(FORTRESS OF SOLITUDE, THE WEEKEND EDITION MARCH 1-3, 2024) — It didn’t take long for the illustrious sad-sack mayor Marky Maypo to become embroiled in the hot sauce, did it? Are we talking scandal and coverup, or stunning incompetence? There’s no third possibility.

At Tuesday’s council meeting, Maypo dismissed DPW’s botched handling of a nearly $50,000 invoice by saying “it slipped through the cracks.” Ranks up there with one of THE PLANET students not handing in an assignment because “the dog ate it.”

“Slipped through the cracks” now officially replaces “Openly gay” as Bitchfield’s motto. In Latin, it reads: Elapsus Est Per Rimas.

As former councilor Chris Connell commented to THE PLANET, this “error” passed unnoticed through FOUR layers of “safeguards”:

  • DPW commissioner Ricky Rumpus.
  • DPW business manager, a “make work” position created two years ago.
  • Finance director Kufflinks Kerwood.
  • The Bitchfield purchasing department.

“It is totally unacceptable given the number of individuals that should have been involved,” Connell said.  “I can’t believe The Mayor blamed the last administration. It’s time to hold people accountable for not doing the job they were hired to perform.”

Great point. Maypo failed to own the mistake, instead throwing Linda Tyer under the magic bus at a time when Maypo was council president and larded Porkchop Pete was his VP.

Fact is, every alleged “check and balance” failed. City government, what’s left of it, is in free fall. It only took Maypo two months to bring ashes to ashes and dust to dust.

Consider this additional sobering fact: If this invoice elapses est per rimas, how many others went “elapsus” either through incompetence or secret deals? Zero? 10? 100? The Kapanski’s don’t know.

Another excellent point came to THE PLANET from one of our elite correspondents, CRAB:

The argument that “we thought MEMA would reimburse us, so we didn’t think we had to do a PO” is concerning and potentially not truthful. Every single employee involved in paying bills in every town in the state knows that when you are in a situation that COULD be reimbursed by MEMA in the future, you still cut Purchase Orders now, and then submit the bills and PO’s if the event is considered to be paid by MEMA. You also pay the bill to the contractor with current funds when the invoice is due and then can go back for reimbursement later. Citizens should be concerned that since making a contractor wait all this time for payment, when the next event happens and the city needs help with cleanup, contractors may not be so quick to work for the city. Was this work really needed? Should it have been put out to bid but was not and given to a friend under the guise of emergency work? Lot’s of unanswered questions.

Maypo told the lapdog council: “The banker in me says that we need to do a better job of keeping track of our invoices when they come in,” Maypo said.

“Banker?” There is no “banker” in Maypo. There’s only “bunco.”

Rumpus, incidentally, ducked the council meeting, claiming “illness.”

Yeah, right.

Councilor-at-large Kathy Amuso said she had spoken to Rumpus earlier: “Almost every year, something comes before us because department heads didn’t put in purchase orders or payments in a timely manner, so, I asked him, you have to put a process in place … we also have to account what goes on.” Rumpus replied that he will install such a process.

Do you get the gravity of Rumpus’ admission? He’s putting a process in place. Translation: Previously, there has been no process!!

There are a million questions that Maypo, Porkchop, and the council did not, have not, and will not ask. Neither will the mainstream media, which has swallowed the official Bitchfield line. THE PLANET alone has been the sole forum for this corruption to be aired.

Every corner of official Bitchfield is in need of a Deep-Clean fumigation.

And the DPW commissioner needs to be fired, immediately.

Rumpus is a symptom of a problem but certainly not the core problem. If you want to find the CORE problem you will need a forensic audit but for some eerie reason, that subject seems taboo.

As this situation highlights, oversight is frowned upon at the corner office in Pittsfield. Less eyes are better syndrome.

Just remember the line you get the government you vote for, and unfortunately the voting machines seem to say these are the people that were winners in the election. Unfortunately all us bitches are the losers so I don’t see anything happening and the government believes this as well. How many illegal meetings have taken place through the years that there are no consequences? How many special interest get the grease? How can the city illegally spend the ARPA money and nothing happens? This is what the city deserves unfortunately because the special interests have made sure nothing changes

Based on last meeting alone, it is “See no evil stay quiet.” It blows my mind not one person questioned how the Mayor ‘knew’ that the past due bills were legitimate. They didn’t even ask for copies? That is odd because when I was on the Council, requests for funds to pay late bills always were accompanied with invoices.

The “diversity,” of course meant moving bums, drug addicts, and half-way house members, from Boston to the Berkshires.

We did get bike lanes and bump outs from that “grant money.”

Lady I know says it looks to her like a couple, new to the country, just moved into her elderly housing project on Waconah street. Not really elderly housing anymore though. They now say it is not fair to have public housing projects just for elderly so now anybody on section 8 can apparently be moved in with the elderly. It is discriminating according to the woke folk to have public housing dedicated to elderly only, (where they once felt more safe). Lady says now the cops come more often where they hardly ever came before.

And Pittsfield would like to drive all the elderly out of their birth homes by raising taxes beyond their means. Once their homes become available investors swoop in and buy them up for rental properties at ridiculous prices. Kinda sad but seniors are kinda like fodder in Pittsfield.

Very true about the investors too. They send scouts through Pittsfield’s neighborhoods. The scouts pretend to be the buyers but they are purchasing on behalf of realtors out of state. I encountered them.

They bring cash, and they pay low. Don’t entertain them.

Diversity hires usually prove their worth(lessness) sooner, rather than later.

Ricky Rumpus is no exception. He helped destroy North Street with unneeded/unnecessary bikes lanes, bump outs-which makes removing snow a difficult task for plows, unneeded/unnecessary roundabouts, and now $50,000 just “slipped through the cracks,” because Ricky Rumpus didn’t have a system in place to track his departments financial records.

My employer made me bring back receipts to get reimbursed for expenses I occurred during travel. Was it because they didn’t trust me? No, it’s to document and keep an accurate record of expenditures, so $50K didn’t “slip through the cracks” and into someone’s wallet legally.

I think the picture of Ricky Rumpus wearing his bike helmet and riding his scooter to work, should be the picture example in Webster’s Dictionary of “Incompetence.”

With the added appendage, *Incompetence is usually associated with most DIE hires/promotions, because they we hired simply for skin color and not the competence level needed for the position they were hired for.

Dan – you know that one can have many faults all at the same time. Mostly one causes others.

For example, incompetence leads to lying leads to corruption. Or corruption, the intent to defraud the public, leads to violating best practices which is incompetence, and always is followed by lies.

Each ‘blame’ was not a blame but a diversion. It happened then, it snowed, we wanted state help, someone somewhere was out of the office in April, it slipped through the cracks, Tyer was a mayor then.

Watch his face as he goes through the list. It’s revealing.

I heard that a clerk working for the vendor accidentally used disappearing ink on the invoice so when it got to city hall they had no idea what the hell it was and tossed it into the trash.

And I think we all owe an apology to this administration for being so quick to judge based only on past predictable behavior.

I am not one to back up Maypo, but this seems to be 100% on the Linda administration and Rupus. Unless it was brought before the council how would they have known? I couldn’t see them simply ignoring it back at the time, especially with Karen K and Charles K on the council.

What did people expect when voting in Mayor Maypo? Nothing will change, evidently that is what they wanted. His rival John Krol had announced during his campaign that he had already planned for changes in leadership in both Finance and the Public Works Department. He also stated he would be up to having an outside auditor to check the books. Too many special interest groups were afraid of these changes, so they backed BM, Boring Monotone, Mayor Maypo.

Regardless of who won Mayor, Pittsfield will never change. The progressive Democrats will continue to destroy the City. The Moonbat Democrats will continue to elect, the tax and spend Politicians. Still have 12 schools 7 that had additions put on them, yet lost thousands In enrollment, still no closures. Same as it always been. 65,000 population 5 Fire Stations, 40,000 population 5 Fire Stations. Nuff Said.

As an accountant who’s worked in both private and public sector, I’m aghast at the level of incompetency. It is an utter lack of financial processes and controls. 

In government accounting, when you sign a purchase order/contract you obligate (or set aside) operating funds so that money is available to pay future invoices. This is an important accounting transaction because not only are you recognizing the liability, but also if for some reason an invoice gets lost, it would be caught as an “unpaid liability” in financial review at fiscal year end.

Now on the the vendor. Also incompetent? hmm.. How can an unpaid invoice of near $50k be overlooked for this long? I’m assuming this is a small independent contractor and not some division of a billion dollar global company. Perhaps this vendor also recognized the incompetency of the city’s DPW/ purchase/ finance and saw an opportunity to slip them a mickey.

Without the PO, order confirmation, how could the City verify much less dispute the charge? What prevents a vendor from issuing invoices backdated by as much as a year for services not done?

A valid question. If no PO or contract against which you could dispute an invoice, then a vendor could easily falsify charges. In some cases, this “lack of control” by financial manager(s) is deliberate action leading to embezzlement/ fraud allegations. An audit would confirm either incompetence or intent to commit fraud.

A story to share – back when I worked for a billion dollar global manufacturing company, we accountants had identified unusual purchasing activity by a buyer at our west coast office location. He was deliberately buying parts at excessively high prices. His purchase orders on parts stood out like a sore thumb. Turns out he was in collusion with certain vendors. The controller and legal department of our company took action and he was fired (at a minimum).

The Pittsfield Charter mandated a civic finance commission to provide citizen oversight. For obvious reasons, the Mayor violated that charter by not staffing it. Councilor Warren in 2022 petitioned to scrap the commission and strip it from the Charter. I had argued to keep it and staff it.

That finance commissioned was envisioned to have member such as you who knew what questions to ask and understood best practices and red flags. This case beckons for that charter to be revised to mandate the civic finance commission to be staffed either by election of the people or members nominated by ward councilors. It is unacceptable for city oversight commissions to be staffed by mayoral nominees.

True, but a government is only as good as the people who make it happen. The current process has the Mayor staffing every seat, and voiding (even against the Charter) those she wants empty. You get what you have now: commissions that green light every idea formed by the Mayor’s departments. Airport Commission allows customers to fill planes at 1988 gas prices. They won’t touch the contracts. CPC commission gives special interests every penny they request. If the request is profoundly flawed, such as Mustard Roots argument for renovating the pile of common brick on Fenn, they admonish them to do better and give them the cash on second review. Another other useless body green lighted a pot shop in Allendale Mall because the Mayor wanted it there. Esther Anderson acknowledged that it was a bad idea, but ‘what the hell,’ she said, ‘lets get this done today.’

The people have everything they need to run for office and take a seat on the dais. I did it with almost nothing other than sturdy shoes and an inkjet printer. Councilor picks will not guarantee talent, but it will reflect the behaviors and character of the wards.

The campaign period for me, was not just about canvassing for votes but also to identify talent. There is a lot of it.

A lot of Boston families are being convinced by Healy to take in the illegal immigrants. One family agreed and just an hour after agreeing to take them in a family of 4 showed up at their door. An interview was done with the host family and the woman said that they were amazed at how fast they arrived at their door and the father of the family is now doing the cooking since he loves to cook. If this was such a safe process, Healy wouldn’t have to convince families to take them in, but they have to worry about the fact these people have no background checks for crime, and aren’t being checked for disease.

A crazed climate protester called Joe Manchin “a sick curse word” and was literally physically thrown out of the meeting after Joe charged out of his seat and looked like he was going to confront the name caller. The protester was putting Joe down for being wealthy and driving a fancy car and said he was selling out the climate people. They are attacking their own because Joe Manchin signed off on the massive Green Energy bill which was deceptively called “The Inflation Reduction Act”, but was really billions for green energy.

I miss the days we had real environmentalists. No one cares about the environment anymore. Pollution: negative. Acid rain: negative. Ozone layer: negative. The climatists, prior known as anti-carbonists, are so disengaged from environmentalism that they are willing to produce a simulated nuclear winter by pumping sulfuric acid into the high atmosphere to block out the sun. That’ll cool the planet fast as well as acidify all the lakes and wipe out the rain forests.

Sarcasm:

As a career politician, I lie, raise taxes, increase spending, and dish out retribution….

As a lobbyist, I greedily shakedown big businesses for money, put some of my loot in the pockets of the career politicians, and then support regressive taxation schemes such as the state lottery SCAM to give my wealthy clients big tax breaks….

As an accountant, I cook the books for my boss and then I crawl back under my desk in shame….

As an economist, I say that “the ratio” always has trade-offs, but all of the income gains go to the super wealthy 1 percent, while the working class received a whole $5 pay raise over the past 50 years….

As a bureaucrat, I only care about the elites whom I serve, along with my pay plus perks for life….

As a lawyer, I make hundreds of dollars per hour, interpret the law in favor of my client(s), and my picture is on my opposing side’s dart board….

As a journalist, I work for my media outlet, which is funded by big corporations to divide and conquer the people based on our political beliefs….

As a blogger, I write about my views of Pittsfield politics and beyond, read Dan Valenti’s blog posts, and redundantly write that the financial, corporate and ruling elites are all enriching themselves at the public trough, while the rest of us pounds sand….

And your taxes are going up to support them. Govt is not coming right out and telling you this though. (not an actual line item) But it is a huge reason your taxes are going up big time. City, State and Federal.
You may not be able to afford braces for your own kid but you may be unknowingly paying for braces for some bucktoothed kid from Ecuador. (and good for him)

Between inflation, skyrocketing health care costs, higher insurance costs, ridiculous food prices, and of course the taxes, hundreds of thousands more Americans are being driven into debt and poverty every year. Now added to their debt load is being forced to take on supporting millions of immigrant step families and there is no end in sight for this budget drain.

So what will this country really look like in ten more years? Have you seen the pictures of the homeless camps under bridges and in allies all across the country now? Try to imagine, if it does not scare the hell out of you, what it will certainly look like shortly down the road.
