(FORTRESS OF SOLITUDE, MONDAY OCT. 16, 2023) — Here’s a crucial question that needs definitive answering: To whom was the report of the March 28 Scanlon ARPA audit first delivered?

It’s only because THE PLANET dug it up and published news of the report’s existence that you know about it. The Administration hid for nearly seven months until we unearthed it from The Mummy’s Tomb. That’s the difference a fearless press can make.

Scanlon found what many feared from the get-go, “serious deficiency” in the ARPA books. The ledgers showed a $255,ooo+ discrepancy in the initial $1.8 million outlay, a real confidence booster in Picklefield’s financial shell game.

Who was the receiving officer?

That person should be fired.

That person is key in ARPAgate: Covering up either financial carelessness or deliberate graft. With more than $40 million left to giveaway, this now becomes a momentous issue and one that MUST be addressed in the campaign, by ALL on the ballot, not just for mayoral candidates.

Voters must demand that each candidate reveal their position on two things: first, the quarter-million-dollar “error,” and second, the city’s hiding the report, called out only by the relentless efforts of THE PLANET and a timely petition filed by Ward 2 councilor Charles Kronick. Once more, Sir Chaz delivered big time.

So who was it?

  • Picklefield finance director Matt Kerwood, the person responsible for the movement of public money?
  • Mayor Linda Tyer, to whom the ARPA advisory council reported?
  • Peter Marchetti, council president, chair of its finance committee, and ARPA advisory committee member?
  • Deanna Ruffer, former community development director, named by Tyer to oversee the ARPA handouts?

Each would have reason to be the one.

What’s clear is that whichever of these Col. Mustards first got the report, they stuffed it inside O.B. Joyful’s mattress either of their own initiative or under orders. Our guess in this game of Picklefield Clue! is Kufflinks. Kerwood heads the money.

What say, Kufflinks? When the phone doesn’t ring, we’ll know it’s Kufflinks not getting back to us.

From the get-go, the Administration shrouded Picklefield’s ARPA in secrecy.

Tyer named the members of the ARPA Advisory Council: A.J. Enchill, the Rev. Joel Huntington, Sheila Irvin, Dr. Alan Kulberg, Council President Peter Marchetti, Ellen Spear, Kamaar Taliaferro, Dubois Thomas, and Brett Westbrook.

Tyer decided the meetings would be held in secret, not open to the public or press. Her rationale was to provide “a safe space for members to openly express their opinions.”

”I think that it’s essential that that experience of serving on the advisory council is honored in a way that allows them to be honest and forthright with us about what they see and observe without being worried that they’re being watched and questioned,” Tyer said.

Yes. God forbid the panel responsible for giving away $45 million in public money should face questioning.

What gunk.

THE PLANET‘s revelations come on the heels of mayoral candidate John Krol calling for stronger, independent oversight of city finances, including the ARPA funds.

“There are serious red flags in all of this,” said Krol. “It is worrying that an external auditor found errors in our internal process in the accounting of ARPA funds. … But what’s far more disturbing is that city leadership has not done the very basics to bring this to light. First and foremost, the administration did not share this audit with the city council back in March when the report was completed. If that’s not bad enough, the city then failed to follow the simple mandate of the city charter and hold the annual joint meeting to review this audit. This shows a serious lack of transparency, which is exactly the concern so many residents in our city have with the status quo in city hall.”

“I would say this about the audit,” Marchetti told THE PLANET. “It proves that the audit process works – The most important aspect of an audit is to ensure that recommendations are put into place when a deficiency occurs. When the FY 23 audit is completed we should be looking at the reports to verify the situation has been rectified and not a systemic issue.”

Disgusting.
Krol has been accused of allegedly embezzling money from a cat charity – 10 separate times – and so now your mission is to throw shade at Marchetti.
Ask Krol how many refugees he will assist in moving to Pittsfield, like he did under Tyer’s administration before Trump shut down the Syrian migrant pipeline.
Ask Krol why he has trouble holding down a steady job.
Has he paid his taxes on his 180 biz?

I imagine each and every one of these people knew about the audits concerns. Is it not their jobs? But certainly the mayor and Marchetti and Kerwood knew.

The local paper has had its crack investigative team chasing down details of the Sandisfield fire truck accident but once they are done they will probably be assigned to this audit conundrum. Looking forward to it.

I would start with Tyer and then work through Marchetti, Armstrong, Ruffer and then Munster man. Embezzlement charges should be brought up against Armstrong and Ruffer who were paid nicely for a no show and no read position. They probably were working from home in Florida.

It is impossible to believe that thick as thieves Marchetti, MKUltra and the corner office were not ALL aware of the audit. They were all interested in making sure that this audit never saw the light of day…and hell, they wouldn’t have to be concerned with any opposition to keep the gravy train going with the hit piece against Krol and all. So, the real question is, what else is in the audit that they don’t want anyone to see. Sure there’s the screw up on the reporting, but that’s probably the tip of the iceberg – especially with the hand-outs to most of the members of the secret committee, and the 500K for suddenly-Marchetti-supporting Edgerton. Nothing to see here.

For those who don’t know the back door of Methuselah opens into the alley and the back door of a porno pad, which is furnished with an aftermarket bidet, a padded Ben ch in the living room in which the pads can be flipped over to look like a regular coffee table, and a king size bed with a padded headboard that goes almost all the way up to the ceiling.

Odd – a wired bidet. I have two bidets. One is outside in the deep 40. The other is plumbed. Neither have wiring.

Aren’t you describing all bidets? I’m certain my home has seen at least three bidets, no one would call any of them ‘aftermarket’. Other names, such as, “loo”, “john”, “bathroom”, “little girl’s room”, “powder room”, “toilet” have been used to my personal memory.

I think that Outfox is talking about something different.

Is it a bidet with angel wings for flush handle? Chrome seat? A giant gold harp or heart stretching high up to the ceiling? One that plays music depending on function? Does it perform a magic trick? Laser show? Multi-jet cleansing nozzles?

By aftermarket bidet I mean it wasn’t a separate bathroom fixture, it was quite clearly not a part of the original throne. It was a couple of tubes under the original toilet seat that shoot water on to a person’s naughty bits. Really appeared to be from something like a DIY kit and it was the most inelegant thing I’ve ever seen.

These two were the combined recipients of $1,250,000 of our ARPA tax money.

Why do I point this out?

Take a look at the name of one of the members of the secret ARPA Star Chamber: none other than AJ Enchill. It must be nice to decide on his own “company’s” financial fate. No conflict of interest here. Move along….

Another city employee, the Picklefield Public Scohol’s (PPS) Cultural Competency Coach, Shirley Edgerton, not only received ARPA money, but used it to take family and friends on an African vacation to “explore her roots.” No conflict of interest here. Move along….

Is that ARPA audit available to the public?
I ask that because I doubt it was an audit in the sense most people think of an audit.
Most likely it was a reconciliation request meaning someone found an imbalance between bank statement and the ARPA general ledger account. Not being able to find the root cause of the imbalance someone requested help from Scanlon who found the errors and identified the general ledger entries that needed to be made to reconcile the account. It happens (but not often).
The mayor and the CC needed to be notified prior to requesting Scanlons help and the letter from Scanlon to the requesting person/entity should have been shared with the mayor and CC.

It is pertinent regarding the large fee we spend on administration of the Grant. My read on it is that they reported twice the same allotment of $235K to the Ashley Water. That is an outlier sum in context to the 2 million reported – it pops out on paper.

To think the easiest and best thing for the Kapanski’s would have to use the whole amount to pay for the water/sewer upgrade. I was looking at Krol’s personal Facebook page this morning. His meet and greet at Methuselah was a complete disaster. Despite him calling it a success it looked like there was one ONE person there (beside Yuki) that wasn’t part of his campaign team or the band. Does he think we can’t see things with our own eyes?

Since Kitty Gate, he has raised $1,550. $500 from his aunt, $500 from Tony Mazzeo, $500 from Melissa Mazzeo and $50 from some poor unsuspecting person. That is over 27 days when candidates should be racking in the cash. Marchetti has raised $17,200.
