(FORTRESS OF SOLITUDE, WEDNESDAY JAN. 14, 2020) — The new Pittsfield City Council met for the first time last night to the adulation of throngs and as the righter of wrongs.

Well, something like that.

The new lineup: 1 Moon, 2 Morandi, 3 Caccamo, 4 Connell, 5 Kavey, 6 Lampiasi, 7 Maffuccio; at-large Marchetti, White, Persip, Cohen. It’s “diverse and inclusive” — 8 men, 3 women; 2 Asians; 4 gays/lesbians; 1 man of color (colored? black? African-American? “of color?” J’quell Baraka? Select the designation that puts you in your safe place. THE PLANET doesn’t want to “offend” anyone). Of course, if the panel were truly representative, there would be seven poor and on welfare, two retired taxpayers, one worker, and one insider Suit.

Given the ever-widening fissure between Pittsfield’s two political camps (all Democrats but of the same persuasion; think Tony Soprano of the Jersey mob vs. Johnny Sack and the NYC wise guys), it’s not surprising to see the vindictiveness continue. Too bad that it’s the worst thing that could happen to a city in so much financial, economic, and social trouble.

That said, THE PLANET, ever the optimist, hopes the newbies especially prove their love of the city they were not shy about expressing during the campaign. Pat Kavey, Dina Guiel-Lampiasi, Tony Maffuccio, and Yuki Cohen, you have the chance to shine. You have the chance to prove your independence. Did you mean what you said during the campaign? Dig deep before you answer.

Retribution will comes in many ways this term. One of the first — one that negatively impacts the working poor and middle class, taxpayers, and small businesses — comes to Mary Jane and Joe Kapanski courtesy of Peter Marchetti, council president.

The council president names members and chairs of the body’s committees — Ordinance & Rules, Finance, Economic Development, Public Health & Safety, Buildings & Maintenance, and Public Works. That is the president’s right and duty. It is perhaps the most important determinant in revealing the president’s true intentions. Is he or she interested in doing the best for the city, or is carrying out the will of The Masters and Suits more important?

The most vital committee is Finance. If the politicians want to mess with the numbers, they stock Finance with a majority that will support the sort of money mysteries that have abounded these past five years. Don’t go to the city’s website if you want to know the new committee assignments. It still hasn’t been updated.

Marchetti stripped Chris Connell of his leadership post on Finance.

THE PLANET reached out to Marchetti, council VP Peter White, Connell, and Morandi. White said “Councilor Marchetti asked my input earlier in his process in putting together committee assignments, although I didn’t see a final version until it was sent to us in our Council agenda packets for tonight’s meeting.”

Marchetti swears, but to what and to whom? The Suits or the Kapanskis? His committee appointments provide convincing evidence.

Marchetti admitted politics was a factor: “The political piece of this is that I think it is vital for the City Council to conduct themselves in a respectful and professional manner. My past experience has been to change chairmanships as I have each term.  Not for all committees, but the precedent is there. The decisions were mine alone.” We asked him if it would increase tensions. He replied, ” … it remains to be seen. As for me I look forward to the new elected City Council and hopeful for the next 2 years.” All well and good, but in all our years watching Connell perform his business, he’s been nothing but respectful and professional. Eye of the beholder, apparently.

Connell told THE PLANET he spoke to Marchetti, the latter “promising to reconsider” the assignments [ED. NOTE: We did not hear back from Morandi as of press time]. That has about as much chance as Peter beating Ken Jennings on Jeopardy. Marchetti told Connell he demoted him because Connell “was rude to department heads” in his questioning. Nonsense. He nixed the straight-shooting Connell because he didn’t swallow the Kool-Aid. He has the nerve to ask questions when people like Kufflinks Kerwood, city finance and slush director, and other department heads give the runaround and provide misinformation, as for example during this year’s Tax Classification hearing when Kufflinks provided three different figures of the stabilization account.

Taking Connell off Finance will help the Suits sleep easier but will have serious repercussions for the Kapanskis. The Finance Committee sits on the front lines of the city’s budget. It receives monthly and quarterly reports on the finances of each department, providing a filter through which the council as a whole receives budgetary recommendations.

CHRIS CONNELL: Caught on to Kerwood’s  money shuffling.

A City Hall source says Marchetti dumped Connell because the latter was “on to” Kerwood “deliberately understating” the dollar amounts [in the budget]. “[Kerwood’s] been tucking money away for years, for example, not including hotel tax and meal tax revenues.” Connell agreed saying this year Kerwood underfunded at least $1.2 million. As a member of Finance, Connell said he noticed a divergence in the hotel and meal taxes, which, when the game is played on the level, parallel each other. Makes sense: People who stay in hotels don’t take their kitchens. They eat out. This past FY, “they went in opposite directions,” Connell said. That was the tip-off for what he called the “constantly shifting money around. It’s hard to keep track of the shuffling.”

How much more of this is Kerwood pulling? Where is that money going? Who’s going to call him on it?

Today, you have much less chance of finding out. Chris Connell is not a member of Finance. The Kapanskis lost a Big Voice. Connell has a business degree with a specialty in finance from St. Michael’s College. He has managed a budget of $100 million as a regional manager at Cumberland Farms for 20 years. But Marchetti took him off Finance because he was “rude to department heads?” Seriously?

Connell says he will redouble his efforts: “Until I’m no longer on the council, I’ll keep swinging the bat. I might strike out. I might single. I might hit a home run. In any case, I’ll keep battling.”

Agreed, that is exactly what I meant. Spongebob is ridiculous & the only meaning / purpose it has is to dumb things up, in line with what you say – mysteries for One to unravel. Lets ask for a 5 year Audit of the school budget. Lets understand Tyer underfunds highway to bring in her tax cut and the bails it out with taxpayers free cash of 3.2 million.That is the only budget the state allows you to balance after July 1st.Marchetti is leading this council down a immoral path to hide money.When we have secret budgets we have crime.They all take an ethiics oath.What councilors besides Connell and Morandi will represent the poverty of pittsfield taxpayers?

A colonoscopy of the budgets you mentioned would expose the cancer taxpayers need to know about before it spreads even more. I believe the audit should cover a period of the last 10 years at a minimum.

Ten years. Use the pot money or some of the rainy day fund. Money is no excuse because we are cutting taxes for the wealthy and apparently have all kinds of money for expansion projects. Let’s get this ball rolling. Pete Marchetti knows the ground rules and needs to start off the next council meeting with the procedure. He needs to explain to the taxpayers what we need to do.

I personally have an unexplained hope in Councilor Yuki Cohen. From all appearances, she is not a follower. Without having met the woman in my life, I’d be willing to bet that she is methodical, clever, and extremely intelligent. I do think her addition to the council will prove an asset in years to come.

She also has a business on North St, there is 0% chance she will think/vote independently. These new additions may be “nicer” but sometimes people perceive disagreement as “rude.”

I am sure the people that work at Marchetti’s bank have been plenty rude when dealing with delinquent mortgage loans, etc. Were they demoted?

Yuki is a proven business person on a few levels… I have more faith in her than the 2 DA Office cronies or is it phonies? However, it is yet to be seen which way the nubies will tip their hats. Give them time to get comfortable, then we will see from which teet they cut their milk teeth.

Her friend is Crome Dome, aka Rango, aka Adam Hinds. Her business benefits from DP Inc graft and she already had an arts board seat That somehow manages to translate into customers at her bar. She had a fundraiser for DA Squeaky. She is not going to say Boo to a ghost. Also, Rivers got booted so she could run so they know Cohen is reliable. She managed to survive running a bar that under age drinkers ended up getting shot in front of — we might be able to assume she has an inside perspective.

The Berkshire Eagle Editors endorsed Mayor Linda Tyer twice (2015, 2019) now. The Eagle’s editorial backing City Council Prez Peter Marchetti’s political act of retribution against outsider City Councilors Chris Connell and Kevin Morandi, both of whom backed Melissa Mazzeo for Mayor, is predictable and shows the Eagle’s so-called journalistic bias.

I have followed my native hometown’s “Pittsfield politics” for decades. It is always the same insider’s game where the outsiders are shut out of the decision making process. Marchetti predictably used retribution against the City Councilors who didn’t back Tyer for Mayor by ousting them from their prior committee assignments.

It interests me that state and local candidates all say they will change the way the public’s business is done by the same old political insiders, but once they get elected, things not only never change for the better, but rather, things get even worse than ever. It frustrates me because these local political insiders seem to know better than to shut out outsiders from our democracy when they run for office, but then they do just that when they win and become incumbents.

In closing, in our democracy, all voices should be heard! Political retribution should be denounced! The Eagle Editors should be inclusive of everyone who participates in state and local politics. Marchetti was wrong, and he should be denounced for not including everyone, including the political outsiders, in his selection of committee assignments on the new Pittsfield City Council.

Great column Dan. Connell is the most astute of the new council members and I hope at some point he considers running for mayor. I’ve never been a fan of PeePee.

Somebody needs to tell us what that was all about. Way too many Tyer secrets and misleading information. I think Peter White has scruples and will be open and honest with us. Or maybe Helen Moon or one of the others who does not want the reputation of being in bed with people who do not have the best interests of the taxpayers. Which one of them will show us they have some semblance of honor and integrity? And which ones of them will cower and show us they are terrified of Pete and power hungry mayor?

Pete would act to protect the banks assets if someone came into make a withdrawal with a note to the bank teller saying, put the money in this bag. I wonder why he isn’t willing to do the same to protect the assets of the taxpayers? His leadership and current actions on the appointments he made says much.

Claiming Connell is somehow important when he’s been on Clowncil for how many terms? Including some with a majority and Bianchi in the corner office?

This is as laughable as Republicans claiming democrats are tax and spend when they’ve decreased the federal deficit from $18T to $23T since Trump took office.

In other news PHS had yet another lockdown because 1-2 students wanted to act like spoiled snowflakes and destroyed property in the office. I bet D.A. Harrington gives them free coloring books, two hugs and a can of pepsi for their punishment.

How many teachers are assaulted there on a daily basis? THe administration covers it up and everyone shuts up because they will be fired if they speak against the future generations

It’s a combination of a lax administration and parents who think their kids are perfect. Social media sites have only empowered this line of thinking. Unfortunately, this has also infiltrated colleges to the point of being afraid to discipline or push students to be the best they can be. There are many great teachers & staff that work in the district, but their hands are tied.

I am very thankful that anytime I screwed up in school I knew the punishment I was going to get at home was going to be much worse then anything I ever could have gotten at school. It taught me a very valuable lesson of shutting up, respecting teachers & peers, and just doing what I was supposed to do.

As I have been saying for years, it is the behavior CODE thats the problem.The school ratings go down if the punks are absent or suspended.The kids are very aware that their actions wont get them suspended.The policy is Yons Curtis and Camerons with Mccandless not backing the educators.The 1200 employees know but the public has no way of knowing that their kids are in danger because of the Leadership.Blame the Committee and school choice.

Leadership. There is no strong solid leadership in this city. Leadership of a city emanates from the mayor’s office. In the book Transforming Leadership James MacGregor Burns says that those who lead share ” transformational thinking the power to alter things and affect real change”. The mayor has none of these qualities.

I’ve personally seen teachers get assaulted by students and watched the administration (yes HARRY HAYES III, YOU) cover it up to protect the student and the paraprofessional who wasn’t doing their job and watching the punk

Pat you are 100% true. Fortunately, not all schools in the state are like this. The Berkshires are especially potent with political indoctrination. Look at any teachers social media page, hell look at Brendan Sheeran.

you’d be hard pressed NOT to find left leaning posts and support. What happened to teachers worrying about academics first and foremost. The openly brag about students who politically mimic them.

The districts I worked in after Pittsfield were nothing like this…. Teachers were reminded to keep things neutral. Kids have something called freedom of thought. Hell we had kids with MAGA hats and they weren’t jumped or harassed!

This group needs to show that they get it.White Marchetti and Caccamo dont have compassion for low income taxpayers.They are very compassionate to the developer sticking it to their tenants.They want to be at the cocktail party.They will regret one day that when they had a chance to give major tax relief they did nothing.Same with the school committee as one day they will get up years from now and regret they did not demand tight budgets and get rid of programs that dont work.They also will wish they did speak out more about behavior policies in their care at their school buildings.Im hoping to see compassion for the poverty home owner paying taxes.The elderly taxpayer.Start right and it will end right.If you help the poor it will pay off.Dont become Marchetti or White .Be a bean counter.Watch those pennies.Be like the new congress women.Speak Truth to their power…..Politicians seem so so week.

If I am Connell and or Morandi I get my payback by being the councilor of the people and initiating the forensic audit. They should band together and take these clowns to the woodshed. Moon is probably way too timid to get involved and would not want to jepordize her goody package but she would be most welcome as well. And if she wants to be mayor some day this would give her a major head start.

I think Connell + Morandi are huge assets for the taxpayers of this broken down town. If the mayor or probably Barry had any class they wouldn’t have let this overweight egomaniac make this petty decision. Hope all the Lefty Loonies involved in this child’s play have a nice giggle when your all together. Tax payers here are really too busy or too stupid to stop electing these Liberal Lightweights. I do not know which.

He got a lot of criticism for that, his excuse was it was a “parody.” But he never suffered any consequences for his misrepresentation and has continued since then to misrepresent and lie about facts of the case.

Today, as the House voted to forward the articles of impeachment onto the Senate, House Speaker Nancy Pelosi (D-CA) took a page from Schiff and misrepresented what was said in the transcript. “

Dan you seem to forget what Melissa Mazzeo did in 2014 as council President. Her and. VP Connell took Councilors Clairmont, Lothrop and Krol our of all “chair” positions on sub committees and left all but Clairmont off of Finance. Never heard Chris Connell complain back then. Seems to be if it benefits Connell then it’s ok but when things don’t go his way, he calls the Eagle and goes on Tv/ Radio to tell all who’ll listen.

Everyone knows Chris Connell is the slum in slumlord. He’s the only one who takes advantage of the poorest people in this town. His units should all be condemned by the health department. He had that building on Tyler St that was a known drug house and you could rent rooms by the hour. I’m sure all upstanding citizens were there right? How about the fact he owns a 5 unit house on Union st and his building gets free trash pickup on the city’s tab. This council has been in office for a week and a half. Let’s give them some time to prove their worth!

The City Council reminds me of the Republican Senate and its stars Moscow Marchetti who in the end oks all school funding.Do not go to his bank because this guy cant add.That bank was going to build on Elm street and didnt.Are the new councilors really going to follow Marchetti spending talents.Or can this new group be expected to question the spending habits of Marchetti?Pittsfield needs to get rid of 4 councilors.Ward 4 gets their councilor plus the 4 at large councilors.

The latest Democratic debate featured Liz attacking Bernie at the end of the debate for calling her a liar. “Did you call me a liar on National television?” she yells at Bernie. “You’ve called me a liar before” he yells back. Warren’s supporters can be heard cheering her on in the background. Bernie happily honeymooned in the Soviet Union so how can he be afraid of Russia as he claims and Liz has lied about being Native American so I guess that makes both of them very truth challenged.

Come on, Pete. You have to use good judgement here. Chris Connell is an experienced, intelligent, educated guy with a good business background. Nowadays this caliber of politician is in short supply. He’s good for Pittsfield and is an asset to bring forward to companies considering a move or a branch office in Pittsfield. None of this recent appointment business should be strictly political but decisions should be made for what is good for Pittsfield. You know this. Take another look at this.
