This is the question of most everyone outside the Kool-Aid drinkers of the local Democrat Party. They know the answer. THE PLANET, alone among local media, knows as well. Everyone else wonders why TFB agreed to sponsor of a state house bill that would have penalized Pittsfield drivers already reeling from over-taxation and under-representation.
How could a nominal “representative” return to Pittsfield with a straight slip and tell citizens a paraphrased, “The vehicle mileage tax (VMT) will be good for you. Trust me.” As The Springfield Republican editorialized, “A Pittsfield Democrat, Tricia Farley-Bouvier, supports the pilot program. But why do a pilot program for an inherently flawed idea?”
Why, Trish, why?
It’s not so hard to answer, actually.
TFB Gets Paid $90 to Drive to Work
The inimitable Howie Carr wrote of TFB this week in a column for The Boston Herald:
But getting back to the VMT, which is now sidelined temporarily, … it will be back, count on it.
On Beacon Hill, you can never keep a bad idea down.
They were pushing another angle to the VMT — congestion pricing. In other words, if you drove during rush hours, it would cost you still more. Seriously. Why do people drive during rush hour? Because they have jobs. Which means they’re already picking up the freight for all the freeloaders. Aren’t the Democrats supposed to love “working people”?
Another thing I’ve noticed about these per diems. The higher they are for any rep, the more likely the statesman is pushing new taxes on the rest of us. The VMT’s prime sponsor was state Rep. Tricia Farley-Bouvier (D-Pittsfield).
She gets $90 a day for driving to work. Tax free, by the way. Plus, since she lives more than 50 miles from Boston, the $150-a-day write-off on federal income taxes for every day the Legislature is in session.

Do you think the hegemony Democrats hold in the senate (34 to 6) and house (126 to 34) have anything to do with the bill? Thank God the governor is a Republican. Charlie Baker vetoed the measure.
The VMT would have taxed drivers for every mile driven. The legislature claimed the VMTwould be an experiment. If successful, it would replace the gasoline tax. As Carr wrote, how much you want to bet that the experiment would have been a wild success and installed permanently?
Actually, a gas tax is fairer, since it penalizes drivers of gas guzzlers. The VMT would encourage more people to buy these indulgent behemoths. Hello Humvee, goodbye Hyundai. The gasoline tax has driven many to buy more fuel-efficient vehicles and even electric-gas hybrids or all-electric. A VMT, which would penalize miles and not fuel inefficiency, would encourage motorists to “go big.”
How would the state monitor mileage? Would they only tax miles driven in Massachusetts? How would the tax be collected? What about concerns of privacy? These and many other questions arise. TFB was at a loss to answer.
Return of … Son of … Bride of …
Okay, so the VMT is dead for now. If TBF wins re-election, count on its return, like Frankenstein and Dracula in the old Universal movies. If they died at the end of the flick, no problem. They would be back again in Return of …, Son of …, Bride of ... and Spinster Aunt of … .
The tax burdens Western Mass. drivers especially because of their lack of access to reliable and affordable public transportation and longer commutes to work. So why did she do it? As one former city official told THE PLANET, “Maybe she’s that stupid.”
THE PLANET disagrees.
TFB let it slip out between the lines why she sponsored this measure when she said, “This program would be a smarter user fee.” Keep reading. When asked to explain, she said “the bill is difficult to explain” because the program would be experimental. Finally, she called the idea “progressive.”
Where’s the Uh-Oh Lady when we need her?
“Progressive?” Translation = “W’re gonna Big Government your ass to death, Mary Jane and Joe K.”
Add up these words, and you get your tea-leaf answer: The Bosses ordered her to sponsor it.
As THE PLANET has shared, TFB is, like Adam Hinds for senate, The Suits’ Chosen Ones.
Michael Bloomberg, running against TFB for the Dem nomination, told THE PLANET, “If a representative from Boston proposed and sponsored a pilot for a vehicle mileage tax I would not be in the least bit shocked, there are merits to this for big cities. But in Pittsfield we elect a representative to represent our district. In Pittsfield we have experienced continued job loss forcing many local residents to commute long distances. Our neighbor districts are some of the most rural in the state, what message are we sending to them when we not only support this, but actually sponsor this bill? I’m sure Rep. Farley-Bouvier sponsored this with the best of intentions, but I don’t think our priorities should be how can we raise more tax dollars from drivers. Our priority, my priority, is how can we bring good jobs back to Pittsfield and how can we better spend the tax dollars we already take in.”
Bloomberg is sure of TFB’s “best intentions?” That’s a canyon’s more certitude that THE PLANET can muster.
Plans such as the VMT are what you get when you send stooges to Beacon Hill instead of representatives. TFB? All seriousness aside, Pittsfield and environs are getting tired of sending WTF to office.

Western Massachusetts state Legislators are nothing more than bureaucrats who get rewarded for following orders from their political bosses in Boston.
If you don’t play ball with the big wheels in Boston, then you become an outsider and useless.

Tricia Farley-Bouvier is going to win another term as Pittsfield’s State Representative. All of the state and local establishment is supporting her 100% of the way.
I actually concur with many of her political views. She is both a wonderful and impressive person in politics. She stands for the people and loves her community.
So you are saying that TFB goes along to get along with Boston? To me that doesn’t make her a wonderful or an impressive person. It just makes her a follower. Someone who can be easily manipulated. She needed to push back against Boston and she didn’t. Right now she has been useless to Berkshire County and should not be re-elected to continue to do NOTHING for this area.
Let us NOT forget that Governor Charlie Baker is the same guy who was a bureaucrat under Governor Weld who oversaw multi-billion dollar cost overruns from his mismanagement of Boston’s “Big Dig” public works project that has made Massachusetts the #1 per capita debtor state government in the nation.
Charlie Baker has cost Pittsfield more economic pain from cuts in state aid due to his mismanagement of the “Big Dig” than Rep. Tricia Farley-Bouvier would have from her proposed experimental VMT tax program that was recently vetoed.
I love how Howie Carr (and Dan Valenti) goes after the little guys like Representative Tricia Farley-Bouvier, while the big guys like Charlie Baker get an undeserved free pass.

I just read your article and had to comment that I am in total agreement with you about the VMT. I was shocked to learn that such a bad idea which penalizes western MA residents who, like me, have long commutes to work, was actually being considered. I am still reeling from the reinstatement of Mass Pike tolls from Exits 1 to 6. That tax costs me an additional $400 per year in tolls. Now I pay over $1000 yearly in tolls on the Mass Pike because I live in Western MA. My colleagues who live in Eastern MA and take 95, 290, 395 and 495 to work get a free ride. Unfortunately, I do not get reimbursed nor can I deduct from my income tax, my commuter expenses.

The VMT would be monitored by the GPS almost every modern car now has. So not only would they know how far you drive, both in and out of State – but exactly where and when.
Do you trust your State government with that data?
As I understand it Tricia is also trying to keep Charter schools from expanding. These schools are competing with her cash cow special interest public welfare schools and she wants to stop them in their tracks. Why would she want to stop parents from having more choices where to educate their children?
We need an ANYBODY BUT TRICIA movement as she is much more a special interest lobbyist that a representative of the people. She is the poster child for everything that is wrong with government in America today.

Jonathan what are you smoking? TFB, in addition to sponsoring this VMT bill (thank you Dan for publicizing the issue along with Howie) also sponsored the drivers licenses for illegals and the transgender bathroom bills. Vote her out! Vote for Bloomberg and let him face Connell in November.
Me too. I’m voting for Bloomberg in September. If he faces Connell in November I don’t know but I will watch the campaign closely, right now I’m leaning to Connell but I want to learn more about Bloomberg. Trish never. I want more charter schools not fewer because they allow competition and that makes for improvements it’s proven. BART in Adams is the best school in the county.

That statement right there is what’s wrong with the education system, and by extension, a lot of other government/institutional stuff. How many 4 syllable buzz words can one person pack into a sentence while still making sure to say absolutely nothing?!? Sounds like a robot, makes me sick.

The esteemed representative claimed that if this bill passed it would lead to a repeal of the gasoline tax… yeah, because the state legislature has always been so good at removing a tax when another is passed. Does anyone else remember that the excise tax was supposed to be repealed when the Turnpike bond was paid off… which happened a few decades ago? I seem to recall, oh yeah, I still get excise tax bills.
And the sales tax was going to go back down after a temporary hike…and the income tax was going to go back down after a temporary increase…and the Pike was going to be toll free when the bonds were paid in 1984…All lies. I think Bull is right if they pass this stupid VMT tax the gasoline tax will stay as well.
…..and the lottery was going to pretty much pay for the schools….they brag that it is the best mostest money making lottery in the country but it don’t be paying shict towards the schools in Pittsfield
Nearly a third of the City’s budget come from the state Cherry Sheet, nearly half of it comes from non-property tax revenues. I am sure Lenox and Stockbridge love subsidizing Pittsfield and Adam(s)
Shakes, every community in the State gets cherry sheet money and Chapter 70 money for every school system. Pittsfield gets more because the State dumps their crap on us – so it’s a minor cost of for the wealthy communities to pay in order not to have a methadone clinic, service agencies, etc. dragging their communities down.
She simply doesn’t have the depth to fully understand the consequences of much of the legislation that’s put on her desk to review. However, I have to give it to her she put’s in the grind for a campaign and works her tail off and that’s how she has become State Rep.
Mike said it very well in terms of the consequences this legislation would have on Berkshire County residents and Dan’s assessment of incentives from a Microeconomic point of view is spot on in my opinion.

To be honest I’m so frightened by the concept of Trump as President that I’ll take the status quo right now.
