NEW GARBAGE PLAN FACING MOUNTING OPPOSITION … COUNCILORS HAVE QUESTIONS … CITIZENS HAVE OUTRAGE

(FORTRESS OF SOLITUDE, THE WEEKEND EDITION DEC. 15-17, 2017) — Last month, THE PLANET‘s Right Honorable Goods Friends on the Pittsfield City Council met (Committee of the Whole, a special gathering to discuss an issue out of formal, regularly scheduled session) to take out the garbage. Even then, citizen outrage spilled through enough to prevent any chance of a rubber stamping to mayor Linda Tyer’s curious proposal to implement a money-devouring toter trash system.

In an attempt to head this dissent off at the pass, the council’s first December meeting featured a “charter objection” by at-large Kathy Amuso (a charter objection is a procedure put into the “new” charter to immediately halt discussion of an issue or idea). Amuso, clearly acting on the mayor’s behalf, sought to stifle any more dissension. Her move worked — until this week’s council meeting (Tuesday, Dec. 12). The suppressed guyser showed more signs of blowing, as councilors, fueled in large part by the comments of THE PLANET and its readers, pushed back harder against this bad idea. Good for them. Let’s hope they keep their sea legs about them when the Administration begins to strong-arm opponents with the upcoming change in the horses (next month, two new councilors join the club). Word is that mayor Linda Tyer has got her hooks into Ward 1 newbie Helen Moon. Earl Persip, incoming for an at-large seat, will reveal his intentions shortly. Persip wanted the hot seat, and he’s going to get it.

At its Tuesday meeting, councilors wanted more answers about the cost from city finance director Matt Kerwood. Kerwood brought out his best imitation of the Nicholas Brothers‘ flying splits (you young’uns can look them up), Michael Jackson‘s moon walk, and Mr. Bojangles‘ soft shoe across the cell. He danced, but he wasn’t Dancing with the Stars. It was more like Beaver Cleaver‘s first lesson at dance school with a (yuk!) girl. Kerwood isn’t even clear how much the 36,000 45- and 95-gallon toter tanks will cost. The Boring Broadsheet reports $1.4 million. To the rest of the media and to councilors, Kerwood uses $1.3 million. Ah, but what’s a hundred grand among friends?

The $1.whatever million will be a capital cost. That’s a fancy accounting term to say the money isn’t included in the mayor’s already exorbitant, all-time record budget , one that will continue to pulverize both homeowners and businesses with ruinous taxes. Kerwood’s first story when launching the trial balloons for this daft toter plan had it that the cost of the 36,000 Sherman tanks  (actually, 36,760 counting the “mid-sized” 64-gallon vehicles) would be covered by the state.

Right.

Truth in advertising, again prompted by THE PLANET inquiries, forced Kerwood to admit the state’s only going to cough up $150,000 of the dough. Under normal conditions, a discrepancy of $1.15 million would be a concern to an Adminstration, perhaps getting it to willingly admit that the proposal hasn’t been clearly conceived.

But this is Pittsfield.

Caught in this numerical discrepancy, Kerwood resorted to a solution that will drive the city even closer to receivership. He told Our Right Honorable Good Friends he intended to borrow $1.1 million over 10 years at 4% interest. This would:

(a) Add $247,000 in interest

(b) Increase Pittsfield’s debt

(c) Guarantee even more taxes to what residents and businesses now pay

(d) Fail to account for $50,000, using Kerwood’s new figure of $1.3 million, or $150,000 assuming The BB‘s numbers are correct. Does anyone else get the feeling that the finance director conceives of the numbers indicating dollars and cents as nothing more than abstractions written on a piece of paper or as photons on a computer screen? Does he realize, which is to say, does Tyer realize, that these easily bandied about numbers represents REAL dollars and REAL cents that come out of the hides of a bedraggled, beaten-down citizenry that can’t afford one cent more, let alone the extravagence championed by the mayor?

In the interests of fully informing Mary Jane and Joe Kapanski of the charade — dangerous business, that, in a city whose “leaders” so strongly believe in Commonwealth-liberal-progressive neo-fascism — THE PLANET might also add that there would be $280,000 required (source: iBerkshires) for assembly, distribution, and frieght. Kerwood’s magic solution for this little problem: Raid free cash (from the nearly $4.5 million the city overtaxed you this fiscal year).

The most egregious wink-wink/nudge-nudge came from the mayor. Tyer called out taxpayers for being cheapskates, referring to 68 teachers who were “laid off” in last year’s budget. Ward 6’s John Krol, while correctly questioning the cost of the toters, nonetheless repeated the mayor’s bogus claim that taxpayers were once again short-changing the school department.

NEWS FLASH!! No teachers were laid off. None. Zero. Nada. Zilch (naturally, if THE PLANET is incorrect, we expect to hear from school superintendent JIV or the mayor to give us the facts). Some 68 employees were furloughed, nearly all of them paraprofessionals. These are people with no teaching experience put in classrooms to help teachers with baby-sitting. Most of those 68 people were quietly brought back for the school year. Funny how you didn’t hear about that.

Tyer still holds on to the dubious assertion that the new garbage plan would SAVE — save — the city $89,000. THE PLANET has already blown that figure out of the water (see PLANET Archives, Nov. 14, Nov. 28).

Chris Connell (Ward 4) and Kevin Morandi (2) led the council charge against the proposal, citing cost concerns and priorities. Others rode the fence but seemed to be tilting the right way. Let’s hope the tilting isn’t at windmills.

Not only did they bring back the paraprofessionals, but they hired more. No teachers let go. More deception from this school department and the politicians supporting the huge tax increases for the school department each year. This is how Progressives operate….shaming and telling lies.

It is myopic to focus on a proposed toter trash system when Mayor Linda Tyer inherited a mess with Pittsfield politics’ public record of high taxes, huge debts, insider political hacks, vested interests, and downright corruption?

The Doyle debacle saw millions of dollars unaccounted for since 2001 through present day, a flawed Consent Decree that left Pittsfield polluted with GE’s PCBs, a now nearly 20-year-old PEDA site with 0 private tenants, and a failed Civic Authority deal.

The Hathaway hack saw Nuciforo put his puppet in power to increase Nuciforo’s political control of Pittsfield politics. It didn’t work out on all levels!

The Ruberto regime saw in-your-face Good Old Boys Pittsfield politics starring Angelo Stracuzzi and Carmen Massimiano. Ruberto touted his so-called “rolodex”, but he saw hundreds of lost jobs and thousands of people move out of Pittsfield over his 8 year tenure as Mayor. Ruberto spent a couple million from GE’s economic fund on downtown Pittsfield projects, including the Colonial Theater. Ruberto oversaw tens of millions of dollars spent on Pittsfield’s so-called downtown renaissance.

The Bianchi bust saw more of the same 5% annual tax hikes, tens of millions of dollars in increased municipal debts, a new Taconic High School project, secretive office space leases, and multiple respective employees suing him and the city/taxpayers.

The Tyer trickery is about the lovely Linda inheriting a mess and changing Pittsfield politics into a vibrant and dynamic community that will shed its GE legacy and build a new identity that will attract small businesses and families.

Bad idea more and more. Can someone post all the councilors emails so we can more easily tell them our thoughts? They have probably all been told how to vote by now but we could give it a chance.

All day yesterday on local news 1420 we had to suffer through Tricia Farley Bouvier being bothered by calls to her office regarding making this area a sanctuary for illegal immigrants. Other local politicians support this same idea so why should TFB be singled out was the whining coming from the local news station. Duh! Could it have anything to do with Tricia being a local rep for this area? Progressive politicians play this area for being a bunch of fools.

Making an area a sanctuary for illegals only encourages bad people to come to your community because they know they will be protected. Trump voters are holding it off for now, but Hillary would have poured in dangerous refugees. Thank you Trump voters!!

Tricia like most democrats in ma.very conservative and supports school choice which she usedfor the Lenox schools because they are the worst schools in western ma.Pittsfield school s are far more demanding than the softballs they throw at their students.Pittsfields only problem is planning and incompetent leaders.

The term sanctuary city is misleading. Believe it or not, legal immigrants are your neighbors, coworkers, friends and family. If you want your local and state tax dollars to be sent back to the Federal government to enforce immigration laws, then go for it, but to make local police responsible for holding someone until ICE can come get them is ridiculous.

Shakes – legal immigrants have no need for a sanctuary city. Illegal immigrants do – because they are here ILLEGALLY according to our nation’s immigration laws. Just as murder is illegal and enforced by the police…..being in the country ILLEGALLY should also be part of the local police mission. If you get hit by an illegal immigrant driving a car …..not only should they be arrested by the local police force, they should be turned over to ICE for deportation. Trisha seems to think that each state has the right to ignore federal laws – that is the issue and she is wrong.

the city is responsible for enforcing certain laws. In essence you want to federalize the PPD to take orders from DC on your dime? In the majority of places ICE is notified, however they don’t show up or take so long that the locals release the perp because the incident is minor.

Where exactly. Do you want to cut other expenses so the city can pay for federal law enforcement?

It does seem true. You can drive like a madman through the city weaving in and out of traffic and running red lights and as long as you do not cause enough damage to get a cop on the scene you may keep on trucking.

However, if you PARK you car in the wrong place or for one second over the allotted time limit KABAMMM!!!! you will be fined or maybe even towed away. You may even wind up in court.

How is that for a mayor having her priorities in the right priority.

There is a local event here where an entire City neighborhood decks the halls with music, lights, free coffee chocolate and sweets. It is NOT funded by the City! The generosity of the neighborhood fuels the event. Toters are virtually recreating themselves there are so many. Guess what the problem is? As Harrison said, “Laziness of the general population.” They toss their trash all over and daily, the good people who allow off street parking in their lots, for free, have to pick up after them. Slobs! Residents who provide WONDERFUL electric lighting displays, have bottles, cups, DIAPERS, and other trash depositied in their neighborhood while providing a free display to the public!
AND, the same thing occurred at a $12 per head Holiday display @ a local garden! Cups, bags, snot tickets and other junk just left upon an artifact or display.
Harken back to the 4th of July parades in the Pitts when BFI provided trash boxes…..what happened? People are slobs! They left their crap at the curb and went home.
Do nothing for people, anymore, they don’t give a shit!!

Yeah 12 Gauge,
I was listening to Hannity yesterday afternoon, and watching his show on Fox last night – he’s really been on the story. It’s HUGE! So much corruption going on. It seems like ever since Trump took office, a lot of the corruption in all areas of government is being exposed for what it is. Hopefully Trump will be able to clean up the FBI. And hopefully Obama’s evils will be exposed as well.

The biggest standout performance in Pittsfield in 2017 is the cleanup and construction of UHaul Storage units on West Housatonic Street. Ironically, there was no gratuitous money, ribbon cutting, or chest pounding gratification from City Hall. Not even a mention. Thankyou to this Private owner for improving a segment of our City!! You get my vote!

Interestingly there is now a fluff story on ibershires about Stanleys new theater seats and how the taxpayers of the city paid for them. Tyer took the opportunity to do a photo op.

Since the city booted Uhaul out of their original home so they could make a parking lot for the Colonial theater you would have thought they would throw them a bone. Flood insurance for the place must be ginormous.

Soon we will not be able to believe our eyes or our ears. Technology has been created that you can take the image of anyone and make it look like they are doing something when the whole thing has been artificially created just to destroy someone you don’t like. Think about how this will be abused in politics. Someone could take the image of a politician they do not like and make it look like he or she is doing something wrong. Don’t think this technology will not be used to wage some dirty political fights.

For every 3 citizens that cannot grab sand for their walkways one of them will slip and fall and wind up at the emergency room. But why in the hell would you think the mayor should put tax payer funded sand out for them? She is trying to balance a budget and lounge about in the tax payer funded cushioned reclining seats. It is ridiculous to think a city should have to pay for reclining seats AND sand for its residents.

Walking through the Berkshire Mall this weekend saw many of the local Progressive elites walking around (yes they hate malls, but they still shop in malls, go figure). Shouldn’t they only be giving their money to small local businesses? Isn’t that breaking the Progressive code of never shopping at a mall or in a Walmart? Anyway I knew they were Progressives because they were going on about how they attended the Beacon Cinema on Friday night and sat in the cushy new seats. It was Mayor Tyer this and Mayor Tyer that…all good things about Mayor Tyer It seems like all the elites attended the Beacon on Friday night to soak up the waste of taxpayer money.

Pat I would guess that there are about 150 million men woman and children in this country that you would categorize as “progressives”. And many of them serve honorably in the military, work in hospitals and donate some of their hard earned money to charity. So perhaps, just for the Christmas season, you could pull back on your loathing of people who hearts you do not even know.
