Deja vu, all over again.

Same old same old.

Those were the identical votes, from the identical sixes and fours, at last week’s city council meeting, where Our Right Honorable Good Friends debated the Tyer Administration’s proposed, double-digit hikes in the water and sewer rates.

THE PLANET is sure you’re shocked — shocked! — to learn that these rubber stampers rubber stamped the draconian hikes.

The mayor submitted four “Orders” to establish water and sewer rates for FY22 and FY23. Tyer’s Fairweather Six — Peters Marchetti and White, Kevin Sherman, Jim Conant, Earl Persip, and Dina Lampiasi — did their boss proud, each approving rate hikes of 10% and 12% for the two years, respectively. The Fearless Four — Charles Kronick, Kevin Warren, Tony Maffuccio, and Karen Kaliowsly — fought hard by in vain for Mary Jane and Joe Kapanski.

Kronick, who has the Peter O’Toole role in Valenti Films’ remake of Lawrence of Arabia, combines an O’Toolian glint of the eyes with the beguiling and halting manner of Jerry Lewis in The Absent-Minded Professor (minus the buck teeth). THE PLANET pegs him as the council’s rising star mantle (although no one,


 

“You guys aren’t making the hard decisions. You’re making the easy decisions. Let’s find a way not to raises the rates.” If ever there was an applause line, that’s the one.” Councilor Kalinowsky, burying Councilor White for the latter’s remark that raising the rates on taxpayers was the “hard” and “responsible” decision.


Kronick came to the meeting having done his research, presenting a convincing argument for Tyer using a small fraction (12%) of the “free” ARPA grant money from the Feds for COVID-related losses. It amounts to north of $40 million. His plan would have lowered the increase to 3% for each year. Should use the allowed $10 million and had ZERO increases, to which Kalinowsky made passing reference.

“My goal was to give all parties, mayor and councilors, a plan that would gore no one’s ox and protect homeowners, renters [and small businesses],” Kronick told THE PLANET. “There is also this truth. When public money (grant) is taken by political office, those responsible for administering it ‘forget’ that it is not their money. So, I am not surprised by the resistance, but I did hope that I could sway at least one good man.”

How true, how blue.

Good thought, that, but the cemented, pre-arranged stances from the other side could not be budged. The Six simply weren’t listening and plainly didn’t care.

The Ward 2 councilor told THE PLANET he “was astonished” by what he witnessed from the dais Tuesday night.

“I spoke to 6 empty chairs,” Kronick said, referring to the Unmoveable Six.  “One chair actually was empty [Patrick Kavey was a no-show], and the only way it would be mine in that meeting could only result from grave illness or personal catastrophe. And that is a story worth exploring. Kavey needs to answer for his absence.”
THE PLANET did have Kavey answer for his Invisible Man impression, which he pulled off in amazing fashion, so good, in fact, that he couldn’t be seen by Doppler Radar anywhere near 70 Allen Street.

THE PLANET had heard from multiple City Hall sources on both sides of the issue that Kavey had purposely ducked the meeting. The mayor’s side said it with a snicker and a nod-nod, wink-wink. The Four side said it with disgust.  That’s where it gets interesting. Sources said the politics of the vote “scared him away.” A “yes” vote would have resulted in fierce blowback from his Ward 5 constituents. A “no” vote would have raised the ire of the Powers That Be for his defiance. Sources said Kavey did not want to “piss [the bosses] off for fear of retaliation.” Kavey, they said, settled the Hobson’s Choice by simply not showing up — what they call “chickening out” on the street.

Kavey denied that he purposely ducked: “Whoever your source is, is mistaken,” Kavey told THE PLANET.  “I’ve made much more difficult decisions than a vote on our water and sewer rates since I’ve been on the council. I was working at a property in Windsor and my car wouldn’t turn over. I had to wait for a jump and arrived back into Pittsfield after they had made it through the agenda, including that agenda item. I was at the original meeting when we should have voted on it, but unfortunately a charter objection was made.” That last remark was a veiled swipe against Kronick, who made the objection so he and the other councilors could have more time to study the issue, made labyrinthian by the one-time Federal grant.
Kronick: “The 11 councilors all knew this meeting would demand research, consideration, and hard work. That challenge is why I called a Charter Objection [at the prior meeting]. I wanted significant time to learn what questions to ask, assemble data, and assess them.  Some did that work. Some didn’t. The labor to prepare was enormous culling multi-year data from varying sites, and I admit I did question my competence the prior week.” He did his homework, and it showed.”
Neither Tyer nor Water & Sewer commissioner/commiserator Ricardo Morales had satisfactory answers for Kronick’s probing questions. In fact, at one point, Marchetti told Kronick he had badgered the mayor enough. Poor call by the council prez. Public debate on an issue of yet more double-digit rate hikes needs to be as thorough, as barbed, and as repetitive as necessary so that vital information can be brought to light. That’s what Kronick tried to do with the mayor, but Marchetti ran interference. Later, when Marchetti shut down Tony Maffuccio’s reasonable questioning of Morales, the mayor (at least we think it was the mayor) could be heard off-camera yelling and shouting. Not a great look for her honor.

Kronick then took aim at the mayor.

“The mayor’s office did not complete an adequate ARPA needs review,” he told THE PLANET.  “Upon announcing the rate hike, it became clear that general financial stress is the background trauma caused by the two years of financial wrack/ruin. Tyer needs to adjust her plans, and the worst part of this hike is that enacting it now means less may be used to account for the impact of increase operating expenses on revenues and providing this immediate relief.”

There was no debate, Kronick said.  “I never experienced such apathy or interest anywhere except there. I could not get any interest in using just $5 million at most of ARPA to fund the enterprise fund, as allowed and therefore warranted by the Treasury, saving rate payers the hikes and further insulating them in these hard days. In fact, I think I saw one councilor even snicker at the reference.” Actually, there was debate. Kronick, Warren, Maffuccio, and Kalinowsky stated the case for lowering the rate hikes, but they would have done just as well talking to Pittsfield’s potholes.  All six who were acted as if they were in Tyer’s skirt pockets kept mum, literally. Marchetti, of course, is exempt as chair. White made the preposterous claim that in raising rates on struggling taxpayers, many of whom will be going under because of the onerous increases, he was “making the tough decisions” and “taking the responsible approach.” And is it just THE PLANET, or has White’ face been flattened into a pancake such that he could be used as a stand-in for Vladimir Putin? Kalinowsky tore White a new one, telling the cartoon superhero: “You guys aren’t making the hard decisions. You’re making the easy decisions. Let’s find a way not to raises the rates.” If ever there was an applause line, that’s the one.

Conant, Sherman, Lampaisi, and Persip uttered not one syllable, literally. They said a robotic “yes” to the rate hikes, as ordered, and that was it. That in itself was embarrassing. Conant clipped his hangnails, Sherman worked on his screenplay “Clint Eastwood Goes in Heat for a Werewolf,” Persip dreamed of lawn signs and dumpsters, and Lampiasi clipped coupons for free admission to the next Dom/Sub rave at Hotel on North. 

It was nice to see some intelligent pushback from The Four to the city’ rapacious, Putin-like crushing of the pocketbooks and wallets — to say nothing of the hearts and souls — of the forsaken and bedraggled Kapanskis.

It was another Done Deal in predictable Pittsfield politics. The proverbial Kapanski family will pay double digit water and sewer rate hikes for PCBs-tainted water and a toxic Housatonic River. Next up, Mayor Linda Tyer’s Spring municipal and public school district budget proposal this upcoming Spring. Pittsfield charges the proverbial Kapanski family top dollar, and in return they get Level 5 public schools, understaffed public safety departments, violent crime, potholes, and Kufflink’s excessive $lu$h Fund$. It is the worst of both worlds for Mary Jane and Joe Kapanski with Pittsfield politics. Along with the Lovely Linda’s administration sitting on tens of millions of dollars in cash, Beacon Hill’s career politicians are sitting on billions of dollars in cash. Why don’t the state and local career politicians use the government’s cash to fund these kinds of infrastructure projects? Lastly, I wish to congratulate the four Pittsfield City Councilors who questioned Mayor Linda Tyer’s double digit rate hikes during 40-year high U.S. inflation that is forcing low to moderate income city taxpayers to choose between paying City Hall versus paying their own bills.

Two important points:

1) I also say, “people [all councilors] are complex, and judging them is an errant sport.”

2) Director Kerwood and Commissioner Morales came well prepared, were extremely open and thorough in providing me information in advance, and they behaved in professional manner. I caution readers from concluding otherwise. My objective remains insisting on exploration and adoption of resolutions that are consistent with their professional standards and respect the rate/taxpayers situations.

Two points here. Valenti and Brady get better with age. And let there be no doubt Councilman Kronick is a formidable foe. But when Councilor Maffuccio was sent down in the blatant manner such as he was,it’s tough to respect anyone on the current council, seemingly always voting with this mayor.

They (duh six) don’t debate and they definitely don’t debate against the mayor when they do. It’s insidious that Petey Putin is in his unpteenth year and still hasn’t learned the definition of his task as city councilor,that’s to represent the taxpayer in his her ward, especially when an idea can save the taxpayer the burden of increases in taxes while at least trying ways to ease the burden.

But that takes work sometimes. Kronick had a great idea. Six councilors wouldn’t even look at it. Sad.

Didn’t Marchetti go on record as saying he would be in favor of a forensic audit? And if so why doesn’t he, for once, take responsibility and initiate one? Right now he is the face of Pittsfield inept government whether he likes it or not. He could turn the tide, (if he wanted to.) He really needs to give up his sycophant role and do the job he was elected to do. Be a man Pete.

Isn’t Lampylousy due for her wife’s baby the end of the month. Will she be absent from the Council, anyone know what the maternity leave is for a City Councilor? Last term when she sat next to Tony M., she performed the same disgusted looks at him. Just saw a picture of her and DA Andrea and she was all smiles, that says a lot about her character. Thank you to the four councilors that tried to work for us. Keep up the good work.

Very unprofessional and immature behavior for an elected official. But that pretty much sums up her contribution to the city thus far. She is there for one reason,…to rubber stamp. And based on her efforts so far maybe that is all she is capable of. And when others around her are actually doing their job it makes her look foolish to just sit there with her thumb up her ass so she acts out like a tweener.
Obviously did not read her oath of office because she is no where near it.

If you look back at my input on this subject, from day 1, the ARPA funds were designed for projects like water and sewer. Why wouldn’t the whole amount go to that project? It fits the diverse, inclusive and equitable mantra of our city! They way this meeting went it looks like some background meetings took place or at least texts, does that violate the ethics of the office if not law? Kaveri, by not showing up, voted with the majority. If I was in his ward I would not vote for him. Why didn’t he call in and participate by phone until he got to the chambers? The council President, I am sure, could have rearranged the agenda items so he would have made it in time. BTW Windsor is only 15 minutes away from Pittsfield, I am sure a fellow councilor would have jumped or picked him up. Heck I know people in Windsor who would have helped him out. I think Mr. Kronik is learning why people of Pittsfield keep their heads low and mouths shut The fix is already in. Another thing, where can we look at the voter roles and learn about our voting machines.

The trial of two of four men indicted in the shooting of Nick Carnevale at October Mountain is set to begin Thursday. The DA’s office already effed it up six ways to Sunday. It’s not so much a progressive prosecutor issue as a chaos issue.

  • District Attorney’s Office failed to satisfy its burden to disclose potentially exculpatory evidence to the defense about a key witness. 
  • Witness was involved in an unrelated home invasion in Adams two months after the shooting near the Ashley Reservoir, prompting a judge to raise questions about whether Blanchard got “a pass on the home invasion because of his involvement in the October Mountain case.” The prosecutor handling the case denied the suggestion

The only good thing that can be said about Kavey is that he isn’t that pompous pasty monster Lothrop. That’s IT! It won’t surprise me if pasty pompous Kavey revisits the issue of raises for shitty clowncilors, along with a mandate for taxpayer funded lubricant for the shitty clowncilors to ease their crawling up tyer’s rectum. Conant is a huge disappointment in my ward. Many of my neighbors are very upset with him.
Pete White was delivered a much needed smackdown by Kalinowsky and I applaud her for it. How does this guy keep getting re-elected?

Mostly wealthy Ward 4 decides every citywide election in Pittsfield politics going back many years. Ward 4 always has the highest voter turnout. If you want to run for Mayor, At Large City Councilor, School Committee, Pittsfield State Representative, then tell the middle class and higher voters in Ward 4 what they want to hear. Chris Connell, who represented Ward 4 in City Hall, surprised me and others by fighting for the entire city’s taxpayers. Now it is back to “Business as usual” in Pittsfield politics with Conant.

Also, I strongly disagree with Mayor Linda Tyer and her chief bureaucrat Matt Kerwood’s secretive financial management of municipal taxpayer funds. It is obvious to me that they shuffle municipal dollars around various city accounts to spend public funds how the Tyer administration sees fit instead of complying with state administered federal funds and the votes of the Pittsfield City Council and Pittsfield School Committee. That is NOT democracy, but rather, it is called CREATIVE ACCOUNTING to play financial shell games that disregard the struggling Pittsfield taxpayers!

He needs to advocate for some serious road reconstruction off Ann drive. Some of these roads seemed to have been abandoned even though home property taxes in the area are in the $5000 range. Will he do the job he wanted to be elected to or will he just be one of the pretend councilors taking up a seat only to be a rubber stamper for Tyers cabal.
(because people do remember you years from now) I still recall each and every councilor that advocated for the Civic Authority take over of our municipal government. (Kerwood was one of them so my faith in anything he does is less than luke warm)

Mayors across the country have had it with progressive prosecutors. Where is Pittsfield’s mayor? The SF DA is under recall and the mayor is calling for his head. The Philly mayor is bashing the lack of cooperation and leadership from their DA. Chicago’s mayor said DA Kim Foxx is sending their city into chaos. The NYC Mayor has repeatedly attacked his soft DA. Why does our mayor have time for anything other than her primary responsibility to law and order? Why is she not criticizing the DA. WHY?

Become creative, students who are in vocational can work one week school the next, students taking college level classes shuttle them to BCC, incorporate hybrid learning for students who learn better at home. It’s not that difficult to figure this out. Could even have different starting times and ending times. I thought our school administration had some high level education and can do some high level thinking

I have to say, the “my car wouldn’t turn over” excuse from Kavey is VERY disappointing and appears disingenuous.

Assuming the story is true (which is sounds pretty far-fetched and unusually convenient to avoid the meeting) – like someone already mentioned, getting a ride to an important meeting 15-20 minutes away could not have been that difficult. In fact, if he had wanted to be at that meeting bad enough, I’m sure he would have made it.

That putrid monster is a DCF supervisor in the business of protecting babies to DEATH. He’s as guilty as the DCF-certified foster parents accused of neglecting 10-month-old Kristoff to death. A life sentence in DCF custody, for what turned out to be an agonizing torturous death sentence for an innocent baby. I’ve heard that the accused DCF certified foster parents had met DCF’s strict requirements making them eligible to adopt baby Kristoff before that he slowly suffered to death while in their certified supervised care. As for 11-year-old Hannah, DCF had been involved in that child’s life since she was a baby. And yet, blow flies and maggots fed off of her little corpse for more than a month while her junkie alcoholic unemployed suicidal father shot up drugs within reach of his daughter’s rotting corpse, for more than a month, from the last week in June, to the first week in August. I also heard that the PPD actually went to the Plunkett Street apartment on more than one occasion to do well being checks during the time Hannah little corpse was rotting away. No doubt when the junkie alcoholic suicidal unemployed father told the cops, and DCF, and anyone who asked, that Hannah was just fine, the cops and DCF thanked the junkie alcoholic suicidal dad, wished him a nice day, and left. None of them bother to ask to see Hannah for themselves, just in case the unemployed junkie alcoholic suicidal father was lying to them. I’m guessing that’s because Hannah’s glowing father met DCF Lothrop’s approval.

Gotta give credit to councilor Kronik for at least trying to find a plan to offset some of the increase.
One problem I see is that the council chambers is nearly w empty every week. Residents need to start packing the room, speak at open mic, etc. Put the pressure on! The councilors can certainly be your voice but your presence will be much more impactful.

Pittsfield/Berkshires/Massachusetts is a China-like one political party city/state whereby the state and local corrupt career politicians get to rule for decades and sometimes for life in their respective political fiefdoms throughout the Commonwealth. My brother tells me that it is the case everywhere, but I respond by saying that he is right, but Pittsfield politics has it in SPADES. Pittsfield politics charges its taxpayers top dollar for Level 5 public schools, violent crime-ridden streets, substandard city services, and “Business as usual”. The Mayor, Linda Tyer, lives in a mansion valued at over $800,000 in a millionaires-only gated community within a few feet of the Hancock border, while the people she serves pound sand because they know that they cannot communicate with her without either losing all of their dignity and kissing her dirty behind or being on her RETRIBUTION list. Ergo, most people AVOID City Hall like the plague!
