BULLETIN! 4-20-16, 4:30 p.m. — Let THE PLANET break it here first. Something’s up at The Berkshire Eagle. Employees have been told to clean up their work areas and to report tomorrow for an 8:30 a.m. meeting with HR dressed up (coats and ties). At 9:15 a.m., the paper plans a formal press conference. Local press and big shots (politicians, morticians, etc.) have been invited. Sounds to us like The Boring Broadsheet has been sold.

(FORTRESS OF SOLITUDE, WEDNESDAY, APRIL 20, 2016) — If you click on the City of Pittsfield website, up comes the home page — eventually. It’s a slow loader, with everything first showing up literally under water, an apt metaphor for a fake factory going under. On the page you will find a calendar. When you click on a date, it lists the public meetings set for that date. Of course, this being Pittsfield, they do not list the times. That takes another click.

On April 25, you will find that your heroes on the School Building Needs Commission (SBNC) will be meeting at the Pittsfield High School Library at the “convenient” time of 5:15 p.m. That is to help limit participation by the solid public: people who hold jobs or run households. That is just one example of how the SBNC works hard to keep your proboscis out of their business. At least, they conceive of it as their business, and, since there is hardly any public participation, who’s to dispute that? Such sneaky business with meetings times holds true of virtually all of the Pittsfield School Department‘s business.

The agenda represents a paragon of generalization, but a few things are bound to slip out. For example, we learn that there will be an update from the “Color Subcommittee Meeting.” They will be reporting that red is blue, blue has shiny metallic armor, and the dish has run away with the spoon. There’s also listed a “Groundbreaking Ceremony.” Does this pertain to the $200 million Taconic High School, the project that will officially sink the city?

Rumored Setbacks May Add Untold Million$

THE PLANET wonders where the report is on the construction setbacks:

* A major sewer backup

* Hitting much more rock ledge than anticipated

* Finding more PCBs than expected.

Sewer Backup — Hard to say what caused this, which happened shortly after construction crews began digging up and poking the footprint for the new school. Officials are mum, but sources say it was allegedly related to some kind of grease or lubricant getting into the sewer line following the line being punctured by a piece of heavy equipment. Added cost? Substantial but unknown.

Rock Ledge — Having to deal with more rock ledge has caused all sorts of problems, sources tell THE PLANET. Building on or around ledge can cause major problems later on with the building’s foundation. Builders will now have to blast where they didn’t before. They may have to blast at least five feet greater in width and depth to allow a proper foundation to be built. Extra costs may also include reinforcement and pinning prior to blasting. It sounds like they will have to pin the foundation’s footings to the ledge with rebar. You engineers out there: Does that make sense? Added cost? Enormous but unspecified.

PCBs on Site – It’s long been known that PCBs have been found on the building site. The SBNC has even listed the need for remediation. It tried to bury this as a small, undocumented line item only to have THE PLANET uncover and publish it. Now we have conflicting reports about the amount of PCBs. Have old, rotted barrels of the stuff been uncovered? Rumors are flying. One of the old timers, a man we’ll call Al, drove forklifts and trucks for GE back in the 60s. He says the THS site was “one of our favorite” dumping sites – all done with company and city approval. Will the SBNC come clean? Will it either refute or confirm rumors of a large PCB cache. And will it also tell us if “PCB Remediation,” which they themselves admit needs to be done, has or has not been included in the official construction figure of $121 million?

With these three items, our $200 estimate is looking more conservative every day.

Dear Dan,

Generous Poisons ( aka GE) has given and keeps on giving it’s toxic spoor.

Do you remember the Penguin Miniature Golf Course, ran by Al Masserio, now buried under Burger King in Lenox?

Al got barrels of oil from GE and dumped them on the parking lot to control dust in the then dirt parking lot.

It is a toxic waste site sitting on a aquifer. The town let Price Chopper blow up the ledge and build on the land to the west, that was a wetland. Think the Rt 20/7 road is stopping spread of the buried PCBs? There are springs in that area that are draining, now , into Yokun Brook.

Is it true that anyone going withing 500 feet of the site must sign a document swearing that they will not speak of anything they see or hear there? And that construction workers are having their memories erased at the end of each day? It could happen in the strange land called Pittsfield.

1. let’s convene a non special interest to investigate the school department. No control from the mayor or council as to who gets on the panel.

2. What is the status of the citizens4sanity lawsuit?

3. I wish we had the 7,7,7,7 budget reduction plan in effect. At this point I think I’d take 1,1,1,1!!!!!!

4. The school department is way out of control. All salaries there should be in line with the income of the taxpayers. Don’t give me that crap that some other town pays this or that much. If the grass is so green in that town apply for a job there and don’t let the door hit you n the ass.

Even if it wasn’t on a PCB site it still wouldn’t be an economic engine. Schools are NOT economic engines.

Who owned the land before the school was built? Why did they allow PCB’s to be buried there? Wouldn’t they or the survivors of the estate be on the hook for removal if the PCB’s were dumped there illegally ?

There should be copies of the Phase II Environmental Assessment for the land… also, sounds like this project is exempt from MEPA??

With the advances in science these days perhaps they can recycle the PCBs and use them to heat the building. I bet that is what they were thinking.

The reason PCB were mandated for indoor and under car transformers is because they are non flammable!

if the contractors are hitting ledge, there is actually a limit to the amount of PCB’s that were buried I imagine. I would imagine that what was actually dumped was the “sweepings” material, or Fuller’s Earth. This is what was used to dry up minor spills that occurred around work spaces.

That made good dense grade which is why it wound up under many building projects of the 50’s and 60’s (places like Monument Mountain HS, Lenox HS, Mt Greylock HS, houses built in subdivisions). It’s all over the County and nearby areas from what I was told. I would think it would be more likely found under the current site (including the pavement) or ball fields – places you want flat and level and stable.

My first house was on ledge. We pinned it to the ledge, I’ve moved on but have been in it many times since. it seems to be nice and stable. Since ledge doesn’t move that may not be a problem, If it was me, I’d try and hoe ram it flat and then build the school higher.

that way we can call it not only an economic engine, but a “monument”.

The fullers earth was used in filters that were used to filter the Pyranol in the plant indoor transformers and what was used in units for shipped to customers.

and it was used for sweepings. it’s like kitty litter, it absorbs a zillion times its weight.

A lot of the clean up in Lakewood was actually that stuff (besides the oils that ran off the street into the earth from oiling them).

My Dad was interviewed among other folks – and asked where the stuff went, and when they were done with the push pins, the interviewers were dumbstruck.

If you think only Pittsfield has PCB’s – you are very naïve.

Maybe the mayor can arrange for the ledge to painted on by local artists. I’m sure someone would donate money for such a worthy project.

Ledge P C B breaking into a sewer line it sounds like and looks like some one is trying to give us a heads up that it might not be a good idea to build a school there.
Meetings at 5PM I think it would be a good idea for the mayor to send out a memo to all no meetings to be held at that hour. It would be a good thing on your part L T .

Unfortunately, you should notice that the single greatest factor for influence is site selection and proximity to other community centers.

BCC and the HS project are not physically located where the activity benefits other parts of the community. PHS is an ideal location, and even the former GE sites are better for agglomeration and public resource use than sites out on West Street.

And these same basturds at GE, Jeffy Imelet and Neutron Welch should have the PCB waste dump in THEIR back yards. And if PCBs are fine, then I’ll grow food to feed them all on the dump.

The time of the meeting is a problem as DV rightly points out. Why schedule it at that time except for the reason pointed out in today’s column?

Also given the problems encountered on the Taconic building site the SBNC should address these directly at that next meeting. Are the three areas included in the $121MM figure? Will they be added? What are the expected added expenses?

These are important questions that need official answers.

the ledge looked like limestone. I wonder why a good hoe ram couldn’t break it up. the big pieces should have not been a surprise however, it was clearly visible as you pulled into park.
there doesn’t;’t seem to be any of the protections you saw when they dug the dirty dirt along the river – so I wonder if the reports of pcbs where the school arte could be over stated (or incorrect)?

as much as I oppose the project, I’m hesitant to believe all that I hear.

Um, are they sweeping the streets correctly? Aren’t they supposed to spray water down first, then pick up the crud?

Seems like they’re just blowing dirt and dust around.

Crane’s has closed most of its operations so there is little demand for steam. Probably won’t close. Probably will become a transfer station or a power plant. The concrete is 36-37 years old though, so the cost of rehabilitating it may not be worth the power generated. As Crane has slowed down and sold off all its pieces, closed much of it down and is now basically owned by VC folks – the value of a steam plant diminishes.

Remember Crane’s contribution to the community as the debate about the KM Pipeline crossing pastureland (the cows can still graze) gets further debated.

Once again, the main sewer line runs under the south driveway of the school away from the current excavation.
The line has not been breached during construction, and no machines have hemeraged any petrolium products onto the site.
The ledge issues were known well ahead of time and budgeted into the site work.
Engineering solutions are factored in to the design of the foundation to accommodate the difference in bearing on soil vs ledge. No worries there….
No sign of barrels or fullers earth in the excavated area.
Test pits were dug 8′ deep onsite with no negative impacts.
