(FORTRESS OF SOLITUDE, MONDAY JULY 27, 2020) — In 2014, Massachusetts became one of the first states to develop a program dealing with the increasing numbers of homeless, addicts, mentally ill, and others who had slipped through the crack — THE PLANET‘s “armies of the road.” It used public housing vouchers and federal Medicaid funds to treat this subpopulation. God save us from do-gooders.

The bureaucrats came up with many cute phrases:

  • Housing First
  • Low Barriers to Free Housing
  • Pay for Success
  • Supportive Housing
  • Psycho-social Support Services
  • Positive Social Outcomes
  • Social Impact Bonding

“Clients” do not need to be sober, clean, or stable. They show up, no questions asked, for free housing, education, job training, counseling, health services, social services, and employment.

That’s the way it’s supposed to work “on paper.” In practice, the efforts have worsened the problem. Society would be better off doing nothing.

The euphemisms reduce to the same thing: Taxpayers pay up front.

The non-profit’s slogan: “Our name says it all.”

It certainly does. Allow THE PLANET to annotate.

ServiceNet began modestly in 1973 as a support group for patients at Northampton State Hospital. Over the years, though, the agency grew, reaching monstrous proportions. ServiceNet’s bread-and-butter comes from the 30 offices it runs in Hamden and Hampshire counties. Worcester county has one facility, as does poor stepsister Pittsfield, which again finds itself in the backwaters.

THE PLANET located and examined ServiceNet’s 2018 tax filings, the most recent on file. The federal form, necessary to quality as a “public charity” for tax purposes, shows an A-list for administrative salaries. Remember, these are salaries of three years ago. They are likely higher by double digits — raises and bonuses, you know, for such a great job these Clara Bartons do for cities such as Pittsfield.

  • Come on down, Susan Stubbs, president & CEO. 2017 salary $202,302 … “other compensation and benefits” $15,241 … total compensation $222,549.
  • Come on down, James Frutkin, senior VP strategy. Salary $141,543 … “other compensation and benefits” $12,829 … total $154,362.
  • Come on down, Abbas Hamdan, senior VP development. Salary $157,837 … other $15,247 … total $178,959.
  • Come on down, Pittsfield’s own Jay Sachetti, VP shelter/substance. Salary $130,059 … other $6,227 … total $136,286.

We could go on and on. ServiceNet boasts six other VPs for a total of nine — as many assistants PSD finance director Kristen Behnke owns! These VPs pulled down 2017 salaries of (“other compensation” in parenthesis):

  • $150,856 ($17,484)
  • $95,439 ($10,604)
  • $107,938 ($11,458)
  • $89,413 ($14,450)
  • $185,719 ($7,261) and
  • $113,427 ($15,584).

Total 2017 compensation for Stubbs and her nine VPs: $1,518,789, an average of $151,879. Add 10% for raises and you’re at almost $1.7 million. ServiceNet employs 1,500. 2017 lists $49,236,184 in salaries and other compensation. When you subtract the 10 mucky-mucks, you have an average remuneration of the grunts at just over $32,000 a year. Think morale is high among the 1,490 yardbirds? They’d make more not working, with COVID pay.

Further investigation reveals how such agencies empty the pockets of taxpayers. ServiceNet Total revenues for 2017 were listed as $64,259,965. A whopping $50,288,553 (almost 80%) came directly front TAXPAYERS, up front.

Almost 77% of ServiceNet’s expenses were for executive salaries and compensation plus peanuts for the trench diggers. Think about that when they left Sachetti hung out to dry trying to explain how “disappearing money” caused the shocking shutdown of SJHS.  Think of these numbers to when you read mayor Linda Tyer’s mealy mouthing about how great everything is.

Thank you for sending along your questions regarding St. Joe’s.  I understand that the closing of St. Joe’s temporary homeless shelter is causing concern.  All of us care deeply about how to best serve vulnerable populations.  From the beginning, St. Joe’s was always intended to be a temporary location for providing adequate social distancing during the COVID-19 surge.  When it closed earlier this week, Barton’s Crossing reopened.  We are extremely grateful for the generosity and swift willingness when we asked the Springfield Diocese if they could provide us with a temporary housing location during the height of COVID-19.  The operation of St. Joe’s was undertaken by ServiceNet’s compassionate and experienced staff and served on average 40 or so people. [Sahcetti told counselors the number was “4 or 5”]. The temporary shelter was open 24 hours a day, 7 days a week. … There are many examples of how our city, community partners, and residents came together during the COVID-19 surge and this is certainly one of the best.” 

Tyer volunteered this cookie-cutter cough instantly after we asked. When we pursued with tougher questions, she went D&D.

Oh my are you saying that ServiceNet is a not for profit and not a State or City agency? That by being a not for profit it’s not subject to MA public records requests?!?
That due to the nature of their work they won’t be subject to most other requests due to confidentiality of patient and client records and are only subject to reporting required by the Fed and State which are mostly tax filings and unidentifiable patient/client counts?

Correct. ServiceNet is a not for profit and not a State or City agency. Correct. That by being a private not for profit corporation, it is not subject to MA public records requests.

FOIA and public records requests, by definition, pertain only to gov’t entities and agencies. If you want to learn about gov’t dealings with private companies, you send an appropriate records request to the relevant gov’t entity. The tax status of the company is completely irrelevant, regardless.

What “other requests,” that they might otherwise be subject to, did you have in mind? Really curious.

Despite who Jack Downing is or is not as a person, what he has done to help the veterans is remarkable! It was also unprecedented and is now a model used throughout the country to help veterans. I am not a big fan of Mr. Downing however I am a fan of people doing things that will help others. He used his political influence to help veterans. He saw a need, he made a plan and he executed that plan. Much more than most of us can say. Who cares if he makes a great salary because of it. Action speaks louder than words and if we all lived by that saying much more change could be made in this city and the world as a whole. Stop complaining and start doing! That goes for all of us!! Myself included.

I am happy that non-Veteran Jack Downing has done a lot to help the Veterans. I hope his heart is in the right place, despite the tens of thousands of dollars he has paid PAC-Man Lobbyist Peter Larkin and his own lucrative 6 figure salary. It is his not Jack Downing’s fault that his late brother Gerry Downing illegally prosecuted the case against Bernard Baran. It is not Jack Downing’s fault that Gerry Downing illegally withheld exculpatory evidence (audio tape recordings of children) for nearly 2 decades through Gerry Downing’s death in late-2003. The Downing family is one of the Good Old Boys Pittsfield politics families. I don’t trust Jack Downing at all. I am a 100% service connected disabled Veteran, and his reputation and non-Veteran status makes me uncomfortable.

North Street is called “Social Services Alley” by day and “the shooting gallery” by night and after hours. Homeless people using Pittsfield parks as toilets. Politicians living in gated communities. Bureaucrats pulling in 6 figure salaries. City Hall and Beacon Hill facing financial insolvency, while state legislative elected officials sit on a 40% pay raise and generous public benefits. If the radical Progressives win in November we can all expect more inequality in this country under the guise of the Progressives being so concerned about equality. Destroying the suburbs is a number one priority so that single family homes would no longer exist, but everyone will be piled on top of each other in public housing because that is so much more fair and big government knows best. Control in the suburbs will be taken over by big government so if you think you don’t have a say now, it will only get worse. Private vehicle confiscation, limited gun ownership to eventual zero gun ownership, police totally transformed which means private paid protection for the wealthy and everyone else needs to call a social worker for protection. Progressive cities are encouraging the public to confront people for so-called minor non-violent crimes instead of calling the police and people are being killed from this potentially dangerous type of confrontation.

They want total control over the suburbs and if you think you don’t have a say now, wait until they try to control everything based on their ideas of equality for all. One who has another top employee resign in defiance and blow the whistle for failure to uphold the law? Was Moon fired for her anti police comments? Doesn’t that give you the idea that people in the DAs office shouldn’t be on the council if they can’t act in their conscience for fear of retaliation? I didn’t agree with Moon but wow.
Harrington was very unpopular with the police already so I can see why she wouldn’t like that comment but it definitely doesn’t reflect well on either of them imo. Moon should have resigned when she started working at the DAs office. And Harrington as it seems she is finger pointing. Guiel should resign too.

If you read paragraph 9 of the revised Pittsfield city charter it states that, within the confines of Pittsfield city limits there shall heretofore no longer be such a thing as a “conflict of interest.”

My relative was tested for COVID-19 recently in Pittsfield. The test result was thankfully negative and it took only 48 hours to get the results.

Glad they are ok. 48 hr turn around is good. MA’s RT level is now way up. I thought I saw it was near CA levels – with out us having that number of cases, just a high rate of increase in cases.

That is false. There has not been a “high rate of increase” in MA. The uptick in new cases has been modest, while the rate of hospitalization continues to fall.

Rt is probably the least useful stat there is, since there are obviously problems with its calculation/measurement. According to the published Rt numbers, Texas and Arizona have been the safest places in the country for the last 2 weeks. Or take a look at NY State. Their Rt dipped below 1 on March 22, took a nosedive and stayed at its lowest reading until the end of April. It didn’t reach 1 again until June 8. If you look at daily cases in NY, the trough of its Rt lines up almost perfectly with the worst virus wave – which was the worst virus wave, in the country, at any point.

Rt is a great indicator in theory, but is has almost no predictive value in the case of COVID.

Yes, but my point is that enough states have nonsensical relationships between their Rt number and actual results at any given time, that it’s not a reliable indicator.

I don’t know whose idea it was to close the Northampton State Hospital or the one in Belchertown but it seemed to work better than relying on companies such as ServiceNet. Many homeless people simply aren’t capable of managing their own life due to mental illness or addiction problems. Those issues make it challenging for family members or friends to take them in.

There is a story in the failure of the contact tracers at BHS and those working with the Pittsfield board of health.

We’ve had people test positive, they’ve never had a follow-up from any staff at BHS, any contract staff, nor have they ever been contacted by the Pittsfield BoH nor has the BoH forwarded on info appropriately.
I can attest that of patients I know of NONE have received follow up letters, contact tracing, nothing.
This goes back to my claim that the numbers are underreported by BHS to the State.
If you tested positive, by law the State is required to send you a letter. Your local BoH is supposed to as well. It’s not happening meaning the data isn’t getting out

Get it? Out of 8,536 deaths, exactly 139 have been individuals under 50 years old.

Don’t know the MA stats for non-COVID pneumonia and non-COVID flu deaths, but the CDC provides them nationally. Again, looking at young people.

Deaths, under 25 years old:
COVID – 226
Pneumonia – 434
Flu – 155 (in an “average” flu season, 500-1,500 victims are under 25)

In a reasonable world, people would acknowledge these stats and recognize what they tell us about COVID. Then we could formulate a plan and move forward accordingly. We know who is at risk. Period. Enough of this mindless hysteria.

Schools need to re-open. Yes, precautions should be taken to minimize risks. Older teachers and/or those with pre-existing conditions should probably avoid the classroom, etc. But schools need to be open.

Ms. Kaplan, turn off CNN and watch some actual footage of the out of control rioting in Portland! While elected Democrat officials take a knee with the protesters and allow the looting, violence and destruction of that city – you should be grateful that the President is concerned enough to send in federal troops to protect the law-abiding citizens. The homeless situation in our city has gotten out of control. I have learned that the vast majority are not locals. It’s one thing to take care of our own, but we are making a big mistake taking on this “mess”.

I am disgusted with our city leaders who have done nothing to correct this problem and allows the situation to get worse each day.

They have great plans to help (portable toilets, hand-washing stations, etc.) at a high cost to the taxpayers. Just wait and see how our taxes will increase!

These “non-locals” should be returned to their own cities and dropped off either at one of their social service agencies or their police station and say “they are all yours”.

The problem is mainly in Progressive Democrat run cities. Most cities in California have a homeless problem and so do many in the Northeast. Pittsfield isn’t a large city, but we are a Progressive city with a homeless problem.

Here’s the thing. Pittsfield never had these problems until the Progressives took control. Certainly we had some homeless, but not the “armies of the road” that we have now. We have lots of extremely low income people in this area and now we have the next step down which is lots of homeless.

No most of the homeless now here are her because they were brought in. The mayor almost tripled the homeless population to get fees for administering programs and to line the pockets of certain city employees and her club of the protected.

She also made sure it was done before April 1. She helped bring in homeless as fast as she could to boost the cities homeless numbers in a bid to get more grants for section 8 housing and her group of developer supporters.

The mayor has been mayor for 6 years, the city has gotten way worse under her management. She can’t take credit for the good things without taking blame for the bad.

PITTSFIELD — Ward 1 City Councilor Helen Moon isn’t working as Berkshire District Attorney Andrea Harrington’s director of special projects anymore, but the circumstances are unclear surrounding her departure from the office of the prosecutor whose successful campaign she managed.

On Tuesday, Moon confirmed that her tenure in the DA’s office ended July 14. She declined to comment further, saying only, “I’m not inclined to speak about it right now.”
Harrington did not respond to a phone call seeking comment placed at her office Tuesday. But, Harrington spokesman Andy McKeever, in an email, expressed pride in Moon’s work during her time as director of special projects.

“We are proud of the work she did during her time here. Our community should be tremendously grateful to her for that work. We are looking forward to seeing what Councilor Moon accomplishes as she continues to serve on the City Council,” he said.

“We cannot comment any further on a personnel matter,” his email concluded.

Moon served as Harrington’s campaign manager during her successful bid for office in 2018, when the attorney from Richmond mounted a progressive campaign against Paul Caccaviello, the county’s incumbent top prosecutor. After her election, Harrington hired Moon to the $70,000-per-year position of director of special projects. Moon, along with Ward 6 City Councilor Dina Guiel Lampiasi, were among 14 new hires Harrington brought on to work in the office after her inauguration in early 2019.

Two patients from the encampment. They say that most of them living in the encampment and parks are not from here.

I was told a very long and specific story about how they came her because of the Covid Hilton, were told by health officials they would have until the end of September to stay, seek housing and assistance from the city, or be given transportation back to where they wanted to in MA or given transportation up to $500 to a family members house.
They were Vert very very specific about this and it’s something I’ve heard before.
Both patients said they were at St Joes and were told it was closing weeks before. That many, upon hearing of the pending closing left but left their things. They were testing where they could stay, some left town, others found the park and came back and told others.
There was some sort of bed check procedure or attendance. If you weren’t there for three checks (three days) you weren’t allowed back. A number of people left their stuff, then tried going back weeks later, not being allowed in and their stuff was gone. Everyone I’ve talked to was clear on the rules. They said that they were all given a set of rules and signed papers saying they knew the rules on intake.
No drugs, pets, weapons, fighting, sexual aggression, alcohol, smoking.
Some people got kicked out for that, some for lack of hygiene. ( people that would piss in the halls or shit and smear it around got the boot)
Most were mental patients or the chronically high.

There’s a real problem because some of these homeless are dangerous. They’ve spit encampments because there’s a couple who rob and force the others to give up panhandling money.
