(FORTRESS OF SOLITUDE, WEDNESDAY JULY 29, 2020) — The yield of our followup on the firing of Helen Moon, late of D.A. Andrea Harrington’s office, can best be described as the holdings of a sprung bear trap entombed in Al Gore’s lock box and hidden in a bank vault. No one, and THE PLANET means no one, is dishing. As many of you know, we first broke the story Monday. Having done our due diligence, we can share the meager but tantalizing results.

  • The reticence of those connected to the inner workings at Harrington Central speaks loudly. Sources have gone D&D — deaf and dumb in street talk. The atmosphere is tense.
  • Moon was fired for “insubordination.” What exactly the mutiny entailed we can’t say. Many observers of Pittsfield and county politics have offered theories, but as of yet no definitive  narrative has emerged.
  • The Boring Broadsheet sic’d their green city reporter, Amada Burke, on the story. Though she and the paper learned of this as did everyone else on THE PLANET, she didn’t give credit. That’s professional courtesy The BB doesn’t practice, probably because we beat their newsroom so many times with our our “one-man mob scene.” Burke shared some white bread from DA spokesman Andy McKeever: “We are proud of the work [Moon] did during her time here. Our community should be tremendously grateful to her for that work. We are looking forward to seeing what Councilor Moon accomplishes as she continues to serve on the City Council,” he said. Right. Proud enough to fire her. As we predicted, Harrington is hiding behind “it’s a personnel matter.” The public pays for the sideshow, but when it goes bad, the Kapanski’s aren’t allowed to know why.

  • Sources in the DA’s office said they knew of Moon’s firing but that’s it. This suggests Moon was martyred to serve as an example lest anyone else in the office even think of going rogue. Moon managed Harrington’s  campaign for the office, so the morale-squashing message goes, “If I unceremoniously dump her, I can eliminate your sorry ass.”
  • Don’t expect the mayor to get near this story.
  • “A tight lockdown” as in gag order is about the only fact that the wise guys can agree on at this point.
  • How will the firing affect Moon’s responsibilities as Ward 1 councilor?
  • How will if affect her relationship with Ward 6 councilor Dina Lampiasi Guiel. Both Moon and Lampiasi did not respond to THE PLANET‘s questions. The relationship between the two women — both on the council, both owned by Harrington — will be interesting to watch. Lampiasi doesn’t like Moon. One inside observer said, “I don’t know why people think Dina and Helen are best pals.  Nothing could be further from the truth.” Could this relationship factor into the mystery of the firing?
  • The Pittsfield Police Department is spiking the football in the end zone over the news of Moon, who called for defunding the police during budget deliberations.

THE PLANET isn’t talking about some useless office but Berkshire County’s top cop. What does a DA do?

A district attorney

  • Sets the tone of law enforcement in a jurisdiction.
  • Has a tidal pull on policing, investigative work, and the courts. A strong and honest DA will produce vigilant and fair judicial outcomes. A weak DA will destroy prosecutorial morale, infuriate police, and frustrate the courts.
  • Determines whether the elective office will be prosecutorial or political.
  • Directs her own investigative and policing teams (in Harrington’s case, state troopers).
  • Presents cases to the courts.
  • Recommends sentencing.
  • Is the only attorney allowed to participate in grand jury proceedings.

The point is, the public needs to know what’s going on. As usual, however, the transparency that The Suits like to brag about is about as clear as a three-foot-thick wall of stone.

Harrington has already made a mockery of the DA’s office, and she just announced a policy to ensure compliance with 57 year old case law , and was dumb enought to declare that some prosecturors wouldn’t know excuplatory evidence if it bit them in the hand. In other words, she made a fool of herself. Moon probably got hush money, I mean severance pay, so she won’t talk.

@EWendt – Right on. Creating a so-called formal policy for what is already the law is a nothing burger. Of course the Eagle is ridiculous enough to put it on the front page – I would expect the Berkshire Edge to do that but not the Eagle. Turning over exculpatory evidence is the law and one would assume lawyers in the DA’s office would know this. Harrington is the most inept lawyer in that office.

The contract states the city applied for and received funds, but doesn’t say how much they received in total. The contract is for $22 G’s to ServiceNet. Was the $22 G’s the total amount of what the city got to dispense?

They take $200k for administration normally.

That’s an old contract that’s expired, the amended contract ended June 30, 2020. So that amendment expired as well.

Get the FY 2021 contracts that started July 1, 2020. That’s where the real info is.

It was $9,000 for three weeks of meals for 45 homeless. ($3,000 a week)
So where did the $789,382 CARES money go?
Also what about the $1,341,750 housing and homelessness allotment?
They paid $9,000 out of $2 million.
Ask the city how much they paid to DPW folks to fix up St. Joes. Kerwood knows the exact figure

Is there anyone on the finance committee that might be concerned about where all that money went or is it kind of in a blind trust/black hole type place. Did any magician’s make it disappear or would the mayor like to squash rumors? She looks worse by the day as far as open and or honest.

Johnny, totally agree with your comment. Just wondering where all our elected City Councillors are hiding? Evidently Madam Tyer has a complete hold over the whole council and they have chosen to hide behind the pandemic. What are they all afraid of? Her? Do they not see the City falling apart before their eyes? Ever since the first of the year this City Council has done absolutely nothing to represent the taxpayers of Pittsfield. My opinion of all of them is that they need to all step down from their positions since they have no interest in trying to find answers to where monies have gone, why the city streets are such a mess, why every department in the City is screwed up, why the City post on their website that we have a Traffic Bureau, yet there is no traffic enforcement. Must be nice to receive basically free health insurance, building a City pension and you don’t have to do anything to earn it. Wish we could vote them all out this year, but then again you can’t trust the City of Pits voting system either.

It sounds like Helen Moon let the cat out of the bag by bringing up the defunding of police. In some parts of the country the far left is being open about it, but in the suburbs they want to keep very quiet about their plans for the police because they need the votes of suburban women. They have suburban woman all pumped up with hatred for President Trump and they need to make sure suburban women focus on that when they head to the polls. Suburban women would not support no police. The far left can get away with that in very far left places like Seattle, but most of America is not ready to be told that police will be a thing of the past and you need to call your social worker for protection. If you don’t have a social worker, guess you are on your own. How do social workers feel about their new job description?

The Gen’l Laws of MA (and many throughout the US) require that an Officer must observe the misdemeanor violation, and then MAY summons or arrest (eg: Dist the Peace). ALL crimes require a Victim to be named in an arraignment; that is why many crimes go down the tubes) because there is nobody that wants to be identified and go to Court and identify and person! Some crimes are SHALL arrest upon Probable Cause supported by Reasonable Suspicion that a crime has been committed (eg Domestic Violence).
If a nar do well is “trespassed” by the person in charge of a property at the time of the offense, is told not to come onto the property again, in the presence of a P/O, he/she has “been advised.” Coppers go back next day and the Sub is there, he/she is subject to arrest. If he has fled, a warrant “should” issue IF the Officer takes the time to apply for said warrant. In many cases, it is not worth the time. Sheriff doesn’t need another inmate; Perp will walk with a fine that will never be paid, he/she will be on Probation, violate it and the circle continues!

Kids need to be in school. Remote learning ineffective; 30% + students disengage.
Science has proven that kids are not at risk for covid.

If the Pittsfield school dept. is planning to transitioning to remote learning, the paras, librarians, guidance counselors, adjustment counselors, janitors, curriculum coordinators, deans of students and other nonessential administrators should be laid off. School buildings should be mothballed. The state’s revenue is way off due to covid, so funding will be severely reduced. Guess what? That means our taxes are going to skyrocket!!

So they tested kids in Florida (one of those states with a moron for a Gov.) and they found 31,000 kids tested positive. And that is just a sampling. So those 31 thousand are probably asymptomatic but spreading the virus everywhere they go.
So what happens when a large number of teachers and school staff get infected and are either out or dead and there are not enough people to effectively run the system?
Well you are back to square one only now you have really ficked things up going forward because you will be shut down for much longer. AND Putin is laughing himself silly watching the America self destruct.

Kids are not transmitting it to teachers. No cases reported of kids getting teachers sick with COVID-19. Older teachers shouldn’t report back to the classroom as a precaution mainly because they could get the virus from other teachers NOT the kids. That’s common sense.

She monitors the social media accounts of office employees for even a whiff of disloyalty. Particularly in this environment, staff is terrified of being fired so they keep quiet.

A couple weeks ago a top law enforcement officers nephew was involved in a hit and run.The driver took off with his air bag deployed. This has been clearly stuffed under the rug. As the money is from HUD someone could FOIl HUD for all details of money appropriated to the CITY and all communication on the applications and maybe even the actual applications done by the city. I think there are several Federal statutes referenced in the contact as well. This contract says 22k was apportioned for St Joes which is a small budget for 40 people. I don’t know what was spent for ‘renovations’ of St Joes.

RN states there is a huge budget the City gets (through HUD?) and this is just a tiny bit of that money? This contract states if a subcontractor recipient gets over 750k – that apparently requires an audit? Did I read that correctly? I wonder if they dish out in smaller parcels to avoid an audit. I think a federal freedom of info request be appropriate and would garner more than a state one.

IBerkshires has an article stating our famous Jake McCanass is a finalist for super of Mt. Greylock School System. Thought he stated he was happy and proud to be the head of the Pittsfield School system, especially with all the money he receives? Since this is the second time he has attempted to leave, maybe he should just resign. Explains his difficulties in making decision on how to get our children safely back in school. His focus is elsewhere. Lets just hope he gets this new position and Pittsfield finds a new super that can turn our failing schools back on the right track.

NOBODY wants out of the Pittsfield school system more than that guy. He would probably be willing to work for free in Tibet just to be shed of the mudhole system he is in now. The situation is pretty much unfixable as over a billion dollars has been poured into it in the last ten years and it has actually gotten worse. Kids bailing out, teachers bailing out, staffing bailing out. And the super is paddling with both arms trying to get out.
