(FORTRESS OF SOLITUDE, MONDAY JAN. 13, 2025) — The funniest part of the Pedofield School Committee’s meeting last week had to be when His Rotundness, mayor Peter Marchetti, blew kisses to the students who spoke. That the kids were “coaxed” (not “bribed,” mind you) to do this THE PLANET shall put aside. As one astute commentator noted, they were as spontaneous as hostages forced to read propaganda statements … or else.

The mayor yakked about dropping into PHS not long before our brilliant scholars got their well-deserved winter break. He said the young Einsteins “wanted to make sure the mayor walked out with a cup of hot chocolate with a peppermint stick in it and a cider donut.”

Yes. He actually said that.

Shame on cynics who complain that Marchetti hasn’t addressed the burgeoning school scandal. What leadership! It was the mayor’s Churchillian Moment. THE PLANET should also be obliged to add that, yes, the kids wanted to stuff the mayor with donuts, but also that some on the staff prolly wanted to slip a date-rape drug into the hot chocolate. We aren’t sure if PHS principal Maggie Esko was among these wayward personnel. As one student cracked, “Yes, we made sure he got peppermint stick to shove you know where.”

Then the Holy Spirit descended, and our Right Honorable Good Friend began to speak in tongues. He spoke as one familiar with tongues, as quoted by reporter Brittany Polito in iBerkshires:

“I really felt that day that the black cloud that is circling — and no one’s going to deny that black cloud is circling — is damaging a lot of students who potentially are arm’s length away from anything that has ever happened, right?” he said.

“‘Everybody knows’ so that means the entire student population of PHS knows what’s going on? Very doubtful, in my mind, and for that to be the focus for the last month and will continue to be, what are our seniors of Pittsfield High walking out of Pittsfield High as? ‘We’re the graduates of the year of the Pittsfield High School scandal?'”

“The black cloud is circling.”

Black?

There we go, playing the race again.

Think of two models of leadership. The first is what Marchetti presented at the school committee meeting: mealy mush. The second is, in a situation like this, the mayor or CEO calls a press conference and directly addresses the mess: Here’s what we know. Here’s what we’re doing about. Here’s why it WON’T HAPPEN AGAIN!

Mostly, a leader gets across FIRMLY that such behavior IS INTOLERABLE and that blame will be assigned and HEADS WILL ROLL. In short, a True Leader takes OWNERSHIP. Marchetti, who not only heads up what is now a hopelessly tarnished Administration but is also an ex officio member of the PSC, did none of that.

Once more, Marchetti has failed a crucial governance test. THE PLANET submits a Grade F.

My understanding of “arms length” is to mean it is “right there up against you”. Peter seemed to be suggesting sarcastically that most students are not affected by drug dealing or pussy picturing deans of students in school so why all the fuss? It is only a few random kids that accidentally came to know about stuff.

What he is still NOT saying is who hired these two student deans in the first place. And the fact that Pete does not want to talk about THAT apparently insignificant detail is curious as hell. It seems obvious that people were poorly vetted or hired with the help of political maneuvering and someone seems to want a dark cloak over who these people are and any process that took place. Why would they be hiding hiring practices unless they were very ashamed of how and who was doing it????? HUH?

Governor Maura Healey is favorable to Veterans. She has done a lot of wonderful things for Veterans, including supporting the new Holyoke Soldiers Home, signing the HEROES Act, and appointing a great executive staff in her administration who are helping Veterans.

I am a permanent and total 100 percent service-connected disabled Veteran myself. If I did not believe in Maura, the I would speak out about her leadership, especially when it comes to Veterans. But instead, it is all New Hampshire Governor Kelly Ayotte’s political propaganda, and Kelly is playing her CRINGE cards against Maura and Massachusetts alike.

I hope that Kelly will do at least as much as Maura for Veterans in New Hampshire during Kelly’s 2-year term as Governor of NH from 2025 – 2026. Kelly should focus on New Hampshire instead of fixating on Maura in Massachusetts.

As for my relative, Pittsfield (Mass.) Mayor Peter Marchetti, he has not changed anything for the better in Pittsfield politics that predictably pounds people’s purses and purges public participation.

I agree. Newsome just happened to cut the fire department a few months before the fires. Lack of water in so many areas. The mayor also cuts the fire department budget. This is to destroy our country by putting us in debt right away as Trump takes office. Will they rebuild single family homes? Doubtful. They will build apartment buildings with no parking allowed if you are within a mile of a bus stop. That will kill both home ownership and driving. They care so much about the environment by spending billions on it with green energy in California, but they are burning their cities.

Dan you know i shoot straight…The fact that no one knew anything is a little bit hard to swallow…i understand why no wanted to come forward, they feared for the job, they themselves were herassed…I support the rank and file, the teachers, they have nagotiated in good faith, they have a fair proposil. I do have problems with the administaration, i was taken to task by the committee chair, the current committe chair…He, Mr. Camaron, said i ” was nagotiating out of order, i was giving information not yet given to the public.” When i went to school, grade school, i was taught, speak the truth, if you don’t, you will be punnished…i went to a religious school, but the same is present…I have asked for some, any answers, i have gotten nothing..I will, not put myself or my family out there, unless we don’t get answers…if i don’t get answers, i will put several thousand into this race, maybe me, maybe someone else…but the 2024 local election will have my hand print, not my foot print, not my finger print, my full on endorsement..

I find it hard to swallow the facts of the framing of Bernie Baran in Pittsfield around 40 years ago in the mid-1980’s. Gerry Downing allegedly illegally hid the audio tape recordings of the children who said that Bernard Baran was innocent, while Bernie Baran sat in state prison for over 2 decades of his adult life. It took David Capeless several years after Gerry Downing died of a heart attack for the Berkshire County District Attorney’s Office to release the aforementioned hidden exculpatory evidence, which led to Bernard Baran to be freed after he was raped 4 times and also beaten up in Massachusetts state prison for crimes he did not commit. Bernie Baran passed away less than one decade after he won his freedom from Pittsfield’s persecution, which also involved Dan Ford as Gerry Downing’s co-prosecutor around 40 years ago.

I find it hard to swallow that Andrea Francesco Nuciforo Junior and his conspiratorial Nuciforo network conspiratorially bullied and persecuted me since I was 20 years old during the Spring 1996 – for over 28.5 years of my adult life – and he also filed multiple state “ethics” complaints to multiple Massachusetts state agencies from the Fall 1997 – Spring 1998 against my dad, Berkshire County Commissioner Bob Melle, to try to get my dad, Bob, fired from his state government job in the Pittsfield District Court Probation Office back then; my dad, Bob, is now 80.5 years old; I, Jon Melle, am now 49.5 years old.

Nuciforo, who will turn 61 next month, is a millionaire who is a disgraced politician, corrupt Attorney, and a greedy marijuana business owner of Berkshire Roots. Nuciforo lives in a $950,000 mansion in Pittsfield’s elitist Gated Community west of Berkshire Community College that is only 0.3 miles from Barry Clairmont and former Mayor Linda Tyer’s mansion. Nuciforo also has a residence in Boston, a law office in Boston’s financial district, and he is an owner and landlord of buildings in Boston and Pittsfield alike. Nuciforo associates with billionaires, such as John Forbes Kerry, who, in 2004, he wore matching tuxedos with when the two politicians co-hosted John Kerry’s fancy fundraiser together, but George W. Bush won re-election back then.

To Nuciforo, a have-NOT such as Jon Melle is a doormat, a toilet to shit on, and a man he mockingly laughs at when my name is mentioned to him. But if I were a billionaire HAVE such as John Forbes Kerry, Nuciforo would treat me with dignity because Nuciforo is all about himself, money and power. Nuciforo is a sorry excuse for a human being who was hell-bent on ruining my life, hurting my dad, Bob, many years ago, enriching himself through corruption, pot, and insurance companies.

Now, Pittsfield’s Level 5 public school district has multiple scandals, including faculty/staff allegedly having sexual relations with minors, a black Dean of PHS students who is facing felony indictments for alleged cocaine trafficking, and a retired PHS English teacher who is being sued by a former PHS young woman student for sexual harassment. The Mayor, School Committee and School administrators say that they did NOT know anything about these matters prior to the news media’s reports. Then, they hired an alleged stacked law firm to limit the city/school district’s legal liabilities, which is a foregone conclusion that these controversial events will cost taxpayers a lot of money when these legal matters are settled in the future.

I am relieved that I live in southern New Hampshire instead of my native hometown of Pittsfield, Massachusetts! Enough is enough, Pittsfield!!!!

Commitment, to me, is to follow up with the stories you told people on their doorsteps. Not doing an about face and pulling out the checkbook for special interests and raising citizens taxes to pay for it. Commitment would be taking a serious look at the budget and cutting the obvious 50 million in bloat and waste. Commitment would be having a forensic audit to identify these wasteful areas and then following up with eliminating them.

Knocking on doors and knowingly lying right to taxpayers faces makes one an asshole of the highest order. Take a look at the podium to see exactly what I am saying. School committee as well.

It’s really bothersome and I assume it’s a child in the aisle wherever I go. I discover it’s a young woman at the sales counter. He coworker, middle age, is saying, “pick another tune it’s hurting my ears.”

“NO!”

MAC: “Then pick a different octave! Truly, it hurts my ears!!”

“No! I am not responsible for another person’s triggers. So I’m not going to stop.

LAA DEEEE DA DA DA DA DAA DA LAA LA LAAAAA DE DA”

Muttering to myself outloud, “For real!?…If she were to press those triggers where I work she’d be out alone in the cold.”

My final petition was to have his ‘no trespass’ from City Hall order reviewed and reprieved by the next Mayor. That order is nothing but based upon prejudice and conflict. It is my hope that the following councilor follow up upon my request.

He worked hand in hand with Tyer for at least 8 years and between the two of them they managed to raise city taxes about 30 million dollars. Marchetti deserves any and all discredit he gets but never forget he learned a lot of his mismanagement technique from Tyer who was herself very good at it. One year in with this latest City Clownsil meetings and they are getting more pathetic by the minute. What have they accomplished so far, absolutely NOTHING.

Last nights meeting was beyond pathetic. The two Pete’s totally ruined Chief Sammons presentation of the Life Saving Awards, constantly interrupting him because he wasn’t doing it THEIR way. Two complete pompous asses at their best!

Highlight of the meeting was when the grub ball Mayor Lumpy brags about still putting garbage he acquired out from his Christmas parties because the toters are too small. This accumulation of garbage by taxpayers homes is rampant around the city. Now we know why the local pest control businesses are so busy. Bitchfield is full of RATS both political and animal. Kudos to Counselor Lampiasi for TRYING to get some answers for this growing problem, too bad Morales and Lumpy couldn’t comprehend her question. Wow!

You came to City Council, upon which is an agenda item to hear your citizens, and you turned your backs and bolted. That is an obstruction of City Council work and obstruction of the public right to address their representatives in formal meetings.

Councilors: Your $8,000 salary, and whatever else you take from taxpayers in the form of benefits, obligate you first to 1) accountability for every cent of public funds and 2) to listen to your constituents. To step out the door because you don’t want to hear presumes you care for neither obligation.

D.S.: you are the first person to bring that behavior to the stage.

I agree. I have plastic backed up so much because I asked for a second toter for recyclables and still haven’t received it yet. That was many months ago. Maybe the city has changed their mind about giving a 2nd recyclables toter for free? The communist far left wants to discourage people from having so much garbage, but as with all of their policies, this is going to end up creating lots of other problems like pest issues and garbage strewn all over the city.

Pat, maybe you can crush some plastic bottles or tuck soda bottles in side string bean cans to save room. You can double your room this way. Plastic bottles are all full of air and take up a lot of room.

Pete and that White clown do know full well that the tiny toters work for only about one third of residents. They are pretending it is all hunk dory because they are super embarrassed that they let Casella sell them this plan. Casella on the other hand is making huge bucks hand over fist and love Mr Marchetti for doing things as they requested.

Got my chronically escalating tax bill the other day. Wow. Just pathetic management. They could have included a schedule for the recycling with it but chose not to. Also got my census form. Again a return envelope with no postage. I read this as they are not at all serious about the numbers so this time I am not returning it. Says on it I may lose my voter registration..guess what? I don’t care about that anymore either. It really is not all that it is cracked up to be with all the lobbyists owning your legislators anyway. Which way do you think they will vote? For your interests or the company giving them millions of dollars? And it is exactly the same in Pittsfield with special interests pretty much owning these people.

And that does not count the $120 he needs to get a permit to take stuff that won’t fit into the tiny toter to the transfer station. And that is just the permit fee cost. You also must pay for the actual trash you bring. The most significant agenda items, aside from the free loot known as Shannon Grant (it all goes into a private pocket and is completely unaccounted for) are items 25 & 26. It classifies most of the City Commission appointments as “Special Municipal Employees”. My read is that it is a move to add monetary compensation for the appointed boards. As you know, the only boards, established by Charter, are staffed that the past mayors want to see staffed. Commissions that promised gadflies and accountability were ignored by Mayor Tyer and ultimately abolished by petitions from Councilor Warren.

These boards strictly serve the intentions of the Mayor and enjoy rubber stamp approval from an indolent and indulgent Council whose members blanch when an appointee is challenged for even the most concrete and practical grounds.

So what does the Mayor and his Council have up their sleeves with the reclassification of volunteer government which has been working for the history of modern Pittsfield?
Definition of Special Municipal Employee per MGL

G.L. c. 268A, Section 1(n) ” Special municipal employee “, a municipal employee who is not a mayor, a member of the board of aldermen, a member of a city council, or a selectman in a town with a population in excess of ten thousand persons and whose position has been expressly classified by the city council, or board of aldermen if there is no city council, or board of selectmen, as that of a special employee under the terms and provisions of this chapter; provided, however, that a selectman in a town with a population of ten thousand or fewer persons shall be a special municipal employee without being expressly so classified. All employees who hold equivalent offices, positions, employment or membership in the same municipal agency shall have the same classification; provided, however, no municipal employee shall be classified as a “special municipal employee” unless he occupies a position for which no compensation is provided or which, by its classification in the municipal agency involved or by the terms of the contract or conditions of employment, permits personal or private employment during normal working hours, or unless he in fact does not earn compensation as a municipal employee for an aggregate of more than eight hundred hours during the preceding three hundred and sixty-five days. For this purpose compensation by the day shall be considered as equivalent to compensation for seven hours per day. A special municipal employee shall be in such status on days for which he is not compensated as well as on days on which he earns compensation. All employees of any city or town wherein no such classification has been made shall be deemed to be “municipal employees” and shall be subject to all the provisions of this chapter with respect thereto without exception.

So the appearance is that the Mayor wants to reduce the standard for conflict of interest for commission appointees. Why is he interested in softening those standards?

About Special Municipal Employees in regards to their exposure to Conflict of Interest and public ethics:

Section 17 generally prohibits municipal employees from representing a private party before municipal boards or departments. It also prohibits municipal employees from acting as agent (or attorney) for a private party in connection with any matter of direct and substantial interest to their city or town. Finally, it prohibits municipal employees from accepting pay or other compensation in connection with any matter of direct and substantial interest to their municipality.

However, if you are a “special municipal employee,” you may:

  • represent private parties before municipal boards other than your own, provided that you have not officially participated in the matter and the matter is not now (and was not within the past year) within your official responsibility;
  • act as agent for private parties in connection with a matter of interest to your city or town, provided that you have not participated in the matters as a municipal official, and that the matter is not (and has not been, during the past year) within your official responsibility; and
  • receive pay or other compensation in connection with matters involving your city or town, provided that you have not officially participated in the matters and they are not (and have not been, within the past year) within your official responsibility.

Example: You are a Conservation Commissioner. The Commission has been given “special municipal employee” status. You are also an engineer in private practice in town.

  • You may be hired as site engineer and represent a private development company at a Planning Board hearing, as long as the hearing does not in any way involve Conservation Commission matter.
  • However, if the hearing is about a wetlands dispute, you could not represent the developer before the Planning Board because the matter is under your official responsibility as Conservation Commissioner.
  • Also, if you prepare site plans, blueprints, structural analyses or other professional documents, you may not allow the developer to submit those materials to the Conservation Commission (or to any other municipal boards, in connection with matters under the Conservation Commission’s responsibility).
  • Also, you may not be paid for giving the developer advice about how to get his project approved by the Conservation Commission, or for any other activity related to the Conservation Commission review process.

Note that the prohibition against “acting as agent” covers any type of activity that involves representing someone other than your city or town. Activities which can be considered “acting as agent” include: serving as someone’s spokesperson; making phone calls or writing letters; acting as a liaison; affixing professional seals or signing supporting documentation; and participating as an electrician, plumber or other contractor during municipal building inspections.
