It’s who you know, even outside of Whoville.
For example, if you’re a landlord with empty space in a downtown commercial building, it pays to know the chief executive officer of a $145 million business, especially if the CEO doesn’t care about his business as much as he does feathering his own slicing machine and taking care of his friends.
Swail Cries ‘Uncle’
Want another example? How about if you run the Highway Division of a city? You’ve just gone through a winter where you have proven that you have no clue.
You’ve come to public works through the water department. You got transferred not long after the water works found a pipe spilling raw sewage into the system in the form of an overtime scam that cost taxpayers plenty. No problem. Why? Because you have a boss who lets you get away with this. That in turn means you can dole out the spoils of office as you see fit, not as it might benefit citizens and taxpayers. You can do pretty much as you please, road conditions notwithstanding.
The persons who tipped off THE PLANET on the following information pay close attention to what goes on in Pittsfield, especially in public works. They told us that for the first time ever, they have seen D. Swail Trucking and Excavating machines and personnel “hauling blacktop around the city for paving jobs being performed by city crews.” The company is out of Hinsdale, not Pittsfield, and the owner is related to Kevin Swail (rhymes with “fail”), head of the Pittsfield Highway Department.
Hmmmm.
‘They Were All Busy’
Our sources report they also asked a few trucking companies they know if they had the opportunity to do the work — you know, bid on contracts, submit proposals, send in RFPs. These companies have done work for the city in the past. The response from each was “no.” Other sources say Bruce Collingwood, DPW commissioner and Swail’s boss, claimed no other company wanted the work because “they were all busy.” Really? The only available company was the company owned by Kevin Swail’s uncle?
It seems the city began using D. Swail Trucking and Excavating over the winter to haul snow. One of our sources made inquiries, asking if the work went out to bid. The answer was “no.” Collingwood said that city solicitor Kathy Degnan “said it was okay.”
File it under IASSW for “It’s a Small, Small World.” Place the carbon copies in the filed marked JAOT-TPC for “Just Another of Them-There Pittsfield Coincidences.” Put the triplicate in MUTRAYGA: “Make Up the Rules as You Go Along.”

Contact Info Now Included on Board Rosters
From city clerk Linda Tyer, here’s a link to the new roster that now includes contact information for the city personnel that provides support for each board and commission.
This came about as a result of THE PLANET‘s request. On behalf of We The People, we objected to the fact that rosters of boards and commission didn’t have any contact information. The city clerk’s office took the complaint to heart. The new list has a phone number and e-mail address for the chairs of the respective boards and commissions. While it doesn’t have contact information for all members, this represents a vast step forward.
Tyer and her office came through.

‘Cashing In’
Mark Germanowski‘s wife Wendy lost her job in Patsy Harris‘ Register of Deeds Office and thus he’s looking to cash in his pension and move on for better pay out of State. [ED. NOTE: Germanowski resigned his position as airport manager to take a similar position in California].
The reality is that [former mayor] Jim Ruberto put Germanowski into that position and got rid of George Noble, who worked for years in all kinds of weather, totally dedicated to the position for his community. He would have never left it, but given his first opportunity, Germanowski totally abandons the position when he sees the first bump in the road.
Germanowski was just a suit who Ruberto used to stick it to a dedicated municipal public servant, George Noble. — H. Bosche. [NOTE: Brian Spencer has been named Acting Airport Manager].

‘Disappointed’ in City’s Development Efforts
I am disappointed that the efforts the City does under each new leader is akin to the emperor’s new clothes — zilch. Nothing happens. Or as we used to say ,”Same ole, same ole and nothing substantive to show for it.” And all the lipstick and cosmetic packages still won’t make a pig into a pin up.
The buzzword for Pittsfield should be “vision.” Should be a good story, though there may be a side of the story from the other party that we’ll never know with the Silent Calvin Treatment THE PLANET seems to inspire from the administration. (LOL)
Real reporting threatens the meek and those who thrive on denial. I look forward to hearing about the next chapter in why a carousel spinning sadly makes too good a metaphor for our City leaders. “School Building Authority To Vote On $121M Taconic HS Funding”

The Massachusetts School Building Authority is scheduled to vote on funding for a new Taconic High School in Pittsfield during its monthly meeting in Boston Wednesday [June 3rd]. The meeting begins at 10 a.m.
In April the Pittsfield City Council approved borrowing $121 million to build a three-story, vocational-focused school on Valentine Road. It would replace the nearly 50-year-old Taconic High School. Up for a vote Wednesday [June 3rd] is the state’s reimbursement of 65 percent of the cost. If approved the city of Pittsfield would pay about $40 million, according to Mayor Dan Bianchi.
“It will be the best pathway to the middle class for many of the children who come from our economically-challenged families,” said Bianchi prior to the city council’s vote in April.
If approved, construction work is expected to start next spring with the school opening for the 2018-2019 school year.

PITTSFIELD — The Massachusetts School Building Authority on Wednesday approved a $72.4 million grant for a new Taconic High School.
The grant represents the state’s share of the $125 million project.
State Treasurer Deborah B. Goldberg, chairwoman of the Massachusetts School Building Authority, and the panel’s executive director, Jack McCarthy, announced the news in a statement around noon on Wednesday. The approval marks a years-long effort to replace the deteriorating school facility on the Valentine Road campus.
“Upon completion, the new school in Pittsfield will provide a modern learning environment for the city’s students,” Goldberg said in the statement. “Our goal is create the best space to deliver the district’s educational commitments and goals.”
The new 246,520-square-foot school will be built based on a design enrollment of 920 students in grades 9 through 12. The MSBA will contribute 80 percent of eligible costs toward the project, for a total grant of up to $74,202,483. The remaining 20 percent will be funded by Pittsfield taxpayers.
The current school was built in 1969 and suffers from deficiencies in major building systems including mechanical, electrical, plumbing and roof.
“The new Taconic High School will replace an aging building with an up-to-date, 21st century learning facility,” McCarthy said. “Students will soon have a beautiful new space which will undoubtedly enhance and improve their ability to excel in the classroom.”
One of the next steps is for the Pittsfield school system and the MSBA to enter into a project funding agreement, which will detail the project’s scope and budget, along with the conditions under which the city will receive its MSBA grant.

Pittsfield could use its own ethics committee. No idea where you would recruit its members though.
Speaking of ethics. Former Lee Police Chief Buffis should have pled guilty and taken a plea deal. He said he wasn’t going to plead guilty to something he didn’t do… “PERIOD”.
Buffis is getting his due for all the perjury he committed while wearing blue .

It amazes me how many of these husband and wife teams manage to get well paying jobs with great benefits in this city. I know that’s what it takes to survive financially in this city, but most people just don’t have the connections to pull that off nor should they as getting a job should be based on qualifications for the job period, but not here in Pittsfield.
Because the higher you go the more corrupt these days. It is the way of life. The hardworking citizen doesn’t stand a fair chance…. against the well connected. It’s who you know.
Most couples are lucky if one person gets a great paying job with benefits and often that doesn’t happen, but in Pittsfield there are so many husband and wives that both have these great paying jobs and it does make you scratch your head at how unlikely it is for that to happen in this city of so few jobs.
Maybe we marry smart people who started in a entry position and worked their way up. I’m so sick of your bitching Stop blaming everyone else and start blaming yourself Pat all you do is bitch suck it up and look into the mirror!
Is it not patently and clearly illegal to hire anyone, as any type of government contractor, without going through a competitive bid process? And wasn’t that type of procedure put in place precisely to forestall this type of nepotism? (swail Trucking I mean) How can the city attorney sanction, or even countenance this without feeling at least queasy? Of all the nutty things I’ve read here at this outpost, this one may take the cake!
You GOTTA get more on this one Dan…and someone needs to go to the AG if all this is true.
Yes, Dan, we have to get to the bottom of this. Our Purchasing Dept. has long ignored getting bids on projects. And if they do get any bids, I question the truthfulness in awarding the jobs.
That dept. has a BAD reputation!
Once you get the nod from the right people, the city’s tax money and its resources are yours for the taking.
In Pittsfield its called connected. In Stockbridge its called illegal. Unethical.
This is outrageous. The city solicitor said it’s “OK”? I wouldn’t trust her to rule on a tiddlywinkx contest.
What do the candidates for mayor think about this? cmon Ms Tyer, Mr Gaetanni, Mr Bassett. Is this acceptable to you? Or will you play it safe and not comment.
If you combine the words “Swindle” and “Fail”,
you can easily coin the word “Swail.
If you combine the words Bianchi and history you find that you have a new mayor.
And you can feel safe betting the farm on this one kids.

It will be completely demolished. Even though there are around 6 garages in the south side of the building. Why not save that portion of the building for DPW?

Demolishion was figured in cost. Its not cheap, forgot # believe above 10 million. There goes our carbon footprint.
