ABRUPT CLOSING OF ST. JOE HOMELESS FACILITY, QUESTION ABOUT ‘THE MONEY,’ DEMAND ANSWERS FROM OFFICIALS

(FORTRESS OF SOLITUDE, THE WEEKEND EDITION JULY 17-9, 2020) — Anyone who has had reason to place personal safety in jeopardy by venturing into the shooting gallery known as downtown Pittsfield knows about the “armies of the road” who have taken control of the city. They eat the public dollars “voluntarily contributed” by honest taxpayers without giving anything in return. We speak of gang members, drug dealers, drug takers, the mentally ill, drunks, “gimme gals,” the group homes, and the homeless.

THE PLANET mentions the latter today.

We shall leave the causes and effects of homelessness to the policy makers. THE PLANET wants to know why scores of homeless people were suddenly and with no notice evicted from the shelter that had only recently been created at the former St. Joseph High School on Maplewood Avenue. Everyone we asked has a different number on the population, with a low of 40 and a high of 80.

Although the politicians were front-runners when the shelter opened, including the shameless self-promoter and state rep. Tricia Farley-Bouvier, Ward 4 councilor Chris Connell has been the lone official voice demanding answers. Connell says he was not notified and neither were other councilors. Connell’s Facebook page has a post with the following notice printed in white letters on a red background: “I am personally calling on Mayor Tyer to address why the homeless shelter at St. Joes [sic] was abruptly closed!!!”

Only The Berkshire Eagle bothered with a story, but reporter Amanda Burke wrote that when she contacted the mayor’s office on Monday, the office said Tyer wasn’t available. THE PLANET, however, did take up the cause on behalf of Mary Jane and Joe Kapanski, who are paying for the entire shooting match.

We heard from Mayor Tyer. Here’s what she said:

Thank you for sending along your questions regarding St. Joe’s.  I understand that the closing of St. Joe’s temporary homeless shelter is causing concern.  All of us care deeply about how to best serve vulnerable populations.  From the beginning, St. Joe’s was always intended to be a temporary location for providing adequate social distancing during the COVID-19 surge.  When it closed earlier this week, Barton’s Crossing reopened.  We are extremely grateful for the generosity and swift willingness when we asked the Springfield Diocese if they could provide us with a temporary housing location during the height of COVID-19.  The operation of St. Joe’s was undertaken by ServiceNet’s compassionate and experienced staff and served on average 40 or so people.  The temporary shelter was open 24 hours a day, 7 days a week.  The City of Pittsfield used a portion of it’s CARES Act funding, personnel, supplies, and equipment to clean and prepare St. Joe’s for use as a temporary homeless shelter.  Sheriff Bowler and the Berkshire County Sheriff’s Office provided cots and other supplies from their FEMA emergency response inventory.  Soldier On provided meals three times a day.  Generous donations from local businesses and kind residents provided linens, personal hygiene products, and other items for the care and comfort of the homeless. There are many examples of how our city, community partners, and residents came together during the COVID-19 surge and this is certainly one of the best.” 

THE PLANET shall let the tea-leaf readers cipher the statement, which suggests that there’s no problem. Our investigation leads us to believe otherwise.

A spokesperson for the Western Mass. Recovery Learning Commission name Sera told THE PLANET that “the abrupt change” was done “without adequate notice and in disregard of the ongoing COVID crisis.” She went on to say that Barton’s Crossing “has absolutely no capacity to take in all the people who were put out on the street by ServiceNet. I am not clear on the COVID-19 status of Barton’s Crossing, though I suspect we would have heard if St. Joseph’s closed and Barton’s Crossing was inaccessible due to COVID. At present, what’s happening is that people are desperate and reaching out to places like our center [the RLC’s Pittsfield Center at 361 North St.] for survival supplies like food, blankets, tents, and so on. It is further our understanding that, although the city has begun to re-open, access to food and supplies of this nature continue to be extremely limited beyond what we offer.”

Jay Sacchetti, VP at Barton’s Crossing, told Burke St. Joe’s closed because of money problems and “stress levels.”

Did he say “stress levels?”

Whose stress? The homeless people? Staff? It didn’t ring right, especially with a vague reference to money, the sudden closing, and the lack of explanation.

We asked Sera if she had heard anything about alleged theft or embezzlement, she replied, “I’m afraid not. I don’t live in the Berkshires myself, so I’m just really seeing it all at a distance!” She did say that The Berkshire County coordinator,  Jean-Marie Laurin, was “out of town and not available.”

The situation needs clarification, especially questions about the money. Who kept the books? Who has the records? Does the Diocese of Springfield know anything? If there’s been wrong-doing, it should be exposed.

Either way, though, the city’s “armies of the road” just got unneeded and unwelcome reinforcements.

Anyone who went to SJHS has to be saddened.

Hello Corrupt EPA,

I despise the corrupt EPA because it is the worst bureaucracy in the history of the World that does a total disservice to the environment in favor big business. The February 10, 2020, horrible settlement between the corrupt EPA and GE is Exhibit A!

GE has yet to make a financial commitment to cleanup the Housatonic River. Without a serious and sincere financial commitment from GE, the settlement is an empty promise. The $576 million price to cleanup the Housatonic River is a joke. It will cost a lot more than $576 million over one dozen years.

GE has an excessive amount of debts that total in the tens of billions of dollars. The economy is in the 2020 economic recession that could last years. There is no guarantee that GE will be able to pay the many hundreds of millions of dollars for the cleanup of the Housatonic River through the 2030s.

My mom was born and lived a majority of her life in Pittsfield (Mass.) and she had cancer twice in her life (1990, 2006/2007). Thousands of Pittsfield area residents have suffered and/or died of cancer due to GE’s cancer causing chemicals called PCBs. The 2000 Consent Decree capped a majority of GE’s industrial chemicals. The capped leaky landfills are ineffective because they do not last forever. Once the capped leaky landfills become defective over time, the chemicals pollute the land, water, and air. Capped leaky landfills are a Band-Aid solution on a major wound.

The people were deliberately left out of the EPA’s negotiations with GE for decades, and a majority of people are currently upset and/or protesting the latest settlement. The residents of Lee and Lenoxdale (Mass.) do not want a capped leaky landfill near their properties, which will plummet after GE puts its toxic waste dump there. It is wrong on many levels, including financial, health, and environmental. The people know Gerry Doyle, Tom Hickey, and Peter Larkin sold out Pittsfield two decades ago, and they know they are being sold out now.

Peter Larkin made hundreds of thousands of dollars lobbying for GE. Tom Hickey headed the useless PEDA. Gerry Doyle was treated like a King by GE. The bottom line was that Pittsfield got the proverbial shaft.

I’ve had a number of family members who lived in GEs PCB cesspool, near the river, and/or close to/on their toxin dumping sites.

Quite a few contacted and died of cancer. Some of them also worked in the thoroughly contaminated GE factory.

Local doctors were afraid to criticize that company that “Brings good things to life”, GE. GE had Pittsfield in their pocket.

Cancer cluster in one family living “where GE brings good things to life”.

If you’ll check, St Joe’s and Pittsfield cemeteries are, filled with PCB contaminated corpses. Many of whom died of cancer, and worked at GE and/or lived in their toxic lagoons.

P.S. I might go fishing at silver lake, want some bass for supper?

Every doctor caring for cancer patients in the Pittsfield area stated that my mom and all of the other cancer survivors and/or victims were caused by GE’s PCBs!

I don’t think that is true – re the cancer rates being the same. There are definitely clusters. Kids are having autoimmune issues (more allergies) and other strange side effects too. Pollution is real – we really should do more to protect the food and water supply. I come from a family of guys who like hunting and fishing. Who wants to fish around here, not me. All the back fill put in local yards – what’s the point of an organic mini garden when you are growing your food in PCB soil?
Also, the dairy cows are especially effected. PCBs store in fat cells. They found the local PCBs from tracing milk. It’s not ok in any way. The water supply under the PCB school (why don’t we rename it that?) is polluted and so anyone over on that side is going to be more effected. They know it too, and admitted in city meetings, which is pretty messed up.
GE has an army of lawyers and most of them are smarter than our politicians – and our politicians don’t care.

So Pittsfield took in homeless people from other regions of Massachusetts only to close one of their homeless shelters at the former Saint Joseph High School.
So Matt Kerwood sits on a $10.1 million slush fund, but Mayor Linda Tyer raises municipal taxes, fees, and debts by millions of dollars.
So PEDA is 22 years old but it is still polluted and vacant.
So downtown Pittsfield is known as Social Services Alley by day and the shooting gallery by night.
So the drug dealers, drug takers, gangs, prostitutes, homeless, mentally ill, convicted felons, and the like, took over the inner city streets of Pittsfield from Mary Jane and Joe Kapanski.

A community is supposed to invest in the people who live there because the local residents are (supposed to be) Pittsfield’s most valuable resource because they live, work, shop, and pay taxes in Pittsfield. It is supposed to be mutually beneficial to the people and the municipal government. But Pittsfield politics closed the doors of its homeless shelter and left its most vulnerable and disadvantaged people to live on the streets. HEARTLESS!
Pittsfield politics got so bad because the inbred, interrelated, multi-generational families (Ruberto, Doyle, Downing, et al) only took care of themselves at the expense of the proverbial Mary Jane & Joe Kapanski family.
Pittsfield politics is totally predictable. Every year, City Hall raises municipal taxes by 5%, fees by double digits, and debts/liabilities by tens of millions of dollars. Pittsfield has the second highest commercial or business tax rate in the entire state of Massachusetts. The vested interests (big 3 public unions) always win, while the hard hit local taxpayers always lose. Pittsfield has lost hundreds of living wage jobs, while the population and tax base shrinks. If you speak out about Pittsfield politics, you face nasty retribution from the Good Old Boys (and now Girls) club of political hacks. Voter turnout is very low in Pittsfield. In closing, no cares anymore.

I’ve talked to some of the folks there as quite a few are in constant need of medical attention on a rotating basis.

Somebody should look into the food program. The meals were really bad and I’d ask Dan to ask for copies of that contract. One of them came in with a “box lunch” they give out. It was a “wish sandwich” you wish you had some meat between the bread slices.

Something must have happened with the rapid tests because the local for profit clinic now says they don’t do rapid tests. So where did all the money BHS got to ramp up testing a d rapid testing go.

Coming in for care? You’ll need a Covid test. Guess what though, staff and visiting staff isn’t required to get tested, even surgical staff or visiting surgical staff.
Why are we making patients get tested if per diem nurses and doctors don’t have to get tested?

What happened to the Covid Marriott, anyone hear on the total cost?

If you are a patient coming in for an elective surgery, you need a COVID test.
If you come in on emergency, no test because it’s an emergency.

New doctors and nurses who are coming in for work fo not get tested. We had some come in on a three month gig, came from Florida and Maryland and NYC. None got tested prior to doing any type of care or surgery.

The doctors that go home out of state on weekends back to NYC or who fly to Texas or FL or Maryland. No tests when they come back. Thay were supposed to all get rapid tests, BHS got money for that. No rapid tests are being done on staff or anyone else.

Go by Camp on Churchill St all N Y Tag Plates.No Camps. No Schools. No Beaches. No Causeway Fishing. Absolutely No Theatre Production and Arts Events where there will be congregation especially indoor theatre. Shut it down until at least December and hopefully numbers go down or a vaccine will be developed. Absolutely No Schools,it would be a shit-show.

Sticking to the topic at hand and attempting to not stray, local politicians have always come up with what I call glory projects. They identify a problem. They find cash from either donations or newly minted tax dollars that are sent over by the state that are the city’s share of a new tax, e.g. cigarette taxes to be used to run anti-smoking campaigns but are in reality unrestricted funds. In fact, many years ago at a finance committee meeting, I asked a stupid question when they were launching a project with similar funds: My question was simple. How are you folks going to pay for this project when these tax funds dry up? No response.

St. Joe’s as a homeless center was a chance for politicos to brag that they’re taking homeless off the streets by providing a place to stay. Brag in front of the cameras. But there was no permanent funding mechanism. It was run by donations. Donations that would inevitably dry up because the cash donated was typically a one shot deal from a business or a person. To succeed, the building would have to become a fully owned city property, run by permanent volunteers, and funded by a systematically run funding mechanism designed to constantly solicit a stream of donations from money to food products. Just like many of the local food pantries run by churches in the area.

Without this in place, closure was inevitable. Which simply goes to show all of us that other than a few politicos dedicated to the people they represent, others like Tyer & Company are only in it for their own glory and payday. It is because of a constant stream of Tyers that Pittsfield is in the pickle it is in.

Dan did you contact TFB? Surely she can come up with some funds for such a photo-rich issue, perhaps with her arm around a covid-infected homeless person. She is useless to taxpayers in the commonwealth.

Why is Chris Connell the only councilor concerned about this issue? The Eagle ran a story today about Persip’s childish rant against something Chris posted. If Persip actually thinks BLM is a reputable movement, he should check out their platform online. It’s downright disturbing. Earl the Pearl should be voted out.

Ayanna Pressley says that policing comes from slavery. Back in 2014 the far left was blaming police brutality on slavery, but now all policing is related to slavery. This means we should let the country descend into violence because the far left has no answers to maintaining law and order except to get rid of all police so criminals can run wild. Criminals will be voting in massive numbers in November for Biden so they can get rid of all police.

Family is bad. Police are bad. Only communism/marxism is good. Like in China where the government rules with brutality over the people who disobey the rules and the far left admires that type of control over the citizens in that country. The efficiency is amazing too. So much gets done when the people live under a brutal regime.

I still see Barry on social media blasting Chris Connell for apologizing that he didn’t realize sharing a post about Irish servants somehow made him racist. Even worse, he had the audacity to say that he was just sharing a post and believed “all lives matter.” There is the point we are at my friends, if you say anything about the struggles of other communities you are in direct opposition of BLM and are racist. Many of them didn’t close their school systems for one thing and they did better with controlling the virus. Massachusetts is back to banning plastic bags which guarantees the virus will be spreading through unwashed reused bags. I was in Walmart and Price Chopper today and all bags are gone. The problem could be solved so easily by using paper bags that can be discarded, but Massachusetts politicians are not capable of making intelligent decisions. Also reported today that the numbers of virus deaths in Florida are being inflated. People are dying from other causes, but it’s being reported as a death from COVID-19. Texas is going through a bad time with the virus right now with many hospitalizations, but treatments are working for most.

These people are homeless because they have problems that they failed to address despite the myriad social service agencies and freebees, usually due to substance abuse and/or mental problems. Has anyone else noticed all the brand new City of Pittsfield trucks driving around all day, notice I said driving around, since they are seldom seen stopped and performing any jobs. Certainly not painting lines, filling potholes, cleaning the streets, mowing grass. Saw the brand new street sweeper involved in an accident a month or so ago, is that why the streets are still a mess, is it already wrecked? Did every Public Works Dept. get a new vehicle? Why have I seen a few of these trucks at the North Adams Walmart on Sundays? How many of these City vehicles are being utilized as worker’s personal vehicles? If so, why? How much money was spent on new vehicles? Does anyone monitor the personal mileage put on these vehicles? Who pays for the gasoline utilized for personal use, bet it is us taxpayers? Why do I see workers driving their children in these trucks? Isn’t this a liability to the City? So many financial secrets in the City, yet the only thing our City Council seems to be caring about is their petty little playground fights and not hurting Dumpster Earl’s feelings. Keep hiding all you elected officials, don’t do your job, and then you can whine and cry when the City runs out of money or stops getting grants. Someone in this Administration needs to come clean with where our tax money is going? Imagine if we all refused to pay our taxes for one quarter, what would they all do then? No fun money to play with, they would have nothing to talk about in their famous ZOOM meetings.

Happy Friday! During this past week of Beacon Hill politics, Massachusetts now ranks #1 in the nation with an unemployment rate of 17.4 percent. Governor Charlie Baker still won’t comment on the hundreds of millions of dollars missing from the state’s unemployment account, while many displaced workers are still waiting to receive their unemployment benefits. The state government is facing an up to $8 billion state budget deficit. The State Legislature has yet to even propose a fiscal year 2021 state budget, which started on July 1, 2020. Two weeks from now, the State Legislature will go on a 5-month recess from August 1, 2020 – December 31, 2020. The State Legislature is sitting on a 40% pay raise. All of their pay, stipends, and expenses are factored into their state pensions. Local government is expected to soon bear the brunt of devastating cuts in state aid, while the state Legislators who represent them are living the high life. I believe State Senator Adam Hinds and State Representative Smitty Pignatelli should propose a bill to cut their pay and all of their other taxpayer-funded benefits in half to help close the multi-billion dollar state budget deficit.

On Capitol Hill, U.S. Congress reconvenes on Monday, July 20, 2020 for 15 days before they go on their August recess through Labor Day. The House and Senate are not talking to each other to resolve their competing proposals for the newest economic stimulus bill. Our nation’s national debt will balloon by another +3 trillion dollars over the next 3 weeks. Our nation’s children and grandchildren will look back on this point in history as the time Uncle Sam robbed them of their financial security generations from now.

Hello Pat,

I don’t blame you for telling Governor Charlie Baker, State Senator Adam Hinds, and State Representative Smitty Pignatelli to “Go to Hell”! Beacon Hill has failed the people of Massachusetts. Hinds first vote was the infamous early-2017 $18 million 40% pay raise bill for himself and his colleagues in the corrupt Massachusetts State Legislature, which Smitty voted for as well. Hinds and Smitty receive a lot of publicly-funded pay and benefits for failing to even propose a new state budget that is 17 days and counting late. Smitty voted for $600 million in transportation tax hikes in March of 2020. Smitty did not offer to cut his own taxpayer-funded pay and benefits! For around two months, the state’s unemployment account has hundreds of millions of missing taxpayer dollars unaccounted for, but Baker, Hinds, and Smitty all refuse to comment on the fraud. The Holyoke Soldiers Home has had 100 deaths since the COVID-19 pandemic. Massachusetts taxpayers will have to fork over hundreds of millions of dollars after the state gets sued for that tragedy. The Massachusetts RMV management and oversight errors led to 7 dead Marine Veterans in Randolph, NH when the Massachusetts driver should have had his license suspended, but instead he was driving while he was high on drugs when his truck killed 7 motorcyclists. Boston’s +$20 billion “Big Dig” continues to leak millions of gallons of dirty water everyday. The deadly “Big Dig” has killed innocent people. It will only last around 50 years before it completely submerges into the Atlantic Ocean. Local government will endure brutal cuts in state aid soon due to Massachusetts state government’s up to $8 billion state budget deficit. Massachusetts is #1 in the U.S.A. for unemployment at 17.4%. Baker, Hinds, and Smitty are a bunch of do nothings who are responsible for this mess!

That money is earmarked for special interests and is in a “lockbox” intended for corporate handouts. Check the history file if you can gain access.

But the reality is that the homeless people were in large part unmanageable. The phrase “herding cats” comes to mind. It was too much to ask of staffing. So I hear. The city went down the rabbit hole and found a surreal wonderland it could not cope with.

If my neighbor couldn’t pay his rent or mortgage and was at risk of being homeless, and I had Matt Kerwood’s $10.1 million slush fund, I would gladly loan or gift my neighbor $1,200 to keep a roof over their heads. Matt Kerwood’s huge slush fund sits there while Mayor Linda Tyer raises municipal taxes by over $1.8 million on financially constrained and distressed Pittsfield taxpayers. Matt Kerwood’s slush fund sits there while the city abruptly closes St. Joe’s homeless shelter. What is Matt Kerwood’s slush fund for anyways? Also, Beacon Hill has a $3.5 billion slush fund. Why didn’t Tricia Farley Bouvier or Adam Hinds ask Governor Charlie Baker for some money to keep the homeless shelter open?

The murder over fireworks of this 33 year old woman was DIRECTLY caused by Democrat policies. Democrats in New York set the new rule that setting off fireworks is a non-violent crime so people should talk to their neighbors or the people setting off the fireworks to ask them to stop. That is EXACTLY what this murdered woman did. Confront others if it’s a non-violent crime, but this confrontation turned into a violent crime. She followed the stupid and dangerous rules set by these Democrats and now she is dead and her companion was even shot as well although he managed to survive. This new transformed America is NOT a place that is safe.

Great Cartoon that explains how half of the country is being played for fools. Family, police and God are all bad. Only Marxism is good. Only Marxism will deliver us to the promised land of fairness and equality for all. It will be a brutal regime like China, but the efficiency and equality will be off the charts just don’t ever speak out against your rulers. Everyone will be equally enslaved to an oppressive government. I got off topic with the GE stuff but this bait and switch with the homeless shelters is pretty gross. I guess they had to do something during lockdown for the 40 or so people living in the Athenaeum. How scummy to lure additional homeless here for a quick buck. It’s not a good addition to all the problems that are already here.

What about the State Legislature having only 12 days left before their 5-month-long recess from August 1, 2020 – December 31, 2020? What about the 40% pay raise the state Legislators voted for themselves in early-2017?

What about local governments who are facing devastating cuts in state aid and are in the dark about the state government’s troubled finances? Will municipalities and school districts go financially insolvent?

Evidently emergency vehicles had a difficult time getting to the injured boater due to illegal parking in the area. No PPD cruisers had ticket books available to ticket these cars. Guess that answers Councilor Morandi’s question as to who is going to enforce one side parking on the streets this winter. Just another Pittsfield blooper.
