IT’S BUDGET TIME … TAXPAYERS HAVE ALREADY BEEN HOSED ONCE BY PSC … IS ANOTHER ONE INEVITABLE?

(FORTRESS OF SOLITUDE, TUESDAY, MARCH 29, 2016) —  THE PLANET wants you to read this carefully.

We present just some of the details contracted between the Pittsfield teachers union and the Pittsfield School Committee, also known as The Ship of Fools.

While reading the terms, keep in mind that the recent audit of the city confirmed huge trouble looming if the uncontrolled spending keeps up in light of a shrinking tax base, a diminishing and aging population, and the influx of deadbeats who consume vast municipal resources, contribute nothing, and worsen your quality of life.

One other point: Though the sagging Kathy “Lady Boots” Yon — on behalf of the PSC and allegedly representing You The Citizen — agreed to the contract with the teachers in September 2015, she didn’t make public the signing of the deal until the day after the 2015 election. That stands as the shining example of the arrogance school officials have toward you, the taxpayers. They know better than you, so keep your mouths shut, don’t attend public meetings, and pay up. Thus, through this ruinous contract, taxpayers  have already been hosed once by Lady Boots, Grandpa Munster Jr., and the rest of The Ship of Fools. The FY17 municipal budget will be the second time for the pleasure.

These Clauses Aren’t No Santa

Here’s some of what’s contained in the new teachers contract, the one with the 16 to 18% raise over three years:

* The pact covers not just full- and part-time classroom teachers, but guidance counselors, department heads, team leaders, unit leaders, head teachers, supervisors of attendance, coaches, librarians, media specialists, teachers of students with special needs, speech therapists, caseworkers, clinical social workers, in-hour suspension teachers, peer mediation counselors, certified ESL teachers, supervisors of vocational education, instructional technology specialists, evening school teachers, ABE teachers, TPP instructors, mentor teachers, school nurses, school nurse leader, occupational therapists, physical therapists, academic coaches, and extra-curricular personnel. No fat to trim there.

* The work year is 183 days. Ten of these days are designated “half days.” Teacher with 10 years and under of employment receive two weeks (10 days) paid vacation. Those with 11 or more years receive 17 days paid leave. Teachers will each receive 15 days of paid sick leave per school year. These sick days may be banked. Each teacher also receives two paid personal days, two paid “professional days,” and three paid “religious observance” days. UEP officers receive up to 20 paid days off to attend conventions and throw water balloons out of hotel windows. For the typical job in the Dreaded Private Sector, the work year is 262 days. Paid vacation rarely exceeds two weeks, if it is given at all. Sick leave? Maybe a day or two no banking allowed. Personal days? Professional days? Religious days? Convention days? “You’re lucky to have a job, mate.”

* School Work hours are either 8:30 a.m. to 3:25 p.m. (elementary), 7:25 a.m. to 2:35 p.m. (middle), or 7:20 a.m. to 2:29 p.m. (high). Six hours, 55 minutes; 7 hours, 5 minutes; and 7 hours, 9 minutes, respectively. Typical work day in the Dreaded Private Sector: 8 to 10 hours or more.

* The contract limits class size to 18 (K-3) and 22 (4-5-6, high school). THE PLANET remembers double sessions at PHS, and our 8th grade graduating class at Mt. Carmel was 35 kids. Today, class size is about less work for teachers and more about keeping the little monsters under a semblance of control.

* The contract specifies that “in the event of a cutback in personnel within the school system, teachers shall be laid off on a seniority basis.” Wouldn’t a performance basis be more in order, if we are to pretend that children deserve the best education possible?

* Teachers receive the generous 85% supplement for their health insurance costs, courtesy of taxpayers.

* Teachers get a $5,000 lump-sum bonus upon retirement as well as a formulaic severance pay payment.

* The contract includes what it calls “differentials.” A “differential” is the amount of extra pay a teacher gets for serving as a department head, unit leader, head teacher, and the like. These amounts range from $68 to more than $7,000.

This should get you ready to show up, en masse, at the PSC meeting April 13, 6 p.m., in the PHS library.

I am surprised the contract doesn’t give credit for “all the hours” spent grading papers at night. I mean that hour and a half ort two spent in front of the television, correcting multiple choice workbook quizzes should count for something doesn’t it?

One question though: what is the starting and then the “average” salary for each of the jobs described? how long to get from starting pay to “average”? and how long to get to the top of the scale?

I think Dan gave out those numbers before, but no doubt about it, the salaries are high.

On another subject, did anybody get the robocall about the Tricia Farley Bouvier initiative to give drivers licenses to illegal immigrants? I got one last night.

On the school budget, just wait until the new school opens up.
See how much it is going to take to keep up a state of the art school. Are the teachers we have now going to be qualified to teach in such a school?

Be the first to congratulate TFB on her re-election. The Dems have found a third candidate to toss his hat in the ring. Her victory is now assured with less than 50% of the electorate voting for her. Good luck Mike Bloomberg but Rinaldo DelGallo has sandbagged you unless he gets hit by another 18 wheeler.

They hire paraprofessionals to do a lot of the work that teachers traditionally had to do by themselves in the past. This makes their jobs even easier. What is so outrageous is that they get all this and they keep wanting more. This is why if our local pols don’t know how to say “no” to the demands of the schools then citizens need to step up and say “no more money” to the school system. Attend school meetings as Dan has suggested. We need to do this.

Some Pittsfied demographics………

The median income for a household in the city was $35,655, and the median income for a family was $46,228. Males had a median income of $35,538 versus $26,341 for females. The per capita income for the city was $20,549. About 8.9% of families and 11.4% of the population were below the poverty line, including 16.7% of those under age 18 and 7.1% of those age 65 or over.

How do these greedy souls in the school department sleep at night knowing that people of meager means have their money redistributed to the overpaid school department.

All municipal salaries should be in line with the reality of the community.

I’ll guess that the majority of school department employees are in the largest income cohort, $50k-$75k, and that would put them squarely in the middle.

week he dismantled Clueless LEW, doing it with tact and precision. The
Wiz invites anyone who wants to come on his show- especially GOBSIGS.
If they come -the wiz requires- they wear a diaper- so they don’t mess

My take on the interview is that Lew politely asked CG to tone down the insults and to keep the rhetoric on message. All CG seemed to do was talk over him and fantasize, in as rudely a manner as he could without swearing. Pretty sad really.

I’d say that Lew is a big time GOB. I’ll never forget Hickey and Lew saying that there was no GOB factor in Pittsfeld. He might be a nice guy but what did he do on the city council? His TV show is totally softball. He never challenges the GOBs who come on his show, if anything he enables them. Does anyone remember old Baghdad Bob when he tried to paint a rosy picture for Sadam?

Farley-Bouvier also made the news for winning an award for helping children in the state. Do you notice its always about making themselves look good by saying they do things for the children just like here in Pittsfield with the school department. It’s always for the children when we know its actually for the greedy adults.

I think Farley-Bouvier would help children the best by helping the children’s parents financially. You know helping with the job situation in this county. Parents fighting in the home due to a lack of money doesn’t make for happy families and happy children. Financial problems are the number one cause of domestic fighting and tension and breaks up marriages and families. That should be the number one way to help the children in this county.

Has anyone noticed in the school budget as the student population has declined the FTE’s have risen. From 2006 to today I believe it close to 80 positions added. I believe the School department should start at 2006 numbers and then look to decrease percentage wise from each budget category.
