(FORTRESS OF SOLITUDE, MONDAY, MARCH 14, 2016) — Some people love flying. Others dread it. All of us, however, want the plane always to fly level, whether it’s on or off the ground. In some ways, on-the-ground activity is the most important of an airport, since it’s there that the facility operates within the confines of honesty or dishonesty, the parameters of up-front of hidden, the boundaries of one or two sets of books.

Since the airport study group commissioned by Mayor Linda Tyer began poking around the runways on Tamarack Road, many questions have emerged about the mysterious operations the a taxpayer-owned, public-use facility and the Westwood Business Center, where businesses lease seven buildings on 23 acres of airport land. THE PLANET will come back to that in a moment.

Our spies, moles, gumshoes, and members of The Secret Squadron have infiltrated the mess, and they are reporting back some interesting “chatter.”

The Revenue Stream? Not Even a Trickle

The Pittsfield Municipal Airport (PMA), you may recall, ate up $22.5 million of public money in alleged improvements, and this investment itself would be enough to warrant further scrutiny. Add to that the mystery that surrounds so much of the airport’s operations. A seven-member Airport Commission operates the facility. Robert Snuck manages the airport, although the city’s unreliable web site, ever out-of-date as usual, still lists Brian Spencer as manager. Commission members include Gail Molari, David Keator, Robert Malhotra, chairman Chris Pederson, Ned Kirchner, Cliff Carmel, and a person named “Vacant.”

The city’s web page describes the airport’s six “primary functions” this way. Notice the bold faced section:

  1. Provides airport infrastructure; marked asphalt runways, navigable airspace, taxiways, apron areas (36 acres), and to generate revenue for reliable and safe aircraft operations to accommodate both based and transient users.
  2. Provides for and manages:
    • nine aircraft hangar ground leases that comprise over 70,000 square feet of building space and over 250,000 square feet of asphalt aircraft tie down and apron areas;
    • the Westwood Industrial Park which includes seven leased lots with buildings totaling over 23 acres; and
    • one terminal building that is handicap accessible with managed lease spaces to accommodate the fixed base operator for aircraft charter, fueling, maintenance, flight training, sales and general aviation services.Ensures and regulates aircraft fueling services which are provided to both based and transient aircraft as part of contractual services by the fixed base operator.

      2. Contracts with two national rental car agencies to provide rental car services for transient aircraft operators.
         
      3. Provides, manages, and maintains over 80 short and long term parking spaces.
         
      4. Manages public vending services that include soft drinks and snacks.

The Westwood park came into being in the mid-1980s, when Charlie Smith was mayor. The idea was to create the park and sell outright or lease the lots to create a new revenue stream for the city. That’s you, taxpayers. As we’ve seen during this probe of the airport, it didn’t work out that way. There has been plenty of revenue, but precious little of it went to the public treasury. Where did the rest of it go? To whom? How much? and Why?

Leases Done ‘Under the Table’

The city and the Pittsfield Economic Redevelopment Corp. (PERC) developed the business park using federal grants, the kind of “free” money that destroyed West Street in the name of “urban renewal.” The initial plan was to sell the building lots outright, but when the state objected, the city offered long-term leases. Get this: The first two leases were for 40 years at $40 — yes, the city agreed to a whopping $80 over the collective 80 years. And you thought the Indians got rooked selling Manhattan for $24 worth of trinkets. Heck, that’s worth about $1,000 in today money.

Snuck said his research showed the leases were done “under the table.” At the mayoral panel’s second meeting, Ann Dobrowolski of the Office of Community Development claimed that the leases were signed by all affected parties: the city, the state, the FAA, and the renters. But when THE PLANET asks, “Show us the contracts,” Dobrowolski told the mayor’s panel that the city couldn’t find them. Put that together with what Snuck said about leasing arrangements being done under the table, and you can guess why no paperwork can be found — “Wink-winks” among “Friends, Allies, and The Connected” written in invisible ink.

Even at the ruinous lease rates, Dobrowolski says, the city agreed to give 85% of the money to PERC. Taxpayers get a measley 15%. Let’s see: 15% of $80 = $12. Thus, THE PLANET can break this shocker: For 80 lease years at Westwood, taxpayers will receive a grand total of 15 cents a year, or a little more than a penny a month.

Does anyone wonder, with this sort of practice going on not just at the airport but for a generation in just about every municipal department, why the final act on The City of Pittsfield is about five years away?

I would hope Mayor Tyer, with her promise of open and honest government will give the people who entrusted her the job, a believable explanation. The people deserve to know what happened and what will happen going forward,

Failure to do so may skew peoples opinion of the new administration and I hope she proves she is not like her predecessor.

While I believe the City’s intent was positive, let’s also get a breakdown of what the tax records are. These may be businesses that are paying taxes on their buildings and personal property. They should be paying full non-residential rates for water and sewer.

The low cost leases are another subsidy similar to the tax abatements. Also, public money for the improvements was mostly not City. That funding can only go to airport improvements.

Pretty soon now your Federal Reserve notes won’t be worth squat anyway. The entire US dollar system is about to totally collapse.

I thought leases in excess of 10 years were supposed to be registered in the Registry of Deeds. I wonder if these were recorded?

If we collect full taxes, full personal property taxes and full water and sewer fees – then the development is paying more in taxes than if the land were just vacant. That said, the lease value is the lease value, and if folks are privy to a sweetheart deal they are not paying the lease value backwards and forwards so the City is made whole.

Pittsfield has long made bumbling decisions with capital expenditures. Looking backwards, critics can bemoan missed opportunities or less than perfect decisions. A cursory evaluation helps avoid future pitfalls. For sure, the airport needs a well thought out plan, including a financial pro forma, that addresses property, revenue, and expenditures. That needs to be the focus rather than all this time, and public funding, wasted on issues that won’t move the City forward like leases from a generation ago.

Be it the airport, or the school, parking decks, police station… The one thing that dooms Pittsfield is inaction. Stop dominating forums with silly issues like how long an unelected official can blabber on at a meeting. Stop wasting money on a failed bus system. Stop sprawling public services all over town in odd corners where people without transportstion can’t reach them. Fix the roads with proper preventative maintenance. Staff PD appropriately so coverage is boosted. Get innovative with schools and manufacture a competitive advantage where you currently have a disadvantage under the rest of the Commonwealth. The first 4 months of Tyer’s term are over already. Gotcha politics needs to be over. Get to work. Go paint some utility boxes. Volunteer for the spring side park cleanup. If you’re worried about the skate park, volunteer with the parks department to monitor it. Mentor a child. Serve meals at a shelter. If these things don’t happen, big and small, then you’ve written your community off.

First excellent post Shakes, I don’t always agree with you on items but this one is great. Second to johnny dingo, what of all the special treatment doled out over those same 30 years that hasn’t been exposed or uncovered. you know if it happened at the airport its happened at other city facilities. Which ones?
That, Mayor Tyer, is why people are fed up and disgusted. Its nothing youve done but you ahve inherited a mess. Im wondering what you will do to clean it up, not that you can clean all of it but you can go after some. Airport would make a good if symbolic start…

Shakes you are so right. DV & CG seem to hate everything about Pittsfield. DV should just stay in Stockbridge (they have problems also) and CG is mad because he can’t rob Pittsfield again. Lots of good things go on in Pittsfield.

CG saved Pittsfield $150mil with the treatment plants and kept the water rates low ….. He can show similar savings with the waste water plant…… He’s trying to save you from being fleeced by Aecom…… If Aecom does the design the cost to the city will be 7 times higher…….if you need more information you can call him at 4134425466…….is that long distance from great Barrington?

I don’t think DV is at5 all crazy. Wanting transparency is not a bad thing. Expecting that public officials are not self dealing is also not unreasonable. I love my City – and think CG is more crazy than a thief, but it is odd that Pittsfield seems to have a lot more poverty as an industry than it used to, so that takes someone’s cooperation.

Questioning doers not make you a hater, though I agree there are more haters on here than I would prefer to read.

I don’t believe for one min that L T is going to have open government. 4 months and has she told anyone why she wanted to replace the city lawyer if she did I missed it.
She could call for a vote on the high school even if the vote would not stop it . It would be worth finding out how Pittsfield feels about it. Or are they afraid of the out come.

The same man who gave Ruberto many bad advices, including to stop Drug Methadon clinic, so City was forced later to settle lawsuit for $100K due to his bad legal advice.

Continuing Thomas More’s post yesterday.

Yes, the kids not getting school breakfasts (they were fed at home) must stay outside until 8:30 no matter what the weather….below freezing or rainy. They are not let into the bldgs. because the teachers are not on duty yet to watch them.

Therefore, those kids and their parents must adjust their already early schedule by at least 15 min. to accommodate the school breakfast program.

Just to clarify Dan’s intro:

1. PERC presented at the third ASC meeting, not the second.

2. 85% of lease revenue goes to PERC, 15% to the airport, but all revenue, per FAA rules, is supposed to go to the airport.

3. Can someone confirm the cost of the expansion to the city taxpayers? $3.1 mil.?

How long are these PMA commissioners terms? Does anyone need to be on there for 12 years, such as PMAC Chair Pedersen?

More than 5 years, and you’re courtin’ at least the appearance of impropriety.
