First of Two Parts

(FORTRESS OF SOLITUDE, MONDAY, MAY 16, 2016) — The deeper we get into Mayor Linda Tyer’s reign, the more information we have upon which we can draw reasonable conclusions. Of course, less than five months in with more than three and a half years to go, judgments must be tenuous. That being said, THE PLANET presents another troubling indication that policy matters from The Corner Office continue to favor The Suits at the literal expense of Mary Jane and Joe Kapanski, the ordinary citizens who bear the brunt.

With her first budget yet to reach the City Council (hold your breath and your wallets), The Lovely Linda has proposed extending the original nine-year tax break of multimillionaire impressario William Stanley for another five years. The initial break expires next month. Do you think you, The Little Guy, have a shot at a 14-year tax abatement?

He Used Your Money, Not His Own

Stanley, developer of The Beacon Cinema, relied heavily on about $20 million in public money. THE PLANET certainly wouldn’t call it capitalism, where the risk taker ponies up  from his own resources and private lenders. Stanley, however, couldn’t find enough banks willing to take the risk. Not to worry. He convinced city and state officials to allow him to use your money, Pittsfield taxpayers, to build his theater. Of course, you were not given a say, though you might ask: Why were the politicians so eager to oblige? Answer: Follow the money.

In the misguided plea for her rich friend to our Right Honorable Good Friends on the City Council, the mayor calls the cinema “unique” [ED. NOTE: everything is unique] and is a “catalyst for increased pedestrian engagement” downtown — an “economic engine” by any other name. Tyer wants taxpayers to continue to lug Bwana Stanley’s heavy load another five years through the jungle of an increasingly hostile and violent downtown. She wants to reduce his real estate taxes (not yours) and, not being content with that, wants to to cut his personal property tax.

The Suits’ Lackeys Think It’s a Great Idea!

To pressure the council, The Suits trotted our their lackeys and bobos. The useless Downtown Pittsfield Inc. (DPI) president (Jesse Cook-Dubin) and executive director (The Lovelier Kristine Hurley) shamelessly begged the council to support the mayor’s request. You don’t think they did it because there’s pressure on the mayor from several sources to cut DPI from the budget.

Ty Allen Jackson, one of the token blacks in this veddy white city The Suits like to trot out for such occasions, called the Beacon “a flagship” and “an important place if we want to attract millennials” to Pittsfield. Apparently, Jackson did not read THE PLANET from The Weekend Edition, April 29-May 1: “Millennials: These ‘Crybaby Kids’ CAn’t Handle Honest Feedback, So Why Would the City Care aBout Keeping Them?”

Warren Dews — another Man of Color, husband of Tyer’s #2 [no conflict of interest there], and vice president of The Boring Broadsheet — claimed without documentation that Stanley has topped the employment goals set for The Beacon. What jobs? How many? At how much? A handful of part-time jobs of minimum wage and little or no benefits? Let’s get a look at The Beacon’s books to decide the point.

The well appointed Rev. Dews called the tax breaks for his multimillionaire friend a mere bag o’ shells, as if it were a trifle. Janis Akerstrom, Pittsfield’s Community Development director, also shilled for this proposal the city cannot afford. Akerstrom favors relieving Stanley of more than $72,000 in taxes (on top of the approximately $150,000 he hasn’t paid [but you did for him] in the past nine years).

If the City Council grants Tyer’s proposal, that $72,000 will have to be made up by the same folks who ate the previous $150K … got a mirror?

A Money Loser?

According to industry sources, The Beacon is losing money. Most of its patrons come disguised as empty seats. There’s a hefty overhead, no convenient parking, and it requires people to venture downtown at night. Who wants to do that? There are other expenses: staffing, security, supplies, maintenance, film rental, utility costs, and the like. Ticket prices cover only about 30%. Going to The Beacon costs $30 to $100 per family. People would rather go to Red Box, buy a DVD, see a film on demand cable, see it on HBO, or download the film — illegally — for free.

Of course, The Beacon is failing also for the same reason a lot of movie houses fail: today’s crummy movies. Unlike he first promised when he came looking for your money, Stanley doesn’t show independent and art films unavailable anywhere else. He shows the same junk you can see out at the mall. Consider that if The Beacon were raking in the dough, Stanley would not need an additional five years of life support from taxpayers. If the cinema isn’t profitable on its own by now, it deserves to die.

This comes down to the City Council. The public is vehemently against Tyer’s proposal, as we shall see tomorrow in Part Two of this series. This is the council’s a chance to assert its co-governance and, for once, stick up for citizens and taxpayers. It must reject an additional tax break. Citizens are watching.

I just knew Mayor “Taxie” Tyer would fall all over this. Perhaps Mr. Jackson, the childrens’ author, who is also in favor, will write a kids book with transgender characters who pee and poop in bathrooms based on feelings, not anatomy, and who have same sex parents. That should please Faraway Farley and the, other liberal loons in the legislature who have the gall to compare this batheoom bs to the discrimination against blacks in the civil era. Next thing you know they will demand a transgener compliance officer in the almighty school department, at 70 + k per year plus summers off.

Yet the voters keep voting in the liberal loons here in Massachusetts. What does that tell us about the voters? Seems that they are also liberal loons.

I have little hope that the Pittsfield council will vote against the Stanley tax break. I mean look who we have in the council. The same people who keep giving in to the schools for more and more money for their outrageous salaries for do nothing jobs.

Totally agree with you about the transgender bathroom issue. Imagine comparing this issue to discrimination against blacks. The Transgender Compliance Officer could so easily happen in this city and state and maybe even in the rest of the country especially if the liberals win with Hillary. Hillary is all for this bathroom issue while Donald Trump thinks it should be left to the states to decide. Personally I don’t think Trump is taking a strong enough stand against this nonsense.

Seriously Pat, with everything else going on in this country, and with all the problems that need solving, where someone else defecates should be the absolute least of our worries! Especially in the womens’ room where each person has their own stall. There is no safety concern any more than there is today where, if a guy wanted to “get” a woman he could go in and hide in a stall today until one came in to get! This really is very much like the gay marriage issue; despite all the strum and drang and hand wringing on the part of the conservatives and religious right it has not impacted your life or “eroded the family” one iota. Neither will this. People will continue to pee and poop and life will go on.

I agree so why do liberals keep creating problems where there aren’t any? This is also about young girls and women having to share showers with men who think they are women or men pretending to be women so they can get into women’s showers and bathrooms. Only liberals could create an issue like this.

Rip is right but you just gave them an idea they won’t be able to refuse- a Transgender Compliance Officer $73K a year and benefits summers off etc. Just wait, coming soon to Pittsfield public schools.
As for Mr. Jackson if he writes the childrens book you describe it will no doubt be a best seller all the copies bought by the city of Pittsfield (taxpayers) to be distrubited to every school kid.

I mean she is fine with blowing 200 mil on an unneeded school, to be built on a GE PCB dumpsite, and that is just the first 1/8 of her reign of terror……. maybe Dannie and Jimmie will look like pious Saints?

Not one person voted for Linda Tyer to advocate for the Beacon or for new Dean of students or 75,000 k social studies teachers …..MayorTyer has 30 days to find out if she will be the first 4 year Mayor to serve 1 term.
Its time to get the next mayor campaign up and running.We all thought Dan Bianchi being such a stickler for budgets as councilor would work as Mayor but did not.
I do wish Linda would talk about how it changes you when your elected.Mayor Linda Tyer has been given a great opportunity here to put a long term plan on the table and have a vision of Pittsfield in 5 years.

Pittsfield area lost 1,000 jobs this year and the Mayor is going to save the Beacons owner some cash.Remember when they mearched everyone out to give Hancock shaker village 450,000 and they repurposed it when received it.Wake up Linda,we are begging you.

Actually it sounds like what is happening across this country. Government wants to shut out any feedback from we the people. Big Government knows best. Pittsfield is an extreme example of this. The majority of people are poor or drugged up and take little interest in their local or federal government and that’s just the way government wants it. Government can do as it pleases and reward themselves and their friends and family with the majority of the money and power.

When I saw a picture years ago of Angie and Skinny Legs Jimmy along with J V that turned me off to that Joint. Absolutely no T I F, and don’t use jobs there as a criteria. The Tif wasn’t met in my estimation as the promised movie culture was never delivered.

It is not a reason to go downtown for the masses, maybe some, but the majority, hell no.

In the initial stages of her reign (no, not an administration), Lady Lord Linda and her court led by High Maester and Capo Barry, the Dancing Bear, and “collaborated” with Prince Krol and other invested self serving standard bearers, is embodying a Game of Thrones with a pinch of the peter principle, showing a condescension toward those not connected to a specific purpose of gain or public promotion.
If you think she wants to “collaborate” with non municipal private sector labor, ask Meatball Mike how receptive she is to labor’s concerns.

Then close the building and let it be gone. I deal with investors every day and their largest sentiment is public perception. This project is a boondoggle, and just like all the other companies that gave up on Pittsfield, I suggest they bounce.

Perhaps the mayor should just declare poor Mr Stanley’s complex a non-profit and not tax him at all.

Poor poor Mr Stanley. How many other business s are in that building he owns? Any restaurants? Any office space? What else? Are they all losing money? Does he get a tax break on the whole complex or just the theater part?

Of all the things this city spends money on, the Beacon Cinema is actually something I use and enjoy. I support the TIF extension.

There are many business venues in the city that I use and enjoy but part of the reason I use them is because they pay their fair share of taxes and are not begging for handouts.

Sorry to heir that Mike when you get older and live on social security you might not feel that way. Not everyone is well off like some people and with so many jobs leaving Pittsfield I would say most people. But feel free to give money direct to the Beacon.

North Street Cinema committed to an investment of $11.9 million at the 47-55 North St. building and to create 25 full-time-equivalent jobs. As of Dec. 31, 2015, the business reported $20.2 million had been invested and 30 full-time-equivalent jobs created.
agreement calls for real estate and personal property taxes to be forgiven at a declining percentage over five fiscal years, down to 10 percent in the final year. A projected $41,978 in real estate tax and $30,252 in personal property tax is estimated to be forgiven over the period, according to paperwork submitted to the council.
The projected total real estate tax to be paid is estimated at $225,191 over five years, and personal property tax to be paid is estimated at $72,276 over the five years.

As I understood it at the time Mr Stanley contributed almost nothing of his own money to this project in the first place but he gets to keep all the profit and does not want to pay taxes like everybody else.

We all need a tax break. Pittsfield spends far too much money. Let’s cut spending each year for the next ten years. The first thing we need to do is get the dead wood out of the mercer building and reduce the inflated paychecks.

* A fiscally constrained municipal government in financial troubles
* An overpriced public school system with poor performance results
* A new Taconic High School project that will cost taxpayers well over $121 million
* A dangerous downtown area with murders, shootings, violence, crime, poverty, drugs, and gangs
* A pending fiscal year 2017 municipal budget that will raise local taxes and increase spending to record levels
* A new and lovely Mayor named Linda Tyer who is oblivious to financial management and struggling taxpayers

My councilor is Donna Todd Rivers and I’ve also written to the two at large councilors. So far Donna actually seems interested in what we have to say but the real test is how she votes.

Could someone explain to me what hell 30 full time “EQUIVALENT” jobs means!!! To most people full time is 35 – 40 hours a week, with a benefit package. Is the Beacon doing this?? Tax breaks should only be given to companies bring in at least 30 full time jobs (40 hr work week) provide health benefits and a wage starting at $14 to $25 per hour. Is the Beacon doing this also? Plus they were GIVEN a free liquor license where other tax paying businesses had to PAY for theirs. The well has run dry. Stop the madness.

It means that if you took two part time people that work 20 hours each, together they equal one “full time equivalent”.

I know a few people who work there. There are a hand full of full time people, mostly managers. They make decent money. Most are part time. I believe most make above min. Wage. Not much above, but above.

Message to Harrison, because you’re doing so poorly, taxpayers cannot sustain your project, you seem to have made a bad investment. we believed in you, supported you, you’ve failed. I speak mainly for the elderly and people who just lost their jobs, the elderly are paying for the new high school and TIFS are not something that they would benefit here as they don’t go to Movies.

I employ a electrician,tree cutter,lawn mower ,a painter adoctor ,pharmacist, nurse,mechanic…..on ss and taxes went up 230.00 just this year…..i dont want a tax break I just want Linda not to raise my taxes for 1 year just once.

I’d like to purchase a local Historical Landmark in the City, but believe I’ll need a T I F. I’ll refurbish it to it’s original luster, open up the old product-line used by most in the neighborhood and ask the City for a Cigarette Permit also. I don’t think a profit will be made for the first 7 years and might need another Tif if it falters.

Oh, the LandMark is the old Hess Gas Station on Tyler Street about a few blocks from the G E rock pile. I have heard revenues grow on trees in old Pittsfield and am excited to get started.
