(FORTRESS OF SOLITUDE, MONDAY, JULY 27, 2015) — Regarding the alleged “discrepancy” in union-controlled funds at the Pittsfield Police Department locals: The mayor and police chief have placed an unnamed city officer on “administrative leave with pay” pending the results of an investigation into funds held by International Brotherhood of Police Officers (IBPO) Locals 447 and 448.

The probe is being conducted by the PPD’s Internal Affairs unit with help from state troopers assigned to the District Attorney‘s office. A PPD statement said the probe is exploring “possible criminal charges.”

We understand with the withholding of a name, but there are three things to keep in mind:

(1) THE PLANET believes in the principle of “innocent until proven guilty.” To name the person is a declaration of this principle.

(2) When civilians are analogously suspected, there is no hesitancy to name them publicly.

(2) The PPD’s “Vision Statement”  says it is a “professional department that breeds professional people.” Officers must take “pride in [their] … actions.” The department also requires members to be “responsible for oneself, being held accountable to the public and the department for one’s actions.” To name the officer only helps the department live up to its professed belief in accountability.

‘With Pay,” but is There a Provision to Protect Taxpayers?

The officer in question, according to several knowledgable sources, is Jeffrey Coco, an accident reconstruction investigator with the PPD’s Traffic Bureau. Coco is police union president.

As for the suspension “with pay,” we agree, for it presumes innocence — provided there’s a provision of protection. This would state that if the investigation finds wrongdoing, the leave money must be returned. If no wrongdoing, no return.

Is there such a provision? THE PLANET doesn’t know. Neither do you. The mayor doesn’t think you are entitled to that information. The mayor is mighty casual about YOUR money, so why should he care in this instance? The city’s not saying much officially, citing “personnel” issues and the “open” nature of the investigation. THE PLANET has an official request for comment in to Chief Michael Wynn.

990-EZ Form Illustrates Amounts Union Officer Controls

In 2011, IBPO Local 447 filed a 990-EZ, “Return of Organization Exempt from Income Tax, … “c/o Jeffrey Coco, 39 Allen St.” The forms lists total income of $91,403 from contributions, grants ($88,988), dues ($2,400) and investment income ($15) An aside: A $15 return on $91,388 is — you ready? — 0.00016%, a little more than one-ten-thousandth of a percent. Seems that instead of T. Boone Pickens, the local picked Slim Pickens to call the money shots.

That year, the union rang up $107,208 in expenses for grants paid, “professional fees and other payments to independent contractors” (none specified), rent, and something called “other expenses.” Since the union began 2011 with a $36,731 surplus, it ended tax year 2011 with a balance of $20,926. The documents is stamped “RECEIVED DEC 27 2012 OGDEN, UT.”

In 2012, the same document show the union with $113,149 in income and $120,050 in expenses for a net loss of $6,901. It ended the year with a $14,205 surplus. This is up from the relatively modest $68,298 IBPO Local 447 reported as total revenue for tax year 2010. Expenses that year were $67,225, for a surplus of $1,073.

The three years show an interesting pattern:

TOTAL REVENUES: $68,298 (2010), $91,403 (2011), $113,149 (2012). Percent of increase in revenue from 2010 to 2012: 66%

TOTAL EXPENSES: $67,225 (’10), $107,208 (’11), $120,050 (’12). Percent of increase in expenses from ’10 to ’12: 79%

Why were income and expenses subject to such dizzying increases? Where did the money come from, and where did the money go? Investigators will be looking closely.

Funny, isn’t it? As a taxpayer, you’re supposed to pay in full and in advance  for services. You are the boss, yet the city will not give you the information you need to be governors. Not that the mayor wants you to get involved. You know as well as THE PLANET that the last thing The Suits want is an active, involved, and informed electorate. That would mean curtains for what they’re shoving down your throats on a daily basis.

Isn’t that right, Dan Bianchi? You are ultimately responsible for the actions of the police department. And you’re up for re-election.

Well Gerry Lee has endorsed Miss Tyer so that should drive a few more votes to Craig.

If you want the same old crap and the same old tax hikes and the same old cronyism then vote for Tyer or Bianchi.

thanks- pemetina–at next city council meeting i will ask for third time that a question be put on the voting forms asking if you support building new thS. MY SECOND QUESTION I WILL ASK THE COUNCIL TO PLACE ON THE BALLOT —-DO YOU SUPPORT THE BREAKING OF THE CONTRACT BETWEEN BIANCHI AND SCARAFONI (SWEETHEART DEAL) AND INSTEAD USE THE 500,000 DOLLARS AS INVESTMENT MONEY TO FIX CITY HALL PROBLEMS AND RETURN ALL OFFICES TO CITY HALL THE 500,000 GIVEN TO SCARFONI BUYS 5 YEARS RENT . THE 500,000 INTO CITY HALL– IS A LIFE LONG INVESTMENT AT CITY HALL. OUR CITY HALL. the city council can easily place these questions on the voting forms as they havent been printed.. –in any event–when i am mayor i will bring all offices back to city hall and you will see how inexpensively i will have all problems corrected.. have to run to catch a plane. see you–craig

The Citizens in Pittsfield should be more than fed up with an incompetent Mayor, who has done zero to bring this City forward. Shutting information down, incident after incident is more than a final straw. He does not stand a chance of re-election. November can not come soon enough.

Dan Bianchi said of giving Mr. Monteroso $150,000.00 of taxpayer money was “a private matter”, It was hushed up and the information is on “lockdown”,
In Kentucky you can buy a house for that amount. A nice house.
A free house for Monteroso, paid for by you the taxpayers despite the fact that he only spent 3 months on the job and had allegations against him of sexual harrassent.

Hushed up? There is a good question for mr. Mayor in the debates.

Now we have another “lockdown” of information from the mayor regarding the PPD. Lockdown after lockdown. Surpression of information. The people denied information about their own government.

This mayor wants to be reelected. Who in their right mind would vote for him?

so I know this is off the topic, but I googled the contract between the City and the UEP (Teacher’s Union) today. we were disagreeing about pay scales.

the contract is available on line. but schedules 8.B and 8.C (teacher’s pay rates and school nurse pay rates) were no where to be found.

two questions:

1.if this is part of the public record, why is it not on-line?
2.Dan, any way you could publish every salary of every City worker by Dept. (including school)?” I remember the Gazette used to do it and it took a lot of newsprint – but once you releaser it to the Cloud, doers it cost money?

I believe that any group that wants to be paid like a blue collar worker and treated like a white collar worker should need to choose – one or the other.

southeast– i posted a few weeks back that info for all school personnel can be attained from school dept. for 6920.dollars. I had requested it and i also told you i contacted mayors asst. julia and she said for 146 dollars she could get every single city employee including school employees. i told. everyone on the planet that the school dept figure was absurd. i also gave you a web site that another pv poster posted on the planet a month or so ago– where all could be had for free. no one on the planet commented about the school depts. outrageous cost of 6920. i have it in writting but suffice to say that the figure is correct. yes–6920. again– does any one think this figure is absurd? i think it is indicative of a school dept that is out of touch with reality. of course they are on my radar and i alone will take care of it. my tv show this friday will be a repeat of my first show as many people called and asked if the first show is going to be on again. Not me. I definitely will NOT be voting for Bianchi. Just those who are getting some monetary benefit from Bianchi being mayor will be voting for him. Follow the money. This city is drowning in poverty and getting worse. We need new leadership.

I am wondering how many Streets and neighborhoods have seen the Street Sweeper this year. Today is July 28, and there has not been any in my neighborhood.

So I no sooner said it and a Brand New Street Sweeper just came down my Street. It’s 6:00 PM. We pay overtime? Is this Contracted or City DPW? Anyone know?

It belongs to DPW and I would think its overtime. The Guy driving it was cutting grass in the median on Dalton Ave. earlier in the morning. I think Donovans Construction did the street sweeping in the past.

She should first focus on city owned properties that are “blight” instead of first going after the

shirley–go back and read my past posts. also i have started

identifying on my tv show many questions asked here. has anyone seen the show? this is very discouraging–one more time for this question– i will be reducing the budget by7% per year so that when i leave office the personal property and business rate will be significantly lower–this is what brings new people and businesses to pittsfield–go back and read my post about building the foundation so that a skyscrapper could be built on it and not fall down. anyone remember that post?–doubly discouraging
