(FORTRESS OF SOLITUDE, THE WEEKEND EDITION MARCH 31-April 2, 2023) — Tuesday, March 28. It was, perhaps, this city council’s best meeting. Most of the councilors were in good form, Peter Marchetti ran an excellent meeting, and clarity appeared on a least-expected front. However …

There’s always a however in this town.

It came through no fault of anyone on the council. It came in the form of one of our High Priestesses of Woke (H-POW).

C’mon down, Helen “Handgun” Moon.

Handgun appeared at the Open Mic portion and hogged an undeserved spotlight, although her dark shadow reduced that great beam to dimness — about the same that happened when she “served” as a failed Ward 1 councilor.

New D.A. Tim Shugrue didn’t need to deep-six Handgun from her phony position on Squeaky’s staff. Andrea OuttheDoria took care of that. It was Squeaky’s Finest Hour, as Winston might put it. Handgun’s exit raised the performance of the office at least by a factor of 10. Handgun had one simple task: ensure Squeak’s re-election. Kiss o’ death for Squeaky. Again, Handgun practiced her specialty, namely, failure. Oh, and THE PLANET might add that the other H-POW is none other than Dina “Climate Change” Lampiasi. Unlike Handgun, Climate Change got the Shugrue boot. Also unlike Handgun, Climate Change won re-election.

THE PLANET won’t bother to reproduce Handgun’s out-of-touch screed. One sentence will suffice: “I came here in honor of Miguel Estrella’s one year of death, when he was unalived by the city of Pittsfield, Moon.”

“Unalived.”

Swear to Zeus, THE PLANET isn’t making that up. That’s what Handgun said!

Get that. Miggy wasn’t killed by Pittsfield Police. He was “unalived” by the entire city. Then it was more defund-the-cops crap. As one of our astute PLANETEERS commented, that ship sailed a couple years ago. Apparently, Handgun didn’t get the memo.

Where is Andy Williams when you need him? As for that, where is Andy McKeever when you don’t need him?

Now, about the council meeting. As we said, it was arguably their best in its present configuration.

Give credit where credit is due. Our Right Honorable Good Friends made some sensible and piquant remarks on the state of downtown. VP Peter White made a motion to rescind the previous approval. The measure passed 7-2 (Charles Kronick, Karen Kalinowsky ney) with Tony Maffuccio in present but abstaining.

And you know what? It was the correct vote. Ward 1’s Ken Warren and city solicitor Stephen Pagnotta turned the proposed ballot question from simple and straightforward to a hopeless mess. Don’t we know that when you elect a Warren anywhere in the Bay State, you play Risk! Kenny’s no fake Indian, but at times he puffs a crazy peace pipe.

Solicitor Pags made sure to further scramble that simple, sunny-side-up question, leaving the council with no other choice than to scrap the whole thing … perhaps to try again? We can only hope, this time with no confusion.

What stood out at this meeting was the way, for the first time, the council seriously acknowledged the Big Picture with respect to downtown North Street.  THE PLANET saw unanimous agreement that in its current sad state and dangerous configuration, downtown North Street is a disaster. Yes, traffic has slowed down, not because of intelligent design but from hopelessly confusing road markings and a clogged, single lane that makes right turned heading north a game of Russian Roulette.

Drivers have to figure out the Tower of Babel markings, different colors, an overabundance of signs, faded markings, jay-walking pedestrians, and more while stopping-and-going to a flurry of traffic signals not properly synchronized. In a recent PLANET poll, four out of give drivers chose either root canal or getting their thumbs chopped off in a cigar cutter to driving through the downtown. The lone holdout turned out to be The Fifth Dentist.

A city engineer (requesting strict anonymity, naturally) told THE PLANET that the traffic flow “shows no predictability” and have produced “a chaotic [traffic] flow. S/he said that “best practice requires that we first determine wanted flow and only then install the signals and markings. Pittsfield did it ‘back assword,’ a huge blunder'” leading to the present-day downtown. We asked our source: “Who bears responsibility for that error.” S/he said it can be placed on the messy desk of public works commissioner Ricardo Morales, aka Rickey Rumpus.

A highlight during Tuesday’s meeting came about when Ward 5’s Patrick Kavey through the chair called Rumpus to the podium. Kavey asked Rumpus about the alternative plans for North Street (including diagonal parking) that have been in the works for some time. Kavey wanted an update.

“How far along are those plans?” Kavey asked.

“Not too far along,” Rumpus answered.

TRANSLATION: “We haven’t done squat, councilor.”

Mind you, Kavey and others weren’t requesting actual engineering specs but merely some initial ideas. Rumpus got caught with his pants down. Gets drafty down there.

Warren made good points in explaining why he supported rescinding earlier approval of the bike-lane/four-lane referendum. He said a similar referendum can be brought forth in the future, and that if the city doesn’t acknowledge and address the mess it has made of downtown, he will support another referendum effort. There are alternatives, he said. Councilor-at-largevPete White concurred, saying Pittsfield needs to look at fresh alternatives.

Morales, however, has been lagging far behind. It’s his job to provide those alternatives, but he (doesn’t) act as if he doesn’t realize it.

At-large Earl Persip laid the problem out in stark terms: “There’s confusion, and we need to fix it.” Persip spoke for nearly everyone and anyone who has ventured downtown. It’s a bloody tumble, a helter-skelter hash of farrago, a crazy-quilt of disarray. Moreover, irrespective of the realities of its actual condition, downtown Pittsfield is perceived, rightly or not, as dangerous, unsafe, and enormously frustrating. Those perceptions include fear of being harassed or attacked, lack of convenient parking, the presence of gangs, drugs, handguns, lack of parking, tickets if you do park, trash, and a whole lot more.

Thing is, IT DOESN’T HAVE TO BE THAT WAY.

At-large councilor Karen Kalinowsky, who has made a referendum on the bike lanes a passion since first elected, deserves enormous credit for bringing the effort forward for the simple reason of having spurred this much larger discussion on the future of the downtown. And it’s not a distant future. It is upon us, now, today. At the most recent council meeting, the reps seemed to grasp that fully.

THE PLANET gets the impression that councilors are taking this matter seriously. Is it because of the looming elections? Perhaps, but it’s about time downtown gets addressed — sanely. Intelligently. The solution can only be achieved by listening to the two most important stakeholders: citizens and the downtown businesses.

Now if only the administration can take this seriously. THE PLANET suggests to mayor Linda Tyer that she light a fire under “back assward'” Rumpus. Listen to the council, who for once truly represented The Kapanskis.

Kronick and Kevin Sherman were oddly silent during most of the debate. So was Maffuccio. As for Lampiasi, she contributed this gem:

Lampy: “We’ve heard from the experts in the field, we know that we do not want to go back to a four-lane downtown. It would be unsafe for our residents. We had This chamber was filled with residents pleading with us to not create a dangerous commute for them. Every morning I drive my daughter to daycare across the city and the number of bikers that I have seen has increased over time since those bike lanes went up.”

THE PLANET shall let our readers parse Lampy’s “knowledge.” We will add that the “experts” she quotes are the same ones who, with their countless and failed revamps, have killed the downtown in the first place.

and btw, Lampy is a liar. I work downtown and I rarely see bikes in the bike lane. If I see ten in an 8 hour shift, that’s a good day. So if she’s just driving through for a drop off, she’s not seeing an “increase”. Let’s remember that at election time.

Unexplained is why so many councilors AND THE MAYOR , were all for the North street Rubiks Cubing for a year or more. By the way, was there any paid consultants involved in this design or was it someone off the street with a pencil and some drawing paper? And I ask because the city now looks incredibly stupid and somebody rolled this out and they had people backing them up.
Ricky may be being pushed to the front to set off the IEDs but there is no way in hell he was tasked on his own with this design. Just don’t buy it.
But hope it ain’t the same folk designing the Springside bike ramble. Or the new water plant. Or the new Waconah park.

(but just wait till Tyler street is paved and lined. Was its original design modeled after the North street debacle?) uh maybe

Good question. This bike lane craze is national. Where ever you travel, Boston, Charleston, SC, Great Falls MT, Hartford CT – you have bike lanes everywhere and of course, no bikes on them. The plan comes from way above the Pittsfield Dept. PS. However, the issue is the manner this city prioritizes and conducts policy. I spoke with several businesses downtown. They hate the lanes, but they have shifted their concern to illegal camping violating their properties. Their point is that they are not interested in protecting the bike lane interests, but they are not interested either in a symbolic fight either.

Springside House:
I believe the bigger issue that day was the raid upon the Free Cash account to match a federal grant that didn’t require immediate appropriation. We could make that appropriation anytime up to the point we write the check to the vendor. The argument that prevailed is that the CPA Trust should be reserved for private interests. And once again, ‘Cheeseface‘ was the emotional argument used to support the fallacy.
“Vote yes or I’ll shoot this puppy.”

Bad weirdness.

You put a nice spin on the Council meeting, my take is they realize now in an election year they screwed up and actually made the Kapanski’s mad! Personally I don’t follow the bike lanes when I’m on North, I use it just like I always have. In contrast to Lyin Dina I haven’t seen a bicyclist yet who uses the bike lane. Yes I was almost hit by a bike on the sidewalk which is where I see the bicyclist. I am curious why Dina is driving across town while she doesn’t work, she should walk or ride her bicycle across town it would do her good!

Sorry I know you don’t want many posts in a row from the same poster but I just read a list of streets to be paved and Ricky Rumpasses statement of the process they go through mainly street condition. I walk many of these streets and they are in way better condition than the one I reside on! I did notice several streets where the wealthy citizens reside are getting a do over even though their streets are not in rough shape. So what gives? Whose pockets got lined?? Just another lyin linda screwing the working class over again and again

I know who you are. You always complain about Alfred. With good reason. The city repaved the whole street last year, then a few months later ripped up the entire left side to install new water pipe. I couldn’t believe the timing. They still haven’t put back the sewer lids and drain grates. I was hoping they’d come back & repave the whole street but it’s not on the city’s list of streets. Conant could care less.

Actually, someone sort of tried to ask me a question on this matter on last board.

Why should a councilor give a damned about paving‘ appeared to be the question.

Well, for thirty years, streets in Allendale neighborhood have not seen any work and they have been promised it for about a decade. I was surprised last year this day that not a single one got selected for repair. Further, Ward 2 got scarce 2-3% of road work. Wow. I spent much of last year working to remedy both that disparity and the thirty years of neglect. I worked for those streets because residents there challenged me to get it done. I presented a large list of roads in numerous neighborhoods and hand delivered flyers to residents therein alerting them of the public hearings. Only ones to show up were from two streets in Allendale. They got their streets. Not reviewing the numbers, I am inclined to report that good managerial response has been accomplished.

That is my answer: if you want change and if you want action, you have to provide it. The way this city manages its resources will not work well so long as residents leave it up to councilors and staff to anticipate. There are two philosophies that conflict on City Council. One says ‘we lead, and the public minds their private business’. The other says that the public drives the process in greater measure. There are dangers in both – beware of true-believers.

I agree Charles but unfortunately I am of the working class and the meetings seem to always be at a time where I am making money to provide for the family. I have discussed this with every ward city councilor that has been voted in since I bought the house I live in now. Everyone said they would work on it and that my street and sidewalk is on a list. I never was able to get a copy of said list. I have even talked to mayors about being a member of one of the city committees which again they said they would work on. I am at the point that the city will be a view from the rearview mirror so I have stayed in my abode not buying a more expensive one because I don’t want to give this city anymore of my money because I don’t trust where they would spend it. It’s unfortunate because this city was awesome when I was growing up, the baby boomers really screwed it up and it just continues with the current generation.

Thanks for the reach out Charles, keep it up maybe you will rub off on your peers. I have a very busy schedule working and volunteering. The only time left that is free is probably Sat morning but summer is coming. This is why I like this blog I am able to have discussions that I think the council and mayor should be having at thgeir meetings, As Isaid I won’t be here much longer so I feel the way my volunteering is how I will continue to help the Kapanski’s.

Charles, any word on when/if the kids will be risking their and other peoples lives weaving in and out of cars on North street with those scooters this year? Anyone who contributes to or otherwise encourages kids to behave in this manner should have their asses sued off.
The mayor wants bike lanes for “safety”? And then enourages children to ride up and down a busy street in and out of moving cars and trucks and motorcycles??? What am I missing? Do these two policies collide in some intellectual hole in the ground somewhere?

Somehow I knew that out of everything I said, someone would focus on my using “we know”, but there are many people who do believe Biden is corrupt because of his pushing this globalist agenda on our country and using globalist attack dogs like Soros to do it. Soros has been quietly infiltrating our legal system since 2015 and it was kept hidden from the public for obvious reasons. Why did Mayor Liar Tyer not hold a 2023 State of City Address? Thought possibly I missed this yearly vibrant and dynamic event, but I could not find it on the City website. Was she afraid to face the taxpayers, or maybe it’s because she basically has done nothing positive for the City in her current term, or more likely it is that she really doesn’t give a excrete? She really needs to tell us taxpayers why she has let the total maintenance of the public buildings, public parks, sidewalks and streets flop. The City is a mess, just take a drive on her vibrant and dynamic North Street and look at the filthy mess, garbage, nips, overgrown weeds, broken trees and a collage of painted lines.

While watching the latest Clowncil meeting I could not help but think about what a disgrace it was for Councilors Kalinowsky and Sherman having to stare at the ceiling hoping the ceiling doesn’t fall on them. Imagine if a potential new business owner was in the City and was watching the meeting, why would they move their business to a City that can’t even take care of their basically locked dilapidated City Hall. Taxpayers deserve some answers but we will never get them from Liar Tyer or her Clowncil kids!

I appreciate this column. Indeed, North Street is a terrible mess with the useless bike lanes. Question: is there a tax penalty for owners of storefront property in Pittsfield for leaving those storefronts vacant for 12 months or more? The old Jim’s House of Shoes and north is a blight. just wanted you give you my two cents on the interviews with John and Peter.
Both were great, but there were distinct differences between the way they came across.

I felt like John was quite polished and good intentioned, but he didn’t explain exactly how he’d be fixing things. I believe he wants to do everything he can to clean up our desperate city. I believe he will try and not abandon his responsibilities. he’s got the right people on his side who will influence him greatly. I think he’d make a good mayor.

Peter, on the other hand, seemed much more humbled and truly honest, bordering on apologetic. And since he has watched this mess evolve from the inside out in recent years, he could actually have a game plan that could work. If he means what he says, if he is truly not what I call “a puppet” (which is what we’ve had for the last 8 years) then he could make a good mayor. I just hope he doesn’t cave in to “what his friends think”. That’s not what this place needs.

Im torn at this point.

He absolutely didn’t do anything to make Pittsfield a safer better place to live during his entire time on the schitty council. And truly honest and Peter don’t belong in the same sentence. Both smarmy Krol and PEE PEE Peter have demonstrated their disdain for the taxpayers of city of Pittsfield throughout their entire political histories. Both of them are in for themselves, and everyone one else can go F themselves. Neither one of them have ever done anything good for the taxpayers or the city. You shouldn’t be torn about this. None of them are good moral choices. You may not deserve better than this schitt, but I do.
