‘POINT OF ORDER”: BATORY’s PARLIAMENTARY MANEUVER EXPOSES MARCHETTI’s ILLEGAL ACT

(FORTRESS OF SOLITUDE, MONDAY MAY 4, 2026) — Peter Marchetti is a walking conflict of interest, serving both as Bitchfield mayor and chair of the city’s sochol committee (SC). The two roles put him in double jeopardy for voting on the school budget while proposing the city spending plan.

As both mayor and chair, he can’t consider policy on either side with an objective point of view. Not only should the mayor NOT be chair of the committee; he shouldn’t be ON the committee.  Lumpy is an ex-officio SC member, meaning he’s there only because he holds the other office. That rule can and should be changed.

That’s bad enough, but what Marchetti  did April 29 at the most recent committee meeting might be cause for impeachment, recall, or criminal prosecution.

He forged another committee member’s name. What else can you call it putting an item on the agenda in another member’s name without that member knowing about it?

In February, the SC voted to make public the PHS scandal report by Feb. 18. Finally, citizens, taxpayers, and the rest  would see the insides of a document that Lumpy, for some mysterious reason, has desperately tried to keep under wraps. That’s the way Bitchfield does its dirty business, in secret … in illegal meetings … in granting influence by non-office holders over the public’s business.

Of course, the February deadline passed with no report issued. Lumpy cited vague, outside legal threats for keeping the document hidden.

Right.

Meanwhile Ciara Batory, without the support of SC colleagues, kept raising the issue of the report.

“When will it be released?” she kept asking.

Of course, the Boring Broadsheet, the anorexic local daily once known as the Berkshire Eagle, ignored the story. Only THE PLANET among local media dared to run with it. Shortly after, those paying attention noticed a cold front had swept over the remainder of the committee, who suddenly got “buyer’s remorse” over their vote to release the report. Had someone gotten to them? That’s the scuttlebutt at Mercer and around city hall.

At the April 29 meeting, Marchetti introduced a motion IN CIARA BATORY’s NAME, for a second vote on releasing the report. Mayor-chair Lumpy was counting on members having been “set straight” on the vote. Apparently, Lumpy doesn’t know Robert’s Rules of Order, where’s it’s illegal to make a motion or place an item on the agenda, with or without consent, in the name of another member. He was probably banking on no one noticing or caring. He didn’t count on Batory’s persistence.

At the meeting, Batory emptied both barrels, upbraiding the mayor for using her name in vain in filing an illegal agenda item. She began a withering cross examination, eventually causing Marchetti to hide behind the skirts of Heather McNiece, SC vice-president. Finally, in answer to Batory’s question about who used her name to put the motion to reconsider the vote on the report,  Marchetti, in a voice barely audible, said “I did.”

In the meeting, the tape of which THE PLANET ran on its most recent Weekend Edition, you hear Batory call for a “point of order” rather than a “point of information.” The difference between the two is how she sprung the trap for Marchetti. It also shows how closely Batory studied Robert’s Rules of Order. Allow THE PLANET to explain.

Robert’s Rules are not Demeter’s. The first is more formal, the latter more casual.In Robert’s, a member calls for a “point of information” when they’re confused about a motion or other action of the committee. They notify the chair of a “point of order when they see a rule violation. That subtle difference led to Lumpy’s admission.

Instead of submitting the motion to reconsider the PHS report vote in Batory’s name (a case of forgery?), the mayor-chair could have and should have made a motion to reconsider the earlier vote. That would have been legal and no doubt would have passed 1-to-6.

It remains to be seen where this fiasco ends up.

If there is any shred of legality in town, Marchetti’s underhanded action should at minimum be rescinded, he should be censured, and the report immediately released.

Hello blogger Dan Valenti,

Pittsfield politics is a fiefdom instead of a local government. Its track record is very QUESTIONABLE. Its Mayor is a career politician who favors MONEY, while waging an unjust “War against the underclass” residents of the small city he leads.

Pittsfield’s public schools are rated Level 5 (rock bottom). 679 students chose to choice out of them to neighboring public school districts in the current academic year of 2025 – 2026. It is a bureaucratic maze run by the corrupt public unions who overcharge taxpayers with record-breaking annual budgets that always sees declining enrollment numbers in the mostly high needs school district.

Morningside Elementary School will close soon. It has the highest needs and poverty student body in Pittsfield. The public spoke out in opposition, but the Mayor and School Committee – less Ciara Batory who was absent for the vote – unanimously voted to close it.

Pittsfield’s public school legal report is an ongoing point of controversy. The Mayor is using every trick in his cooked books to keep it hidden from the general public. He knows where his bread is buttered by the corrupt unions so he will do everything in his power to stop the transparency efforts and would-be reforms in city politics.

The Mayor said that he hates social media when it comes to Pittsfield politics. He will soon release his record-breaking fiscal year 2027 municipal budget proposal that may be up to one-quarter-of-one-billion-dollars that will generate a lot of social media commentary in Pittsfield, Massachusetts.

Pittsfield is my native hometown. I am ashamed that it is a fiefdom. I dislike how very QUESTIONABLE it is. I believe that nobody in their rational mind would vote for the Mayor to favor MONEY, while always disregarding the poor residents.

I am a 1993 high school graduate of my Alma Mater Pittsfield High School. 33 years later, I am disappointed by its Level 5 rating, record-breaking choice out numbers, bureaucratic maze design by the corrupt unions, record-breaking annual budgets, and declining enrollment numbers.

I support public speakers who oppose the Mayor’s top-down management policies. I also support people exercising our free speech rights on social media and blogs.

I hope that the School Committee will please reconsider their vote to close Morningside Elementary School.

I believe that Pittsfield’s fiscal year 2027 operating budget should NOT be a record-breaking spending document, but rather, it should be cut by tens of millions of dollars to be in line with all of Pittsfield’s peer small cities’ annual budgets.

Please STOP abusing the taxpayers whereby Earl and the 2-Pete’s Pittsfield politics pounds, pummels, pulverizes, punishes people’s purses.

I don’t believe Mayor Lumpy committed fraud. The Commonwealth would have to prove he actually forged the document. He probably did, but he’ll never own up to it.

The charge Ciara should file a Show Cause Hearing against Lumpy, is MGL 267/5 Uttering.

To prove uttering, the Commonwealth must show Lumpy:

In Massachusetts, uttering is a crime where someone knowingly passes, uses, or offers a false, forged, or altered document (such as a check, deed, or record) as genuine with the intent to injure or defraud someone.

He uttered an official government document and tried to pass it off as Ciara’s.

The upcoming fiscal cycle is the predicted financial constrained FY 2027 budget (starting July 01, 2026), is said to see Mayor Peter Marchetti soon propose a city operating budget of up to one-quarter-of-one-billion-dollars that most small businesses and common residential taxpayers simply cannot afford.

The blame does not rest on the underclass residents who have been disregarded by Pittsfield City Hall. The blame does not rest on the small businesses in Pittsfield who pay the 2nd highest tax rate in Massachusetts; Holyoke is 1st. The blame does not rest of common residential homeowners who pay well over $6,000-plus per fiscal year in local taxes and fees.

The blame rests on Mayor Peter Marchetti, who represents a continuation of the same political-insiders-run corrupt machine and failed “Pay to Play” management styles of the past in Pittsfield, Massachusetts. It is all about MONEY instead of good governance in Pittsfield.

The common people are not the Mayor’s ATM, doormat, and worse. We have every right to exercise our FREE SPEECH. We should point out the city’s uses of RETRIBUTION. We should stand with those who are persecuted by City Hall’s career politicians. Pittsfield deserves its local government back from its current corrupt fiefdom.

The primary Target is a revocation of the second vote and execution of the release of the report via ethics process.

Remedy for the act of assuming another’s name in filing the petition is likely handled in a different body and may target a different remedy.

I advise Batory to pursue the first foremost, and use to build a potential complaint for the utterance. Easier to win in court when you have built credibilty.

I would think that rules governing public meetings would be codified under the open meeting law, which would make this matter fall under the jurisdiction of the ethics commission. They actually do a good job in investigating and adjudicating complaints.

Don’t you seem whats going on? the Council that was voted in mostly rookies were tutored by flats and now lumpy for the last ten years,he knows the school committee voted in mostly rookies and even admitted they were not ready.Theyre depending on lumpy to the lead the way because he has so much experience and control,otherwise they all look like duds.
