COUNCIL’S ‘MAGICAL’ MEETING FEATURES FIREWORKS ON HEALTH INSURANCE SWITCH, ‘100GATE’

(FORTRESS OF SOLITUDE, THURSDAY, OCT. 16, 2014) — One councilor dubbed Tuesday’s meeting as “magical.” Another talked of “fireworks.” THE PLANET shall not give a play-by-play or blow-by-blow. There was a lot of noise but, in the end, not much thunder.

100gate proceeds untouched by council hands, the health insurance switch will happen despite a 26-4 aggregate count against it over two ballots by union representatives, and other high-ticket items (new school, mayoral pay raise) were left untouched. Taxpayers will bleed untold millions more as a result.

We have heard from observers, sources, and members of The Secret Squadron. You can and should watch the meeting for yourself on PCTV. Allow, though, this distillation of intelligence gathering.

HEALTH INSURANCE SWITCH

As one of our spies put it, “The whole thing is a sham.” Angriest of all at the city’s switch from the cost-saving GIC to the more expensive Blue Cross Blue Shield are the retirees. Several speakers at the open mic, city retirees, were incensed. Their testimony matches that of literally every retiree THE PLANET has heard from. They are livid that no one from the city ever contacted them about the switch and  that their alleged representative, a collusive Gerry Miller, didn’t say a peep.

One woman expressed concern in the difference of premium years between GIC and BCBS. The GIC runs from a calendar year, January to January. The BCBS enrollment period begins in June. The woman wondered if the six-month overlap would eat the contributions of her and her husband. The BCBS representative did not have an answer.

Sources agreed the BCBS rep made “a piss poor presentation.” Included in that assessment was the astounding admission by the company rep that BCBS has yet to define all of the benefits in the new plan. BCBS gave out no handouts or information packets. Instead, he gave a boiler-plate presentation with generic information.

Political Preview of 2015?

One interesting point came when Ward 6 councilor John Krol asked council president Melissa Mazzeo if she was comfortable with how the health insurance switch was handled. The exchange took on what may prove to be prophetic overtones, given “street talk” that these two council rivals butting heads next year as mayoral candidates.

Mazzeo defended the mayor, saying that the council didn’t have a role in the insurance process. Krol was incredulous, calling Mazzeo “the council’s liaison to the mayor.” Mazzeo was quick to refute that description:

MAZZEO: “I am not the liaison to the mayor.

KROL: “Well, as president, you are the leader of the council.”

Mazzeo admitted the manner in which the switch was handled wasn’t the best, but then she listed the reasons why the council didn’t have a say. A neutral observer would find that claim unconvincing in the extreme. By law and charter, the council is the city’s co-governor with the mayor.  If the council president claims the council has no say on a matter than costs taxpayers more than $20 million a year, then the city doesn’t need a council. Just hand the keys to the kingdom to the mayor and call it what it is: a pseudo-dictatorship hiding under a pseudo-‘democratic’ veneer.

The Krol-Mazzeo exchange bears notice. Sources tell THE PLANET that Mazzeo’s “insiders” insist “she’s going to ‘separate herself’ from the mayor when the time is right, politically. The presumption is that the mayor has become so toxic that Mazzeo will boldly separate from Bianchi to set herself up for the mayoral run.” Krol’s line of commentary seemed to be probing that point.

Krol drew the mayor’s visible ire when he said that the person “who would have most vehemently protested how [the health insurance switch] was handled would have been Ward 6 city councilor Dan Bianchi.”

THE PLANET also notes the work of Ward 5’s Jonathan Lothrop. J-Lo’s lacerated the process employed in the switch — one of unilateral, underhanded action on the part of the corner office, one of leaving the council in the dark, one of ignoring retirees, one of slamming taxpayers.

100GATE

Supercitizen Terry Kinnas spoke during the open mic period and made several trenchant observations about the ethically suspicious move of city hall offices to 100 North St. Permitting, he noted, is not a complex process. It may be tedious, but it’s not complicated. The problem in Pittsfield is lack of coordination, a problem readily solved by software, not the hardware of relocated bricks and mortar.

Kinnas looked at the data. What do city inspectors actually do? He said the vast majority of their work involves routine inspection of site plans for fences, pools, decks, patios, and the like. There’s not a lot of “real construction” in Pittsfield. His point is that inspections for these routine items should take minutes, not days, weeks, or months. Of course, permitting in Pittsfield is about politics first and process second.

The Greatest Films Never Made

The mayor’s preposterous permitting example of a “film company” drew many snickers. THE PLANET had our best joke writers on it, and we shall have a list of movies looking to be made in Pittsfield but weren’t because of “permitting paranoia.” We shall be presenting our list tonight on the television. Mayor’s Disclosure Raises Questions

THE PLANET also received many comments about the “Disclosure of Appearance of Conflict of Interest” the mayor filed with city clerk Linda Tyer on Sept. 11. Many noted the date — that it took place five months after the RFP was issued, six months after city workers were seen in the space on 100 North doing prep work (in March), and 10 months after the first reference to this move in one of the mayor’s e-mails (November 2013). Why the sudden disclosure? It couldn’t have been because a ceratin website spilled the legumes on what was supposed to be a veddy hush-hush deal, could it?

The most interesting part of the disclosure was this sentence: “I no longer have an office in this building, so there is no connection between the Lease and the fact that I formerly had an office there.”

Really, Mr. Mayor? You expect We The People to swallow that tarnish and brine? Just when did you vacate you office? THE PLANET hopes it was before November 2013. Otherwise, it appears that you are admitting a conflict. We also note, Mr. Mayor, that you made no mention of your friendship with the agent representing the landlord in the transaction, David Carver of Scarafoni Associates. Why not?

Actually, THE PLANET sees more of a reason to suspect a conflict than less because of the filing.

Cha-Ching!

Finally, the $28,000 pay raise the mayor has put in for himself didn’t come before the council. Reason: Two councilors were missing (Lisa Tully and Tony Simonelli). The measure will require a supermajority (eight votes) to take effect. Look for the proposal to come forward at the next council meeting.

THE PLANET can confidently state that if eight councilors agree to this unaffordable slap in the face to taxpayers, there will be a political firestorm of epic proportions that will continue until November 2015. A “yes” vote will foretell near-ceratin doom for those who casts their lots thusly.

Dan Bianchi is a shell of the man he once was. Outside of his fantasies of power and riches he has nothing. He has become Gerry Doyle times two.

As usual, the Eagle got the story wrong again. First, it’s the GIC not AIG and second just because the cty has worked with BCBS before, this plan is nothing even close to the previous plan, and in order to leave the GIC the city must follow the same procedure as it did to join. I think it’s insulting to the employees and retirees of Pittsfield that the public information meetings were all publicly posted, how is it that all employees and retirees failed to see them. The six info meetings that were held on Sept. 24, 25, 26 we’re not on the city’s website calender nor can I find any others back thru June of 2014.

Ok, no one knows anything but everyone knows something and this is what I know. On Thursday September 25, 2014 in the afternoon, a Public Employee Committee Open Informational Meeting Schedule was placed in the City Hall interoffice mailboxes. No one knows by whom. The topic read Health Insurance and the potential move to Blue Cross/Blue Shield. The meetings were schedule for Thursday, September 25, at 2:45 pm in Herberg Middle School and again at 4:00 pm. You read right. Same day; end of the day. The following meetings were schedule for Friday September 26, again 2:45 and at 4:00pm. Then again two other meetings were schedule for Saturday September 27.

That same afternoon another notice was place in the same mailboxes to the supervisory/clerical union employees informing them that there was going to be a meeting on Monday September 29, to take a vote on the change.

So when we are told that city hall knew, trust me when I tell you that only a few selective ones knew……

DAN:

Hate to break the news to you all, but just because the name implies it is a public committee it IS NOT!!! I ask you, when a union meets with fred or his mini-me russell to hammer out a CBA(or should i say to accept the 1% so generously passed across the table) is that a PUBLIC meeting? The answer is NO!! The PEC is nothing more than group of union heads or their reps hammering out a memorandum of agreement which is attached to each unions respective CBA. These meetings are not public and the public has no right to have an ear in a meeting between a union and its employer. PERIOD. In fact, the meetings themselves should not have a rep from the municipality either, so as not to tip your hand to the employer during a negotiation. There is no violation of the open meeting laws because the PEC is not a public entity. I suggest the name be changed so as not to confuse the actual “public.” Having said that, I still DO NOT agree with what was done, and some unions heads (ehem brendan, patty, mary) should step down because they did a disservice to their members.

Dan Bianchi is an arrogant, tyrannical shipwreck. Pittsfield will suffer the consequences for a long time. The City Council is divided and will not show a force to stop him.

I know government on all levels is doing a pretty good job of wrestling away our voices, but where are the checks and balances that should be in play, no matter what questions come before the council ??? We the people are left out of the loop and it appears the city council is too. Good work Jonathan Lothrop.

Hate to do this to you, but I know you’re a grammar guy, as am I. Thus is already an adverb so there is no need for the superfluous -ly. Thusly is, at best, frowned upon if not categorically incorrect. It is the “irregardless” of adverbs! Otherwise great stuff as always.

I was disappointed that no member of the council asked the mayor the actual date he moved his office out of 100 North.
Dan…can you find out?

The mayor showed his contempt for Clairmont during Barry’s questions to him. I found his curt, nasty replies to be insulting to an elected member of our City Council.

And I didn’t appreciate Mazzeo interrupting Lothrop (and he didn’t either). Especially when she used to talk at great length before she became President.

I did ask, he said he couldn’t remember, April or May sometime. He hedged and said he accumulated a lot of stuff. I wouldn’t be surprised if he still has stuff there.

What I found even more interesting is that I don’t think he even read the answers that “he” provided to the questions. I’m sure his staff wrote the answers, which is fine. But he didn’t seem to know that the ONLY example provided on the permitting process was about pulling a permit to make a movie. He even asked me if that was the only example provided. When I said its the only one I see, please point to another, he just shrugged his shoulders. If he read the answers, he would have known that.

Whoever wrote those answers for him, made the mayor look like an ass with that example of getting permits to film a movie.

Not that Bianchi needed any help to look like a fool.

The fact that he didn’t read the answers speaks volumes as to his arrogance.

The Mayor’s demeanor toward Lothrop and Clairmont was unacceptable. He stood up there saying that all the permit offices had to be under one roof so the Contractors don’t have to go upstairs and downstairs all over City Hall. Then when confronted about no parking for 100 North Street he said the Contractors only have to walk 150 feet. Then up to the third floor. When Clairmont finished speaking ,the arrogant Mayor turned around on camera and had eye contact with his legal puppet..and a smirk.

I have a problem with LOw’s reasoning for school committee members stipends to attract a better quality candidate and the Mayor raise to 110 thousand, simply put, is the mayor responsible for the school end of the budget?

In Steve Jobs biography ,Steve had a term for misusing your authority.He referred as constructive destruction.The mayor has spent his life being critical of others but never offering alternatives . He has spent his life being destructive not constructive. What kind of “leader” goes around the process and hides it from the elected body including his cronies ,Mazzeo,Simonelli,Morandi, and absent or on vacation again Tully.

I was disgusted how Mazzeo interrupted Lothrop while he had the floor.Mazzeo has no respect for process , and with the help of the solicitor pollutes good governance and ethical behavior .

I’ll take Rob Ford as mayor. Mazzeo flat out screwed up big time. She is toast for ’15 election. Oh how’s the consent decree coming along?????
