PLANET INVESTIGATIVE WORK SAVES MILLIONS FOR PITTSFIELD TAXPAYERS

PLANET VALENTI NEWS AND COMMENTARY

(FORTRESS OF SOLITUDE, WEDNESDAY JUNE 24, 2020) — Today THE PLANET begins with a victory lap. We — not The Berkshire Eagle (aka, The Boring Broadsheet), not iBerkshires, not radio or TV — just saved Mary Jane and Joe Kapanski millions. We guess at least $2 million — $1.5 million for sure. We shall waive a finder’s fee.

The school committee (TSC), in a rare split vote, sent the Pittsfield School Department budget back to the city council untouched. The council originally passed the TSC’s budget of almost “65 million” (we shall explain the quotes later), untouched. Ward 1 councilor Helen Moon, however, acting for her boss district attorney Andrea Harrington in league with PSD superintendent Jason “JIV” McCandless, quietly snuck a surprise petition to send the school budget back to TSC.

Typically that would guarantee millions added.

Not this time.

It didn’t because of THE PLANET‘s relentless investigative work culminating in our revelation of the plot (see our previous two columns). That pair of articles sent reverberations throughout city hall and departments. Our work resulted in a 4-3 decision by TSC not, repeat not, to add money but to send it back to the council. We know THE PLANET can take the credit after we heard from sources on TSC and at Mercer (school department HQ).

School committee members Kathy Yon, Dan Elias, Bill Cameron, and mayor Linda Tyer voted not to add more dollars. By Pittsfield standards, a heroic vote, and THE PLANET applauds their leadership. TSC members Alison McGee, Dennis Powell, and Mark Brazeau shilled for JIV and his hatchet woman, finance director Kristen Behnke, she of the nine-member staff  (no overhead there!).

Before we go further, let us explain the “64.4 million” school budget. That’s the official figure. The true cost of the failing public schools is $128.8 million, probably more. The “doubling” comes from adding the cost of health care, mainly, plus bussing and maintenance. Pittsfield buries those costs on the city side of the ledger. In The Dreaded Private Sector, such book keeping would be cause for firings and investigations.

JIV, who thought he was masterminding the multimillion heist with Moon’s compliance, actually stepped into the bear trap he himself set. In doing so, THE PLANET got the answer that has baffled philosophers for ages: “Does a bear shit in the woods?” Turns out the answer is “yes,” for it was JIV himself who revealed the dollar-doubling!  The not-so-super super fell for THE PLANET‘s gambit. We sacrificed a pawn to capture the king.

When JIV and Behnke first spoke on their budget, they sounded the tired-but-effective alarm from the Mercer rooftop that they would have to cut “140 jobs, most of the teachers.” When the dreadful state of the city’s COVID-choked finances convinced the two that their typical ploy would backfire, the “140” jobs magically became 26, the number used at TSC meeting — 114 fake “layoffs.” The 26 positions include 14 teachers, 10 paraprofessionals, a guidance councilor, and a janitor.

“This is what the community wants,” Brazeau said of his move to reinstate the 26 jobs, as if he knows “what the community wants.” JIV said to do so would cost $750,000 in salary and an equal amount in health benefits for a $1.5 million total. For the first time in his tenure as head cheese, JIV confirmed what THE PLANET, and only THE PLANET among local media, has insisted about the school department budget. Every dollar in salary costs a dollar in benefits. The bear caught by his own device with his pants down taking a dump! These 26 low- to mid-low-level positions average $57,692.31 per job. And you wonder why the city’s going broke. The school department employs more than 1,300.

If THE PLANET hadn’t gone to work, the Kapanski’s would have been $1.5 million poorer.

Perhaps we should get a 10% finder’s fee after all. We promise to give every cent to charity, probably the Biden campaign.

As of press time, THE PLANET heard from nine councilors on the question of conflicts of interest in voting on the school department budget. Two couldn’t be bothered. Can we reasonably assume that the pair have a conflict they are not reporting?

Kevin Morandi, Ward 2 — Recused himself. Conflict from the schools employing an immediate family member.

Nick Caccamo, Ward 3 — Reports no conflict.

Chris Connell, Ward 4 — Reports no conflict.

Patrick Kavey, Ward 5 — Reports no conflict.

Dina Guiel-Lampiasi — Reports no conflict. (Her answer received after deadline, inserted ex post facto).

Peter White, at-large — Reports no conflict.

Yuki Cohen, at-large — Will recuse. Conflict.

Peter Marchetti at-large — Reports no conflict.

Earl Persip, at-large — Reports no conflict.

THE PLANET appreciate the responses.

We didn’t hear from Helen Moon, Ward 1; Tony Maffuccio, 7.

Moon was ordered by the district attorney not to respond to THE PLANET under any circumstances, according to a source in the D.A.’s office. We’re shocked. Shocked. Maffuccio was unable to answer because he was illegally meeting with a flashlight in The Dumpster Behind Paul Rich. No wireless there.

Ward 7 most certainly has family in the school system.
Building maintenance doesn’t come out of the school budget which would include the never ending vandalism as far as I know.
With the amount of money spent it’s hard to believe how poor the school system performs.

Mind boggling. 128 million PLUS for how many kids? And still the very people who appropriate this brain numbing figure know it is not making the schools acceptable for their very own children. And we know this because they are shipping then elsewhere. Ya got to wonder if this school system is really a school system at all or is something else all together. Abe Lincoln went to a one room school house and became president but in Pittsfield, Ma. half the kids can’t even read or write enough to fill out a job application. I assume everyone either graduated or moved ahead one year this year whether they could read Dick and Jane or not.

There are roughly 5600 pupils and 1900 staff so there is 3-1 ratio. It is really shocking how badly they perform given the number of staff and number of buildings. It reinforces that the school districts don’t really care about racial equity because they are ok at letting down ‘black and brown’ kids every day of the week.

I guess a good comparison is like if you had a profligate grandson and you gave him 50k to start a restaurant and then it failed, and then you gave him 100k to start a herbal business/brewery and then that failed, and then you gave him 30 million to start a movie theater but that failed. And then he wanted you to mortgage your house for his next idea.

Maybe there are some mixed metaphors but you understand what I am saying.

Where is Betsy DeVos and her proposal for vouchers to private schools?
It’s outrageous what the PPSD spends vs. the poor outcome from this district. Before the pandemic hit, I was told that many schools within the district were borderline level 4.
And when the state doesn’t come thru with funding, they will attempt to get their hands on the city’s free cash account.

I thought I responded – school choice is probably a blessing for some families but a crusher for bad districts. If you are after a good education and your district can’t get it together then it helps. I am not against it.

1/3 are living outside Pittsfield.1 in 10 student families by nice cheaper homes in Pittsfield but student cash gets sent to the choiced out students new school in Lenox.We subsidize the school system in lenox.

School choice is a loser for Lenox. My taxes pay for other than Lenox children. Lenox schools should be for Lenox

I grew up there, my education was great, highest honors Math and Science.

Already then, Administration was failing and making a good school worse. They gutted industrial arts program, which was a sorry thing. I learned how to weld, fabricate metal, which I use much more now than calculus and physics. Chemistry I still use a bit.

I help out Elon Musk with his space program in my spare time. He said he may let me drive his Mars lander someday if his regular guy gets the Corona virus and misses a day. I told him I would think about it but that I might have to have my hair done that day. He just kinda looked at me sideways. I get that a lot.

The heaviest element known to science was recently discovered byinvestigators at a major U.S. research university. 

The element,tentatively named Administratium, has no protons or electrons and thus has an atomic number of 0.

I’ve got to be honest with you, what a bunch of two faced city councilors the city has. They talk out of both sides of their mouths. The esteemed council president put in a petition to take away health insurance from city councilors. Finally someone standing up for us little guys.
 
Lets start with Morandi. He works so many hours at the council job that his pay is $1 per hour. He earns his health insurance. Then there is Connell, he didn’t know when he first ran that the council got health insurance. Give me a break, what a liar. He is only on a single plan so don’t blame him for high costs. These tow are always trying to save costs (thank god), but not when it come to their bennies.
 
Lets move to Moon. She KNOWS the petition was in retaliation for het trying to eliminate the mayors raise. How dare Marchetti. Well duh. I think Marchetti’s point was you want to save money buck up yourself. Moon said of the Mayor’s and Clerks raises that they should be leaders and give up their raises. When the shoe is on the other foot she folds like a cheap house of cards. No leadership their. She also said she would gladly cut her pay by 2.5% but NEVER made that motion when the council budget was up for discussion. She to is a liar and NO leadership qualities.
 
Next up Kavey. He parroted Moon. It was all about retaliation. Kavey also said he doesn’t want to take health insurance away in these tough tomes of COVID. The petition wasnt effective until the next council in 2022. Can he read? No leadership here either. This kid needs the health insurance because he cant hold down a job. Hired and fired from HON in a matter of months. Worked for Yuki at the bar before that and was fired. Where do these losers come from?
 
In the end 8 out of 11 voted to file the petition. 8 greedy jerks that want to fleece us.

You like school choice because it is killing urban schools like Pittsfield and it hikes your property taxes.Why would you like that?Pittsfield and the Berkshires have a drug problem.Pittsfield also has in very high numbers more than any other school system in the hills the most well rounded thoughtful inteligent exposed diverse competitive students in the state.Lenox lee Monument have big problems that will never make news as they have systematic coverups.When you graduate from school system vanilla you have a student going out into a world that is not vanillia and they have no cultural intelligence and many feel unprepared for a world unlike the one that they will never go back to.Stockbride does not provjde jobs for college graduates, Richmond,Sheffield,or Dalton.Those towns also play division 5 competition in athletics as they only test themselve athletically against the weakest of others.

No one knows what the Pittsfield public school budget will be due to the financial impacts from the COVID-19 pandemic.
The one thing we all know for sure is that Matt Kerwood is sitting on a $10.1 million slush fund, while Mayor Linda Tyer’s proposed a fiscal year 2021 municipal budget that increases property taxes by over $1,800,000. Also, there will be predictable increases in fees and public debts.
Beacon Hill still has not passed a fiscal year 2021 state budget. Governor Charlie Baker submitted a 1/12th state budget that will level fund state aid through the end of August of 2020. That means public school districts, which starts in September of 2020, do not yet know what amount of state aid they will receive.
In closing, we are all in the dark about state and local budgets!

So Yuki Cohen now must refrain from voting on any issues related to the School Department as well as anything dealing with North St. food and beverage industry? (Being the owner of a North Street bar).

Meanwhile, during the corona crisis, both councilors Moon and Dina GL were soliciting cash donations from the public on their Facebook pages for North Street cafe “Dottie’s” covid-related financial struggles…

If one were to google Inherent Conflict, an image of the 11-person Pittsfield City Council should return top and center.

Incorrect. Fundraising limitations apply to political events, not public businesses. Not that it matters in this situation, but their PUBLIC Councilor pages did not share the event. Private individual FB accounts, for their private lives is not considered public.

I look forward to hopefully a write up in regards to the petition to remove councilors health insurance benefit. For weeks on this site I have been posting about the “stay the fuck home crowd” continuing to be able to work despite wanting everyone else to stay home and close everything. We sacrificed our jobs, income, and for many of us the most important thing, our health insurance. For those that have families, our kids are covered on our insurance policies and when we lose that insurance we now have to figure out how to afford DR visits, prescriptions, etc. God forbid, a family member has an emergency.
 
The petition asked city government to sacrifice like many of us did in the private sector, but when push came to shove to no ones surprise it was shot down.
 
Some comments I thought people might find interesting from your city representation:
 
Ward 3 Councilor Nicholas Caccamo said he uses city insurance and although he is a light user, the insurance made running more attractive to him.
 
“I collect the city health insurance but I have also had a million jobs over the last two years so the stability that often comes with health insurance is nice,” he said.
 
Great maybe you could collect the insurance from one of those million jobs rather then us taxpayers.
 
 
Ward 5 Council Patrick Kavey thought the same thing and felt the petition was irresponsible. 
 
“I will not support something that potentially puts the health and safety of others at risk,” he said. “Discussing stripping people of their insurance during a global pandemic is not something a leader would do so thank you for your perspective.”
 
Actually Patrick many great leaders were forced to layoff employees and have them subsequently lose their health insurance, why is that not on the table in city government?

Excellent comments Hendrix. Sometimes we have to weed them out and hold them by the hand. A comment, I currently have private insurance and my dental comes with it,they are not open for exams and cleanings? Do I get a refund? and what happens if my hygiene takes a left turn because of disabled services?

NY POST – Lincoln County, Oregon, has exempted non-white people from a new order requiring that face coverings be worn in public — to prevent racial profiling.

Health officials announced last week residents must wear face coverings in public settings where they may come within six feet of another individual who is not from the same household.

But people of color do not have to follow the new rule if they have “heightened concerns about racial profiling and harassment” over wearing the masks, officials said.

“No person shall intimidate or harass people who do not comply,” health officials said.

This is racists and illegal and needs to stop. At some point, people are gonna have to stand up for themselves. The left has let the inmates run the asylum and have gone full blown communist!

I don’t necessarily agree with it – but for councilors to propose to cut jobs and salaries, but then raise a stink when it’s their own, that’s pretty low. Lower than putting forward a petition to eliminate health insurance. I wonder what the price tag is on those health insurance benefits anyway? Probably at least $25k or more. And they only pay what, 15%. Quite a deal if you ask me, even if their salary is low.

Years ago when Councilors got health insurance it was dirt cheap and a small percentage of their salary. Now, the benefit is worth well more than their salary and it is absolutely ridiculous. Just about no one in the private sector gets health insurance unless they work at least 30 hours per week, and even then they pay a large amount to it. Why any part time city employee gets health insurance is beyond me.
