(FORTRESS OF SOLITUDE, MONDAY JUNE 22, 2020) — As part of the giant scam to skirt the budget hit COVID-19 has taken on every aspect of public and private economics, Ward 1’s Helen Moon lobbied for and, with the help of complicit councilors, successfully ordered the Pittsfield school department budget back to the school committee — not for desperately needed cuts but so TSC can INCREASE spending. That was the point of the entire deal, which used the Pittsfield Police Department as collateral.

It’s not THE PLANET who revealed the plot, but inside sources revealing an elaborate con involving Moon’s boss, D.A. Andrea Harrington; superintendent Jason JIV McCandless; school finance director Kristen Behnke; school committee chairwoman Kathy “Lady Boots” Yon; and an angelic host of gophers and fetchers. To use lingo familiar with every taxpayer in Pittsfield, “They pulled ‘a Stanley.'”

THE PLANET laid out the scheme in The Weekend Edition. Again, we’re not making the claims but sources in city hall, the Mercer Building (PSD HQ), and the D.A.’s office itself. We’re the messenger — the lone one among local media — who hasn’t been afraid to dig, who takes the job of journalist seriously and understands the responsibilities of The Fourth Estate.

One consideration lost in the chaos is conflict of interest. It’s well known not just in local law enforcement and criminal justice circles but among the general populace that the D.A.’s approach to office has alienated the criminal-justice system, especially the Pittsfield Police Department and courts. Cops occupy the front lines in the battle for public safety. Interview any officer, and you’ll hear the dreadful depths to which the public-safety index has fallen. Every day and night, officers scramble to keep up with the pubic vomiting of what THE PLANET calls “the armies of the road.”

This bunch includes gang member, drug dealers, hookers, welfare cheats, mentally ill, addicts, scammers, slammers, jammers, bammers, glammers, and other groups and individuals who not only don’t contribute to the public good, let alone city coffers but take away in the millions it takes to keep cleaning the mess these deadbeats make. As always, the police are the first ones in with mop and bucket.

While the undermanned, underfunded police department responds to these calls, the rest of the city remains with less protection. In fact, one street source from the West Side who has contact with a local gang said that’s one of the tactics. Start a relatively minor scuffle here then engage in “the real shit” there — the same misdirection used by magicians to perform the trick.

These thugs, emboldened by the D.A.’s coddling stance on socio-cultural excuses for their criminal behavior, feel invulnerable. They feel they own the streets. The recent BLM protests have added to that sense of security. Isn’t it the ultimate irony? That Bloods, MS-13, Crips, and Latin Kings can sleep peacefully during the day (“they on’y come out at night”), but Mary Jane and Joe Kapanski fear for their lives each time they venture out — or remain in, for that matter.

Those heroic officers are the ones Helen Moon defunded and grossly insulted. They are the men and women in Blue who work to keep you safe in your home and business. They are the people on whom Moon, Nick Caccamo, Pat Kavey, Dina Guiel-Lampiasi, Peter Marchetti, Yuki Cohen, Earl Persip, and Peter White just dumped a squirty, chocolate shower.

Back to conflict of interest. When Moon and duped councilors exercised Phase II of Operation DEFUND THE COPS/REFUND JIV with her school proposal, the PSD budget went back to the school committee, where Yon and JIV would then go to work.  Instant guarantee: Unanimous consent to add millions. Kevin Morandi immediately recused himself from a vote on school spending because he has family employed there. Morandi told THE PLANET he sought counsel from the State Ethics Commission. Attorneys there advised him to recuse for that reason.

Morandi’s principled action beings to mind a question: Does any other councilor or the mayor, who sits on the school committee ex-officio, have family, friends, or loved ones working for JIV? Likely given the 1,200+ jobs in that department and the usual practice of hiring those “who know someone.” THE PLANET has polled each of the 10 remaining on the dais on this question. If they have such connections, by law they cannot and should not vote.

In the same vein, is it a conflict of interest for Moon and Guiel-Lampiasi, as employees of the district attorney, to vote on police funding? We also have queries into both women.

And speaking of complicit, the local newspaper has been pushing editorials and letters and comments and all manner of hype to fund and upfund the school budget. They are one of the mayors and school unions biggest supporters while at the same time pushing relentlessly for higher taxes on almost everything. They are the ultimate poison pill in the city’s phony plastic façade of reinvention.

Great column Dan, can’t wait for your report on the feedback. I believe at least one councilor’s girlfriend works for the schools. Surprised Yuki voted to cut police funding, as several officers supported her run for the council seat.
 
Every other school district in the state is downsizing, laying off teachers and generally reducing expenditures in anticipation of the cutbacks in state aid. Close an elementary school or two!

This is a Berkshire thing – the amped up public outcry that is usually faked but the puppets aren’t always sure and they are so desperate for their jobs it’s like a huge complicated and complicit pantomime.
I vote to lower the school budget. If we have 150 spare wheels that is too many. Most of the women paras has gobsig spouses, are TERRIBLE at their jobs, and only do it for the pension and cheap family health insurance. So all these rich families are essentially milking the system. And that is a para for every 5-10 kids without them?
If Maura Healey does only one good thing for Berkshire County (and I am waiting) it would be actually attack the rampant conflicts of interest in town and city boards. It’s completely criminal. and it effects quality of life for every
Andrew Leiling is more progressive and helpful to all the citizens of Ma than any of our elected representatives. All the Trump haters (and I don’t like him either) should really think about how this honest State’s attorney is doing work that Healey refuses to do. And this unethical if not criminal behavior effects poor, brown and those without influence more. But Healey won’t touch her Democrats who bring in the votes. She is the people’s attorney, god help us.

Even with the ever increasing gargantuan school budget in Pittsfield almost all school teachers, administrators and city personnel send their own children OUT of the system they work for. The have an inside view and have decided it is not good enough for THEIR children.
So what is really going on here?

If Maura Healey does one good thing for Berkshire County it would be to give “Little Miss Can’t Be Wrong” (see Mia Wallace’s great post in weekend edition on Harrington) a cushy job in AGs office so we can be done with her. Baker can appoint Caccaviello again, or somebody with half a brain.

Few are those who come to public service with selfless motivation. These are the rare breed for whom the power that comes with responsibility is not intoxicating but sobering. Career public servants put the community’s well-being before their personal ambitions and spend their time protecting others; they become experts in their fields, tireless in commitment and devoted for decades.
Andrea Harrington has no experience as a prosecutor, and only a few years as a part-time public defender who tried her first case as a lawyer in 2011. The Democratic nominee for district attorney is the least qualified person to ever run, yet she is the beneficiary of help and support from those I believe ignored that critical fact. And I keep having to ask the question: Why?
Rep. Tricia Farley-Bouvier, D-Pittsfield, attempted to persuade Progressive Judith Knight to drop out of the race to advantage Harrington. Attorney General Maura Healey endorsed Harrington, stating she didn’t know Paul Caccaviello and had never worked with him. Healey diminished the stature of office of AG by making an endorsement without meeting the candidate with 30 years of prosecutorial experience in a DA’s race.
What does her gesture say to the dedicated men and women who work as prosecutors across the Commonwealth? How could Healey support an attorney qualified only for an entry-level prosecutor’s position for the highest law enforcement position in Berkshire County? Does Healey think so little of the folks of Berkshire County that she blindly recommends they vote for a politician who has already run for and lost a state Senate seat? Why does she support a candidate with no experience or record of accomplishments who routinely pads her resume, threatens non-supporters with political ruin and spreads falsehoods about her opponents?
Common among these events is a demonstrated lack of selfless motivation for public service. Healey failed to exercise due diligence before bestowing the benefit of her endorsement, making her endorsement hollow, meaningless and cynically political. In so doing, she ignored the selfless dedication to public service demonstrated by the 30-year career of DA Paul Caccaviello.
On Nov. 6, stand with me, noting that experience matters for our safety in Berkshire County, and please write in Paul Caccaviello for Berkshire district attorney.

I also took a look at the photos from the walk. The one below in particular caught my eye. Look at all that diversity! These frauds care so much about the African American community that they chose to move as far away from it has possible. Look at where Hinds, TFB, and others live. I also found it amusing seeing the white coats in the crowd. I see the “staythefuckhome” and “I am a healthcare worker, I can’t stay home” crowd has had a recent change of heart. Are these people going to “kill grandma” just like those of us that simply wanted to go to work were going to?

You would be crazy to walk the majority of the city streets during the day & at night you would just be asking for trouble. Seriously, if you are just a normal taxpaying citizen, I challenge you to walk up and down North St anytime between 10AM-6PM, you would very quickly realize your in the minority amidst the drunks, druggies, mentally ill, and other hooligans loitering. Add in the parking disaster and a city that could give 0 shits about safety, I have no clue why any business would remain on North.

Glen Beck show today is a must listen for all Americans. He explains with lots of evidence that we are fighting a war right now in this country against Marxism. Violence isn’t the answer because that is what they want. Trying to save our young adults and show them the truth of what is happening is vital. This is why they are destroying our history by tearing down all of these statutes, not just confederate ones, because the point is to completely erase our history. This is happening in other countries too.

I agree Pat – his show was a wake-up call to the nation, for those who have ears to hear. I’m not a Beck devotee, as he has been off the mark many times in his career ( most famously his view of Trump), but yesterday’s show was outstanding. The show helped me to put current events in perspective. I used to have a high school teacher who told us that the U.S. would be destroyed internally by Marxists.

A more conscientious mayor might have taken all the money she is passing out under the guise of Covid recovery funding and put it into a FORENIC AUDIT. There should be a binding question at the next election regarding a forensic audit of all Pittsfield budgets. And a commitment from the Eagle NOT to campaign against it. Pittsfield’s distressed economy is at rock bottom. Mayor Linda Tyer should take note of Mary Jane and Joe Kapanski’s financial hardships.
Beacon Hill has not passed their state budget yet. Governor Charlie Baker recently submitted a 1/12th state budget for July of 2020.
I wouldn’t walk around Pittsfield’s inner city streets after hours even if someone offered me $1,000,000 to put my life and personal safety at high risks.

I do not understand why Matt Kerwood has a $10.1 million slush fund. But what frustrates me is that Mayor Linda Tyer and Matt Kerwood are raising property taxes by over $1,800,000 in their proposed fiscal year 2021 municipal budget during a time of extreme financial hardship for Mary Jane and Joe Kapanski. We should all know that the $10.1 million slush fund is not Matt Kerwood’s money, but rather, it is Mary Jane and Joe Kapanski’s hard earned tax dollars. It is a doubly whammy for the hard working Pittsfield taxpayers!

President Trump did not cause this virus and can’t be blamed for what it does. The Chinese virus mysteriously was allowed into our country and the rest of the world by China not even trying to stop it. Now that we know that communists (Marxists) want to take over our country, this is all very suspect. I just heard that the virus has possibly mutated due to social distancing and in Italy 80 and 90 year olds who get it are breathing fine when 2 months ago they would have died in 2 or 3 days.

Moonshot states that she represents the black and brown community. Evidently no one told her that by being on the CC she is representing all voters in Pittsfield. She should especially realize that she also represents the hardworking, taxpaying white voters of Pittsfield who are paying her salary and health insurance. Her comment needs to be reported and investigated by the State Ethics Division. If she truly feels this is how she represents the voters she needs to either step down or be removed.
 
As far as the School Department goes, very curious as to what percentage of students turned in all their homework assignments since the taxpayers paid for their Chromebooks. Heard that near Springfield a teacher reported that only 8 students out of 27 in her class turned in homework. Is someone at Mercer checking on this? Is there any checks or balances on this? Before they purchase more Chromebooks they should be analyzing this.
 
Heard from a very reliable source that most City Hall workers are only working 4 hours a week and being paid for 40 hours. Evidently that is why my check which I left in the new illustrious black box outside of City Hall over two weeks ago has yet to be cashed by City Hall. Why are employees not working more? Is there no one working to deposit the monies paid in? Why are taxpayers paying them to stay home? City Hall and the City Council are conveniently using CORID19 as an avoidance measure to avoid addressing issues with residents and taxpayers of Pittsfield. Wonder why the City is such as mess folks?

The point of showing up is to collect 8,000 per year and free or nearly free health insurance, although I don’t begrudge him or any other councilor the money. He puts in a lot of effort.

They did. And surely you read the reports that Trumps campaign was paying $50 per person to get people in there. He must have run out of money be3cause he was promising 19,00 just for the inside. He was like SOOO embarrassed that some of his people would not risk dying to worship on his alter.

Posting MRSMIAWALLACE’s excellent post here in case you missed it. Mrs.MiaWallace: Many local police departments have officers certified in Crisis Intervention Training. Based on the nationally-acclaimed Memphis model, officers attend a 40-hour training on responding to calls involving those with chronic mental health issues, traumatic brain injuries, autism, and suicidal thoughts. Many community members have a dual-diagnosis and suffer with substance use disorder. CIT seeks to improve outcomes for both the public and the police by teaching officers to recognize when folks are in crisis and how to approach and communicate with them so as to de-escalate the situation; the idea is to move people into treatment and not the criminal justice system. Chief Wynn was very much a proponent of this program and by the time it ended in 2018, over half of PPD officers had been trained. Other local police departments, correctional officers, college security, dispatchers, and EMTs were also trained over the years.
 
The training was a collaboration between NAMI-BC, BCC, Berkshire County Sheriff’s Department, and the Berkshire DA under Dave Capeless. Sending officers to a 40-hour training is extremely expensive, even though presenters and organizers [this writer included] donated their time to the training. Training participants were given a pre- and post-training assessment test, the results of which were examined by a Williams College PhD on the level of comfort and confidence officers had in dealing with individuals with lived experience; each year the results revealed that officers went away from the training with the confidence and knowledge they needed to improve these outcomes.
 
Of course PPD took this one step further and hired a clinician to ride along on certain call where subjects were in crisis. I believe that this practice continues.
 
For those who were not aware of this program, you are not alone. Clearly Ms. Moon is unaware of it. During the last DA’s race it was clear that Ms. Harrington was unaware of it. Why is that? I suspect that it is because unlike the current “administration” the prior DAs did not view everything as a photo opportunity, staged, packaged, and displayed on social media or the subject of a press release or interview. The DA’s Domestic and Sexual Violence task force [which has its own FB page] is not a new idea–there have been various iterations of such a task force for decades; the previous participants were not the DA’s political pals, but rather direct providers. Diversion of mental-health cases? Absolutely, both in district and superior court. Evidence-based prosecutions of domestic violence case? The DA doesn’t realize the prior administrations successfully used this approach for decades and all new ADAs and VWAs trained to prepare for cases like this. Vertical prosecutions of serious district court cases? Nothing new. Domestic violence, child-abuse, and juvenile units working together? Of course. My point is this–just because the prior office didn’t trumpet each and every event, training, and task force doesn’t mean it didn’t exist. So the fact the the new comers think they invented this stuff is just wrong. And kind of pathetic.
 
This is just one example of why the Moon maneuver to unfund [because that’s what it is as far as she’s concerned] is without any thought to public or community safety, understanding of history, or perspective on what actually works.
 
The premise of The Planet’s column is both absolutely feasible and completely terrifying. This new cabal of johnny-come-lately players is entirely obsessed with political power, because with it comes the promise of money, status, and influence. Little Miss Can’t Be Wrong hates the cops, because they see her for the amateur she is. Oh, to the press she praises their work because she has to. But she will never forget or forgive those who were against her; she will reward her friends and punish her enemies.
 
And, lest you think otherwise my gentle readers, this writer is pro-cop and pro-black lives matter. You can be both, you know.

Inside CHOP a black teen was shot and killed this weekend and police were not allowed in to process crime scene or aid victim., this is what happens When liberal wing nut mayors let people run wild and police chiefs don’t do their jobs. The current “family” was founded by Charles “Lucky” Luciano, and was known as the Luciano crime family from 1931 to 1957, when it was renamed after boss Vito Genovese. Originally in control of the waterfront on the West Side of Manhattan and the Fulton Fish Market, the family was run for years by “the Oddfather”, Vincent “the Chin” Gigante, who feigned insanity by shuffling unshaven through New York’s Greenwich Village wearing a tattered bath robe and muttering to himself incoherently to avoid prosecution.

The Genovese family is the oldest and the largest of the “Five Families”. Finding new ways to make money in the 21st century, the family took advantage of lax due diligence by banks during the housing bubble with a wave of mortgage frauds. Prosecutors say loan shark victims obtained home equity loans to pay off debts to their mob bankers. The family found ways to use new technology to improve on illegal gambling, with customers placing bets through offshore sites via the Internet.

Although the leadership of the Genovese family seemed to have been in limbo after the death of Gigante in 2005, they appear to be the most organized and powerful family in the United States, with sources believing that Liborio “Barney” Bellomo is the current boss of the organization.[3] Unique in today’s Mafia, the family has benefited greatly from members following “Omertà,” a code of conduct emphasizing secrecy and non-cooperation with law enforcement and the justice system. While many mobsters from across the country have testified against their crime families since the 1980s, the Genovese family has only had 8 members turn state’s evidence in its history.[4]
