O&R TABLES PAY HIKE … WHO WON? CALL IT A SPLIT DECISION, WITH A NARROW VICTORY — TEMPORARY VICTORY — FOR WE THE PEOPLE

(FORTRESS OF SOLITUDE, TUESDAY, MAY 6 ,2014) — Faced with fourth and 26 from its own 15, the city council’s Ordinance and Rules committee punted, unanimously tabling Mayor Dan Bianchi‘s controversial request for a managerial and exempt pay raise. Good call. They got off a booming, deep spiral, a Ray Guy kind of kick, if you will, pinning the mayor back inside his 30.
The pay hike would raise salaries on the city side by nearly 40 percent in some cases. Moreover, it would be retroactive to July 1, 2013. “Radioactive” would be a better word. By the way, one of those 40% cases is the pay hike the mayor proposes for himself.
The great news: O&R didn’t recommended approving the raises. The good news: All five members (Chris Connell, chair; Melissa Mazzeo; Kathy Amuso; Jonathan Lothrop; and Kevin Morandi) were present, and they unanimously decided not to decide … yet.
One of the reasons this was a wise move is that Bianchi didn’t make the consultant’s study available until the meeting itself. It’s the same, tired tactic of throwing a bunch of data and numbers at deciding officials at the last second, so they won’t have time to intelligently vet the item in question. The report, “Management Classification and Compensation Study Final Report” dated April 28, 2014, is 40 pages long with 17 more pages of ancillary material. Councilors, press, and public were expected to speed read the report and fully grasp it contents.
In the end, O&R agreed the information was too late, too spotty, and too incomplete for them to make a decision. Ladies and gentlemen, score that as a run for The Little Guy. Your communications with and to the councilors did its job. It made clear where the vast majority of you stand on this issue. Remember, you are their boss. They must represent you, not themselves, not the mayor, not The Suits, not the Special Interests, and not even their own consciences.

Besides tabling, O&R took two other official actions: Councilors actually bumped up the proposed new pay grade for the assessor by two levels (not good for taxpayers) and, on a motion by Lothrop, voted to separate the mayor’s proposed hike from all the others. Unlike all the other proposed hikes, which require a simple majority from Our Right Honorable Good Friends on the city council (six votes), for the mayor to get his $33,000 or so bump up to $120,000, he will need a supermajority from the council (eight votes), per charter rules.
Setting the Scene Properly
To set the scene for you properly, the chambers were probably about 3/4 full — an astounding showing for a subcommittee meeting, which usually has the five council members … and Terry Kinnas. Well, Kinnas was there tonight, as were 15 or so other citizens. The remainder were department heads, elected officials (Barry Clairmont, Nick Caccamo, Church Cotton, Lisa Tully) and the mayor’s team. If the number of citizens was 15, that’s 15 times more than such a meeting usually draws.
Moreover, councilors mentioned their phones ringing off the hook. We had the feeling the PCTV broadcast also drew a spike in viewership. The message got through: We The People do not want to approve (because they cannot afford) another single penny in raises, not because they have anything against public workers but because they know that in the end, they will have to foot the bill, and baby, they’re just tapped out. Financially, they’re running on fumes.
Bianchi brought in his hired gun, consultant Rachel Brown, CCP — certified compensation professional — of Stone Consulting Inc. of Medfield, to make his case. More on her in a moment.
The mayor led off the proceedings with an opening statement. Looking more nervous than he usually does, Bianchi spoke. Like the elongating wooden proboscis of a certain beloved marionette, the mayor’s tale could be classified as a whopper.
Bianchi referred to the city-side compensation package being “as low as it is,” so low, he insisted, that it has prevented the city from hiring competent people. Right. So low, he must have listened to Chubby Checker limbo records on a continual tape loop. Right.
“How loooow can you go?”
Think about what Bianchi was saying here. He said that because the pay is “so low,” the city can’t hire or retain competent workers. Talk about a vote of confidence for every current city hall worker, straight from the commander in chief! Of course, Bianchi avoided to obvious rejoinder: Where is the guarantee that high pay equals great workers? It’s not there. The only correlation in the Pittsfield public sector seems to be the higher the pay, the lower the performance.
The mayor then talked mystically about a brainless workplace coefficient dreamed up by psychologists (reason enough right there to reject out of hand): the mysterious “organization hygiene factor.” This ridiculous term refers to “what creates health in an organization[al]” workplace. Again, think about what the mayor’s words mean. Bianchi tied “a person’s self-worth” to the amount of money they make.
Uh, time out!!
The last person I want working for me is someone whose self-esteem and internal confidence level depends solely or even primarily on the amount of their paycheck. It’s “important,” the mayor said, “for people to feel they are valued.” These are interesting words for a man who has created a workplace of doom, gloom, political revenge, and retribution, at least judging by those city-side workers brave enough to speak (anonymously, natch). Too many who work for the city feel they are valued in the same way a master values his cotton pickers.

Message to Mayor Bianchi: Getting people to “feel good” about the workplace can’t be reduced solely to a paycheck. Getting them to feel good has much more to do with the quality of the leadership they are getting, and for an accurate read on that, just look clearly and honestly into the mirror, Mr. Mayor.
The mayor ignored a simple reality: The taxpayers of the city can’t afford to spend another dime on salaries. It’s too bad, for THE PLANET agrees, the city side (the workers bees more than the department heads) has been shafted by the exorbitant pay hike granted year after year to the school department. Too bad, but this pay hike largely ignored the workers bees in favor of Bianchi and his managers, plus all exempt employees.
And who are the exempt employees? How is that determined? How many of them are there? Few answers were forthcoming. It became clear as the meeting dragged into its third hour that the consultant and her client were running around, aimlessly, not having done a good job of explaining the pay hike or, more important, its rationale. Finance director Sue Carmel spoke. City personnel director John DeAngelo spoke. Both babbled incoherently in pickled tongues. They danced. They bobbed. They weaved, and not well, like Dr. Johnson‘s proverbial bear trying to stand on its hind legs.
Just one look at managers like Carmel and DeAngelo, and you can see that competency has nothing to do with a pay check. They make it easy to see why the city is getting close to flat on its back.
In a perfect world, it would be nice to give everyone what they want, but Pittsfield, in case you haven’t noticed, lies on the edge of of a monstrous poverty that every day creeps closer, where the cheats’ deep curses grow louder, terrorizing the rapidly vanishing good, decent citizens left, who are being asked to render more to Caesar than they can possibly give.

Consultant Rachel Brown exuded all the warmth and congeniality of a thriving mold colony growing in a forgotten and unrefrigerated jar of applesauce. She mouthed what the mayor wanted to hear, and it was clear to THE PLANET that she did that job well — that job being to produce a report telling her client exactly what her client wanted to hear.
Brown’s points were all but obliterated by her persona, by which we mean the public shell that she put on as surely as she did the maroon skirt that was a tad too short for the no-longer-youthful legs that protruded from its circumference.
As Brown spoke, she alternately closed and fluttered her eyes, an unnerving facial tic that we remember seeing regularly in Richard Nixon, especially as the heat from Watergate became oppressive and he kept telling lie after lie. As for body language, how about “wound tight?” With pursed lips, she bites off words more than articulates them.
OK. THE PLANET has much more on this story. For now, call the whole thing a qualified win for the forces of truth, justice, and the PLANETarian way.

I thought I heard Barry say that the people on social security were doing better than the poor city managers. He said that percentage wise those on social security got more of a raise than the city managers. I guess forgets that most of that generation was taught and did learn a little math in school. Apples and oranges when you consider the base numbers Barry and you know that. A snow job speech if I ever heard one. And what the hell was that about city employees stealing? It sounded like it was understandable that they had to steal because their pay was low. Really?
These people, I assume, knew the pay for their jobs when they applied. If they are so valuable then let them test the market where they may just find out that they are lucky to have a job working for the city of Pittsfield.
And I don’t think it would be so hard to find a consultant that could find 15 cities whose managers make less than in Pittsfield.
And to Bianchi s point about qualified people not applying for city manager jobs because of lower pay. If the person is already picked ahead of time it really does not matter who applies does it? Because they were never going to be considered in the first place. I think the mayors new assistant situation just pokes all kinds of holes in the mayors bullshit session before the open mike.
The theft comment made my jaw drop more than the video of those poor women falling 35 feet in their circus act Sunday.

Most laborers in the city will never see that amount of money in their whole working lives., Let the public see what the contracts look like for the management and what’s the help get and in percentage s and I think they will be stunned. I have never seen a city more out of tune with the situation were in and with the people they serve..

That sounds very similar to what police and fire have gotten over the last 5 years. Everybody on the council have said that public safety is a top priority, as it should be, yet they might give pay raises to management instead of rank and file. They claim they have lost good people because of lack of money, only 2 per B. Clarmont, because they found a better deal elsewhere. That’s the American way, BC, the land of opportunity. You find a better offer, you take it or leave it. If their current pay isn’t cutting it, find a 2nd job like many many Pittsfield citizens have had to do. Per Sue Carmel, if passed, this will cost us about $300,000. How are the roads in your neighborhood?

I’m for the secretary getting a raise,most of the women make very low wages,but I’m not for the mayor,fire,police and other staff going from 87000 to 119000 all those percentages are off the charts what has the mayor or any other department head done to deserve such a increase.

I would say earn what your making now before asking for more.
Most private sector employees will never see the percentages in their retirement the public sector employees do ,even by getting the maximum and contributing as much or more in contributions. The women who spoke at open mic as well as the letter tried to help the blind see but you have to be in their shoes I guess to have genuine empathy.
The Clairmont statement about “people will pay themselves one way or another” is ridiculous. Some less than honest people will, but those same people would have stolen no matter what their pay grade. Give honest people some credit Barry. If we lose a couple good people in the middle management positions to better paying jobs, so be it, replace them. The “walk on water” description from the writer of the study… last I checked, there isn’t one person who if they left the city it would crumble. I think that saying should be saved for describing a feat in a certain book.
Raises this size, questionable, retro raises… NO WAY IN HELL. Raises for some, probably. I haven’t seen Collingwood leave to go anywhere else making his paltry salary plus benefits… Maybe there are some side benefits to doing what he does.

Pete Morandi seems a little over his head at this level of meeting. What were the requirements to be on the O&R committee? Was he more qualified than other councilors? Krol, Clairmont, or Simonetti all seem like they would have a better grasp of the entirety of these types of concepts. Why is he there? Who appointed him and for what reason. His best question last night was “Who does the assessments for the employees?” the simple answer was “their supervisor” oh ok, and then he said those words that he has said many times before after his tough brand of questioning…”I’m done wit chu” I don’t mean any disrespect for Mr. Morandi, he is after all serving our community, but to have him in such an important role seems odd at best.
I believe the appointments were made by Melissa Mazzeo. It appears that the O & R committee is made up of yes-men for the mayor. Seeing that Melissa is a yes woman for the mayor she did her job yes em bawanna.
B. Mazzeo stated she’s not as close to the mayor as people think, however words are cheap and actions speak louder than words. On inauguration day the mayor walked past his wife with a large bouquet of flowers and presented them to his new council president, Melissa Mazzeo. At the last council meeting the mayor presented Mazzeo with a customized bat engraved with Mazzeo’s campaign logo valued over the accepted limit under the ethics guidelines, not to mention the kiss that followed and the statement by the mayor, “I hope you don’t need to use this on any of your colleagues.” Was this statement really meant for Mazzeo’s husband Tony, who has threatened several councilors? Mazzeo and Bianchi were both found guilty and fined by the ethics commission for violating campaign laws. For a group of individuals that ran on transparency their terms in office have been anything but.
The part about employees turning to theft because they aren’t earning enough is outrageous. They should trying earning as much as the majority of the people in the city earn to know what it is to truly be needy. The Director of Berkshire Works is receiving an excellent salary for not working and we see how low the quality is in that position.
Also the consultant and others kept mentioning employees who are not walking on water. She then sneered that no current employees are walking on water? Did that refer to she and Bianchi implying that none of the current employees at city hall are any good and if given higher salaries Bianchi could get rid of them and hire new workers because higher pay, according to the Bianchi philosophy, attracts better workers?
I couldn’t believe my ears when I heard B. Clairmont justify the theft committed by 4 city employees from the city because they weren’t being paid what they thought they were worth. His explanation was if employees are not being adequately paid, they will find a way to get more from their employer, one way or another.
If all underpaid employees felt that way (private sector or public) can you just imagine what our crime rate would be.

I have applied for 3 jobs with the City and I wasn’t given an interview for any of them. I have two college degrees and a tremendous amount of experience BUT my parents, family or friends don’t work for the City in any kind of influential capacity so I had no chance and was truly kidding myself. In order to feel less like a loser, I just stopped applying. Working for the City nowadays is like getting that golden ticket in Willy Wonka and the Chocolate Factory. Oh well, maybe one day, but I doubt it.
Unrelated: I had to laugh wholeheartedly when I saw the City “workers” filling the pothole in front of the Highland literally on the first day potholes could be filled with something other than cold patch. Of all the potholes in Pittsfield that need some attention, they fill that one because apparently the Mayor must make a right out of his parking space when he leaves for the day after lunch.
I agree with the part about them only hiring friends and relatives of people who work for the City. This is the real reason they don’t get quality people. This is the real reason why only whites are hired by the city. This is the real reason why they are begging for more money for these people. True quality people would work for far less money and be happy to have a job. Someone with 2 college degrees would seem to be a quality person at least by educational standards, but even you aren’t given an interview. I think this is the real problem with Pittsfield city hall and not lack of money for raises. Their hiring practices are unfair.
If you cut through the double speak it almost seems like they are hiring their family and friends and that is why they really want them to have raises. Who would not want their family and friends to have raises. I just don’t believe the yarn about attracting better people. They have raised the pay for the school superintendent five times and most of the schools still suck.

My town of Amherst, New Hampshire, is a much nicer place for me to live in than was Pittsfield, Massachusetts. However, I lived in the city of Manchester, NH, for 4 years, and it was a tougher place for me to live in than when I lived in Pittsfield, MA. I am happy that I live in Amherst, NH. I follow local and state politics where I live. The Governor wants to open 2 casinos in NH. She is having a tough time getting it passed with the state Legislature. Tomorrow (Wednesday, May 7th, 2014), the state Legislature will vote again on casino gambling. Massachusetts is set to open 3 casinos. Maine has casino gambling now, too.
The Clairmont statement about city pays being so low it causes theft ranks in the all-time list. Connell make excellent points and ran a great mtg.

Bianchi, just admitted on WBRK, that he does indeed continue to work another job, alledgedly”on my own time” for only 15-18 hrs. a month reviewing contracts.

If the mayor and other department heads would hire the most qualified people for the managerial positions, rather than their friends and political hacks, then maybe they would stay in those positions and not leave? And when the city hires people who don’t live in Pittsfield, why are they surprised when they leave?

I agree. I just heard him on Berkshire Viewpoint. He reminds me of a Sienfeld episode. He’s a double talker. Rather than take responsibility for himself he double talked about other mayors who were recruited from a bar stool, who campaigned for a President, who did wills and one who owns property in Florida. He’s the biggest embarrassment of a mayor so far. It is unfortunate. He seems to forget that the city of Pittsfield is going the way of Detroit. For a finance guy he doesn’t seem to understand that this city is supported by G.E. retirees and that these seniors are struggling to keep their homes. His arrogance is shameful. Maybe he needs working for a minimum
wage job and see how it feels. He admitted he still works for Global Montello doing contracts. Oh by the way Dan when some of those other mayors were in charge this city had the G.E. providing good paying jobs for both blue and white collar workers. I didn’t completely approve of Ruberto but at least he did something. So far you have lost more department heads in city hall than I can recall and it is probably not because of pay. Take a look in the mirror and see your weak style of leadership.

Bianchi was asked why the raises now and not when he was a sitting councilor. he said that information is not accurate? Their we’re raises he said. What are all these zeroes floating about? If it’s not accurate. He did not answer the question,why now.

He’s done something padding of his pension. He gets credit for his pension for ten years in a good paying part time job as a city councilor. As a city councilor he never put a petition in.
the highlight of the night was The clerk reading a protestors letter concerning the raises, she was very pronounced and emphatic I my opinion, good job secretary!
Spiders point is very interesting, another item are the insurance benefits, even dental. Why arenmt those important factors, increases which we cannot afford?
I don’t know why the mayor feels he has to work a second job or needs a raise. If he needs extra money he should just take it out of free cash- right Barry? Question to Barry, if you think one of your clients is paying too much in taxes, would you “cook the books” and use a similar justification during the IRS audit?

What I did do is repeat what the City’s auditor said at the exit conference at a finance committee meeting. I was repeating what he said. Those were not my words. Please go watch the meeting on PCTV to confirm for yourself what the auditor said.

No one will. Please, go watch the tape on PCTV of the finance committee meeting. Verify for yourself.

And no….. it does not happen in the real world that employees will “steal” if not satisfied with their salaries. As I said before, God help us if that were true….the city would have to double it’s police force.

Spider yes people do steal in the real world. I was CFO of a fairly large company here in Berkshire County, I fired several people that I caught red-handed stealing. What happened to those people; the owner hired them right back. The reason the people I fired get hired right back was…They knew the owner or their parents knew the owner, or they were banging the owner or supplying drugs. If your top man is not honest people will know it and then they learn by examble and helps themselves to whatever they want.
People steal from thier jobs because of self entitlement and greed. I worked for contractors years ago for low pay ($10.00-$12.00 per hour.) it would have been very easy to justify stealing but I showed up, worked hard and took my own side jobs on nights and weekends. That’s how it should work. You show that you’re reliable and honest while producing an warning your way and the money gets better. Where’s my bailout, where’s my consultant petitioning for a raise? I find it interesting Bianchi can use city money to hire a consultant to advise us he should get a raise. That’s a WTF! Ha ha

I think we should continue to keep their pay low compared to other competing salaries from other Cities. I don’t care about retention of qualified individuals as long as We The People continue to demand a slash in the budget and pay we win regardless of the cost to services and quality.

Mike, I would settle for a small reduction. I believe we are increasing our budget by 4.4 million. I understand people want there services and don’t want them slashed. But why does every Mayor and Council take the easy way out (tax and spend). There are savings out there without slashing. I know that would take WORK and that’s hard when your trying to hold down 2 jobs.

DV: It was obvious that Mayor Bianchi filibustered the allotted time on the Berkshire View call in radio show. He was verbose, loquacious, rambling, and simply wouldn’t shut up. This used up all the air time and only one or two callers could speak and challenge him. It seemed to be an intentional ploy.

ust wondering if in the words of Either Councilor Clairmont or Mr. Scanlon our auditor if it is ok for city workers to steal if they are not satisfied with their salary, would it not also be ok for taxpayers to steal items from the city of they are dissatisfied with the tax rate? Should we decide to take a city vehicle for the weekend or a couple tanks of gas from the city yard all is well? Would we be suspended from taxpayer status with pay?
We have a City that has severe economic problems I believe approx. 75% of health services delivered by BHS are to low pay or no pay as a single point of reference. Now I’m supposed to believe that the city employees are up to 40% under paid? If this is true why didn’t they depart long ago? Are all things being counted? Benefits vacation pension etc. or merely hourly wages?
I do know this after hearing the comment about employee theft if I was under paid by 40% I would get my resume in order and shop it around I wouldn’t count on the Councilors to win the public over.
Lets be real here the city and its infrastructure we see today is the results of leadership or lack thereof that is also retroactive. IE the roads didn’t just spring potholes all of the sudden a properly managed maintenance program could have relieved some of the issues. Taconic High school did not get into its current condition overnight was that building properly managed as time and administrations went on?
Would paying the current management staff up to 40% more retroactively alleviate the lack of road maintenance performed during the retroactive period?
So I guess the kid who stole the 9grand from the school was ahead of us all and only did it because he believes he didn’t get the education he deserved?

Yup and it’s ok for cops to get drugs through the mail and use them in duty because it’s a tough job and hard on your body. There def is a separate set of rules for them. If the tax payer steals or gets caught trafficking drugs we go to jail.
