GUYER RESIGNATION A PERFECT STORM OF POISON POLITICS AND PERSONAL PRESSURE

(FORTRESS OF SOLITUDE, WEDNESDAY NOV. 16, 2016) — While Donald Trump’s win did not surprise THE PLANET, the resignation of Pittsfield maintenance-building director Dennis Guyer did. Guyer left a managerial post with Jane Iredale Cosmetics to assume city responsibilities for mayor Linda Tyer, accepting the challenge of managing a city department, possibly with an eye on a mayoral run in 2019. On Thursday Nov. 4, however, Guyer’s reign came to an abrupt halt, as likely did his political future.  On that day, he handed Tyer a one-sentence resignation letter.

What prompted this bolt out of the cobalt? Here’s what we’ve learned:

Sources say that sometime in the spring, one of Guyer’s workers filed a complaint with the Human Rights Commission concerning language his boss allegedly used in a Facebook comment. The problem is that the comment was two years old, taken out of context, not related either to the department or the complainant, and used in argumentative hyperbolae. The offending words: “Seig Heil.

There were other complaints based on Guyer’s casual language in shop talk, the kind department heads, managers, head coaches, and superiors of all stripes should avoid in this age of censored speech, hypersensitivity, political correctness, and heightened “victimization.” When Guyer let loose with a loose comment or one that could be taken that way, someone secretly wrote it down, over time assembling a list of occurrences that, out of context and on the naked page, looked damning. One department source says Guyer was “set up,” roped into such chat. If that’s true, and THE PLANET doesn’t know that it is, who wanted him out and why?

After an official warning, Guyer continued managing a department that under the Bianchi Administration had gone rogue. The no-show snow-plowing in winter 2014 or the many city buildings in disrepair confirm the department had become a snake pit. Managing this “Ft. Apache” turned out to be an overwhelming task, one Guyer admits he was not equipped to handle.

In an exclusive interview with THE PLANET, Guyer said he knew his appointment was at the start controversial and that some vehemently opposed his appointment. He admitted making the mistake of wanting “the guys to like me.” In doing that, though, he said he got too too lax and did not maintain enough managerial distance. He kept his office door open and positioned his desk so that it could be viewed from outside. He “walked the floor,” mixing with the workers. Mixing is okay, but matching remains a leadership no-no. It appears there were spies on that floor, and each time the boss made an injudicious statement, however innocent, it got noted.

Guyer, a former six-year state rep, knew enough of local politics to realize he was stepping into a department careening out of control with some personnel who, for political reasons, wanted him to fail. Before accepting Tyer’s offer, Guyer said he did his due diligence, but he didn’t realize just how bad it was until he got on board. He also did not count on so much resistance to change, he said. Whereas change is a twin in the private sector, in the public sector, it is an orphan kicked out in the cold.

For instance, Guyer ruffled feathers when he began to implement privatization of select maintenance functions. He jobbed out the work of “boiler technician,” for example, and had been studying other unpopular measures designed to contain costs and improve quality. A Guyer supporter in the department also told THE PLANET that various “mysterious” problems began showing up in city buildings, particularly the schools. The source called it sabotage.

Compounding the disconcerting atmosphere were personal pressures bought on by two deaths in the family, particularly that of Guyer’s mother at the end of July. In short, he said the accumulation of pressures became a perfect storm, damaging his health and rendering him unable to do the job.

To his credit, Guyer took responsibility for his share of the fiasco.

“For me, personally, it was one of the worst years of my life,” Guyer said. “The job was not right for me, and I was not right for the job. I feel like I failed. I failed the mayor. I failed the city. I failed my family, and I failed myself.”

Meanwhile, Tyer has appointed Brian Filiault as acting director of the Maintenance Building Department. Filiault has a construction background and would seem to be qualified. The department, however, isn’t one of simple cold patches and tightening of elbow joints. It’s one where Pittsfield politics have eaten through the walls like concentrated battery acid.

This is a job that has no end. It will be hard pressed for Mr. Filliault or anyone else to keep up with work orders and moneys for them, alone. Guyer almost sounded like he had the need to get the hell out anyway he could. He bit off more than he could chew, we must thank him for his honesty.

Would it be fair to say that he was not qualified for the job in the first place and that he got it based primarily on his political connections?

This is why a lot of the city is so screwed up because instead of hiring based on qualifications hiring is based on nepotism. It just messes up the whole system and makes the mayors job that much more difficult. But she would probably do it again because that is the way Ptitsfield politics operates. Kind of like a monkey wiping shit all over himself.

Thing is the question I want to ask, Is that deadweight Collingwood still on city payroll. Still drawing a fat salary and benefits? How is that possible? Hes been one of the long standing problems in that horrible department.

White Caccamo Amuso Marchetti need a high school business class .These 4 plus Tyer raised my taxes this year at least another 165 bucks.Word on the street is home are selling for less than city assessment bringing in less money requiring new taxes.Who wishes we had a 2 year term for mayor.Joe Curtis is costing the city of Pittsfield 500 k a year…Mrs Behnkes purchasing department cost taxpayers 600k…..City hires so many unqualified people it makes your head spin.The number of school personal making 70 plus would make you head spin.

Wasn’t there a situation back when Mr. Marcel was the Assessor during the Ruberto Administration,and residents stormed City Hall to get abatements? This here is a very flagrant high end assessments of homes, from what Data? Reality tells us this is not so.I know two homeowners personally that cannot sell their homes currently and the last four years, ( they don’t even live here anymore) barely able to pay their current mortgage here and at their new homes.

I heard on the radio on Monday that Pittsfield school attendance is way down while spending on schools is increasing. I never read anything in any local media about this. Was this story quickly removed from the media since it’s what everyone has been saying all along. Even the radio announcer said this proves what those opposing school budget increases have been saying all along.

I can tell you about this. Got it from the inside. Supt McCandle placed calls to local radio owners demanding the story be killed, it was duly killed. Superintendent did this without consulting the mayor.

Here’s the spew. Councilors: well, we had the chance in July to makes cuts,,blah blah blah…..Councilors then pit the residents against the business owner (commercial) on who should pay more…all the while, the assessed value of homes, with business moving out and such, crime, increase in value? When we’re homes increased in value, from the first of the year, or just at tax classification time? It’s a joke, thousands of homes increased in value all at once?

I heard from an insider at City Hall (who I trust) that the demise of Guyer was initiated by two members of his dept. (brothers). And as you mentioned, they documented everything and added a few lies. He didn’t have a chance.

I wouldn’t want to work in such a cut throat organization. It just points out that if they don’t want you to begin with, they will find a way to get rid of you.

But there is always Karma.

In short, the “demise” of Mr.Guyer was not due to any particular person or persons. It was his own unprofessional conduct and violation of workplace harassment rules that ended his career in his latest position.
And I am quite certain, naming the brothers names is in direct violation of confidentiality and harassment rules.

Has nothing to do with either in Pittsfield. They come up with a figure for the amount of money they want to grab and adjust everything around it to fit their needs. I doubt if anything is based on reality in Pittsfield.

By the way did Stanley ever get his goddamned cushioned seats? We are paying for them by making up his share of unpaid taxes so I hope so. We want him to be happy.

My guess – YON. Guyer never had a chance and I admire how he manned up on this one…Pittsfield has always increased the assessed values when it is politically difficult to raise the tax rate…all to the same end – more revenue – hey maybe my little Cape is really worth 240k !!

The sad part about this, and I have been warning about it for a few years now, is that we have now crossed the line where you are almost guaranteed to lose money on your home. If you can even dump it. The only way you can sell it is if someone wants to buy it and nobody with half a brain is going to move to Pittsfield with skyrocketing tax rates and not even a hint of financial city management. If you go low enough you might be able to sell it but then not have enough to relocate.

Unless you are with the school department with their guaranteed annual pay increases you will not be able to keep up. Fixed income seniors are doomed to sell their homes and move into low income housing possibly in a shitty neighborhood. And don’t count on any help from you city government because it is NOT coming your way unless your assets are over 1 million dollars and or are otherwise useful to the cadre.

Another methadone clinic (not Spectrum) is coming to Pittsfield. The Salvation Army at 501 Dalton Avenue has to move out by month’s end for the new clinic to come prepare to come in.

DV –excellent reporting job on the Guyer situation. I admire Denis for taking responsibility. He acted like a man. Didn’t run from it. That takes a lot of personal courage.

It’s interesting to me that here is the Planet. One journalist out for the truth. There you have the Eagle, referred to here as The BB. An entire news operation. You mean they couldn’t get the story?

In a nutshell goes back to the Planet story the other day on how the local daily has abandoned its responsibility to citizens of the city.

A 4.6% hike in residential property tax bills for current fiscal year. Water bills are due this month and we need heat for the next 6 months.Next year the new high school guarantees another hefty tax increase. Yet Walmart is not welcome to build on PEDA property even though their projected tax contribution to Pittsfield would be in the $500,000.00 range. Have officials gone completely crazy? Or are we just flat out stupid?

Referencing “officials” was broad. What I recall from news stories is The Berkshire Central Labor Council opposed the Walmart project in a section of the PEDA land off Tyler Street.

This was totally flabbergasting. Here’s why: it is a great location for Walmart shoppers, it would be a multi- million dollar construction project employing hundreds of union laborers, Walmart will clean toxins, estimating clean up costs at $12,000,000.00. It could be a catalyst for additional development. Walmart estimates taxes to Pittsfield $500,000.00. I don’t have to tell you that’s every year. Then there’s landscaping, roads, parking, tons of tar. What’s not to like?

I know a few existing business’s will have competition. We should learn from the past. That’s what happened to North Street when the mall was killed. We know how that turned out. Retail remains dead.

This is about the future. If Pittsfield is serious about breathing life into Tyler Street this is our chance. Besides, it’s not as if major corporations are clamoring to build here. Here’s a bird in hand. Are we going to blow it – AGAIN?

Denis Guyer recently resigned his position of Director of Maintenance due to the toxic way Pittsfield politics operates. Everyone who participates in Pittsfield politics is supposedly a bad person and everyone has dirt on each other. Denis Guyer’s mother passed away and his staff’s response was to stab him in the back with allegations of inappropriate language.

For over a decade, I heard that Denis Guyer allegedly said mean-spirited things about me. On July 23, 2005 at Bousquet during the Massachusetts Democratic Party meeting, I was told that Denis Guyer allegedly said that I belong in a psychiatric institution and that my mental illness during my honorable military service in the U.S. Army was all about my love for a Jewish woman from Otis. I was told that Denis Guyer publicly stated that: “All Jonathan Melle ever did was stalk a Jewish woman from Otis”.

It wasn’t until 2011 that Denis Guyer told me he would stop spreading vicious and untrue rumors against me to the people in Pittsfield. Denis Guyer and I were in a 6 year conflict from 2004 – 2010!

As for Denis Guyer using the hateful words “Seig Heil” on his facebook page several years ago, it must be condemned in the strongest terms. Denis Guyer served in many public offices, and he should come out against his alleged hateful speech.

We must all fight anti-Semitism and all other forms of hate. I hope Denis Guyer stops using hateful language, specifically against the Jewish people.

These excerpts from iberkshires is very telling. Most councilors do squat to make any real cuts to the budget, then act stunned when they find out the new tax rates.
“This is probably the worst meeting I attend,” said Amuso. “We went through the budget in June and we couldn’t get a majority vote for any of the reductions. Now we sit here tonight saying we’ve got to have reductions in the budget. We’ve got to do the work before we get here.”
Rivers said she was one of those trying for reductions “but there was really little appetite for those conversations.”
“It is the budget we supported, it was the budget we passed and is the budget we have to pay tonight.”

As someone who was employed by the city for many years every city manager treats their employees like shit and bad mouths them on a regular basis and tries to harass and intimidate them on regular basis so why is Mr Guyer resigning? Every city of Pitts manager I know of does absolutely nothing on a daily basis except drive around in their $45k ford super duty truck all while hauling nothing more than a traffic cone and maybe a 12″ steak and cheese grinder from Angelinas. take a ride by the 99 any week day at noon time and a certain foody will be sitting at the bar having a cocktail and then hop into his city truck and continue on with his day while ,pretty sure employees shouldn’t be drinking while on the clock, there is also another city employees who parks his work truck at the furthest gate at wahconah park while sitting inside at Tahiti playing keno and also having an alcoholic beverage all while the average worker is busting their ass working for a whopping $15 an hour for a job that requires them to hold multiple licenses and multiple refresher classes that they need to attend to keep said licenses.
City of pitts management has ZERO accountability while making $60k + a year not including their illegal penciled in over time like the famous former water super Matt Inhelder and his trusty side kick Mr Swail

It’s the same in the school system. I know for a fact a few years ago a teacher made numerous complaints about one of the high school SPED departments. The staff would sit on their asses reading the news paper and doing their bills while the kids went psycho. The school drummed up false accusations and hung the teacher out to dry in order to cover up the crap. The program brought in big money, can’t have that exposed . Nope Nope

What an interesting article. It’s too bad it left out some of the truth about Mr. Guyer.
His so called comments that he said were just shop talk and “letting loose” were sexist, discriminating, unprofessional, snide and degrading. I am certain that if you knew the exact nature of the comments you would be singing a different tune.
If one reads any rules or descriptions of work place harassment, one would see that what he said and did fall exactly into the lines of this type of harassment. A very serious situation. While there seems to be a negative connotation on the documenting of the comments, it is actually fortunate that they were documented. Anyone should know that if you are trying to prove the truth, you must have exact documentation.
He seems to be portrayed as the victim here, when in reality he is not anywhere close to being a victim. He did not just discriminate and disrespect against”the brothers”, he also victimized other employees in the office. There are witnesses to back these facts up.
Harassment and rudeness can ruin job satisfaction of fellow workers, as well as lead to emotional turmoil and work productivity.
While it is unfortunate that he suffered losses in his family, his actions and discriminating comments began well before these losses occurred and continued long after. If he was so distraught, he should have sought help to deal with his emotions and grief.
This should not be a “witch hunt” in search of those that were brave enough to come forward and say NO to further abuse. Everyone involved needs time to heal.
He was wrong. He was unprofessional. He took advantage of his position and power. He has hurt his own political career.
He should “man up” and admit the truth and if he can not then he should seek guidance to deal and prevent this from occurring in his next position.

i would think it is almost impossible to pry a politically connected person from any job appointed by another friendly politician. Unless there was a serious case.

It took Bianchi a long time to get rid of the predator guy but he softened it by handing him a big bag of money.

Daisy, good post. This bad situation came about because the person best qualified for the job did not get it, and it was done as a political favor. It was a bad hire by Mayor Tyer. The more things change, the more they stay the same.

Oh my God stop listening to the corrupt media. All day long yesterday they were saying Trump’s transition team was in shambles. In fact his selection of people is ahead of schedule from every other president elect. From Day One of his presidential win the press has been trying to make Trump look bad since they are still steamed that Hillary lost.

As for the economy, it REALLY is in bad shape and is teetering on the edge of another meltdown. That has been kept quiet to make Hillary and Obama look good, but weeks after Trump is elected, the media will finally tell the truth and naturally try to blame it on Trump. Foreclosures are skyrocketing, the bond market is in serious trouble, and the stock market is fluctuating wildly. None of this is good or has been good. Only rural America has known the truth about this economy and they voted that truth in the election. Donald Trump is going to have real trouble in many areas, but especially in getting this economy to not tank thanks to the progressives never having made a real economic recovery for this country. It has all been smoke and mirrors.

The Manhattan progressives need to put down their $30.00 lattes and remember that fact. Do they know where milk comes from? It takes a village to keep this country running. Didn’t Hillary have a book by that name? How quickly they forget their roots.

I like the idea of local farming. More people need to be encouraged to do this type of work which is difficult because it doesn’t pay well, isn’t glamorous, it can be very strenuous, but it is basic to our survival.

I do not think you are a farmer. Big agriculture is just like everything else. You are so disassociated from reality. (By the wAy, the community I work for is almost 50% farmland and many of our farmers were paid NOT to harvest this year)
