FLAT TYER’s FY’23 BUDGET PROPOSAL A “TOME OF MENDACITY”

PLANET VALENTI NEWS AND COMMENTARY

(FORTRESS OF SOLITUDE, MONDAY MAY 16, 2022) —  Stop the Presses! Press the Stoppers!

Mayor Linda “Flat” Tyer did the expected, presenting a corpulent, stout, overweight, fat, adipose, gross, hefty, porcine, paunchy, bloated, puffy, blowzy, distended, swollen, pursy, plump FY23 budget. It greases The Suits and Special Interests while robbing The Kapanskis so badly they will be singing “Three Blind Mice.”

If the budget were a person, it would be either Sophie or Matt Tucker. If it were a song, it would be “The Fat Lady Polka.” If it were a cartoon superhero, it would be Bouncing Boy from the Legion of Superheroes. If a chapelle, it would be a pink pussyhat.

Flat’s first budget passed at $137,582,647. For FY23, she has the … [pick one] ( ) nerve  ( ) gall  ( ) audacity  ( ) carelessness  (  ) cruelty … to  demand $188,589,144. That’s an increase of $51,006,497, a 26% hike exceeding the inflation rate from ’14 by 18% and topping 2022’s Bidenflation by more than 300%.

For all that extra money, Flat’s been cutting services, feeding the pigs in the public trough, and rewarding the Friends. Yes, the price of incompetency has gotten expensive. To put the $51 million increase in better perspective, the entire municipal FY1986 budget came in at $46,480,070.

———- ooo ———-

The official budget is presented in a “book” some 611 pages boring. Flat writes proudly in her transmittal letter that it’s her “pleasure” to present it. Must be a masochistic use of the word “pleasure,” because this steaming pile only suggests “pain.” This B.S. budget gets going in the first paragraph of Flat’s letter to city councilors. She writes: “Using ClearGov, a new Cloud-based budget and performance management software built for local governments, the budget process and document has been transformed to provide even greater analysis and transparency.”

Want a glimpse of the “greater transparency?” THE PLANET cut-and-pasted the above quote from the mayor’s letter. Instead of saving us the rote job of retyping, this is what cut-and-paste produces:

.ycnerapsnart dna sisylana retaerg neve edivorp ot demrofsnart neeb sah tnemucod dna ssecorp tegdub eht ,stnemnrevog lacol rof tliub erawtfos tnemeganam ecnamrofrep dna tegdub desab-duolC wen a ,voGraelC gnisU .tegdub gnitarepo lapicinum 3202 raeY lacsiF eht tneserp ot erusaelp ym si tI

How’s that for “transparent?

THE PLANET won’t bother too much with the budgetary details. If you wish to access this Tome of Mendacity, go to cityofppittsfield.org and click on “Proposed Fiscal Year 2023 Budget” under “Hot Topics.” There you’ll see all the fancy, colorful charts and graphics, the 611 dumbed-up pages to share what two pages used to accomplish. The book looks  “pretty,” but it’s bad news for any tax-paying Kapanski trying to stay afloat while Flat and her goons tax them to death.

———- ooo ———-

When it comes to budgeting, government operates in direct opposite of The Kapanskis. Mary Jane and Joe look realistically at their projected income for the coming year. They do that first to have a good idea of what they can afford and what they’ll have to cut. The Kapanskis, residents of that unfamiliar world  known as The Dreaded Private Sector, then make the adjustments. If they have to, they make cuts. Then they’ll take a hard look at the costs of food, heating, medicine, shelter, and clothing, then decide if one or more has to be short-changed.

On the other hand, government first looks at how much Kapanski Kash it wants to spend. It provides the wish list then raises taxes to accommodate their fake “needs.”

Tyer must know deep in her heart that she had her chance to do good and blew it for 30 pieces of Judas silver. She also must know she can’t be re-elected, not even in crooked Pittsfield. THE PLANET grants, though, that Aspen, Colorado will make Pittsfield, Mass. look like a dim and distant mirage, the lives  either damaged or destroyed be damned.

Back in the ’60s, The Kapanskis had Flatt and Scruggs, who, on The Beverly Hillbillies, sang “The Ballad of Jed Clampett.” Today they have Flat and Screwed:

Come and listen to my story ’bout a mayor named Flat / A rich bureaucrat who asked The Kapanskis to scat. / And then one day she was goin’ through the books / took what she could and gave the people dirty looks. / Kapanski Kash. Fleeced, that is.

Beacon Hill lawmakers are still sitting on billions upon billions of surplus state government cash plus a couple of billion dollars in “Biden Bucks”. Mayor Linda Tyer is sitting on many millions of dollars in “Kufflink’s” Creative Accounting Slush Funds plus tens of millions of dollars in “Biden Bucks”, both of which are cloaked in secrecy by her municipal administration that gives predictable Pittsfield politics its well-deserved bad reputation.

I decline to shop at the Pittsfield Pot King’s dispensary, and it would be illegal to bring his marijuana back with me to New Hampshire. For almost 3 years now, I no longer have a criminal record anymore after NH annulled it all back in mid-2019. I don’t need to get arrested and charged with bringing Nuciforo’s pot to NH. I like to give Berkshire Roots the proverbial middle finger from 120 miles away from Nuciforo’s Dalton Avenue, Pittsfield, Massachusetts, marijuana empire. Lastly, I feel bad for the abutting residential neighborhoods who have to smell Nuciforo’s skunk-like pot growing odors everyday while Mayor Linda Tyer does little to nothing about it because she likes Nuciforo and his pot revenues over the peace of mind of the complaining property taxpayers.

What is the total amount off tax breaks being given as TIFs? This is all money that has to be made up by the rest of us. Are we not entitled as taxpayers to see the whole list including benefactors, amounts of TIFs and number of years? My guess is that neither the mayor nor Kerwood would let you get near these numbers or if they did they would be skewed and no where near accurate. And so why is that? Are they too embarrassed? Are they even legal?

Get out while you can. Between the parasites and greed mongers and absolutely horrid financial oversight in Pittsfield, Ma. you have no chance. ZERO chance of getting ahead unless you work 3 jobs and win the lottery twice.

Well the fact the no media wants to touch that subject I would say probably very few but maybe NONE! I would love to see one of these ace Ealge reporters do a deep dive on all Pittsfield TIFs for the last 20 years. And not cherry pick the two or three positives but what good (if any) and ALL the downside. Business names, owners names, amounts per year and how many years. I know the Beacon theater was extended perhaps in perpetuity. Not holding my breath.

PITTSFIELD, Mass. — A company that combines solar panels with masonry blocks to make urban renewable energy is being welcomed to the city with subsidized taxes and economic development funding.

On Thursday, the Finance Committee supported a five-year tax increment financing agreement for SolaBlock Inc. The Community and Economic Development Committee also supported allocating $125,000 from the Pittsfield Economic Development (GE) Fund for the company.

It will go to the City Council for final approval at next week’s meeting.

“SolaBlock is an innovative clean energy company that I’ve been working with for the past two or three years now, trying to bring their operations to Pittsfield, I’m very excited that they’re planning to come here,” Pittsfield’s Business Development Manager Michael Coakley said.

“SolaBlock combines a solar panel masonry block and then creates a solar wall which is very innovative, it’s the only one in the country, in the world for that matter, they plan to create a minimum of 17 full-time clean energy manufacturing jobs, with salaries ranging from $37,000 to $55,000, they plan to lease the recently vacated 10,000 square-foot building over at 15 Hubbard Avenue, which was the Modern Mold building.”

I love the Oscar Wilde quote, wonder if the Justice of Truth and illegitimate understand it. Maybe they will learn as the Catholic Church did when all us kids would read the books they said we couldn’t read. Speaking of misinformation the Pittsfield budget has no true information in it. Back in the day the city would circulate the budget telling the citizens where every cent was going. They then would bring it forward and defend why the budget was created in the way the did it. Now it’s just rubber stamped and the Kapanski’s get less service and have less money in their pockets. Most readers of this blog know the budget needs to be reshaped. Cut the school department (many ways have been suggested on this blog) and put the money into infrastructure and maintenance. Very simple. I would also suggest increase the police budget but I understand in this current environment the liberals won’t go to that extreme.

Are you paying a lot more for food these days? How about gasoline? Clothing? Necessary appliances? Auto repairs? Well you better save a ton of money for your heating this coming winter as well because right now it is going for almost $6 a gallon and there is NO reason to believe it will go downward. In fact it may go higher. Much higher.

One more question. Do you think mayor Tyer, Mr Marchetti, or Matt Kerwood give a rats ass if you can keep up with the escalating inflation and that times are really tough for many people? Let me answer that for you. NO they do not. What they care about is that they get THEIR corpulent portion. Budget cuts are for pussies. Friendly business will get generous tax breaks. Friendly contractors will get nice fat contracts for make work projects And YOU will get their shaft so far up your ass that you will need a loan just to buy yourself food.

I mean YT has held down and prevented LOC like the two of them, Shirley Edgerton, and Dennis Powell, the chance to obtain an education level above the 5th grade, to work and earn to support a family, or the ability to read or write.

iBerkshires is reporting that the Kapanski’s really really want the CDBG money to be used for more curb cuts and sidewalks, followed by social services, and then housing.
Curb cuts, y’all.
Say what now?
Social services should read “redundancy of services”. An example of that is ( lack of) ServiceNet and Christian Center and the missing in action homeless shelter at FUMC all separately trying to build new construction that will provide wrap around services for the homeless, including showers, but alas, no affordable housing.
Gotta go where the grants take you, I guess.
Anyway in that battle, my money is on Karen Ryan and Christian Center. If anyone can get it done, she can. And likely it will be total no frills and yes administrators will be paid, as they should be, and our neighbors in financial stress and distress will get the services they need. Not so much from the other two contenders, according to word on the street. Yet Pittsfield city leaders continue to double down with ( lack of) ServiceNet to continue to provide the ongoing lack of services.
In fact in order to provide some of the services at the shelter lack of ServiceNet has had to collaborate with the Christian Center and other religious non profits to make sure the residents of the shelter are fed at least.
These are nonprofits that are doing this anyway and were already in place. Hey a collaborative model is great when it’s effective but when it becomes a pissing contest of who deserves the credit, and financial credits, count me out is always my first response.
But then I realize that as a citizen who is affected by, and honestly more times than not affected negatively, by my homeless neighbors that I damn well better speak up. It’s too easy to point to the beggars as the definitive and deciding factor as to why there’s no economic growth here but that is a false flag, the lowest of the low hanging fruit.
But I would be remiss if I did not also acknowledge that this is a symptom, a really visible and ugly symptom, of how badly Pittsfield is being mismanaged.
As a visual indicator of the economic health of the city overall I wouldn’t bring a business here after seeing beggars on every corner of the downtown and along the corridors that lead to downtown.
Meanwhile, 1 Berkshire is offering grants for downtown businesses to improve their facades (and somebody must have taken them up on it as there is a new witchcraft store on North Street with a beeeyoootiful new awning.
Transparency would demand that we acknowledge the voodoo aspect of TIFs, etc., But hey this is Pittsfield where we operate under the don’t ask and above all, DON’T tell model so….
There’s facades and then there’s facades, you know what I mean?

Huge shortage of affordable housing in Pittsfield. Much worse than when Tyer said she would be addressing it. It is because she was focusing on scooters and bike lanes and free lunches? Perfect example of money going to a persons head and going cuckoo. Leaving a huge mess in her wake.

Heard that all the milltown ten wheelers heading to Cloverdale are tearing it up and that they are waiting till that whole operation is done before they fix Tamarack. Could be a rumor or could be true.

But the word “Tamarack” may become synonymous with Tyers adminstration. As in, Russia pulled a Tamarack in Maripol leaving much of the city in ruins.

I loved the picture submitted by Downtown Scotter. I was there. Taking in movies at the Strand and shopping at Newberry’s or having a coffee at Rosa’s or a coke at the Sugarbowl. North Street, our historical shopping district, did not have to become a graveyard. In the 1980s Mayor Paul Brindle had the foresight to see a Pittsfield disaster if the proposed shopping mall was not placed in downtown Pittsfield. As you know the mall went to Lanesboro and now we have a dead downtown. Hold onto your property values if General Dynamics decides to leave Pittsfield. A summer tourist attraction and a medical facility will not be enough to keep us afloat. In the 1980s city councilors were paid $2000. a year. School Committee members received nothing. Now take a look at what you are paying for. Are you getting your money’s worth?

A graveyard. Had not really thought of it that way but you are right Chuck. Except that mayor Tyers graveyard looks like it is inhabited by the living dead. And apparently, some of the coffins are open and the maggots have crawled to the surface and are a constant threat to visitors who come to pay their respects to what once was. North street, once a bustling, vibrant community, is now Tyers Tomb. She continues to add expensive decor but no amount of makeup, no method of embalming, is going to make this corpse look any better.
It’s done, it’s over, it is a charade. Mayor Tyers charade.

Morales got his ass chewed out about something going on. Someone sent a freedom of information request for all the emails info on the Bird program. The message was it’s for a lawsuit so they are trying to cover their ass.
A bunch of the scooters are not being put out maybe half of them and they’ve moved them to other locations in the city. They put some up at BMC moved some out to by the UPS store, by Deming park, as my boss put it, “less urban” areas. They want to slow complaints about them downtown. I think because so many people have complained. Also they are not bringing in the revenue they thought they would. Too many freeloaders so move them out of the “urban areas” to boost paying rides.
Splash pads are showing high e.coliform
I sure as hell wouldn’t let my kid bear them. The one on Clapp is messed up! Tamarack wasn’t redone because they missed a deadline for asphalt. Interesting to read that some folks think Warren Dews has been tapped to run for the next mayor.

We’ve already seen what Tyer did to the budget. Can you imagine what Warren “Pay Now, Ask Questions Later” Dews would do to it?

Although my post regarding his new collaboration with Harmony Edwards (apparently she dropped the Persip moniker somewhere down the line) got buried in the previous post, any run for mayor will surely drag up the unsavory details of his questionable “strategies”.

https://mainvest.com/b/new-eatonville-berkshire-spa-resort-sheffield

His bio on the New Eatonville Mainvest page touts 30 years of business experience yet lists no current or recent occupation or employer. His accolades include his work with Jam Master Jay (of Run DMC) who was murdered in Queens 20 years ago in a drug situation gone bad.

(Time for an updated bio, Warren)

As it turns out, Warren has infused his odd business strategies into another local venture – a restaurant in Adams in the former Firehouse Cafe, partnering with Xavier Jones (of Big Daddy’s Cheesesteak fame).

Although their new restaurant has no actual opening date set, they are holding a “soft opening” fundraiser to raise money to “support the future of the Firehouse Cafe”. Remember, this is the “Pay Now, We’ll See What Happens Later” strategy.

https://firehousecafe.ticketmambo.com/

Tickets are $1500, $1000 and $750. Looks they are seriously hurting for cash.

And completely delusional.

The accounting requirements for Warren, Shirley, and company, to get the $700,000 ARPA gift, was that they were black (LOC). Nothing more, nothing less.

Do you think a bank would loan Warren $700,000, based on his previous track record of failed business adventures, simply because he was black?

And Harmony, she tried to run over (literally) an ex-boyfriend in the past. Harmony must be the “muscle” of the operation. When the business never materializes and the investors want their money back, a call is placed to Harmony to “rectify the situation.”

End of story. Nothing to see here Phil, move along.

Speaking of invites, although it says by “Invite Only” it has been advertised across Facebook and is open to any sucker who is willing to pay.

It looks like they are desperate for a cash infusion to be able to open.

Xavier is of the same ilk as the Lanfair scooter guy- open a business, take as much cash as you can, then leave a trail of creditors hanging in the wind as you vanish in the night. I’m sure many on here know someone burnt by his previous ventures.

Here is Chef Xavier’s web page.
https://chefxavierjones.com/

This is what he said he has been doing for the last three years.
“Over the last 3 years I have been the Teacher of Deportment at Reid Middle School where I teach DBT Dialectic Behavior Therapy focusing on EQ Emotional Quotient and AQ Adversity Quotient”

Here is what Dialectic Behavior Therapy is: https://en.wikipedia.org/wiki/Dialectical_behavior_therapy

Is he a licensed therapist? A chef? What is teacher of deportment?

Houseless people are not freezing in the cold outdoors at least. House less people long for a home. Not just anyone could live in the park and call it housing. Only Michelle & Joe.

She lost to Chrome Dome Adam Hinds, who left Pittsfield after he married a wealthy woman who lives in Amherst (MA) where she is a college professor at the prestigious Amherst College, which is a sister school to the prestigious Williams College.

Hinds represents the the districts of Berkshire, Hampshire, Franklin and Hampden so he has to reside in one of them. His wife’s worth is irrelevant. Amherst was an all male school and certainly was and is not Williams’ or anyone’s sister. But you go, girl.

Letter: “Get ready for e-scooter injuries, the new epidemic in orthopedics”
The Berkshire Eagle, May 17, 2022

To the editor: With the advent of the Bird e-scooters in Pittsfield, available to anyone with a license, a few cents and a cellphone, I hope that Berkshire Medical Center’s emergency room is ready for the traumatic brain injuries coming down the road.

The rentals don’t include helmets, and I’ve seen plenty of people having a blast, laughing and zipping along next to traffic, some riding double and no one wearing a helmet. But they aren’t toys: E-scooters are one of the most dangerous vehicles on the road; with double the head injuries of cyclists, the injury rate is comparable to motorcycle riders. This includes the pedestrians who are struck by scooters.

The title of a 2021 medical article says it all: “Electric Scooter-Related Injuries: A New Epidemic in Orthopedics.” Richmond, Va., has a longer history of Bird scooters, and thriving legal practices dedicated to defending scooter accident victims. How is this a good thing for Pittsfield?

BerkshireSuperiorCourt / Tuesday, September 05, 2006

Pittsfield-

Lynette M. Edwards, 51, of McLaughlin Place was arraigned on two counts of distribution of cocaine and two counts of a drug violation within a drug free school zone.

Edwards pleaded not guilty to the charges. She was released on $500 cash bail set by Agostini. Charges are the result of an investigation into alleged cocaine sales in Pittsfield on July 5 and July 20.

Black Lives Matter paid the co-founder’s baby daddy almost five times the amount the group doled out to the Trayvon Martin Foundation — a charity honoring the black youth whose 2012 death spearheaded the movement.

Patrisse Cullors, the former executive director and co-founder of Black Lives Matter Global Network Foundation, paid a company owned by Damon Turner $969,459 for “live production, design and media,” according to the group’s latest filings to the IRS. Turner’s for-profit company, which sells $145 sweatshirts on its web site and solicits donations for “the movement,” received the second highest payout the group made in fiscal year 2020, which covers July 1, 2020 to June 30, 2021.
