open for all sorts of legal challenges on the basis of public safety, the environment, etc.
For these reasons I am urging the coucil to reject this project.
The street sweepers were on First St by Cumberland Farms on Monday around 11am.
Maybe we could get them to drive that machine inside City hall.
I know there were barrels at the King street site and Morewood Lake, Silver Lake, and a dump behind Allendale School. Of course the Housatonic stretches to the limits. All kinds of silly stuff that was lying around back in the day.
If the road isn’t wet these sweepers make a cloud of crap. ort of what Bumstead and the City Council is leaving behind.
Clearly Mazzeo, Stroll and AmusedSo will have to recuse themselves from the vote, thus this project goes down.
Unless the remaining 8 vote for it. Still someone needs to vote no. Not going to happen.
Enjoy your new school and make sure to put aside an extra 150 dollars a year out of your pocket to pay for it…every year until you die.
You know what to do on election day. Remember that 75% of school and city employees don’t live in Pittsfield. They don’t vote. They don’t care.

Not sure your point, many people don’t smoke or drink. Everyone wants to eat though. Jimmy the 150 isn’t the problem. Its the additional 150 for the ever growing school budget, and other pet projects Mayor Dan has up his sleave. New parking deck, police station, dpw garage, and of course renovated PHS, just to mention a few.
If indeed the site is contaminated with toxins/pcbs, the whole project needs to be scapped. This needs to be checked before the money is borrowed.
You can’t build a high school on top of a toxic waste dump. The EPA needs to be called in. If the old Taconic was so seriously neglected by the city that it is not repairable then it needs to be demolished and the city gets by with one high school.
Who says the city must provide a vocational program? Costs are just too high. 60% of the families sending their kids to school in Pittsfield cannot afford to pay for their lunches. Student population is shrinking and we don’t need two high schools.

Have to laugh at our student athletes making sports as much priority as education. Get real, basketball players do not make Division 1 teams from our area, and most certainly do not go the the N B A .
Have to laugh to see the former City CLerk entering the Musical Chairs for jobs announcing her candidacy. Why doesn’t someone from the Clerks office a la Registry of Deeds run, like Deb Courney for instance? She probably could win.
Jody Phillips tried to push Tyer out before, not long after she went to the private sector, when she learned the grass isn’t always greener on the other side. That turned out to be a nasty situation.
I wonder how Tyer and Jody could work together, if both elected, since there is hardly a warm and friendly relationship between them.

I suspect a street sweeper and the magical pothole machine lead Bianchi’s entourage throughout town. Don’t want the Mayor’s car to hit any bumps now.
Maybe with a new school the school dept can teach high school kids how to cross a street. After all they can’t do that now at PHS. I’m sure more money is the answer.
Just a little note the sweepers had nothing to do with sweeping west st for a funeral just happened to be sweeping west st at that time no side st have been sweep yet they are working on doing all the main roads first then side st will be next.

My street has not been sweeped in 3 years. Everything comes down to who you are or where you live.
