(FORTRESS OF SOLITUDE, MONDAY JULY 10, 2023) — When THE PLANET ran our three-part series last week on the special council meeting, we ended each with the same quote, the epigram we place at the terminus of each column.

It’s a quote from the great H.L. Mencken: “I believe that all government is evil, and that trying to improve it is largely a waste of time.” The word “largely” buys wiggle room for the exceptions, but most anyone who has covered government, politics, and politicians as intimately as Mencken did — and as THE PLANET has done — knows his pronouncement to be true.

Government mixes three lethal ingredients that inevitably lead to corruption: money, power, and collectivism.

It’s always fatal and there’s no known cure.

Picklefield is no exception. And lest you feel I’m picking on them, let the record show that THE PLANET has exposed our share of muck, from Three Mile Island meltdown to Son of Sam. We covered the mayor of Syracuse, Lee Alexander, brought down in a $1.5 million kickback scandal. In Pennsylvania, we led the investigative team that brought down the legendary congressman “Dapper” Dan Flood, the “Silvio Conte” of Lackawanna County for kickbacks on federal contracts. Flood was ranking member of the House Appropriations Committee. Our efforts brought us face-to-face with the mob, and we’re around to say (and proud to say) we didn’t blink. That’s when The Press had power.

After being in the Majors, you can’ see why it’s hard for THE PLANET not to think that in our Golden Years, we are playing tidily winks with respect to Picklefield government. Except that corruption in Picklefield is as stenched as  anywhere. When it comes character, there can be no relativistic evaluations. There, along Menckian lines, evil is as absolute. So is the lack of goodness’ presence.

THE PLANET‘s confessional preamble leads us to two related items on the agenda of our Right Honorable Good Friends on the city council:

4: A communication from Mayor Tyer appointing Yamila Badui, Michael J. McCarthy, Leah W. Reed, Brendan D. Sheran, William D. Travis, Catherine VanBramer, and Dina Guiel Lampiasi to the Charter Review Committee.

18: A petition from Councilor White requesting consideration on “Charter Objection” in Article 2, Section 2-9 of the Charter, Ordinances and other measures, C – Charter Objection be, eliminated or otherwise amended

Requests the following petition be referred to the Charter Review Committee for consideration:

The origins occurred on June 27, when Charles Kronick made charter objections on the Administrations’ last-second spending requests of $1.54 million for FY23. The 11th-hour nature of the $$$ demands required more time to research. This being Picklefield, Sir Chaz was the only member who thought the demand needed looking into.

Since then, secret meetings involving Administration officials and councilors have launched a plan to scuttle charter objection (CO). Seems The Suits are confident that come January, they will have the monolithic lineup in place to make a CO dangerous.

They want TC, Total Control …

They will get it.

Step 1 of the plan to kill the CO. Revive the Charter Commission and to assure a supermajority of “favorable” members. Mayor Linda Tyer has nominated:

  • Yamila Badui, 7 Caratina Avenue. The first two qualifications she provides on her resume: “leader and visionary.”
  • Michael J. McCarthy, 16 Meadow Ridge Drive. Former city solicitor 1987-89.
  • Leah W. Reed, 24 Delaware Avenue. She boasts of “extensive knowledge of the Intellectual Disabilities and Mental Health fields.”  A perfect fit!
  • Brendan D. Sheran, 62 Spadina Parkway. Current assistant principal of teaching and learning, another six-figure make-work post for the Pittsfield Solhco Dept.).
  • William D. Travis, 17 Roselyn Drive. Ex-Slocoh superintendent, whose handlebar stash reminds THE PLANET Dan Flood. Is that the only similarity?
  • Catherine VanBramer, 95 Backman Avenue. Currently serving in Tyer’s office as director of administrative services, a position last held by Robber-ta McCullough-Dews.
  • Dina Guiel Lampiasi, 8 Trova Terrace, city councilor. Nuff Ced.

Yup.

Mary Jane and Joe Kapanski can be assured of a neutral, objective, unbiased review, after which the CO will be taken out back and hanged.

Once the commission is in place, it will come back to the council with its “neutral, objective, unbiased” recommendation.

Come on down, Agenda Item #18!!

Council VP White has formally place the question before his colleagues.

Then the deed will happen. It will be a nice, quiet job. Councilors who oppose future 11th-hour money grabs will have NO LEVERAGE WHATSOEVER.

Good question for the candidates running for mayor and council during debates or interviews. Are they in favor of dismantling CO’s? And why?

I like to see if any candidates would negotiate with Cafua Management (Dunkin’s Donuts) letting them build on First St. In exchange for them building on the Royal Cleaners site. Both are eye sores. Hopefully the CC learned you can’t bully companies that have FU money. Super Walmart is another example.

While I am an overall proud supporter of Mayor Linda Tyer, I disagree with her administration’s secretive management of municipal financial accounts. The Dirty Bird (Berkshire Eagle), blogger Dan Valenti, citizen activists, and Ward 2 Pittsfield City Councilor Charles Ivar Kronick all spoke out and wrote against Mayor Linda Tyer shutting out the public from her administration’s secretive deliberations of how they would spend the city’s ARPA funds (aka Biden Buck$) that amounted to over $41 million. Pittsfield politics’ nine-day-old fiscal year 2024 municipal operating budget spends over $205.6 million in return for – “a shit sandwich” – Level 5 public schools, Pittsfield always being in the top 10 cities in Massachusetts for violent crime year-in and year-out, the 25-year-old polluted PEDA debacle that has millions of dollars in always increasing unfunded liabilities, around one-hundred million dollars in municipal debts plus over $400 million in OPEB unfunded liabilities, a distressed downtown with 15 empty storefronts in 2023 that is sarcastically called “Social Services Alley” with the surrounding inner-city distressed neighborhoods sarcastically called “The Ring of Poverty”, the one political (Democratic) party fighting provincial factions who both report to the same political bosses in Boston, State Rep. Tricia Farley Bouvier saying her only priority in 2023 – 2024 is to decriminalize sex workers, State Senator Paul Mark recently voting against affordable housing legislation, PAC Man Richie Neal only being interested in K Street corporate lobbyist firms that have nothing to do with his mostly rural Western Massachusetts-based Congressional District, the supposed Green New Dealer Ed Markey supporting GE’s plan to put a PCBs-filled toxic waste capped leaky landfill inside of a watershed in the polluted Housatonic River in Lee, Massachusetts, that is too close to the October Mountain aquifer, and the NOT living on or anywhere near Main Street USA Elizabeth Warren supporting Joe Biden, who takes in more money from Wall Street and K Street than any other politician in U.S. history.

To be clear: There is NOBODY in today’s government representing the fictional Mary Jane and Joe Kapanski hard-working, taxpaying family who lives in Pittsfield, Massachusetts! The government has become a big SCAM that is led by the fictional Massachusetts State Representative Sellout Shakedown who sells out the common people and taxpayers by shaking everyone down for the Almighty Dollar to enrich himself and his wealthy campaign donors at the public trough. On Beacon Hill, some registered lobbyists earn 7-figure salaries, which is outrageous. On K Street, the corporate lobbyist firms in the Swamp recently bragged about their record earnings during the Biden administration’s spending binge. Economic inequality is at a 100 year high (which is when one hundred years ago Adolf Hitler began his rise to power in Germany). The middle-class family – the American Dream – of post-WW2 USA has become a 21st Century myth. This has to change NOW! The people and taxpayers must vote out all of the corrupt career politicians in the government and vote in new politicians who will vote to invest in people, communities and the middle-class by voting for affordable housing, universal healthcare insurance, Level 1 public schools, transportation that gets the working class to and from their residences, living wage jobs, realistic pension plans, and economic equity in all public policies.

It really bothers me that so many men and woman have suffered the horrors of combat so that people like this can make their efforts in vain. Kroll gave 500 k to Hancock Village only for their leader to redirect Pittsfields residents gift.Kroll gave 500 k to the people giving guitar lessons on line.Marchetti and Kroll gave 600 k to the Berkshire museum…..They simply don’t know how to handle money.They are all associated with Rueberto and he was mentor to Tyer.They all have spent Pittsfield into near bankruptcy…..Marchetti has spent every dollar for the last 20 years…..Things could have been very different if it were not for adding new positions.We have gone from 60k pop to 40k as Westfield is now bigger than Pittsfield….Pete Marchetti is not the answer to Pittsfields spending problem….We need Melissa Mazzeo who will win in a landslide.

And to add insult to injury that half a million that the museum got was not long after they got 50 million for their “endowment” from selling the Rockwell paintings. They could have paid for that new roof from the endowment interest but chose to stick it up the taxpayers asses instead. Is Ruberto still a museum board member by the way cuz maybe he could “splain” how that all came about.

Looking at the list the mayor is proposing it does not seem to fit the DIE criteria. I think the council should reject it. If they want to change the charter go back to the old one where it was for 2 years, the mayor seemed more accountable. Speaking of the mayor I’m stull waiting for her promise to be transparent with her work. Let’s get a forensic audit and by the way the AG should be involved with the illegal handling of the ARPA funds….where is the DA?

I don’t think the DA investigates abuse of Treasury funds. Don’t know about the AG. Definitely the place for State Treasurer/Inspector General. Give me a package of complaints and I’ll take it. It’ll make your time here count.

I guess the IG is the place to go with the complaint. From what I know of ARPA it was for necessary improvements to water/sewer or broadband, response to public HEALTH emergencies or it’s negative impacts(which financially I don’t believe hit Pittsfield due to the pot taxes flowing in), wages for essential workers which most stayed home so that’s not covered except for police/fire fighters and for gov’t services effected by lack of revenue which again I don’t think Pittsfield had an issue with. Now creating 2 no show jobs at $50,000.00yr seems illegal as does making a secret committee. From others on here who stated special people got special rewards like a trip to Africa and others who received special funds for home improvements???? Can you request at the next CC mtg a complete financial breakdown ie the balance sheet on the ARPA money as well as all notes from the committee to see what was discussed and their rational for the legality of where they spent the money?? That would be great if possible.

The cowards won’t answer and when they won’t I will put in a petition requesting and ordering them to do so. I will further ask them to do so immediately so as to stop the precedent of hamstringing the hands of the new incoming mayor and to put an end to this type of underhanded approval by the 6-5 rubber stamp committee. Mencken could use a study in The Republic and then the Federalist Papers for rebuttal. Government inevitably reflects the desires of the people, often time invited in by the masses. Every tyrant walks into power largely with the support of the mobs of people. In fact, the most democratic systems exist in the most extreme tyrannies.

Socialist: ‘We will give you a vote and give you a leader. Choose between the two: Me, and my opponent who is now in jail. Everyone MUST vote.” People here do vote, and the do love their king. Putin and Kim Y Un are polling very well.

Democratic Socialist: “We will use whatever democratic institutions, (ballots, primaries, electoral processes) available to get your votes, and then we will give you a leader. Next election, you will get to vote the simple and clean way described above.”

Government is a necessary evil. Without government, humankind fails to advance. Do away with the social contract and you get chaotic infighting. The best we can do is strive toward the ideal and maybe we can do better than just military defense and the building of roads. The worst we can do is to say government sucks and is to automatically be vilified.

The underlying premise, that we live in unique times, is unrealistic. Why? Because the nature of man has not changed in the last 2,000 years. Current environment is perfectly matching the prophesy/dream of Daniel. That’s how little things have changed and how clearly true is the Word.

The objective of the Founding Fathers was to establish a republic that would prevent the aggregation of power in men. The fundamental assumption is that humans are permanently and universally flawed – a religious precept of the founding – and therefore structures must be invented that would protect against human nature. The greatest threat they feared, and stated that they could not write away, is the use of demagoguery, appeal to the mob, that allows the power hungry to empower themselves, all clothed in the mantle of the democratic trappings of popular support.

What Franklin certainly understood is that the Republic would collapse, eventually, when the corruption devours the soul of the Republic that will happen when an ignorant generation feeds it to the Beast.

We are permanently and universally flawed. But ask yourself this: what would I (you, me, Dan) do in the position of power? Would we do the right thing? I reckon we all believe we would. So how do you reconcile this? Is it ‘oh, I would do the right thing, it’s every one else that’s corrupt.’ Or is it ‘yeah, I’d be just as corrupt as all the rest.’ Therein lies the apparent contradiction. For me, it is more apparent than real: I believe there are still many who would do the right thing.
