‘FORBES’ LAYS IT OUT FOR TAXPAYERS ON DREARY PUBLIC PENSION SITUATION

(FORTRESS OF SOLITUDE, MONDAY DEC. 5, 2016) — Here’s some Christmas cheer from Forbes magazine, one you can be sure Pittsfield treasurer Matt “Kufflinks” Kerwood will conveniently miss. He’s another of the thousands who don’t read PLANET VALENTI!

From Forbes: “Massachusetts now has a $67 billion budget shortfall, making it the fourth-worst state in the union when it comes to “taxpayers’ burden,” according to an analysis by Truth in Accounting.

That’s an absolute ranking against America’s other 49 states. When you factor in the moribund and dead economies in Berkshire County and the city of Pittsfield respectively, it gets worse. Thanks to a generation of incessant public spending, tax hikes, declining population, and an influx of moochers (those on the dole who suck up services without contributing anything in return), Pittsfield ranks last among Commonwealth municipalities.

Papering Over the Hole in the Wall

Of course, with profligate public spenders of Kufflink’s ilk at the helm, the situation will worsen. To the city treasurer, this ponderous state of the economy represents a hole in the wall to wallpaper with triple talk that makes hazy former treasurer Dick Bordeau’s as clear as the Dick and Jane Reader.

One step Pittsfield must take if it wishes to avoid economic meltdown is pension reform. Current pension deals leave Pittsfield owing nearly half a billion dollars (yes, with a “b”) in post-employment liabilities. Those deals were negotiated “in good faith,” the apologists point out. True — if you leave out the prepositional phrase. There has been little “good faith” in city pacts, especially contracts signed by the Pittsfield School Department (PSD) on behalf of its 1,200 employees. “Good faith” would have given Mary Jane and Joe Kapanski a place at the negotiating table. With Kathy Yon, Kathy Amuso, John Krol, Peter Marchetti, and the rest of them clogging up the school committee and city council, the PSD negotiated with itself.

Pension reform can be accomplishged. Just as the current benefits were negotiated, so can they be renegotiated. It’s not a step THE PLANET would ever recommend lightly, but there is little light here. There is, however, a dark tunnel at the end of the little light there is. The solution:

  1. Elect politicians with the guts to petition Boston for home rule to renegotiating pensions.
  2. Sit down with the unions (especially teachers) and fashion realistic post-employment obligations.
  3. This will preserve retirement packages for public employees while giving taxpayers a much-needed break.
  4. Propse and pass municpial budgets that lower taxes for homeowners and businesses.

Pensions ‘Not Adequately Funded’

Further in the Forbes article, we find this:

State employees (including teachers) “have been promised $27.8 billion of pension benefits and $17 billion of retirees’ health care benefits, but the state has not adequately funded them. Unless these pension and retirees’ health care benefits are renegotiated, future taxpayers will be burdened with paying for these benefits without receiving any corresponding government services or benefits.”

The state may do as it wishes, but Pittsfield must act now. “Now” translates into “the municipal elections of 2017. Out with politics as usual.

Ed Rensi, the former president and CEO of McDonald’s USA, writes: “As the labor union-backed Fight for $15 begins yet another nationwide strike on November 29, I have a simple message for the protest organizers and the reporters covering them: I told you so. It brings me no joy to write these words. The push for a $15 starter wage has negatively impacted the career prospects of employees who were just getting started in the workforce while extinguishing the businesses that employed them. I wish it were not so. But it’s important to document these consequences, lest policymakers elsewhere decide that the $15 movement is worth embracing.”

We better wake up economically before we blow the whole shooting match. That’s true for the country, state, and city. We can’t control national events. Statewide, we know Boston only cares about getting another set of Berkshire Representoids with no will except to do the will of their Masters. But locally, the people of Pittsfield could, if they could somehow unite determine their own destiny.

It begins in 2017.

Need to worry how the City distributes it’s revenue. ovanta gets over half million for upgrades that should be part of thier Business, not at taxpayer expense.

Heh Heh wrote…. giving Beacon money for theatre seats, all the while our street lights are not on. What else does he have in that building? If apartments are in there, the better the funding for the Theatre projectsat no cost to him, enhances his other business he’ll get money from, seems fishy?

Pittsfield politics will never change or reform its municipal finances! It is the same thing every fiscal year! Around a 5% annual increase in the operational budget, plus a multi-million dollar capital budget, plus increasing debt costs, plus increasing opeb debt costs.
When was it any different?
It is as predictable as the Sun rising in the East and setting in the West each and everyday.
Dan Valenti picks on Matt Kerwood for maintaining the status quo. However, the lovely Linda Tyer was elected by the vested interests and she it keeping true to her promises of continued tax hikes.
The State Representatives and State Senators are in a “Catch 22” because they have to answer to the “Big Guys” or become outsiders. Adam Hinds, Tricia Farley-Bouvier, William “Smitty” Pignatelli, Paul Mark, and Gailanne Cariddi, will be more like “Bureaucrat$” than Legislator$, and they will be rewarded for “just following orders”.
The Bottom Line: Nothing will change!

The only way to change it is to create

We need to create tax-payer’s web site with an option to vote for each and every proposal and to say anything we want against city administration, Mayor and/ or Councilors.
We should be able to run Referendum campaigns on that web site, so lawyer should be involved to make it happen.
Talking and crying doens’t do much.

Amuso Yon Taylor Tyer Behnke….Behnke gave herself a 30k raise to 120k and should be fired for that and added 3 new positions…she has a do nothing job and keeps her door closed…..Curtis 130k and has cost the city millions should be fired for incompetence.

The list is rather long, and it spans many teacher friends throughout the districts in the berkshries. Let’s start with various SPED department teachers at both THS and PHS that simply won’t be named because when you see them at the bar this weekend, I don’t want them judged.

Cory Don’s legacy was long long gone. He’s a do nothing, gets $70K a year, and spends his time in north county taking care of his real business. He doesn’t care at all about PEDA he cares only for his 70K pocket change.

I see Mike Bloomberg on the Kings Show. Mike is a relative to Mike Bloomberg the Multi Billionaire, about Thirty Six from what is written. young Bloomberg stays as his family does, in Pittsfield, why in the world wouldn’t you want a bright articulate man, who is willing to enter the fray in the political realm, who really isn’t an establishment candidate per say. He is sort of like a Trump, why not give him a chance before he does get polluted with the status quo,because the Vote’ didn’t elect him, simple as that!

I can’t wait to see how they like integrating the PHS ASP/EOS students. It’s going to do wonders for the mainstream students to see kids who daily swear, and threaten verbally/physically the teachers who have to babysit them. I’m sure a counselor/social worker will be sent in to read the paper while making sure their feelings aren’t hurt.

Pay for Parking is joke, and is there a limit on hours, daily? Can the same cars park there day after day, it caters to the downtown workers, most older people Aren’t going to go through all the computer action.

I was wondering about the couple million the city saved on snow removal and sanding and salting last year yet the taxes still went through the roof. How can you justify giving away tax breaks to millionaires and then tax the hell out of everyone else?

We have a new problem in America. Trump states,he is for law enforcement, yet, plainly dismisses the actions throughout the Country of needless killings, mostly against African Americans, this problem can only get worse when he takes office, he hasn’t addressed it during the campaign.
