CITY IS LONG OVERDUE FOR AN AUDIT OF ITS ‘NON-PROFIT’ BUSINESSES … AN ACCOUNTING WILL LEAD TO MILLIONS OF ‘PILOT’ DOLLARS CURRENTLY NOT BEING COLLECTED

(FORTRESS OF SOLITUDE MONDAY FEB. 16, 2026) —THE PLANET noticed with interest how Boston’s Wu Administration used the PILOT program to get Wentworth Institute of Technology to resume cash payments to the city after years of the school getting a free ride on the backs of taxpayers.

Wentworth had stop making cash payments to Boston for “the last several years due to [alleged] financial challenges brought about by the pandemic,” according to Mayor Michelle Wu’s office. We’ve lost track of how often the “pandemic” has been used as the excuse to gyp citizens. Someone remind us, eh?

This brings up the question of how many other “non profits” have done the same thing that Wentworth pulled? Yes, we’re wondering about that for the great city of Pittsfield, run by an administration that treats auditing and accountability the way Dracula treats garlic and mirrors. We’ll get to that in a moment.

Under the five-year Wentworth deal, Boston will only get $400,000 in cash. The remainder of the $5.6 million valuation will come from Wentworth providing “community benefits (CB).”  CBs have long been a shifty aspect of the Payment In Lieu Of Taxes arrangement. Nonetheless, the PILOT program establishes the understanding that so-called “non profit” agencies should morally pay something for the privilege of having to pay their way the same as homeowners and firms in the Dreaded Private Sector.

The tax-free status of “non-profit” companies has long been a magnet for the more unscrupulous, attracting the long gray line of grifters and “community activists” who rake in the dough without having to pay their fair share of taxes.

The Boston-Wentworth situation brings us to wonder about the status of PILOT in Pittsfield. One never–and we mean never–hears any official talk about this. Can you imagine Peter Marchetti taking the bold action that Michelle Wu did in Boston?

It leads THE PLANET to a few questions:

  • When was the last time the city provided to taxpayers local PILOT data?
  • How many “not-for-profit” companies (whose directors often make handsome profits) are in the city?
  • Can we have a listing of all of them?
  • Can we have the PILOT status for each of these businesses?
    • For each, is there an agreement in place for how much the business owes the city in lieu of taxes?
    • What is the formula or direction for determining a company’s PILOT contributions? For example, would an agency pay 25% of what they would be due under normal taxation?
      • For each where there is such an agreement, has the business paid in full?
      • If not, what percentage of cash and “community benefits” how much does the agency owe? In Boston, the cities PILOT institutions met just 76% of their collective $128.79 million payments. THE PLANET suspects the Pittsfield percentage is much lower.
      • How does Bitchfield define “community benefits” and how are they valued?
      • Will the city undertake and provide the results of a full audit of the PILOT agencies?
  • How does a company obtain “non-profit” status in the first place?
  • Who decides?

THE PLANET submits this issue to the following, along with the challenge to do something:

  • To the Berkshire Eagle, assign an investigative team to determine the answers to the PILOT questions.
    • Pressure city leaders to take action through an aggressive editorial stance. Name names.
  • To the mayor, immediately begin an examination of all non-profit businesses and keep the public informed.
    • Do they still warrant non-profit status?
    • Do they have PILOT understandings with the city? If not, why not? If so, are they meetings their obligations?
  • To the city council, submit legislation to the mayor requiring such a probe.

Under THE PLANET‘s rough and quick analysis, there are millions of dollars outstanding from derelict PILOT reimbursements to be harvested on behalf of bedraggled taxpayers. To claim even some of this money would have three incredibly beneficial effects:

  1. It would lower property taxes for homeowners and businesses
  2. It would more than pay for the costs of an audit.
  3. It would provide money for a forensic audit of all city departments.

THE PLANET has outlined a no-brainer here, a win-win-win. All that’s needed now if for the local daily newspaper, the mayor, and/or at least six councilors to grow a pair.

P.S. We sent a copy of this column to each city council member and the mayor. What’s the high/low on how many of these 12 will acknowledge it or comment?

Predictable Pittsfield politics’ municipal finances are always the same secretive slush funds for the same career politicians and their wealthy backers.

It is called PAY to PLAY. The fictional Kapanski’s are their ATM, doormat, and a toilet that they shit on.

Pittsfield’s commercial tax rate is the 2nd highest in Massachusetts behind Holyoke.

I call it Perverse Incentives. Former Mayor Sara Shoegum once stated that Pittsfield is a Junkie for state aid.

Audits of Kufflink’s cooked books are a farce. A forensic audit will never happen in Bitchfield.

If one is not an insider in Pittsfield, then get the Hell out to protect your personal financial well-being.

As for Boston, it is 2 consecutive years of double digit municipal tax hikes there. Yikes!

They’re not going to respond since none of them pay anything. If anything taxpayers’ money that was supposedly for public service like ARPA and CPA is diverted to these private organizations based on political and personal connections.

The ratio of lobbyists to elected officials in Boston and the Swamp is excessively large in numbers.

The political insiders enrich themselves at the public trough while the likes of Charles Ivar Kronick and Jon Melle don’t get to afford to reside in one of the $1 million mansions in Pittsfield’s elitist Gated Community west of Berkshire Community College close to the Hancock border like a former Pittsfield Mayor and her CPA 3rd husband, along with Nuciforo, who also has an upscale residence in Boston.

Some lobbyists in Boston report 7-figure earnings per year. Most Members of U.S. Congress are millionaires. Our sitting U.S. President is a billionaire who has made billions of dollars while occupying the Oval Office.

If there is no bread, let the rest of us have-NOTs watch the career politicians eat, drink and roll in the BIG money.

Excellent idea Dan. It’s long overdue for a review of every organization that have non-profit status. The last time it was done if memory serves me correctly, was my first term as a councilor 2012-2013. The petition was brought forth for a review by some of my fellow councilors. Former councilor Mazzeo was one of the petitioners. I sat in the audience of the meetings not only as a councilor but as a member of the board of directors at the Pittsfield YMCA. The YMCA director spoke at the meeting and since the organization at the time was in a dire financial position, they were not able to contribute at that time. Other organizations such as Barrington Stage, were also in attendance. I believe that in the last 13 years financial situations have changed for many non-profits.
It’s certainly time to review all especially since the residents of the city pay for police, fire, public works etc. Every extra dollar received will reduce the tax burden on the residents and tax paying businesses. Thanks again.

Usually a newly elected Mayor cleans the house when elected. They bring in new department heads. Mayor Lumpy had the perfect opportunity to replace Bowtie Kerwood and Bike Lane Morales. The problem was Mayor Lumpy was a big advocate of the totally lopsided Tyer/Clairmont Administration. The ARPA funds were given to the ass kissers of Pittsfield. Even Clairmont got some for his accounting firm. Why? Lumpy and Kerwood have so many hidden secrets and backsided accounting practices they would never allow an audit. As I stated last week, Bowtie should be available at City Council meetings to answer questions, not be hiding behind his cooked books. The attitude of the Lumpy Administration is how dare taxpayers question the Administration.

I will openly question the Peter Marchetti mayoral administration.

Westfield and Pittsfield are two similarly sized small cities in Western Massachusetts.

Why does Westfield spend over $62 million per fiscal year 2026 LESS than Pittsfield?

If one multiplies $62 million-plus per fiscal year by one decade, not adjusting for inflation and other variables that always increase in costs, then Pittsfield’s taxpayers will probably pay well over $620 million over the next 10 years more than Westfield’s taxpayers.

There is something very WRONG with this picture.

Pittsfield’s residential taxpayers are mostly older residential homeowners.

Pittsfield’s commercial taxpayers are closely behind Holyoke’s taxpayers in paying one of the highest commercial tax rates in Massachusetts.

It is QUESTIONABLE!

Current external auditor does not sample data. His firm asks the City’s finance employees choose and submit test transactions.

That, and the fact they have a running 20 clears contract with the firm is a smoking gun.

They don’t audit the Library either. Exempt from review.

M&B, I looked up Bitchfield’s ARPA spending under the Linda “Flat” Tyer-Clairmont reign and found a couple of interesting things.

To give The Planet readers a reminder of what ARPA was intended for, I included a link from the US Treasury’s website, detailing what ARPA funds should be spent on.

Some of these reasons are Public Health, Negative Economic Impact, Infrastructure (waste eater), etc.

I pulled Flat’s first financial grift-away.

Remember the Black Berkshire Economic Council (a non-existent company) received $700,000? What category did they fall under? I couldn’t find one.

How about when the Cultural Competency Coach and her ROPES course got $500,000 and promptly treated her family and friends to a free African vacation to “explore her roots.” What category did they fall under? I couldn’t find one.

Go to the second page and look down 7 rows, just below the $700K grift, aka-The Black Berkshire Economic Council, you’ll see $4,500,000, for WSBP-Site 9.

What is WSBP-Site 9? Where is WSBP-Site 9? And is there a ledger to show how $4,500,000 was spent and for what reason? If it’s GE involved, shouldn’t they pay for it?

I’m certainly not an accountant, but man, in just a 5-minute scroll down Flat’s first quarter ARPA spending, red flags and whistles are abound.

I honestly couldn’t imagine the amount of fraud, waste, and abuse, that has gone on and currently goes on in Bitchfield.

How much longer before Lumpy (1) has a medical emergency, or a (2) family issue, and has to “step down” from his duties of mayor (McCheese) to “focus on his health.” Which translates to, the GOBSIG’s fear the public will learn how much Lumpy hates women and how it will negatively affect them and their financial grifts.

They got rid of Wimpy White and have a guy that “looks like me,” when he sits in the corner office. The stage has been set.

Merry,Everything is fluid. Lumpy changes nothing because anything he supports keeps the food chain flowing or should we say voting express. Can go against the gran. It’s the best way to get re-elected. ..We had our best chance to uncover fraud during the Be Con monies that were spent. Theatre seats purchased from the owners private stock ?…For one..
