ON PUBLIC SAFETY, SYRACUSE ZIGS FOR A SCORE WHILE PITTSFIELD ZAGS TO TAKE A SACK

(FORTRESS OF SOLITUDE, MONDAY, NOV. 12, 2018) — Last year, Ben Walsh ran as an independent in the Syracuse, NY mayoral election, one that’s run along party lines. Walsh gave traditional party politics the heave-ho. The wise guys didn’t think he could win.
Walsh won.
Walsh’s victory sent a clear message that voters were fed up with status-quo Democratic and Republican do-nothings. Walsh ran on a business-friendly platform that also included tax reform, downtown development centered on private as opposed to public investment, and public safety initiatives. He is delivering variously on all three promises, especially the last one.
One year after his election, Syracuse has a new police chief. When Chief Frank Fowler announced he was stepping down to retirement after 28 years on the force and nine as chief, insiders predicted that his top aide, Joseph Celile, the first deputy chief, would get the job. Fowler actively campaigned for Celile. This was not, however, to be the typical “pass the baton” type of “friendly” successorship, the kind so familiar to citizens of Pittsfield, MA.
Walsh invited applications in an actual, not a dreaded, nationwide search. You know when a similar opening occurs in Pittsfield, the “nationwide search” comes down to preordained payola, buddy-buddy, nepotism, and the insider-reward installment plan that looks at donor lists and kiss-up marks. In Syracuse, Walsh’s search actually went to the country.

As background, Syracuse can be described as a “big small city” or a “small big city,” with a metro-area population of 700,000. It has all the amenities you would expect in a thriving town including Triple A baseball (NY Mets) and hockey (Tampa Bay Lightning); one of the world’s largest shopping malls (Destiny USA); its own “Greenwich Village” (Armory Square); dining, nightclubs, theaters, and arena entertainment; one of the nation’s top private universities; the Northeast’s largest domed stadium with big-time Division I football and with crowds routinely hitting 30,000 and 40,000; one of the largest and most advanced health-care industries in the nation; lakes, woods, and countryside; a busy and clean downtown; and much more.
It also has neighborhoods comparable to Pittsfield’s West Side, particularly its lower South Side. The trouble spots that plague every city and town are no stranger to Syracuse, with requisite gangs, drugs, and violence. Unlike Pittsfield, however, the city has demonstrated its seriousness in addressing these problem spots. One example is how it went about a reformation of 500-plus member police department and its applications of public safety.
Thirty people applied for the chief’s job. Walsh and his committee narrowed it down to three candidates, one of whom was the first deputy. Again, insiders confidently predicted a coronation rather than a competition. Walsh, however, turned over the tables, kicked “status quo” in the butt, and hired Kenton Bucker, police chief in Little Rock, AK, with more than two decades of police experience in Louisville, KY prior to his stint in Arkansas.
Walsh went outside, believing a fresh outlook would be better positioned to address the rising public-safety concerns that plague most metropolitan areas. Under Pittsfield present political poisons, going outside for a new chief can never happen, condemning the city to the imploded insanity of trying the same things multiple times expecting different results.

Bucker, following the refreshingly radical move of Mayor Walsh, also did what in the People’s Republic of Pittsfield would be unthinkable: He held a news conference and invited not only the press but also the public to participate. Scores of people showed up. He addressed the crowd with impromptu remarks and then — you ready for this? — took questions, showing an openness and availability unheard of in Shire City. Remarkable.
Of course, Bucker touted the usual, emphasizing the critical importance of partnership between his department and the community. Even Pittsfield preaches this type of obvious doctrine. Question is, how do you achieve results? Citizens who do partner with police aren’t the ones who NEED to partner. That part of Bucker’s tenure will only be proven or not by time. He did promise cooperation and collegiality with respect to the various other law enforcement and criminal justice organizations, and he may have a shot at it since it doesn’t appear that Syracuse has the rampant turf-wars that plague Pittsfield.
Bucker set as priorities violent crime, more and smarter use of data and intelligence, identifying and going after repeat offenders, paying special attention to crime “hot spots,” and “spearfishing” as opposed to “netfishing” — that is, a more targeted approach to policing that makes better use of existing resources that in the contemporary version of lawlessness can never be enough. THE PLANET notes with thanks that he did not use the phrase “21st century policing,” which is progressive code for letting criminals literally get away with murder. As we all know, Pittsfield loves “21st century policing.” The Fourth of July massacre, anyone? Or how about the unsolved, not properly investigated so-called murder-suicide of a father and his 11-year-old daughter?
Bucker said he will live in the city, and he wants his officers to do the same. He also said he would encourage the meaningful participation of Syracuse’s citizen review board. These signals suggest buy-in of a man determined to make a landing, set up a beachhead, and take a stand for a set of beliefs.
Will Bucker succeed? That remains to be seen. The fact that he comes in loaded with experience and from the outside means he will better able to install a fresh approach while not being burdened by the inevitable politics that can interfere with such an important job. It brings us back to Pittsfield.
Chief Mike Wynn has lost the confidence of much of his department, and he is heavily involved with the political as opposed to the policing aspects of his position. Those are not judgments. Those are observations based on the preponderance of evidence. Because of friendship and loyalty, normally two excellent virtues, we know Mayor Linda Tyer won’t “pull a Ben Walsh” and bring in a new chief from the outside. To round out the criminal justice picture locally, keep an eye of the dramatic changes coming from the D.A.’s office, many if not most sure to cause friction if not hostility from other key elements of county law enforcement.
When they last appeared at yet another of those public-safety “community meeting” photo-ops, Tyer and Wynn essentially admitted they had no answers. The most unnerving aspect of that isn’t the “no answer” part. At least that was honest. More troubling was they way they said it, the tone of it. The response gave the impression that they, as leaders of public safety, are frozen in their tracks. In view in this authoritarian helplessness, why should anyone expect the current crime wave going on unchecked in Shire City to dissipate?

In Pittsfield, the violent crime rate is #5 in all of Massachusetts!
The second thing a middle class family looks at is the community’s public school system.
In Pittsfield, many hundreds of students choice out of Pittsfield’s public school system to neighboring communities. The students who are left behind are mostly poor and receive free school meals.
Over the past decades, Pittsfield has lost thousands of people who have had to moved away. Moreover, Pittsfield has lost many hundreds of living wage jobs. Once good paying jobs are lost, they ain’t coming back in our lifetime.
Pittsfield politics’ recurring answer is to raise municipal taxes, fees, and debts to unsustainable levels. Senior citizens are forced to choose between food versus heat. Families are struggling to stay financially solvent.

Totally agree with last two paragraphs. The city seems to be losing the crime/safety battle big time and if there is any help on the horizon I am not seeing it. And I agree that the political connection is the Achilles heel,
Perhaps when the business/tourist community starts to suffer and complain things may change. On the other hand we may remain the second most dangerous city in the state.
Make our schools Safe….No more bullshit safe as we need real safety.You can swear at home and tell mom and dad what to do but violent words must go and aggressive language must go and I mean suspended for long terms when you enter a school building.All you need to know about Pittsfield schools are if the kids use violent language they are already in charge.
Pittsfield used to be a family friendly and safe community. What happened? Lack of jobs which leads to crime is number one, but also years of political leadership that encouraged many people to rely on government to take care of them and this encourages irresponsible behavior. This is the direction the country is heading too so that soon every city and town in American will have crime rates like Pittsfield except for the very wealthy areas which will MAKE SURE that crime stays away from themselves and their families. Boston is a very wealthy Democratic area and considering how many people live in that city, the crime rate is relatively low.

Chief Wynn became permanent chief after finishing first in an assessment center testing. To say the baton was just passed is inaccurate.

If someone is allowed to train for the job for 10 years, and therefore has 10 years of practice, how can you say that is fair and square? Considering he was given the chiefs job for 10 years, with no fair process whatsover, he sure as shit should have come out on top, so whether or not that is passing the baton or not is debatable, but you can’t say he won it fair and square. On the other hand, Tyer did follow the law, which calls for a civil service chief, after the last two mayors thumbed their nose at the law, and kept the chief in acting mode. Isn’t it strange though, that Tyer did away with the written test? Seems like the fix was in, one way or another.

After the DA’s election, my husband & I, who have lived here for over 30 years – are looking at moving out of Pittsfield. Thankfully our jobs do not require that we live in Berkshire County, The Progressives have a stronghold here and I have little hope that things can be turned around in the near future. We now have an inexperienced DA with radical ideas about law enforcement. She has stated her support of “stemming the school to prison pipeline” which translated means minority students’ criminal behavior in schools will not be reported to police or adequately addressed. So what happens when these same students graduate? The same behaviors continue and get worse. It doesn’t fix the problem. TSC I agree with your comments above – these problem kids need to be removed from the schools. There is currently no discipline in the middle and high schools.
The Tyer administration is failing the city and needs to be replaced. This gang can’t even fix the Spectrum cable issues! If an Independent candidate runs for mayor – that person will have their hands full with rising taxes, failing schools and a rising crime rate which the DA has no idea how to fix! As the French say, bon chance!

Sad if you and your family do leave Gigi. We are in desperate need of people with common sense in this area, but I do understand. Progressive politics have been allowed to really put down roots in this area and it is turning a once safe community into a crime ridden community. We have drugs, pot, lots of crime, and even prostitution. This is not the family friendly city that I grew up in.

Very well written. It’s interesting that when you broach this topic you always compare Pittsfield to Syracuse and no other place. ‘cuse is 4 times the size of Pitts Its metro population is 7 times as large. Syracuse has an an interstate highway, an international airport and 3 major universities. It has also had 30 murders this year to Pittsfield’s 3. The political situation in this city is stale. Nothing can get done because no one wants anything to be done. We built a brand new high school with a gym that is not big enough for two teams to practice in at the same time. A school that even our own representative won’t send her children to. It took 7 years to get a turf field because 7 people didn’t want cars driving by their houses. Next year we have the municipal elections. Wanna guess how many seats will be contested. Good luck to ‘cuse but I fail to see what it has to do with us.

I use Syracuse because it is a city with which I am intimately familiar. That it is much larger also means it has much larger problems — or could have, without good leadership. And that’s my point. If good politics can drive a turnaround in a bigger city, so much more can it do the same in a city that is much smaller. Appreciate your feedback.

I am sure you enjoyed your time as a student in Syracuse, but did you ever live there otherwise? The city has been slowly dying for 40 years. Your picture of Syracuse as thriving in any way is just plain wrong.
I agree that their approach to hiring a new police chief was a good sign, but it is a bit early to use the words success and Syracuse in the same sentence.

Thanks for the input. Yes, I have lived there “many times” other than my days at Syracuse. I am most familiar with Syracuse in 2017-to-present, regularly because of business. The study you cite ended in 2015. Since then, in fact directly because of the indexed ranking cited in the article, the city has become a “buy opportunity” for major investment. Since 2015, the many projects included a half-million-sq.-ft. expansion of Destiny USA mall, a $118 million renovation of the Carrier Dome (just started), a multimillion dollar renovation of the War Memorial Arena, $47 million private investment in State Tower, New York’s largest skyscraper outside of NYC (part of a near billion dollars in private money coming into the metro area and downtown), a huge expansion of the Syr-Hancock Int’l Airport, cleaning Onondaga Lake and the development of the Inner Harbor area, and many more too much to list. There are still problems, but it’s still a “buy” — and deep pockets are buying.

I hope you are right. I’m not rooting against the ‘Cuse by any means. But many of those same “projects” you cited have been proposed before, with the same outsized expectations as to their economic impact. Eventually it all comes down to the same issue – the money doesn’t grow on trees and the tax burden in Syracuse is already ridiculous.
And I would wait at least another 100 years before daring to dip a toe into Onondaga Lake. I used to live nearby a few decades ago. It was literally a gigantic untreated sewage depository. The stink may have gone away, but…

To move forward and improve Pittsfield must:
Elect a mayor with no friends. One who only cares about proper administration of the city, not photo ops and fake accolades, and complete denial of the status of the city.
Force the stepping down of Chief Wynn. He is the most ineffective police chief to ever be a police chief in the history of time. More or less. Under his tenure the murder rate has skyrocketed, violent crimes have skyrocketed and criminals just don’t give a F.
Wipe the city council clean and start over. Mostly. Mazzeo, Simonelli and Connell can stay. Bon Voyage to the rest of them…when are municipal elections again…?

Phil I agree with what you say but an individual like Gaetani who ran for mayor in 2015 on a platform of reducing the city budget by 7% for 4 consecutive years is exactly what needs to be done here in pittsfield. We all know he was correct and he stated back then thatvwynn would be the first to go if he were elected. Gaetani is a superb corporate executive with 40 years experience in management and we will all get to see him in action on Dec.10th as he attempts to save the taxpayer the same kind of money he saved us in the 80s. The point I am getting at is that Gaetani or any other experienced executive who will do the right thing for the taxpayer hasn’t a snow balls chance in hell of being elected because all elections here in pittsfield is controlled by the gobsigs. Tyer was a zero candidate in 2015 but she pandered to the gobsig and won big time. Good people like Gaetani generally dont run because they know they can’t win the votes of the gobsigs and so we have no competent individual running for office here in pittsfield. Just about every week on the Gman’s show he tries to reach the 21000 registered voters who never show up to vote but they seem to be unreachable. Gaetani says these are the people who could change the results in all city elections but how do we reach them. Everyone who posts on this board has no chance of changing anything here in pittsfield as it is a fact that you do not act. We can all post till doomsday but we will not accomplish a thing. Gaetani is a unique type of individual who may be able to buck the trend of the losers and incompetents winning every election here in pittsfield. He is a gazzilionaire and if he decides to spend who knows what may happen In 2015 he won every debate by a landslide but he was as anti gobsig as you can get. He has three years in on his popular TV show and when he saves the city a fortune on the w/S projects. Who knows. I can tell you if he were mayor he would be the best mayor the city ever had. For starters, let us give the mayor and police chief a chance to defend themselves regarding the out of control gang violence and drug related crime in Pittsfield.
I would like each of them to get up in front of the city council and go over crime statistics for the last several years in Pittsfield and openly and honestly, explain why it seems out of control to the average citizen.
Also explain what is being done to control it and what if any hope we have going forward. That last charade left everyone thinking we are fending for ourselves and hesitant to move freely about the city day or night.
And if they are responsible enough to do this they should be careful to avoid boilerplate excuses and wishful thinking solutions as the people can now recognize political platitudes as the unadulterated bullshit it is.
In 2016, the mayor held a giant press conference and said things like:
“I won’t stand for this violence”
“We will make life as a criminal here very uncomfortable for you.”
“I need a million dollars to improve the crime rate.” (She got it)

Glad to see you plan to expose this non-sense. Twas a mirage from the get go, another in a long line of Pissfield piss aways – Covamta, Arrmitage and the battery scam, EV Worlwide, workshop live, museum cash, Hancock shaker village, etc, all the while “Rome” burns.

The problem with Pittsfield (and the Berkshire as a whole), is that the people getting caught with drugs and guns (people of color) are the same people, Progressives like Harrington, Warren, and Farley-Buffet, plan to protect from the “racially biased criminal justice system.”
It’s the 1000-lb, pink elephant in the room, that Tyer and Wynn can’t talk about. The same people attending these crime prevention meetings, have family members involved in the gun play in Pittsfield. The kid shot Saturday night was 15 years old, outside, walking on Columbus Ave at 1:30AM, and gets shot. Where the hell are his parents? I wasn’t allowed out at 1:30AM at 15 years-old.
If Pittsfield really wanted to get a handle on the violence, it would have to launch a 90-day, zero tolerance on crime detail. The problem with Pittsfield PD, the union rules prevent the young go getters from working those details. Instead, the old, lazy, slugs, looking to pad their pensions get into these details. Those lazy officers, sign on and disappear until the end of the shift.
If Mayor Tyer gave or gives PPD money to combat the violence, attach a stat sheet for each officer to use per OT shift. Post these online weekly, to show the citizens that PPD is making a difference. Post the mugshots of people online busted for vice crimes: drugs, prostitution. Make them internet “famous.” Let’s see how many traffic stops, citizen stops, arrests, warrants cleared, amount of drugs, guns, etc taken off the streets on these details.
But then the real problem begins: DA Harrington and her “Progressive,” mentality. PPD locks them up, but because they are non-white, DA Harrington refuses to criminally charge them.
And then a year or three down the road, when the Progressive Law and Order Team of Harrington and Sheriff Farley-Buffet, take over the Berkshires, it will be peace and harmony……for all except whites.
DA Harrington refuses to prosecute them and Sheriff Farley-Buffet refuses to incarcerate them…..unless your a white male.
I don’t think victim blaming is the right attitude to have. You have no idea why that kid was outside or what made him a target. It’s quite possible he was even a victim of mistaken identity.
Don’t do that. Don’t blame the victim. It’s never okay to shoot and murder or try to murder someone. Period.

The one thing “you can’t say” is to point out the facts of race and crime, particularly the wildly disproportionate amount of crime engaged in by blacks with respect to their percentage of the population. The young white male who has been “hip-hopped” (maybe you’ve seen him at the First Street Cumby: baggy pants, backward baseball cap, tattoos, necklaces, untied sneakers, pale as death, skinny as Olive Oil, jobless, needle marks) might give that vacuumed demographic a run for its stolen money.
Oh my God…only 15 years old. No wonder the police are refusing to give the name of the victim. It’s a miracle he survived since he was shot so many times. If not for the good guy who ran out of his house and risked his own life during the gunfire, this kid would probably have died. Not that long ago that a beautiful young girl was shot in the head right here in Pittsfield.
It was a white male who saved the life of the 15 year old gunshot victim on Columbus Avenue while putting himself in danger. He is still traumatized by the horrific crime according to the Berkshire Eagle article.

It is horrible that a 15 year old kid was out at 1:30 in the morning wandering the streets. Was he homeless? Not unusual in Pittsfield where the homeless population is growing by the day. If not homeless, where are his parents or guardians? Does anybody care about this kid to wonder where he is at that time of the morning? A total stranger, a white male, saved his life.
I remember while growing up that around 11 PM or so every night you would hear on your local television set a safety announcement “Do you know where your children are?”. It always made me feel safe and cared about to hear that message and know I was safe. We need to bring that back to society. A message of caring and belonging and responsibility. It’s the only thing that will save our society from this downward spiral.
