COUNCIL O&R SUBCOMMITTEE CAVES ON MAYOR’S PANHANDLING ORDINANCE … WILL FULL COUNCIL FOLLOW SUIT?

BY DAN VALENTI

PLANET VALENTI NEWS AND COMMENTARY

(FORTRESS OF SOLITUDE, THE WEEKEND EDITION MARCH 28-30, 2025) — They caved, 4-1.

You knew they would.

THE PLANET speaks of the city council’s jellyfish ordinance and rules subcommittee (O&R), rejecting mayor Peter Marchetti’s proposed regulation to ban panhandling at five key intersections in the city. The measure now goes to the full council with the recommendation that it not become law.

The initiative will still pass if (a) the five subcommittee votes remain the same and (b) five of the seven remaining councilors vote to approve. Otherwise, it’s “Aloha” on the steel guitar.

In the 1934 World Series, Cardinals pitcher Dizzy Dean, running from first to second, got beaned by Tiger shortstop Billy Rogel’s throw to first base. The impact knocked Ol’ Diz unconscious, and he was taken to the hospital. The next day, the St. Louis Post-Dispatch ran a story that contained the most famous baseball headline after “Hub Fans Bid Kid Adieu.” The Second-Coming type read: “X-Rays of Dean’s head show nothing.”

X-Rays of Dizzy Dina, Bitchfield’s Ward 6 councilor and chair of O&R, would prompt the same headline. O&R failed to grasp the significance of the measure. It’s not about “marginalizing” anyone. It’s not even primarily about “public safety.” It’s a statement meant to assert common-sense controls over a loitering and begging problem that has grown out of proportion. It’s meant to say, “Enough is enough.”

———- ooo ———-

Dizzy Dina certainly “showed nothing” Monday night in “leading” the discussion. THE PLANET‘s spies were present, and they filed their reports.

From the Boring Broadsheet article: “Councilor Dina Lampiasi … took issue with the vague wording of the ordinance — specifically the sections prohibiting pedestrians from sitting, standing or laying down in public ways ‘with the intent to obstruct or hinder the free and safe passage of pedestrians or motor vehicles,’ arguing that it may lead to unequal enforcement.”

Nonsense.

There’s stupid, then going further down the IQ steps: brainless, pea brained, dunce-like, and finally cretinous. During the meeting, Dizzy Dina worked her way down. Three other O&R members joined her and got Jell-O in the Spine (JITS): Kow-Plop Kavey, Amusing, and Help, Help Me Rhonda. Only council president Pete White sided with the mayor.

———- ooo ———-

The Beggars’ Banquet backers in attendance argued that [the ordinance’s] impact will inordinately “fall on  homeless and low-income residents who use medians to seek assistance,” (Barbara Mahoney); that it is “targeting the homeless” (Elijah Mertinnooke); that it will prevent future protests (Joel Huntington); and that the intersections ID’d in the ordinance pose no safety concerns (Meg Bossong).

They ignore the problems that the intersection loiterers pose:

  • They are in danger of getting hit by traffic
  • They distract motorists
  • They harass motorists
  • They are a public nuisance and eyesore
  • They scare off customers and hurt local businesses
  • They perpetuate a damaging stereotype that’s harmful for the health of the city.

Care to enter THE PLANET‘s pool? When the matter goes to the full council, will it pass or fail? Who wants in?

In any case, at least we finally know the answer to the age-old question: “Why did the chicken cross the road?”

Answer: To get away from the panhandlers.

————————————————————–

If we don’t make a dent in the aggressive panhandling, it’s all for nothing. We think we have crafted an ordinance that is balanced in its approach and is constitutional. People in the community are just tired of (panhandlers)” — A. J. Robinson.

“OPEN THE WINDOW, AUNT MILLIE.”

LOVE TO ALL.

TSC is really lucky. If that kid had spun around with that elbow, he’d be eating out of straw for a month or two and smiling with a few pegs missing.

Probably would have given him the a$$whippin’ his father should have given him a long time ago.

TSC is just an older version of Mayor Lumpy and CC Prez Wimpy White’s progressive politics and ideas. To heavily include identity politics and virtual signaling, as long it feeds into TDS.

*It helps distract the weak minded and those absent of thought, that the democRATS have NO MESSAGE to help the American taxpayer. They do want to keep helping Ukraine, despite over 80% of Americans want the war to end.

These “guys” will be another version of TSC in a decade or so.

Karen Kalinowsky should be commended.

She’s 100% correct when she said those employees should ALL be assigned to a function within the Bitchfield Pubic Scohol, in which they DO NOT deal with children for a couple of years.

She’s also correct in the fact that an “unfounded” allegation, does not mean it did not happen.

*It could mean the suspect lawyered up and did not cooperate with the DCS investigation, under advice of counsel.

DCS are not criminal investigators. They only have referral power, to a law enforcement agency.

If victim also failed to cooperate, the allegation is “unfounded.” Can’t investigate something if nobody is cooperating, without subpoena power.

Now, investigate all the parties under oath, by court order, and you’ll get the REAL results.

Unless…..remember the key phrase, “under the advice of counsel,” means if you are criminally involved or potentially CIVILLY LIABLE (PPS), zip it or pay dearly. Financially, or with your freedom.

Victims might be operating under civil court proceedings. They have to let things play out first. Why would you paint yourself into a corner, if alleged suspect doesn’t cooperate?

*Besides, one more layer of (unneeded) high level bureaucracy is what democRATS are infamous for. Works out perfectly.

What will happen if panhandlers are allowed? There will be assaults plain and simple. There was an upsurge in youths assaulting (physically) panhandlers. There will be complaints….many to local police.

There might be accidents as well as possible injuries with pedestrian safety. I don’t know how many times I either had to break and wait for a panhandler to get their cash? No,I don’t want to do that and a time or two almost got rear ended. If your going to panhandle keep the hell out of traffic. Half of this nonsense wasn’t even about the ordinance? What does housing have to do with safety ( ordinance by lumpy) anyway Can someone post the ordinance on here Someone is lying.

News Article:

“School Committee got a closer look at Pittsfield Public Schools’ proposed $86.45 million budget”
By Greg Sukiennik, The Berkshire Eagle, March 28, 2025

PITTSFIELD — The School Committee got a closer look at the Pittsfield Public Schools’ proposed $86.45 million budget on Wednesday night, as well as more details about how principals of the district’s 14 schools would balance financial realities with school improvement priorities.

An updated overview of the spending plan, presented by Assistant Superintendent for Business and Finance Kristen Behnke, showed how each school addressed a potential 2.15 percent reduction in staffing dollars, and in some cases reduced staffing in some areas to assure others would remain intact. Committee members also received a line item version of the budget, which is posted on the district website.

That projected net reduction of 16.9 full-time equivalent educators still comes with an asterisk: Superintendent Joseph Curtis still expects attrition and retirements will eliminate the need for pink slips.

Reid Middle School, for example, projected a reduction of one full-time teacher and two full-time paraprofessionals. But it also budgeted for three additional special education inclusion teachers.

Crosby Elementary School, likewise, said it was important to add a full-time family engagement and attendance coordinator. To assure that, the school was willing to part with a custodian, a paraprofessional, a teacher and a part-time school adjustment counselor.

A budget workshop scheduled for 5:30 p.m. Wednesday [April 02nd, 2025] at Reid Middle School will allow School Committee members and the public the opportunity to hear directly from building principals. Another public hearing on the budget is proposed for [Monday] April 7 at Reid, followed by a School Committee meeting focused on the spending plan [on Wednesday] April 9 at City Hall.

The budget highlights remain the same as two weeks ago: An $86,450,361 budget, up $3,765,084 over the current budget, funded by $18 million in city funds and $68,450,361 in state Chapter 70 aid. It reflects one small change: The schools now calculate $3.28 million in contractual obligations, down from $3.35 million.

One change that can’t be known yet is how federal funding, distributed through the state, might affect Pittsfield. Behnke called it “not-so-good news.”

Pittsfield relies upon $9.4 million in federal dollars for programs, with much of the money helping children in poverty and delivering special education services.

Behnke said that in the continuing resolution passed by Congress earlier this month, several categories of federal education grants are level funded through the end of the federal fiscal year. Those include Title I (assistance for lower income students), IDEA (for children with disabilities), Title III (English language learners) and Title IV-A (support and enrichment).

But the resolution also granted the Trump administration more latitude in how those funds will be appropriated. And it did not mention Title II-A — which supports professional development.

This is good example George Orwell’s1984.   The dystopian novel 1984 exploresthe dangers of totalitarianism, surveillance, and the manipulation of languageand reality, set in the fictional world of Oceania, ruled by the Party and itsenigmatic figurehead, Big Brother. Emmanuel Goldstein   in the courseof daily life in Oceania, Goldstein is always the subject of the Two MinutesHate, a daily programme of propaganda that begins at 11:00 hours; thetelescreen shows anwib;t  over-sized image of Emmanuel Goldstein for the assembledcitizens of Oceania to subject to loud insults and contempt. To prolong anddeepen the anger of the spectators, the telescreen then shows images ofGoldstein walking among the parading s oldiers of the current enemy ofOceania—either Eurasia or Eastasia. The Two Minutes Hate programme showsGoldstein as both an ideological enemy of the Ingsoc régime of The Party and atraitor aiding the national enemy of Oceania.”  We’re living out 1984 in real time, we take out our rage on Trump, Musk, or locally on Marchetti, or White. The proposed ordinance won’t solve the problem.  More D.E.I. (Diversity- Equity- Inclusion) or being WOKE just doesn’t work. What is needed is more individualism and less collectivism. Who is going to enforce the ordinance the police? Setting up a 30 member committee doesn’t work either, almost a year ago the council tried that.      A new Pittsfield advisory committee aims to help the city …

The Berkshire Eagle
Apr 2, 2024 — The 30-member advisory group — which Marchetti said he hopes will begin meeting in three weeks — brings together a kind of who’s who of professionals working on mental health, substance

Marchetti told the council earlier in the year that he planned to earmark $250,000 of the city’s $40.6 million in American Rescue Plan funds for the committee. He said there may be an opportunity to use a portion of the $2.4 million the city is set to receive in opioid settlement money as well.

Because the liberal loons don’t want home ownership for most people. They want people living in apartments. “You will own nothing and be happy” is their goal revealing their communist intentions for this country. Homelessness has skyrocketed too in states ruled by Democrats and nothing is done about it while they have concentrated on caring for illegal immigrants, their future voting base.

Mayor Lumpy Marchetti stated many times that he was NOT a fan of social media. Maybe he should take a look at some of the websites like Planet Valenti, It’s Pittsfield Tonight and 411 of the Berkshires just to name a few. The comments on these blogs state constantly what the voters of Pittsfield really feel about the state of the City. Evidently Lumpy can’t handle the truth. After all he has to keep reminding us he is proud to be the first gay Mayor of Pittsfield.

The folks posting on these websites are hard working taxpayers and they are the ones who are paying the salaries of the administration, city Clownsil and School Committee. This Marchetti administration seems to cater to the LBGTQ community and ignores the rest of us. How many of the speakers on this past City Clowncil meeting pertaining to pan handlers were taxpayers? Why is Marchetti allowing the panhandlers to ruin the library we all pay for? The entrance to the library could be on the Hoarding show.

People posting on these sites are trying to deal with their inner anger and turmoil because of the terrible state and conditions of the city. These people are all smart enough to realize that the Open mike portion of the Clowncil meeting is a complete waste of their time. Why bother speaking to a committee of people who play on their phones and laptops never even giving the speaker a glance just waiting for Porkchop Peter to slam his gavel and tell them to stop talking. Taxpayers might as well talk to a wall.

Pertaining to the issue with the schools that taxpayers are paying an outside legal firm to investigate. Of course this firm needs more time, why not with the rates they are charging, the city has given them a blank check. Marchetti stated there would be transparency to the taxpayers, Cameron states the results will not be shared with the taxpayers that are paying the bill. Which is it Marchetti? Or, are you going to continue to lie to the taxpayers? What are you hiding? If I had school age children believe me they would not be attending Pittsfield Public Schools. Just look how the students that had the guts to speak out at the last meeting were treated by the school committee members, why is Marchetti standing by saying nothing? The way Cameron and bag lady Sara Hathaway treated these students was almost criminal, Marchetti should have removed Cameron and Hathaway. Of course Conant and Warren want to increase the school committees pay, sure give them a bonus for screwing up the school system. Why has Marchetti not fired Morales for the mess of the streets? How about Michael Taylor who only seems to hire LBGTQ people to work at City Hall. What a mess. The outrageous thing is these jack asses will be raising our taxes again and there is not a damn thing we can do about it.

And they pretend not to know why parents are choicing (not a real word but good enough for Pittsfield) their children out of Pittsfield schools? This is part of it. All About semantics. They’ll tell you here in the schools that schoool choice is costing them money when in fact they’re costing us money. The administrators and state reps and city councilors say they’re raising taxes and blaming it on good education gone bad because of? School choice?

Less students should benefit students if they have two or more teaching each student. Yet we pay more for taxes because of? If your losing revenue from school choice shouldn’t students be more educated? Not here.

If anything the schools budget should be cut and cut hard starting with administration first. This is not going to happen. Has anyone noticed your property tax bill for 2025? Well you better.

I’m not a Marchetti apologist but you’re missing a few things here. Marchetti brought this petition forward because he’s aware of the complaints. How do you know he doesn’t read social media? But the real story is you all left him hanging at the committee meeting. Your defeatist attitude about showing up for open mic is wrong. If you think it can’t work you don’t know your history. City plans to reroute traffic onto Lenox Avenue while the removal of the Bel Air dam takes place. Help Me Rhonda and Greasy Warren want a speed study done on Lenox Avenue first. Evidently the members of the Clownsil don’t care about the constant gun fire on Lenox Avenue . How about the City administration tries to figure that out first. Residents keep telling the city administration the location that is causing the gun fire but once again it falls on deaf ears. Is there anyone in the City Administration that has any common sense?

As a reminder to the administration, outrageous speeding is taking place all over the city. Don’t know when the speed limit on Merrill and Dalton Avenues became 65 to 70 miles per hour?

At this point in our city’s history we cannot do this city council form of government anymore. They just don’t get it. By that they’re not there for social injustice or issues concerning the world, nor there for playing favorites with the suits and special interests.. They are there to represent the citizens who elected them which they flagrantly don’t.

Not the masses anyway. Imagine speakers coming here at our city council meetings, they don’t even live in the city telling us we will be sued for this and that and this is the way they do it over in Framingham…blah blah blah blah blah.

Have some balls mayor, and tell advocates to go do themselves, it’s a safety issue, there’s data on it,it is a safety orientated petition, you can’t stand in a medium laying down with a sign or standing on the narrow medians and expect traffic with 2 feet room of car to handlers going by to not expect once in a while a car might hit somebody.

I’ve seen it all but this one takes the cake. Call it what you wish but it is still male and female. I am certain few will deny this, though in this day and age
a few females will wear jockstraps, and few jerk males will Kotex their testicles.
This is all so stupid I am staggered few pay attention to this nonsense.

Hello Governor Maura Healey,

Someone posted on the blog named Planet Valenti:

Your goddess D-Healey spent more on CRIMINAL ALIENS than AMERICAN HOMELESS..

She even kicked out homeless VETS out in the snow. Is that why You live in NH?

My reply to you, Governor, is that I see Governor Maura Healey as a professional only.

I am a permanent and total 100-percent service-connected disabled Veteran who served honorably in the U.S. Army. I believe that you, Governor, are an ally to Veterans. I do not believe that you “kicked homeless VETS out in the snow”.

I live in NH because my family relocated to NH from Western Massachusetts in the latter part of 2003 when Willard Mitt Romney was the Governor of Massachusetts back then.

I support you, Governor, in politics, and I hope that you may run and win the U.S. presidency in 2028. I will never support Donald Trump in U.S. politics because he is a far-right extremist whose public policies are causing economic pain to those in need of government-funded assistance to survive in the 21st Century very unequal economy that favors the top 1-percent super wealthy.

Best wishes,

Jonathan A. Melle
