ADD 1 (noon) — Here’s the PPD’s release on the shooting on Glenwood Avenue:

On Tuesday, May 12, 2020 at approximately, 10:53 PM, the Pittsfield Police Department Dispatch Center received a call from a resident at 12 Glenwood Avenue reporting that her son was “destroying” her house. Multiple units were dispatched to that location.

Initial arriving officers found the reporting party outside of the residence, reporting that the suspect was still in the residence and armed with a bat and that if officers made entry, he would go after them. Shortly thereafter, the suspect stated to officers on scene that he was armed and would shoot them.

Additional units and resources were dispatched to the scene. Officers began to establish a perimeter, make a plan to evacuate the adjoining residence and attempt to contact the suspect by phone.

At approximately 11:33 PM, while officers were still establishing the perimeter, the suspect exited the front entrance of the house armed with a knife and a broken golf club. Officers gave the suspect multiple commands to stop. When the suspect continued to advance, Sergeant Jacob Barbour engaged the suspect with multiple less-lethal shotgun rounds, with no noticeable effect. When the suspect continued to advance on the officers, Sergeant John (JP) Murphy fired on him with his Department issued sidearm twice, striking him once.

Officers on-scene immediately rendered aid to the suspect. He was transported to Berkshire Medical Center and was treated for non-life threatening injuries.

The suspect, subsequently identified as Kerry P. Robinson (52 years of age) of Pittsfield is under arrest on one charge of Armed Assault with Intent to Murder. Additional charges may be filed on the basis of the continuing investigation.

The Pittsfield Police Department requested that the Berkshire State Police Detective Unit take over the criminal investigation of this incident in the interest of transparency and a complete and thorough investigation. This investigation is in the preliminary stages and is on-going. The investigation is being conducted by members of the Pittsfield Police Department Detective Bureau, the Berkshire State Police Detective Unit, the Berkshire Law Enforcement Task Force, Massachusetts State Police Ballistics Section, and Massachusetts State Police Crime Lab. A separate use of force investigation will be conducted by a Pittsfield Police Department Force Investigation Team, per Department Policy.

Anyone who witnessed any or all of this incident is asked to contact the Pittsfield Police Detective Bureau at 413-448-9705 or the Berkshire State Police Detective Unit at 413-499-1112.

On May 7, we sent the mayor the following e-mail:

I know you are considered a reopening of the local economy. Can you address these questions and any other factors you feel are relevant in making this decision:
* When do you think this might happen?
* Who will make the decision?
* What factors will be weighed?
* What will it look like. Gradual? All at once? Certain businesses?
* How will aid-to-businesses be determined? 
* What companies will get assistance. I mention, specifically but not exclusively, Dotties: Word is out that they will be first in line for a maximum amount because of their political favor. True?
* How much pressure do you personally feel (or have received, for that matter), about the area’s premier cultural events given tourism’s importance in the local economy?
* How will you convey the decision?
* How will the decision, up or down, be policed. Already, many are ignoring the bans on social distancing, wearing of masks, etc. Do you think there is sufficient resources to enforce decisions.
We present her response, verbatim, without interpretation or comment, except our admiration for the self-deprecating joke in her opening sentence. We have only edited for grammar and mechanics. That shows a healthy perspective. Unlike other local media, THE PLANET doesn’t tell you what to think. Also unlike other local media, we DO encourage THAT you think.
MAYOR TYER’S RESPONSE

I promise that my response to your questions regarding reopening will not include the words “vibrant” or “dynamic.”  

Rather than answering each one of your questions, I believe it will be more helpful if I give you an overview of what I expect will happen with regard to re-opening. First, the reopening of Massachusetts, the Berkshires, and specifically Pittsfield, will require a very careful, phased-in approach. While Pittsfield has had at least three weeks of very promising data regarding the spread of COVID-19, people are still getting sick. For example, this past week, Pittsfield had a three-day period with no new cases. Then, suddenly on Saturday, May 9, Pittsfield had four new cases. This is an unprecedented public health crisis, and we are nowhere near a solution that will allow us to return to our habits and routines pre COVID-19.  There is no validated treatment plan, no vaccine, and no wide-spread testing capability.  The threat of this virus continues to be real, and I believe we will see a long period of public health restrictions and limitations.

Like almost everyone in Massachusetts, I am anxiously awaiting  Governor Baker’s Reopening Advisory Board report. On May 18, I expect that we will see a comprehensive report on the methods for reopening Massachusetts. Pittsfield will certainly align with the recommendations contained in the statewide plan. There may be some unique regional factors but, overall, I expect to follow the Governor’s reopening plan. In the days following the May 18 release of the Governor’s report, I anticipate that I and the team that I have assembled will spend several days delving into the specifics of the recommendations.  We will assess how the plan will be implemented here in the City of Pittsfield. I am hopeful that the recommendations for a phased-in re-opening will be based upon a very specific set of public health metrics developed by scientists and medical professionals.

Regarding Pittsfield’s Economic Relief and Recovery plan, we are still waiting for the federal government to release the $789,000 in Community Development Block Grant funds that are specifically targeted for COVID-19 economic recovery. We have already developed our plan, it has been passed by the City Council, and we continue to consult with the federal Housing and Urban Development agency to learn more about the specific requirements that they expect communities to follow, monitor, and be accountable for. Honestly, it’s disheartening that those funds still have not been released so that we can put these federal resources to work in our city.  When we announced the economic relief and recovery package, we received nearly 100 inquiries from residents and businesses.  Individuals and businesses are desperate for help. You asked specifically about Dottie’s. If Dottie’s applies for this funding source and they meet the eligibility requirements, it is possible that they will receive funding.  You also asked about premier cultural organizations. While they represent a significant sector in the Berkshire economy, they, like every other sector of the economy, will have to comply with Governor Baker‘s state-wide plan for reopening.  

It is unfortunate that a small segment of the population in Pittsfield and around the country insist on rejecting the public health recommendations and warnings such as social distancing and wearing masks.  This attitude is detrimental to our community and will make a full recovery, sooner rather than later, nearly impossible. COVID-19 continues to be a very serious threat to human health. Enforcement in the City of Pittsfield will begin with friendly reminders and an attempt to educate. It is not our intention to take a punitive approach. I believe almost everyone wants to do the right thing for themselves, their families, and their community.
Overall, I am cautiously optimistic that we can begin re-opening business and community life in Pittsfield.  However, I am concerned about the boomerang [e]ffect that may occur if we’re not very methodical in both opening and monitoring.  The worst case scenario would be opening followed by a surge in COVID-19 cases that forces us into another shut-down.

I disagree Johnny. I think she gave a considered, well-reasoned response that answered just about all Dan’s questions. Caution, gradual, measured, science-based…all based on sound logic. If you are asking about or worrying that she didnt address nuts and bolts specifics, apparently we’ll have to wait until 5/18 and the governor’s overall plan which she said she will follow once its released.

The one thing I do agree with her on is slow walking any opening. She seems to have gotten good advice from someone and is listening.

Where did she say she would be releasing to the public, a list of business s and landlords she would be giving taxpayer money to? That is very important to us and if she has a good reason for keeping that info secret I would like to know what it is. Did she address that and if not why not?

You could reasonably say she answered the first 6 questions about reopening by saying she would follow lead of governor, but, she absolutely, positively ducked, bobbed, and weaved on the last 6, just a round about answer, versus a straight answer. In others words, a bland BS sandwhich, served up like the true politician she is.

The lovely Linda Tyer has to propose a fiscal year 2021 municipal budget soon. It won’t be a pretty picture. For the past decades, Pittsfield politics has always and predictably raised municipal taxes and fees by around 5% per fiscal year, while raising municipal debts by tens of millions of dollars per fiscal year. Mayor Linda Tyer won’t be able to soak Mary Jane and Joe Kapanski this time around due to the decreased revenues from the COVID-19 or coronavirus pandemic. Matt Kerwood will have to part with his $10.1 million slush fund to cover the city government’s budget shortfall. In closing, the hyped “Ruberto renaissance” of spending tens of millions of taxpayer dollars, including around $3 million from GE’s settlement fund, on arts and culture will backfire this Summer of 2020. (It didn’t work in the first place).

She CANNOT give away a ton of taxpayer money and then raise taxes. She needs to LOWER them. Her business friends are not the only ones taking a hit from this. She herself is a lame duck mayor sitting on a fat paycheck with all kinds of perks and advantages while living on the perimeter of her city which, while she would like you to believe otherwise, is an expanding cesspool.
Someone asks if she had driven around her city lately to see the condition of the roads or the garbage everywhere. Did she comment on that and if not why not. What is her plan if she has one?

Wednesday, May 13th, 2020, is the day when the U.S. Senate debates and votes on the reauthorization of the Patriot Act. The U.S. Constitution entitles U.S. Citizens to privacy, while the Patriot Act contradicts our constitutional right to privacy. Since 9/11/2001, the Patriot Act has had many reported (and unreported) abuses. Does the federal government protect our constitutional right to privacy or do they have the right under the Patriot Act to spy on us? Do we live in a Free Country or are we under the control of “Big Brother”? This is the very definition of insanity!

GREAT BARRINGTON — A Housatonic man arrested last week for allegedly possessing more than 700 bags of heroin was out on bail for another set of drug charges for which he is still awaiting trial in Pittsfield.

In addition to facing these new charges filed in Southern Berkshire District Court, Ryan Babcock, 34, is also facing multiple charges in Central Berkshire District Court alleging possession and intent to distribute narcotics and prescription pills.

His next pretrial date in Pittsfield is scheduled for July 9.

At his further arraignment Friday by teleconference in Southern Berkshire District Court, Judge William Rota revoked his bail and ordered Babcock held without bail for 90 days at the Berkshire County Jail and House of Correction on the earlier charges from last summer.

Rota set Babcock’s first pretrial hearing for June 4 in Southern Berkshire District Court.

Great Barrington police officers spotted him driving Main Street the morning of May 5, knowing his license had been previously revoked.

Secondly, there will be no one left to pay the bill when it comes due. These dotties, Yuki, farmers market types — who have an almost psychopathic need for others to pay their way in life make up the ‘non profit’ or special business community. It is the second biggest racket in the Berkshires. How many live mortgage free from trust funds or family money but want struggling elderly taxpayers to pay for their hobby business? Their parents never taught them right from wrong. You don’t beg for money for non essentials. Hell no. The government is going broke paying for bs initiatives. I doubt the Bianchi crowd would do much better because they would just paid the pockets of a different group of constituents but they would be a lot less duplicitous about it. Sickening.

Also, she got someone else to write that for her. I am guessing it was someone we have mentioned in this site before.

This was a decision made by state government. Part of the deal includes professional cleaners coming in and sanitizing after a person leaves. Tbey will have the cleanest rooms in Berkshire County. Anyone that wouldn’t stay there after this would be the same people not drinking Corona beer.

I read she will follow the Govenors recommendations that will be slow and cautious. I read there are over 100 businesses that would like help with funding and Dotties can apply.She worries those that dont follow the caution involved here by following a simple plan of opening could jeopardize what we have accomplished in Pittsfield and that would be disappointing requiring us to move backwards…..I agree with this approach 100% and am glad to hear that this is her attitude.Its a thoughtful common sense approach.Slow and easy.

The City Council last night approved a property tax relief package for Robert Trask from Lee who wants to open a brewpub on North St. Then awarded him with $150,000 from the City’s economic development fund to equip it.
I am so pissed about this. We have small businesses in this town who are struggling to stay alive! Freddies on Fenn St. I have observed was frantically searching for help when the small business loans were announced. He could not manuver through the red tape. There are so many more needing support to survive. This action by the Mayor and City Council during this Pandemic is unforgiveable!! I don’t know Robert Trask and have no ill will toward him or his business, but this is wrong. Take care of Pittsfield businesses Mayor Tyer and City Council. What the hell is wrong with you people?

I have said it numerous times on this site, what a slap in the face of the long standing Pittsfield businesses that have been here for YEARS and not asked for a single dime, but show up and pay the tax bill and never bitch. Thank you Kevin Morandi for echoing the sentiment, that was important for those businesses to be acknowledged. We are now going to give taxpayer funding to a brewery that will be in direct competition to places like Patricks, District, and Wandering Star. Not to mention, the model for running this business has completely changed since it was brought forth. As a result of the pandemic, can the brewery keep the promised amount of jobs? Can they be sustainable at substantially reduced capacity? Also, is Yuki going to abstain from every important vote that happens on North/Tyler? Complete waste of an at-large seat.

It used to be that when you went into business you knew it was full of risks from a variety of directions. And you needed a business plan that recognized that. But now our mayor has decided that the taxpayers, whom have their own family financial burdens, must be the parachute for those who go into business. What did she say? Just a bunch of empty circle talk. What questions did she answer? None. It verified what I said a couple days ago. She had to check with Bowtie, Deanna, PeePee Petie and Bare Bare so they could craft an answer for her to give the Planet. Mayor Useless can’t speak in full sentences, never could, when on her own she speaks in cliches. After watching the City Council Laugh In/Hollywood Squares meeting last night I have lost all hope that the City of Pittsfield is going to survive. Just the fact that they approved $300,000 for a brewery for someone that is not even a resident of Pittsfield tells us local taxpayers everything. What has the Mayor and City Council done to help the actual taxpayers? Us taxpayers are not receiving free rent, free mortgage payments, free food, free masks, free anything. We just keep receiving bills from the City of Pittsfield and we pay them. Yet so many of the receivers have always been and still are receiving assistance with subsidized rent, utilities, food, and constant freebees, Our taxes are going to be beyond sky high, how else are they going to keep playing the money game. What is Mayor Clueless and her puppet CC going to do when taxpayers start putting up the House For Sale signs and get out of Pittsfield. Then again that is if you can sell your home in this filthy, trashed filled, crime ridden, drug filled, prostitute filled, potholed filled, lack of businesses and retail stores Vibrant & Brilliant City. Oh, wait a minute we are going to build a City financed SPACE CAPSULE. That item alone might sell my house. Yay! There is some HOPE. By the way, Connell’s dog was once again the star of the City Council meeting, maybe the dog can figure out how to use Zoom, because Chris can’t. The dog mugs was much better to look at than Pissed Off Pee Pee Peties huge mug.

DNC would not let the FBI see its server.

Pittsfield Police including the K-9 unit spent most of yesterday morning looking for a suspect with a gun around Merriam Street, West Housatonic Street and West Street, but, we will never hear anything about it just like we will probably not hear about what was happening last night on Glenwood Avenue. Mayor Useless wants us all to believe the City of Pits is a scene from Andy of Mayberry.

In the 1950s 60s 70s 80s Pittsfield had more dive bars because it was a place where almost everyone got drunk everday day and many of them went home to intimidate the family.These kinds of bars are much different than the shit that went on 50 years ago.The bars today are much better than those were.Also people today dont drink like they did 40 years ago.

Currently Dotties Go Fund Me Page is up to $6,132, and the owner Jessica Rufo stated on this same page that she has applied for several grants. Before any monies are handed out to Jessica or Yuki Cohen owner of Methsulah they should be required to supply an explanation as to why they are unable to open their businesses for curbside/takeout. Both establishments have decent menu’s that they could be providing takeout. How much money does Jessica from Dotties need to brew some coffee? Sounds to me that they are nothing but lazy bums looking for a free handout from the City of Pittsfield, and unfortunately they will get it. Yuki has added absolutely nothing to the City since she became a councilor, she just abstains from all votes. So us taxpayers are already paying her and also paying her health insurance. Meanwhile us taxpayers are getting squat.

I find Tyer’s response disturbing!

First of all she states on May 9th there were FOUR NEW CASES, an “unprecedented health crisis.” Are you kidding me?! Testing will reveal more cases, but the purpose of the lockdown was to avoid overstressing the hospitals. As of today there are 4 people hospitalized at BMC ( not to be confused with the 4 new cases apparently not admitted to BMC) and 1 hospitalized at Fairview. A handful of newly diagnosed cases does not make an unprecedented health crisis!! Does not warrant a lockdown!

Second, she states that “individual businesses are desperate for help.” Well then, lift the lockdown so they can make a living! Handouts are NOT the answer, especially when handed out to a few politically connected individuals. Hey mayor, why not cut taxes for EVERYONE?! What about Nautilus, long-time downtown business? First he got screwed over with the parking kiosks in the nearby lot, now he’s in limbo along with other small businesses wondering why he’s not allowed to make a living!

So I saw the memos today and I have pictures of two.

Internal BMC memo soliciting to house homeless “high risk COVID positive patients” at Fairview Commons.
Many of the patients are “addicted to opioids” are “alcoholics in need of a detox program”.
Several have “severe mental health issues”.

The stat was going to pay $900-$2,300 a day per patient based on the severity of their illness.

The State declined BHS due to prior failures to mitigate and contain the outbreak.

The other memo is a string of emails from DPH to the Pittsfield including the mayor. They called the city out for its lack of response.

Gordmans Department Store in North Adams is now filing for bankruptcy. It was open for about a month in North Adams after replacing the previous department store that closed in that location. What a waste. If people can pack in Walmart and shop, why couldn’t a department store be open? Same for many other retail stores like Barnes & Noble. They should be opened. People should be able to buy books.

I do order books online, but I love the atmosphere in the book stores because it’s like going to the library. You never know what treasures you will find. Also great if I need a certain book quickly.

Comments from Hendrix and Johnny Absurd near the beginning. Very good prescient comments early on in this blog. My point is, these two have an understanding of local economics. We’re letting a lot of things go but, the city council, hopefully, should understand some of this. My worry is they understand nothing. Okay, that’s not new, however, I hope they understand what’s at stake. Your city is in trouble. I know Chris Connel and Kevin Morandi understand this. Does anyone else?

Chuck,Connell and Morandi should be more passionate when they speak. Instead they give Kuffkinks,The Monster head and Ruffer very little argument. What does this Council need to be pounded into their brain? You know,I know the Planet knows,you save funds not spend them in a time of uncertainty. Who the hell is to say this Brewery will pay a nickel in taxes after the first year. Personally they won’t make it. Beer? Come on?

Pittsfield politics economic/financial answer to everything is to raise taxes and fees, and increase municipal debts/liabilities, to unsustainable levels, while ensuring that Matt Kerwood has a $10.1 million slush fund. Mary Jane and Joe Kapanski can either “Assume the position” or move out of town.

Thousands of people have moved out of Pittsfield (Mass.) over the past decades. Hundreds of living wage jobs have been lost. The only winners are the one political (Democratic) party ruling elites, the vested interests (Big 3 public – police, fire, & school – unions), and the special interests, such as out-of-town millionaires.

My theory about Pittsfield politics is that they either don’t care about the city’s distressed local economy and/or they use “perverse incentives” to collect as much social services dollars as possible to fill City Hall’s fiscal coffers. GE left Pittsfield 3 decades ago, but Pittsfield politics has done nothing to create living wage jobs for the average working poor Pittsfield resident. The more poverty means more social services state and federal dollars for Pittsfield. It is similar to the state lottery and casino gambling, where it is really a voluntary tax on the working poor that benefits state and local government’s fiscal coffers.

Since Mayor Jimmy Ruberto, Pittsfield politics has been in the media spotlight for its public investments in the arts and cultural venues. The catch is that “Ruberto’s renaissance” spent tens of millions of taxpayer dollars, including around $3 million GE settlement fund dollars, on downtown arts and cultural projects and institutions. Pittsfield politics modeled downtown Pittsfield’s arts and cultural venues after Brooklyn, NY’s artsy gentrification. It didn’t work for PIttsfield! Downtown Pittsfield is a scary place, especially after hours, that most people avoid like the plague. Now, with COVID-19, Berkshire County’s tourism economy will take a major hit this coming Summer of 2020.
