(FORTRESS OF SOLITUDE, THE WEEKEND EDITION JULY 24-6, 2020) — The homeless crisis in Pittsfield only gets worse, with no sign of abating. The latest came after the Community Development Board shirked its responsibility, running away from a vote that would decide if a homeless shelter should be created at First United Methodist Church on Fenn Street.

It followed the continued silence of mayor Linda Tyer, who has ignored THE PLANET‘s requests for comments on what she knows about the sudden closing of the SJHS shelter and why personal effects and medications of homeless people were found in a DPW Dumpster on West Housatonic Street. Ostensibly, ServiceNet was contracted to handle the SJHS shelter, including its eventual closing, but the city’s inept fingerprints are all over this. Officials have also been quiet — “too quiet,” as in the Westerns — about rumors of “money disappearing.”

It’s clear that the huge presence of Section 8s, homeless, group homes, drug addicts, and the rest are the result of the city’s play for the “easy money.” When a city agrees to take in the “armies of the road,” funds pour in with little accounting. It creates a perfect storm: The “armies” descend, gangs and drug trade follows. The funds “disappear,” the word used by Jay Sachetti of ServiceNet, and the Kapanskis suffer the consequences in the form of higher taxes, demise of public safety, a ruined downtown, more crime, shooting, stabbings, break-ins, and assaults in such number that the local media don’t bother. Meanwhile, The Suits retreat to their $700,000 homes and sip cool drinks poolside.

Two comments from posters to THE PLANET capture the zeitgeist:

Johnny Dimentia: There has been a lot of back and forth on this issue but what I have not seen in detail is why the homeless issue has ballooned to its current level under this mayor. I do not remember it ever being anywhere near this bad before. So what has changed and what if any are the solutions? Is it fair to assume that the Pittsfield homeless population will continue to grow further reflecting the reality of a dying city?

Merry & Bright: So the Pittsfield Community Development board delayed voting on creating a homeless shelter at the United Methodist Church on Fenn Street. Sounded to me like this shelter has been well planned out. Three of the biggest objectors, Downtown Pittsfield, Tierney owner of Hotel on North and best of all Mr. Mayor Barry Clairmont’s office. Downtown Pittsfield has been useless for years. No matter where the shelter is, the homeless will hang out on North Street during the day. Yet, notice how much money both Tierney’s businesses and Clairmont’s accounting business received from the Payroll Protection Plan. In the millions! What kind of salary does an accounting firm make to receive this amount of money for payroll? Typical Pittsfield, the rich get richer and the hardworking middle class get screwed.

First United pastor Fr. Ralph Howe, speaking at the meeting, fingered the real problem: Downtown Pittsfield Inc. and Hotel On North owner David Tierney. DPI president Peter Lafayette  wrote on Facebook that SJHS did not close. Right.

Lafayette has since abandoned that stance, the rock having been overturned. Former DPI president, THE PLANET‘s good friend Jesse Cook-Dubin, spoke for Lafayette at the meeting. Lafayette has been put in the attic with Ross Perot’s crazy old aunt, that, or retouching Tyler Street’s $600 garbage cans. And as for a homeless shelter spoiling the “dynamic, vibrant” downtown scene, THE PLANET would say city “leaders” decided that a generation ago with zoning changes inviting social-service agencies in and private enterprise out.

The CDB whiffed on this important issue, but on whose direction?

Tierney controls DPI, his Buffalo Bob to DPI’s Howdy Doody. Mayor Tyer, evidently having no authentic interest in the issue, has adopted a “whatever” attitude. Mary Jane and Joe Kapanski? They have no say. The are simply required to keep their mouths shut and pay higher taxes. No payroll relief for them, unlike the mayor’s hubby.

Inner city Pittsfield is a nightmare! Pittsfield politics is the aftershock.
The Congressional Republicans new stimulus legislation is not going to bail out the financially insolvent state and local governments. The fiscal year has come when Pittsfield’s corrupt city government will go financially insolvent, which means that Matt Kerwood will soon have to part with his over $10 million in taxpayers’ money (or slush fund).
The lovely Linda Tyer will put in her time as a useless Mayor, and after 2024, she will retire with a nice city pension with her millionaire husband Barry Clairmont. The remnants of Pittsfield will be filled with homeless people living in parks and shelters and roaming around the inner city during business hours.
Move away from Pittsfield while you still have a chance! I did, and I am happy for it.

Schools are making plans to open per the Governor and The mayor wont open city hall and theSchool Administration is not open. THE School committee wont meet and CC wont meet.You need to meet boys and girls to show leadership.The mayor shoul address school everyday at noon.

That’s right Johnny. You have to pick up your dogs’ shit in the parks, or risk a fine for violating city law, same goes for necking in the park after dark. But if your homeless, you can shit your brains out in the park and don’t have to pick it up.

So let’s see Gilbane Building Co builds a ‘not-fit-for-purpose‘ 120 million $$ Taconic High School (broken elevator may have contributed to sick teacher’s death) and then after getting the bid Senior Gilbane Manager Matt Tierney builds Hotel On North. Or can we properly say Gilbane built Hotel on North? Was that ever investigated? Bueller?
Despite what must be grotesque levels of profit hoarding from the crummy high school (which it seems like a party line to applaud, despite it being shit) Tierney is now rightly pissed he might lose a penny in his Hotel on North so fuck the public – he’s calling trump card to his minions – Downtown Pittsfield and Cohen KV Cook – the emissaries of ‘screw the tax payer.’
And the planning board – not sure what the hell to do – they have been programmed to both robotically screw the public and and blather in about being progressive have self destructed and are hiding in a bunker.
The planning board and community development team have been robotically programmed to approve ANY marijuana initiative or bar initiative or any irritant to the common serfs so long as their goombas make a profit.
Noise, too bad. Pot smell, fuck your kids, drunks and shootings, sorry pal cash in your retirement and move. But if Tierney is pissed? Well watch the minions scrabble. We are Pittsfield’s Ruling Class and we are taking the whole gd pie. Two finger salute and don’t kick the bear.

It’s way past time for the citizens of Pittsfield to demand the CC approve a forensic audit of ALL depts. How many red flags do you need? The outrageous overages in the DPW several years ago should have initiated an audit of this administration. Tyer wanted Syrian refugees, now instead she imported homeless who are now out on the streets.This issue needs to be addressed.

Schools need to open in the fall, period.

Spagirl, I have noticed that you have asked this question many times and have not received an answer. Wish I had the answer as I would also like to also know. Evidently, it is another one of the Mayor’s behind the scene secrets and she doesn’t feel she needs to let the taxpayers know where their tax monies are going. She does not communicate back to folks like Dan when he asks the questions for the taxpayers. Also, I have noticed that she does not answer on her Mayor Linda Tyer Facebook page. Her cheerleader assistant Roberta McCullough Dews spends her days and nights many times sarcastically answering questions on this Facebook for the Mayor. She seems to immediately have a typical political jumbled answer for any questions asked by residents trying to communicate to the Mayor. Wonder if she gets extra pay or bonus for performing this task? If the Mayor doesn’t feel the need to answer her own Mayoral Facebook then maybe she should just take her name off it and rename it the City of Pittsfield Lies Facebook.

Spagirlfrommass, the answer is yes, we have imports. And we have returns, people who were living in other states who came home to Pittsfield right around the time that the country was going into quarantine who are part of this population.Its almost as if they were giving them one way ticket from wherever they were.
There was a new import on North Street today, recently arrived to the Y, really confused about how to get around Pittsfield, so I’m wondering if they are now from the ‘Rona motel right down to the center of town.

What is the process for the city to take someone’s home if they do not pay taxes? How long would it take? How long would it take in the courts if about 5000 Pittsfield homeowners decided not to pay their taxes until sensible budget management took place?

Seriously. Nothing else works. There seems to be an impenetrable cadre running the city and making key decisions. I am sure they also are setting the tax rate and selecting which huge expenditures move forward. (and how and to whom the contracts are pieced out)
We are and have been steamrolled into submission. The revolution has no vibrant durable leaders and the cadre knows this. If someone stands up they are either beat down or paid off.

It was fascinating to watch the recent powerful protests but there are other serious causes as well that people will not even get off their couch for. I don’t get it.

The facebook page “Berkshire County Information” run by the power-tripping Janet F. has taken an interesting spin on the homeless situation and has limited posts about it from the pseudo-news source “It’s Pittsfield Tonight”.

The Spin:
Mike & CO are out-of-towners and they are not only helping the homeless but she believes their actions are promoting Pittsfield as a safe haven for all homeless in the tri-state area to move here.Calling for these people to take the homeless to their own cities and towns while also condemning them for trespassing to get those photos and dumpster diving.

I wonder if this has anything to do with Mike and Janet’s absolute polar opposite views of Lovely Linda.

Once the displaced homeless folk get set up wherever and inundated with charitable donations they might be much better off given their sad situation. And I am sure a number of them have phones and internet and friends in other communities. Will this call be made?
“Hey Johnny, you are not going to believe this but one day I am kicked out of my shelter and the next day I got all this new stuff and decent food and people can’t do enough for me. How quick can you get here? Tell all your friends.”

I did a Google map search using both the SJHS and Methodist Church as an epicenter. The businesses that are owned by “movers, shakers and the connected” is so obvious, with Hotel on North being in the middle! If this isn’t a classic case of NIMBY, I don’t know what is.
Why do you suppose the old City Farm (Poor Farm) was located way out on West Street? (Ironic in itself). Why is the Hilton Garden Inn barely mentioned anymore. Why was Barton’s located way up off North Street. RIGHT! To keep the riff raff off the main drag.
Does the Mayor really want the “day trippers” emptying out of the Church across the street from City Hall and going on the nod or getting intox’ed in Palace Park?

Speaking of Chi-com friends, the first thing the Chinese president did when Donald got elected was to give his daughter Ivanka (the really pretty but incredibly stupid one) several patents to market her products in China. A federal judge issued a temporary restraining order, blocking an ordinance that would ban the use of tear gas, pepper spray and other tools used by Seattle police to disperse a crowd.

The decision comes after a hearing was held at 8 p.m. Friday, with the U.S. Department of Justice seeking to stop the ban on tear gas, arguing it likely violates the consent decree the Seattle Police Department is under.

It also comes as police Chief Carmen Best put a directive in place ahead of the Seattle City Council’s ban that would go into effect Sunday.

Peaceful Protest.
Antifa went on an all-out assault Saturday against police officers and the city of Seattle.
The protesters are firing mortars and hurling explosives at police.
And the Democrat politicians are scolding police instead of the violent leftist mobs.

Police have made at least 3 arrests and continue to work to disperse large crowd on Capitol Hill. Earlier incident was determined to be a life-safety issue/declared a riot. Individuals continue to throw explosives and fire mortars at police. At least 2 officers have been injured.

Talk to any nurse you know at BMC that works the ER. They ALL know the frequent flyers, the homeless that have been here for years. Since April or May there’s been a huge influx of new homeless, some with some really severe mental health issues, some with pretty hardcore drug problems, a few with some serious criminal records. The city of Pittsfield easily doubled the number of homeless in the area during the first months of the COVID pandemic because the Mayor and her 3AM cowboy husband crunched the numbers and saw $$$$.
Ask Kufflinks Munster how much the city got in “administrative fees” for the grants they received.
Ask them how much they got for “fixing up” St Joes and by fixing up I mean lining peoples pockets.
Mayor McMeatflaps doesn’t care about the homeless problem, she never did.

In the old days hobos had a sign system to warn and encourage other hobos, now they have obama phones, yeah the homeless still call them that.

Dan, Thank you for referring to us correctly as Pittsfieldians. In my research I noticed both you and Brian Sullivan referred to us correctly when you wrote for the Eagle. Our mayor refers to us as Pittsfielders, which was is a misnomer.

Ya know Mark I have given this some deep thought and I think (not sure) but I think I am offended by the term Pittsfieldians. Seems like there might be some reference to sharecropping going on there and the whole subservient aura that goes with that just causes me concern. That may be the dilemma the mayor was having when she changed it. Needs to be put in the Charter though.

Somebody just said that Pittsfield is going to be a great place to live after the pandemic (in 2024). Where can we paint this? Hess Forest? Front of city hall? On Dotties patio? It seems politicians nowadays don’t think anything through. Pittsfield took the money for the shelter without any plans to deal with the problem when the money ran out. The Green New Deal is a pie in the sky proposal with no scientific or economic feasibility study to back it up. The defund the police movement is perhaps the most insane idea yet, while the politicians proposing that managed to keep their personal security detail.

I agree. The Green New Deal is all about control over every aspect of our lives including our vehicles being confiscated. There will be 2 systems of justice in the country under the defund the police movement. One for the Democrat elites and their friends who can afford private security and one for the poor and middle class who will largely be on their own with no weapons and only a local mob and social workers to protect them. If Americans stand for that unfairness, we are opening the door to a Venezuela type of government in this country.

Spending less never seems to be a popular plan of action. Also, if the city isn’t qualified to run a homeless shelter how are they qualified to be a Shark Tank to the local business aspirational types? I wish they would do less, but actually do it. Clean streets, plow, police, teach, have a picnic every couple of years when they are feeling especially proud of themselves. I do know we need social services but it all seems so ineffective and inefficient. I’m not surprised that half of what they do goes up in smoke as they shouldn’t be doing it in the first place.
